Todd Helber, Dallas County Auditor. Just want to recognize our recipient or our winner of our second annual I Voted Sticker Contest. And this contest was conducted in March. There was six qualified candidates that submitted a drawing for our I Voted Sticker for 2026. And then we had a public vote from March 10th through April 7th And Kirsten Cable was our winner with 302 votes out of 530 votes cast. So I want to recognize her and present her with the winning certificate. So if you want to come up and get a photo with the Dallas County supervisors as well, congratulations.

My name is Robert Greenway. I live at 211 Northwest Hays in Greenfield, Iowa. I'm also a candidate for District 1 Supervisor from West Des Moines. Last night, I had the opportunity to spoke in open forum at the West Des Moines City Council. I told them a long overdue proposed new EMS building had been approved by the Dallas County Supervisors. Being funded by a layered, by first layer, the local option sales tax of up to $8.5 million. That's funded by the local option sales tax revenue. This was appropriate notification since between 55% and 60% of all local option sales tax revenue comes from West Des Moines. No animosities by those group. They expect it. It's been there for a long time. I did say I supported, and I really do support, the new EMS building. Long overdue. There was actually three city officials from West Des Moines that did remind me prior to the meeting of their contribution. It's big. And mostly comes from the Jordan Creek Parkway. As I said, there's no animosity. They expect it. And that's the way it was set up a long time ago. And by the way, they did remind me, and I think it's appropriate to be reminded this, The setup on the local option sales tax was based on 80, in the 80s, their revenue distribution. And if it ever comes to task in the state house representative, this could be a major downfall or a major problem for anything that's revenue bonds. That's funded by the local option sales tax. Anyway, another same type of deal. Brad, in the past, you've repeatedly said you don't represent the cities.
All right. Let's just direct the comments directly to, we're not picking on any specific board member. Just facts, please. You're just reporting out to the board on a topic. You have like a minute left, Robert.
Okay. Basically, You are using a revenue taxed by, funded by the local option sales tax. There can be changes throughout the time, and be aware of it. Thank you. Thank you.

So, I'm Julie Stanger, and I live in the Granger homesteads. There is a county tile that runs from our front ditch across fields and goes over to Beaver Creek, comes out over by Wendover. That county tile is plugged, and I've been working with Bobby Huntoon, to try to get something rectified. It's flooding our yards. The water's standing for days, weeks. The first time it happened was last August, and the water stood for 11 days, and it killed our grass. It killed our yards, the people affected by it. Then April 2nd, we flooded again. I called Bobby. I sent him pictures, and he said he'd be out on April 6th. On April 10th, I reached out again with more pictures, more flooding, and he said he was waiting on a contractor. On April 20th, I reached out again and sent more pictures, asked for a status. He called the contractor and said he can't jet far enough without digging up the intakes, and they can't dig up the intakes when they're wet. So then on April 27th, I sent more pictures and asked for an update, and he said they were coming on April 29th or 30th to jet and televise. Then on May 1st, I called again because it was a no-show and asked for an update, and he said they hoped to start on April 30th because the rain put them behind. And then he said they had hoped to start on April 30th, but the rain put them behind, so now they're coming on May 4th. And on May 4th, they were a no-show. Then on May 5th, I called for an update again, and he said he was waiting on the contractor, and now they were coming on May 8th. On May 8th, they finally came. They said they couldn't get through because the tile that runs through there is plugged with roots. It runs through, like, hay, alfalfa fields, and that's where it's plugged. He said they couldn't get any good pictures because there's water in the pipe, He said the pipe that got put in, I think it was in the 90s, is a perforated pipe, and so that's why it's getting plugged with roots. And he said he would be back on Monday, May 11th, with different equipment. Then on May 11th, it was a no-show, and I asked for an update. And he said he talked to the county engineer, and the engineer was talking to the Board of Supervisors to see what they wanted to do. His recommendation was to replace the line with solid pipe and fix the outlet area. He said he was told to wait on doing anything else until they met with the board. I see it's not been on any agenda. I don't know if anybody's talked to you guys about it yet. I know that it is definitely affecting our quality of life. The mosquitoes are atrocious. We have standing water all the time. And I just want an update of what's happening, what's going on. Communication has not been great. I always have to do the reaching out. And if you can't replace it in a timely manner, then we need equipment in there that can clean it out. And I do have pictures that I will share. And you can take them. And if you look at the last picture or two, you can see where it just killed our guns. The second set is from April 2nd. And the one back in August, water went over the road. The county doesn't even come out and put signs up anymore. It happens. We know it floods through there. It always has. But it's always drained. And it's not draining. This is from April 27. This one was yesterday. And it's worse today. So... I just wanna know, has a county engineer approached you guys?

Good morning. Suzanne Hegarty, Dallas County Health Department director. Last week, the resolution that came before you had a couple mistakes in it, my fault. And the project and the amount funded are not changing. The resolution that we had in place had some dates that were not correct for when the project came before the committee. And so we've updated that. And we also had Ben look over it for us. because it's been a year since we've been funding these projects now. And so his suggestion was that we put the actual amount of what's left in the fund in the resolution and so those were the two largest changes and hence the amendment.

Aye. Motion carries. Thank you. Okay, so we'll move down to, we have about a little over 10 minutes left. So, item 18 is improvements to 360th Street, Raccoon River Bridge, and the overflow channel. Al.
Good morning. This project involves two bridges on F90. near Boonville over the Raccoon River Bridge and one just west of there. in the, it's called an overflow channel. So when flows are high, it actually flows underneath this bridge. This project is the result of a developer's agreement with the city of Van Meter. The city is funding this project 100%. Beanster and Kim and Calhoun Burns have designed the projects and will manage the projects when they get under construction. I would recommend approval of the final plans and specifications. I've included the plans and specs with the agenda item. One change to that, they are going to extend the completion date into June. I felt like the approaches on both bridges will need some extra time in the spring and that would facilitate a better bid price from the contractors that would be interested in building these projects. And this is a first project of, I think, three that are addressed in a 2080 agreement that we signed with the city of Van Meter in 2025 that are the result of this development agreement. I'd be happy to answer any questions if you have any.
So will this project kind of be going on this summer in conjunction with when we're doing our project on the actual road?
The letting date is June 25th. So probably the earliest that a contractor could start if they had an opening in their schedule to do that would be sometime end of July, first part of August, which would be when our project is hopefully wrapping up, depending on weather. Um, one thing that I, I did forget to mention, both of these projects will be done one lane at a time with traffic signals. There will be a delay obviously in traffic, but traffic will be allowed over these bridges while they're under construction. With the exception of the Boonville bridge, it's a more substantial bridge and has, some structural elements that need to be repaired as a part of this project. We've talked with Halitz and Legacy, you know, the two businesses there that would be most affected by a hard closure and have agreed on closing the Boonville Bridge and fully to complete those Needed repairs between December 15th and March 15th So over the winter time when construction traffic is as slow there will be a hard closure with a detour signed for local traffic So answer your question hopefully not starting till after hours is wrapping up No doubt there's a lot of things going on f90 as there were last summer, so we're trying to accommodate the best we can
Well, do we have any current traffic counts on F90 in this particular area?
We do. I don't know them off the top of my head, but I could certainly get them for you. The traffic count for our system is going to be substantial. We're probably, I'm just guessing here, maybe 2,000 or 2,500. But definitely in the construction season, there's a very large percentage of trucks that travel this section of road because of the locations of the quarry and where the construction is taking place in the metro area. And there's some truckers that don't want to be on the interstate. They can haul heavier on our system is one of the reasons that they are on our system. So they can haul 18% more on our system versus the the interstate system because it's a federally regulated route.

Hi, so the Van Meter Community School District acquired a property back in 2024, so They didn't have enough time to get the taxes abated through the assessor's office, so they have current property taxes that need to be paid. But they were requesting that we abate those so they can use those funds for other purposes rather than property taxes, I guess.
Do you know the date of the purchase?
That I'd have to double check on. July 30th, 2024.
Taxes were current up to that time.

All right. My name is Jacob Hagan. I'm with Agrivia. We're a drainage engineering firm. A request was made to us from Dale Myers in Section 2, Township 79, Range 29, to annex a farm that he had that he did some tiling on back in 2016. A neighbor brought it to his attention that it wasn't in the drainage district. So he requested to be added to that drainage district. We provided a map here showing that the northwest-northeast was already in drainage district number 25. The parcel, the southwest-northeast, however, was in drainage district number 12. It's the one just south of that parcel you have pulled up. He had pattern tiled that and sent it to the drainage district number 25 tile. So we're recommending annexing him into 25. Therefore, he will start paying assessments for using the drainage district 25 tile. I don't know if Dale, it doesn't look like Dale is here today.
I spoke with him yesterday. He called me. I spoke with Dale yesterday. He said he was not able to attend, but he requested this, has no objections, and understands that he will have to pay for some of the fees involved with this annexation. Any questions?

Good morning. This is a rezone request for Bushnell Acres DF Companies. It's about 21 acres in Des Moines Township. just a little east of 141 Diagonal. They're proposing to rezone from A1 Agricultural to RE1, which would allow lot sizes as small as three acres. This is an area with lower quality CSR, which is what the comprehensive plan identifies as for potential for residential development. The rezoning proposal shows six lots. This is just a concept at this point in time. Lot six would need to be adjusted to come up to the three-acre minimum, but this is what they're proposing for now. It's been reviewed. Secondary roads are good at the entrance locations. It's consistent with the comprehensive plan, and P&Z recommended approval at their last meeting.

Before I open up to the public, I was going to ask if the board members had any questions.
What is the CSR using the methodology in the comprehensive plan?
So the comprehensive plan specifically calls out a map, hangs up in the wall of my office, published on our website as well, but it's calling out the CSR with 71 and lower with zero to 9% slopes as for residential.
I realize that, but what is the CSR of this?
The majority of the site is in the less than 70 range. And I, there's not, it didn't get in there. I believe it's in the staff report, the map with the CSR. Of course, I didn't bring my file. The majority of the site is in the 70 and under 0 to 9% slope. I don't have the exact numbers on it, but it's in that classification.
So when I'm looking at the map, it's a yellow color?
Correct. And that yellow color is what the comprehensive plan calls out as being suitable for residential development.
I have another question regarding our comprehensive plan. I don't think the plan itself addresses livestock production. You know, we talked about CSR, which relates to crop production and so on, and I know that this particular site has been either building site, cattle feedlot, and pasture for years. And so, you know, when you talk about the highest and best use of a a property and if we're going to take agricultural things into consideration, why would the comprehensive plan and funding and zoning commission not take into consideration preservation for potential livestock production?
That's certainly a consideration. This is a piece of property that was split off from the greater farm as part of a sale. They did not want to sell this portion of it, apparently, for the farm. And the buyer has chosen to pursue this route.
So how does that many new homes impact the surrounding agricultural area? In terms of potential future uses, maybe livestock production.
I don't know what negative impact it would have. It would be the potential of six more houses that would be possible out in that area anyway just on 10 acre lot sizes.
The neighbor probably wouldn't want to build a hog facility.
That would be a business decision that they would have to make regardless of the rezone.
Did you have anything before I open up to public comment? Did you get any response from the public on this?
Just the one that the board is aware of.

Good morning. My name is Josh McGill. I sent the letter in. I was speaking in opposition to the proposed rezoning. I hope you all had a chance to review the letter. During the planning zoning discussion, one of the commission members recommended that We provide additional follow-up information regarding soil quality data and current CSR classifications for the property. I understand that the Planning and Zoning Commission, they recommend approval by a six to one vote. My concern is not with the commission, but with the information that was provided and that they used to make that decision. The principal planning report characterized this as low quality soil. And it used that as the primary justification for supporting rezoning. It was also noted that the comprehensive plan looks at data sets from 1998 and 2000. These are older data sets. They don't represent current CSR calculations, GIS mapping. in current USDA soil surveys. More recent certified data shows CSRs in the mid to upper 80s. This represents high quality soil. If rezoning is approved, this productive farmland, it's gone forever. It's going to be housing. It's Iowa's number one resource, and I guess I'm just I'm asking this board to make the decision based on current verified data that's concurrent with or in alignment with the stated comprehensive plan.

David, I will ask you to address some of this. So we're in the process of redoing our comprehensive plan.
Yes, correct. So we are still working out the 1998 comprehensive plan and the approved soil data or CSR ratings that were adopted 1998. So, I mean, regardless of the age, that is the guiding document that we make our recommendations on. You know, the board at any time could amend to go to a new rating system, but while we're working on the comprehensive plan, that's something we'll look at. I don't know the outcome of that yet, of course, because we're just kicking that off, but all of our recommendations are provided off the data that the board has approved regardless of the age. That's the data we're presenting to the commission, and that's what we're obligated to provide. I should say, and as part of the comprehensive plan process, I mean, again, this is, we'll be looking at all the aspects of transportation, Are there new ways to calculate? Are there new standards? Yeah, you may have a high CSR, but you check the box of having a public water source. You have the hard surface road. There might be things that bring down, allow for that development in those higher quality areas because they may have some of the other factors that lead toward development while preserving some of the more rural areas. Again, don't know what that's going to look like in the end, but That'll be something we'll be discussing over this next 15 months, year and a half process of updating the comp plan. But that's not today. That's kind of tomorrow's project, unfortunately.
Can you talk about water sources? This is probably more of a general question, but I'm assuming that area is supported by Xenia Rural Water.

And do they talk about any limitations on their system in terms of time and the number of
At a higher development level I don't know at the on these smaller ones they say that you know residential services are adequate to serve There at its the service is adequate to serve just general residential uses If we got into a bigger, you know larger 40 acre quarter section development that might be another question But they always I've I've been told they can serve the average residential homes out in the county In most of the county, not all of it, of course. But they didn't see any stress on this. And if we're getting into commercial or industrial, that's a whole other question, too. So this is strictly just for residential.
And how far away was this from the paved road?
It was a quarter mile. Is a quarter mile fair to say? Quarter to half.
From the 141 diagonal?

Vic Pagetti with Associated Engineering Company of Iowa, 1520 Northwest Riverdale Dive, Ankeny. There's an aerial photo in the packet, I was told. If you look at that, I'm guessing a third of that ground could be farmed. Most of it looks like residential, a farmstead or something there already, and a drainage way. So, I mean, from a farming standpoint, there's not that much ground there. The cattle production, there looks like a stream running through it. It seems like it would be a bad place to have a hog lot or something agricultural in that respect with manure and stuff because of the drainage way running through it. I just thought I'd point that stuff out, though.

Good morning. This is a similar rezone request. This is in just north of Highway 44, immediately west of the city of Grimes. They are proposing to rezone just shy of 20 acres from A1 and A2 Re1 to allow for three acre minimum lot sizes similarly the majority of this site is that lower quality CSR and the less than 70 zero nine percent slow There is a small portion of the property that is in floodplain they are working on on a floodplain development permit to elevate a portion of it for an entrance. That's to meet the subdivision requirements to have wheeled access above the base flood elevation. And they are working with the city of Grimes as they will be required to meet Grimes standards as it's within their two mile area. This was reviewed by the Planning and Zoning Commission, and they did recommend approval. It has direct access to hard surface road. Again, the majority of the site is in that lower quality CSR that the comprehensive plan identifies for potential residential development. This was their rezone concept. I do have a preliminary plat that we've done an initial review of, and it's quite similar. Still continuing with four lots, just a slight reconfiguration. Happy to answer any questions. How does that work? When I look at that, I'm seeing maybe a majority of that lower CSR, but is that like the 80-20 rule in annexations, or how do you arrive at that much above 71 CSR as appropriate for development?
We look at it all on a case-by-case basis, and whereas I typically do a calculation on percentage and whereas it's leaving the comprehensive plan identifies continuous tracks of 35 acres as being kind of the gold standard that they're trying to protect and whereas it's a small area I'd be less than 10 acres there of the higher quality So it's the majority, and it's a small amount of the higher quality coming out, along with the highway access. If the site was down several miles of gravel road, it might be a different recommendation. Under the current zoning, they could do, it's coming out just less than 20, but assuming it's 20, they could do two lots, and so we're just allowing two more under the RE1.

I know it's like a back. person that calls into the city area. The board will reconvene. It's 1030. We'll open up our public hearing for Painted Prairie Rezone.
This one will be a little bit more straightforward, I think, on the CSR than we've seen in the previous two. Subject property is located just outside, really almost completely surrounded by the city of Waukee, but still in the county, obviously, and that's why we're here. They're requesting to rezone some property to R1, approximately 36 acres. As we look at it, the two subject properties are in red there. You can see the city of Waukee is really pretty much completely surrounded it. They have taken this. We have informed Waukee of the rezoning. We are currently working through a plat with the city of Waukee that will accompany this rezoning request. City of Waukee is really kind of, this plat's really being developed to city standards while remaining in the county limits. We talked about corn suitability quite a bit lately. So here's a site in question. There is a piece in here that's not part of the development right in here, or the rezoning. I didn't get it boxed out. But we can see this is pretty low quality, under 70 CSR. Throughout much of the property, it does have floodplain running along really a good portion of the south portion of the property there. It is, again, completely surrounded ongoing Waukee development. And again, the city is supportive. They're working through the plat with the developer. So they're supportive of the rezoning as long as it stays out in the county until the city is ready to annex in at a later date. Here's the concept plan that was submitted With the development as you can see it's just to cul-de-sac streets All lots do meet or exceed the minimum lot requirements for the r1 Zoning district which is 20,000 square feet so just about just under half acre or less So they all exceed those standards it will receive Waukee Water, Waukee Sewer, through their development and annexation agreements that are required. So again, these will be private roads, so we won't have any responsibility to those. They will be built to the higher standards. Eventually, sidewalks, whatnot, will be required by the City of Waukee at some point in time when they do annex it in. They don't want to annex it in today, though, because this would create the island, a very large island that meanders all the way through kind of the city there. So they're pushing off annexation as long as they can at this time. But we will see this plat probably here in the next month or two. We're going to have it on our Planning and Zoning Commission tonight. But they still have to get Waukee approval before we can bring it to the Board of Supervisors. It meets our standards. Actually, it exceeds our standards by quite a bit because it is being designed to city standards.
So this won't be on septic at all.
It'll be this all be this all be a sewer municipal sewer system.
