stored at the concession stand were relocated. All items relocated were purchased, donated, sponsored to the football program. Most being transferred from QB football league in 2022 when a new establishment of or excuse me, following the establishment of a new 501c3. Nothing relocated was installed or permanently affixed to the building or grounds. Cube youth football is still an active organization currently preparing for our third NFL flag season. resources relocated will continue to support our organization and kids just add a new location. We've heard the phrase for the kids and we agree. But is it fair to ask which kids? Only those kids involved in specific organizations or all the kids. Also, a growing concern is there appears to be conversations had regarding QBU football. Yet, individuals involved in those conversations have failed to reach out to QBU football to ask questions or hear our perspective. When only one side is heard, it can lead to biased opinion and unfair decisions being made. We believe in fairness. We believe in open communication. And we believe that everyone in our community deserves both. Simply put, we're looking for an invitation to the conversations that involve our organization to be treated fairly and with respect. Supporting kids shouldn't depend on which organization they belong to. It should depend on our commitment to every child in this community. Thank you. Anyone else? I can speak.
You guys two two go. First thing is this letter that you sent out there. This one. What? this letter you sent out. Yes. Who help who helped you with that? I can't what? Who helped you with that? Who wrote this letter? That letter that I sent out? Yeah. Who wrote it? I don't think it mattered who wrote it. Well, did anybody at the administration of the city write that? Again, I don't know. No. Was it during city city time is what I'm asking? No. Okay. Was it anybody with the city that helped you do this? Again, that's a letter that we wrote.
So, you're I'm sure the president of the United States don't write their letters here. They have some help. That's that's not the point of where to go. I really don't care who helped you write it. I want to know who helped you write it for specific. I don't.
Okay. Secondly, I will address kind of what Dan went off of with the football programs as far as what going on with that. I really don't have any dog in the fight on each one. I think what's important is the children. And I think if either program had city property potentially in question, I think that's concerning whether it be one program or the other. I do know in that concession stand, I will tell you five, seven, eight years ago, well before even the program established either one of them, there was things in there that were fixated to the walls. In my understanding of that contract, it states if anything's fixated to those walls, installed plumbing, sinks, cabinets, it becomes city property. It's clear. It's clear in that contract. I read it.
Again, address you can address it, but I'm making statements. Secondly, I think it's important for, you know, um, standards to be set with this. you know, I guess there's some clicker that is attached to that that scoreboard that's particular to that scoreboard. If you had an operating scoreboard clicker when you took over the program, there should be an operating scoreboard clicker the program, especially when it's specific to the scoreboard that's still installed in your fields on your property with the city. You know, when things like this start happening, you know, it does hurt the kids. And I mean, I'll kind of go off what Amy Howard said, I think the same could stay for the other program. I don't think anybody reached out from one program taking everything out to let the other program know everything was being removed. So my question would pose why did nobody contact the new program coming in to let them know everything was being taken out or they could make arrangements to try to have accommodating. Right now we're going to operate a concession stand starting this week with nothing in there, not even a sink, no cabinets, no anything. And even if things get donated, we have to set a precedence for the community where things just can't be taken without conversations by the city. That's important. That should be a precedent goal, regardless of who you are, either side. So, I think we don't need to lose sight of of things being, you know, important for the children, but also doing what's right for the community. You know, I think both programs, you know, she wants to say, well, you know, we're listening to Well, the other side hasn't made herself immutable to to reach out either. And you know, from what I was told at the last parks meeting and I brought this up to that lady decided, you know, to not do a walk through and I discussed it with Laney that was never said and Amy said it was said. So, I think there's a lot of he said, she said going on, but at the end
of the day, we're still here where it's at. So, I hope you guys make some good decisions tonight because it's important because how you make decisions is going to back over other things potentially happening in our community and everybody should care about that. Again, I really don't have any.
Anyone else? Moving on. the regular minutes of February 3rd, 2026. Have a motion to approve. Motion second. All in favor? I minute for February 12th, 202.
All in favor? Anybody got any questions on the bill? I do. But
did you send it to me? What time? Got [clears throat] a motion in all favor
again. So, I received an email from I believe the athletic director Ryan. Um, they are asking to have a spring service day in Hood Park on March 10th. He said last year they had a group of students and a shout room that went to Hood Park to do some clean up and tidying up of the park. Um, and asked if the city would be interested in sending a small group of upper class students working again this spring. They [clears throat] would be there from 8 to 11:30. I did reach out to the insurance company. He found no issues with this and he applauded the school for their efforts instilling community pride. No conflicts.
I'm sorry. 8 to 11. All in favor. record.
Okay. Uh I've been reaching out to the sire company. I've had multiple multiple of you all in the text messages that I have been getting from them. They cannot give an accurate bid on moving the equipment until they come out here and look at the building it's moving from to the building it's moving to. So that's where we're at right now on that. And then with that going into the next part. So, I'll wait for you to to go from there to go to the next part of the We need a motion. I'm just up to everybody on what's going on with that. They can't give an accurate bid or anything like that until they come out and look at the facilities and see
that's on the next part. Okay.
about about the software comput $1,915. That's and that was I had the committee in Mr. Band there and will in the text messages as I was talking with Mr. that's what he said it's going to be they come out and install it they would install it where it's at now and that's when he would look at the buildings and try to get a bid and see how much it would cost to move the equipment from building A to building B wherever we decide on what building we want to use. So on the for the bid on the on the for the software for the new computer, I'm pretty sure that's going to need a approval from the board on that.
Is this is this is this software or is this a software? It's a whole computer. The computer is dead. And it where is the computer coming from? It's coming from the siren company that installed everything from the from prior. [cough] Give me just a second. Storm coming up. Yeah, that's what I'm looking at too cuz right now we are dead to what? We have zero competition. How much was the total for the the software and the It's for the the whole computer. Basically, it's the whole computer. $1,915. Yeah. [snorts] Yeah.
I'll make a motion that we need. I second the motion. I'll get with him and I'll send a text message out to him right now. Let him know to get started on that and try to see if we can find out a date of when it'll be here to get any. Can we can we discuss that agenda and discuss because I talked with the county 911 and the EOC iPad.
And we discussed actually using the recline building versus moving down there because he said if we did have an emergency, that building down there would be full of trucks and people, right, and stuff like that that he agreed with me that we should probably move it into the red line there because it's going to be emergency. It wouldn't matter who's read it, they come out anyway, right? And since there's already a backup generator there, there's a tower already there police used to use or whatever. It would be a simple move to move into that. Yeah. Your sleep areas there for the cold and the hot. Yeah.
So, my recommendation would be to actually move it into the recline building into one of the back rooms because it won't interfere if the building's rented because you can do everything by your phone. Yeah. But then it would give you a central location while you're running it for the cold, the hot, the emergency. Yeah. You said that would be a ideal place for a command center because if it be kitchen, sleeping areas, the whole works,
right? My recommendation would be not to move it down there because he agreed that he thinks that there would be absolutely turmoil down there because every power truck, every utility truck and everything and they're rewriting all of the Crawford County 911 stuff right now, they're in the process of rewriting. He did tell me that and he said that one of the things we're doing is reaching out to the local because Steelville is in the flood zone. So if something were to happen down there, they would have to come the high ground and we would probably be the location where they would have to come. Yeah, I agree with that.
So I my recommendation is actually not to move it down there. I mean that's a great location, too, but it's I think it's better to move it over here. We already have a generator there. Everything is in that building. All we have to do is address back here. Yeah. Yeah. Well, we can put down a next meeting to Well, when he's coming on this one, hopefully he comes pretty quick to do that from here.
Yeah. As soon as I understand you want to have that bid to me, but as soon as I found out, that's why I had that text message invited me in as soon as I got the information. I wanted everybody to know what was going on and just they kind of dragged their feet, but they, you know, they knew pretty much all Missouri. So, they're they're busy as I'll get, but as soon I will get on the horn here in just a second. Send him a text message to go ahead and proceed with the computer and see if I can get a date when it will be here to be installed. And he said that's in to the current location and then we can get an idea on moving it. So, if it's before the next meeting, are we still going to talk about trying to move it to over there or look at both locations?
Okay. And I can do that. It would meet the twofold purpose because tourism wants to move. So it would move you out of there. We wouldn't have to go so far and everything would be right. And I understand that 100%. And that does make perfect sense. Like you said, people come in need high ground or something first. You know, Red Cross is set there with the CS and stuff for people to sleep, things of that nature. And you know, we do we do have it for the warming shelter and for the cooling shelter when needed. And we got the generator. And we got the generator there. anything like that. I agree with that 100%. All right. Thank you. Thank you. Thank you. Thank you.
Um we'll get a copy of that bid. He just sent me I'll send it to you. He had emailed me again. He just sent me a thing on the text. I can show it to you. That's what he sent me. Uh but I'll tell him I need a formal bid sent to me. Yes, we will. All right. Moving on to airport committee recommendation
for the appointment of board members. Um a question came up today.
How about the airport hanger project? What
a question about Yeah, the question would be if um the board that they're proposing, I don't think anybody has looked at whether or not it'll be a conflict of interest because the board that they're proposing and has been in place before consists of the contractor and then all of the people that are on the board are actually renters of the of the hangers. So there's no public, it's a public airport, but it's never been addressed. the public to have a say in the board or the overseeing of the airport. So, I don't know if it's a conflict of interest having everybody that's in that has a vested interest in the hangers and the leasing of the hangers and everything on that board.
Unfortunately, those are probably the only people you're going to find of interest maybe to that board, but they don't have voting power. They can't expend any funds unless it's approved by this board. So there's no conflict of interest because they don't vote on this. Can they spend $2,500 without approval? So your ordinance say no expenditure of funds be until it's been authorized. Yeah. With with the board being people that have a vested interest, are we going to get the best recommendation brought to us?
Well, that's where your committee has to be we're involved. Yeah, we're involved in that. No different than the pool, but we just wanted to make sure because our kind outated w we're only as [snorts] good as a recommendation as we get. But the lawyer says it's not interest.
So it's the same exact board. It's just split it into three and two. So Jim Smith term will expire May 4th, 2026. Darren Heaton will expire May 4th, 2026. Jim Gatis will also expire May 4th, 2026. I have a motion. Thanks. All in favor again. And then the other two is Dick Cole. His his term will expire May 3rd, 2027. John Fester will expire May 3rd, 2027. His name is actually Richard. So for motion all in
favor again. airport hanger project, right? On that. So, at the committee meeting that they had, um, we obviously have the hanger project going on at the airport, the big grant project. And in order to meet a deadline, we have to get this bid approved so that they can advertise it so that we can get the bids back. And one recommended by a certain date to get the the grant money. And so we have a request for the bid that you guys all have in your package. I have a motion. Make a motion.
Second. All in favor? Now, it's important to note that this is just going out for bid. It is not. We going to accept them. It's just to see what we have to have the amount that the buildings are going to cost because we have nobody local that builds these right now. So, and see what we can find out. All right. We got transfer from the park fund from within FY20 budget.
Oh, natural gas committee update.
Natural gas committee met 2026 members present Kevin Alderman Pitain and natural gas supervisor Matt Pig. Budget was discussed. stating that Brad Hearts are budgeting for. He stated in the next budget discussions they will need about $10,000 for marker poles uh and quite a few commercial meter sets which run about $5,000. [cough] Just giving us a heads up for the next additional gas. Um he stated he no longer needs the old Ford pickup from natural gas department which is on the agenda tonight put up for sale. I contacted Ron at the vehicle repair shop after the natural gas meeting and he stated it is ready to sell. Agenda note put it on here. We discussed moving trainees to Tech 2 pay. He still says no. I told uh I told him Alderman Ba uh had asked me to ask him why they were not at tech. Matt told two different scenarios that happened making him doubt if they were ready yet. He disclosed well all that. I told Matt I respect his decision as a supervisor. I asked if he had received a new sniffer device which is where they the new piece of equipment they bought to detect uh propane leaks or natural rest leaks. Um and he has received it and it works fine. Um, I contacted council uh board president Jeff B and he made some my concerns are that Matt is saying that these boys aren't ready to go to the next and they're going on calls by themselves
and if they're not trained We should be on every call that they go on. If if we don't watch this, we could end up with with something horrible happening and it can happen real easy with gas, right? You were in the gas business. You You should know that,
right? I had a I had a uh lady wouldn't let me go in her her kitchen and she said she didn't have a gas line in there and she did and later on her hospital. Things can happen real quick. So if they're not trained enough to go to the next level, they shouldn't be trained enough to be going on emergency calls on their own. That is my opinion and I'm going to make a motion here that until he says they're fully turning, he should go on every call with those guys. Well, I think I went to that he he was at the meeting.
They wasn't going out on their own, didn't he? No, he said he was. They were. And in fact, he said that one of them actually tried to put two meters on the house and put one on and it didn't work. But the The only person that can give direction, you don't need to make a motion. The only person that can give direction to Matt to to do this was sitting right there and he was We can make a motion to do that. I I think it's it's it's only in our to protect the city, our best interest. Yes.
That's our hearing. We need a motion. You don't have anything on the agenda about voting. Well, we we don't need a motion. No, you will tell you told us that you're the only person that can tell them what to do. We can't do it as all you [cough] decision. I [clears throat] will tell that's good. I believe that. Okay. I've talked to you about the incident I had.
I would have pretty scary. All right, here we're back at transfer part funds and general funds from within FY26 budget. So, uh, Don, I don't know, you want to talk about this? No, I suppose someone should tell us how this happened. So, we get this
how that happened. the transfer. I the park people in in June 3rd, we had a meeting here at this at this table and we tabled the fact that we were not moving the grounds people. The the park tax was founded on the principle that we needed help paying for the maintenance and the upkeep of the parks. That's what the park tax was presented as. Am I wrong? I put in that park tech to buy equipment and if we needed to, we could pay our guys and we had that comes in the package.
The city council had agreed to pay those people up to I think about 35% of their their payroll was coming out of the park tax. out of the park fund. In J in June 3, you presented to the to the council to move these people out, the grounds people out from under the park tax the park fund into general uh into the general fund to that was tabled. We did not book that into action in June. On June 17th, we received the revision sheets for the budget. Those revision sheets are what we use as councilmen because we can't read all the charts and all the numbers. That budget, I have a copy of it, is this thick. We count on the revision sheets and the and the any alterations in the wording in each one of the funds that's in that budget to tell us what's being anything that's being changed or anything that's active. That was not covered in the June 17th um council meeting saying that anybody was moved out from under that fund because we just tabled it in June 3rd. Well, they got news. They are now being paid out of the general fund.
Well, one is I did mention I did not want uh them to be put in the park paid out of parts cuz we only get a quarter half cent quarter% sales tax. That's not enough money to pay. What What I'm asking is how did they get moved? All right. Here, pitch. I I'm disagreeing with you on this one. We do have a budget vision and we do have a budget. If if you would have read both, if you should have read both the vision and the budget, you would see on page probably 57 in the budget that you approved that it was in there. Okay. So, it should be in there. face.
So, you're telling me that we should scrutinize every single page in a budget that we receive a day or two at best 24 hours is when you give us this budget. Let me show everybody how big these budgets are. I'm saying you should have read the budget. All of it. Kevin, we didn't have time to read that.
And we can't we rely on that person right there. Jeff has said it in numerous things that we trust our financial person, our controller to to tell us what's going on. If I open this budget right now, there are paragraphs under each fund that tell us what this fund's doing and anything that's being changed. We get revisions sheets that are a page long that tell us they have asked for these revisions to the budget. We never got any. That's what we do. If I handed a budget right now to Harold, Rich, Ray might be able to do it, Jeff, myself, and probably I don't know, I can't speak for Joyce, but most of us cannot take those tables and those charts because we have never been trained to read a single one of them. Not I went to Jennifer when I first came on this board and sat down with her and she tried to explain the the trucks to me or whatever, like reading French. You you have no idea that in 24 hours you could read every one of those charts and have any idea what you're doing. This was pure and simple a move. Now I asked Jennifer how did this happen? Our comproller how did this happen? And she said because somebody come and told me to. I said really and she showed me and I have a copy of this sticker that said transfer $50,000. Well, so happens to be when you move those people out, there's $50,000. So I asked, "Who told you to do this?" And I was told, "I don't remember." Well, we're all sitting at this board right now. So, let's don't hang her out to try. Who told her to move that money after the council told her not to do it? Let's don't leave. She obviously had it written down that somebody told her to move it. She has told me, Jeff has told us n to trust her. So if she did not do it, and I don't want her to look bad to
the public, who told our controller at this table to move after our council had agreed in two different meetings not to move that those people out. Did you do it? You know, I don't I didn't do it, but I'll say I did. If if that makes everything good. I I will take the blame because this is ridiculous. Wait. I will take the blame. How is this ridiculous? Come on.
We are a council. We are the alderman r have made a decision. We not the mayor. This is an alderman ran board and we made the decision on June 3rd to table that not me Tony Hudson. We table that means it unless it's brought back up and voted on and agreed on by these aldermen it cannot happen.
But if it didn't happen am I right in the alderman run make this decision. We tabled this on June 3rd and the revisions were made June 17th. Nowhere in any of the revision language or in the paragraphs concerning this budget was that disclosed. Our controller is telling us that somebody came into her office and told her to move that money and she gave me a copy of that of that thing. Now I don't know the issue. I don't recall the issue in question but I assume the board did not vote to do it.
It should not be done. was approved in the budget and it was highlighted in the 2024 approved budget. So everybody should have got it looked on page 57. I approved it the 2026 budget. So on page 57 it was highlighted on [clears throat] on those pages. I do recall somebody in that final approval meeting asking me if it had been moved. I don't remember who you you can hide anything in the numbers. We get revision sheets.
Well, it says in on page 57 of the budget um on the transfers in the notes it says 99,200 to pull and on the pull portion it says um on the transfer in 99,000. Um where does it say where does it say we are moving? We are that's transfer. Where does it We are moving the grounds people out from under tax. Well, if you look on the general fund transfer end, it will show where that money is coming from. That's transfers. That is that is where that that is where that money goes. that listen there all of our if you were you got revision sheets all of our revision
well there would be no revision there would be no budget revision in June because you can't there is no budget revision listen you can't do what you did Jennifer it doesn't matter how you try to justify you cannot move we voted not to move the grounds people out from under it you cannot do it just because the mayor or anybody else tells you to do it you cannot do it by your Don't admit that you told me in that room that the only people that can tell you to move money is the council. I don't recall that. But you don't recall that? You actually told me again in front of land
that. So you're telling me that anybody can tell you to move money or run the council? Which one is it? I'll ask you one. You know what? If you want to blame somebody, blame me. I'm not going to blame anybody. Let's just quit on a sitting part and I will take the blame. Wait, I'm good with that.
I'm just asking if you did it. Jennifer is saying she was told to do it. We are the only people that can tell her up here to do it. So who in this room just stand up and say you did it. It's okay. We can put the money back and we can move forward. But don't leave her hanging out in the dry. Don't leave her hanging out the drive. It was you know as good as I do that we we take that. It was not. Am I right? I remember saying that we got to trust her. Go go go go go look at the films of June 3rd and June 17.
If she don't remember, she don't remember. If you want to blame somebody, I'm the mayor. Blame me. That's not how this works. Wait. Hey guys. All I'm saying is there's there's only three, six, seven people sitting at the table. So there's only seven that could tell her to move. Nobody in that stand, nobody out there or nobody else is going to walk into Jennifer's office and say do this. It's got to come from this table and it's either the full council votes on it or it's you that says do it. I I I do not believe anybody else walked into your office and told you. It had to come up from the state.
No, it was me. It wasn't an employee. What's that? It wasn't an employee. I know. But that's okay. I've addressed the issue. You have? But I want to make a comment. I don't know who said it. I'll explain. But I'm glad it's moved. The guys are moved out of there. Of course you because you can't put full park tax. We're not We're not debating it again. All we need about that. What happens [cough] when we go broke? What happens with Jerry? That's what I'm saying. That's why they need to give them the park tax. That's what we're not right now saying.
I said if if we go broke in our general funds, what happens to Jerry and Exactly. If the park tax fails? Wait, the park tax is good for next year. You can't you can't do a what if it fails? Because it has not failed. I'm talking about if our general fund gets right now our general fund is going to struggle because they are paying totally out of there when we have a part tax that should be paying them has been paying them since it inception
and that's what J how Jennifer sold it to us for for us to she was the loudest voice in the room that day telling us not to do it and the auditor told her not to do it. Watch your watch your June 3rd and June 17th. And I encourage you, Emily, to watch those videos and then come back with why why how could this happen? It should not have happened. Like Jeff said, the general fund has to have money coming from somewhere. So if it came from the park, it's there. It's how it got there is what we're trying to just agree. How are Jerry and them going to get paid? Yeah, he doesn't have money. where
the park get listen if you've abused the part tax that this public told us we could have and then you don't do what they told you you could have it for you won't get a part tax next time around that's that's the reality of the situation how do you go back to the public now and say look we're going to be good stewards with your your tax money if you'll give us this part tax again when we've already violated violated what we told him we were going to do with the park tax. We did not violate nothing, Mr. Pitch. Yes, you did. No, I got to make this clear now. The park tax was for playground equipment stuff for the kids.
Before the park tax, they were paid out of general fund. Okay. So, when we pass the park tax, my opinion and the citizens will tell you they should still be paid out of general fund and leave the park money for the kids and stuff in the parks. But I'm getting popping now. Kevin, you you just told us a little while ago that the council agreed to pay them out of the park tax 35%. [clears throat] You just got through. Yes. Now 24 they did. But we table but you brought it to take it out from under and we tabled that. That's right. Then you can't move this.
I didn't move it. But I'll say that helps you. Let's move on first. We're moving on.
Next week, I'll walk in ask to have some money transferred next week to some to the airport or somewhere. Jesus. All right. Now, we got building it from football. I would like to see uh I I want to speak first on this. I would like to senate our hand have legal advice on this like motion that Senate or she wants to talk house fine. But that's what I would recommend is to have legal advice on this. I make a motion we seek legal advice on it. Do we have a second? All in favor?
I could say one thing. Go ahead. Well, um, they brought this to the park board [clears throat] and the park board said they needed to get more information, they would do it at the next meeting and instead they came here then instead came to Laney instead of letting the park board get their information and talk about it. I just want to mention that [clears throat] you're talking about the missing stuff in the They're in they're in a time crunch. Football's starting [cough] to bring it to the park first and the park is trying to address it
as slow as we go. They got to act on it. I'm just saying that's what happened. Well, [snorts] we got County football update put in the tournament team too, right? No, that's something different. Okay. County youth ility update approver. [cough and clears throat] Yeah.
Yeah. I gave everybody up before the meeting started. We did a walk through of the concession stand over the weekend and we just found some things that we think should be repaired. We're okay with doing them, but because the city property, we wanted to come in and ask for approval and or help getting them done. Um, so the outlets in the concession stand, um, we think they need to be replaced with GCFI outlets, um, because there's water, food, um, in the facility. Um, there's a light in the ceiling. I already told about this. It holds water when it rains. Um, safety hazard. And then um the electric throughout the building there's um boxes where the conduit has come out and the wire is exposed. Um and then we want to move there's some fixed shelving in there that's already attached to the wall. We would like permission to move that shelving and repurpose it in the in the shed outside so we can have space for a refrigerator and a freezer in the corner where those shelves are. Um we also ask for permission to install some cabinets that were donated to us, countertops that were donated to us, a kitchen sink for handwashing, um a utility sink for washing dishes, and then um we were also given some slat wall panels, which is like for pegboard or pegs you can slide pegs in to hang merchandise, chips, candy. So, we just want to ask for permission to install those things in the facility. And then, um, there's a couple of things that we want permission to do to paint um, inside stand, paint the walls white, um, pressure wash and paint the gold post and the metal covers that go over the windows on the outside of the buildings.
That's right. Let me make a twofold motion. Number one, I make a motion that is that need to be done on a facility. The city do it. There's a number two is I'll make a recommendation that anything you want to do an improvement do it that my twofold have a second. All in favor?
Did you get a copy of that? Okay. Now, did you just say I'm doing some of the stuff or what? No. Well, so what? Electric paint? No, that would be power washing or what? We'll do the power washing and the paint. I just thought you might want to see that. If anything, you can address. I mean, you need to tell me what you want me to do if if there's repairs. I mean, if you want us to fix the electric. No. No. I said maintenance that has to be done. So, the electric people could do that maintenance. That's what I said. our electric department, right? Yes. Which goes through me. This is mine, but they go through me.
Anything that you know, anything that you need to do on that, that's all that's for. If you look it over, if there's anything to do, we already made a motion. They do it. I I'll be tomorrow. Thank you, Jerry. We'll get it figured out. Give me my phone number. Okay, Jerry. We're great. Thank you. All right. Now we got park committee recommendation. Stupid.
The demolition came to the parkboard meeting and they said they need more snow safety fence and poles. And they had a bid for the safety poles. The fence didn't get on the agenda. It didn't make their minutes. Their minutes. That's their minutes. So he gave got a bid for it, but he wants permission to buy these for the demolition area where the cars are. He said people were getting in that area and it wasn't safe. Are they asking us to take these? Yes. And who's going to install?
They do it all. The post are post. We put it up. We take it down. No, you don't have it in your budget. You got a bid. It's not in the budget. I have the bid, but Jennifer just said we don't have the money. Not in the budget. It was worth $360.50. The park doesn't have $360.50. Well, I mean, they're going to the remaining just move it supplies [laughter]
the remaining supplies budget for the remainder of their year I mean if you approve the other 360 that's 700 I heard there was another thousand that they wanted to reimburse for as well that we didn't they didn't approve so this is the only non city function that we spend money So I'm not quite but it's not our event. These guys have donated a lot down there concrete. We've already spent 8,000. So we're
it's really I'm bewildered the fact that we took the part the the grounds people out from under there. transfer basically 50,000 out and they don't have $360. I mean, you ask my opinion, but I mean it's up to you if you want to spend it. I mean, I'm just trying to you want to spend it. My recommendation is this came from the park. So, we need to decide is it cancel because they need
I'll make a recommendation to buy them. I'm going to second your recommendation. I second that motion.
Yes. Yes.
Sorry. They want to advertise put advertising out for the pool manager and lifeguards. And I make a motion for that. Got a motion. Second. All in favor? I mode test building.
Jack this go out for bid. We're moving to the last motion that we do that if we're moving the Yeah, this is like I got a phone call right before the meeting today. This building supposedly had black. It may have black. We will make sure. Yeah, that back closet, remember Greg, you show me? Don't look very good, does it? This pack. We need to test it before Anybody in there? Good. That's your motion. That's my motion. Have a second. Second.
All in favor? Again. [clears throat] We got surplus bids advertisement gas truck. Make a motion be put out for Okay. I don't have to read what we're putting out. 2001 Ford S4 6.8 8 liter V10 automatic 105,800 883 miles the go price of $2,000. All in favor?
Yes. Water department. bid. Whatever. Aesthetics. Glenn is wanting to have a wire. I'm sorry.
Grabing system in solit number three. Um, so this was a budgeted item. I think Jennifer confirmed that. And the bid is for $6,432.
What' you say? How much make a motion? It should be front back. So, it's just the one side of it. I did not realize it. So, just just the 6,432. We got all in favor. I have first and second. All favor.
We had 29,000 in the budget, but 293 in the budget, but that's kind of a split like one half of one year and one half of another year. So when we pay we paid the first half of and so his bid so for this current year, this year's bid split is 25,000. Um 27 and 28 will have an increase of $750 per year. So then 27 will be 25,750 and 2028 will be 26,500.
Do I have a motion? Read that out. Huh? He does also give anybody as to what
293 that we have. Would that just be for one year? One half. We already paid the half of last year. So we pay half of this year with that 293 and then we'll rebudget for the half. the first half of this year, next year, and the first half of the following year. So, the price went down this year. Well, the prices were worth 25 probably over I think I was just kind of anticipating an increase when I was doing it for the the new new one. So, I just because I didn't have the new rate, so I just kind of bumped it up a little bit.
So, these will work okay with the budget. Then I'll make a mot Second. All in favor? No. Go ahead. Which fun is this coming out of parks? Really? Yeah. 25,000 out of spend 360.
Okay. I'm just I'm just I'm not trying to I'm not trying to have an argument or anything, but We're going to have $25,000. You want to go burn it and I think it's great. I love it every year. So, we couldn't spend propos for 293. How much is actually left over? You said 17,000 right now. How many? 17,000. All right. Here we go. That better. Okay. So, we'll split that 25,000 in half. Okay. The first half prior to going to be 125.
So last year's I mean this one actually was not going to be 293. How much is it actually going to come out to? Um last year we paid 12250 for the second half. So we paid 24. So we'll pay 12250. Um We'll pay another 12. Yeah. 12250 we had to pay. So that that comes out to 20 24500 and you said we budgeted 293. So that leaves us right at 5,000 close to
Yeah. 300 something. Anyway, did he get that down?
All in favor?
I [clears throat] health insurance plan. So, back in December when you guys approved um the HSA funding, um I gave you a paper that said our current plan that we have right now, there's a 0% increase in it and that still stands true. Should give you a number today as to what our exact refund will be for the year, but it was like 19,700 maybe $27 that we will be getting back. So, we're getting money back from our current plan and zero increase for it. So everything would stay the very same with all the same providers, you know, everything. Now, they did offer another I don't know, it's like a plan. It's the same provider, a different plan with with a decrease, but it does not have near the providers that we have. So, it's going to be up to you if you want to look into the other plan with less providers or if you want to stick with the same current plan that we have with zero increase. recommendation.
So, I'll make the motion and stay with the way you got. Yeah. So, the other plan did like BJC like one of the main a main provider. That was just one that they pointed out to me. They're like BJC is your biggest one that it doesn't cover. So, keep the current plan as All right, moving on. Recline a city building update. Gary, give us the update on that. The recline line. Yeah, the roof. Yeah, the filling that you're doing. It'll be done,
huh? It'll be done probably Thursday night and we'll have it all ready to go. Started on it today to finish the ceiling. Are you talking about the driveway inside? Yes. For the in the atrium. We're not actually putting up drywall. We're putting up lapsiding natural wood and you can decide if you want to paint it, leave it. I'm getting it closed in and done. If you want to paint it, that's up to whoever. You guys can figure out who wants to look at it. It should be done this week. Yes, sir. All right. Thank you. Yes, sir. Can we discuss that? We [clears throat] can. Okay. Can you tell me what happened?
What happened? What what how did how did we go to the repair that was done? How did all that take place?
All right. The roof leaks very confirmed. Roof's been leaking a long time. Longer it leaks. Kind of like having a house leak. You got you go in your house. The house will leak and you're going to temporary repair. You're going to repair it and fix it later on dur year here when you got the money got the budget. We didn't have the money money to do everything, but we had the money to be able to stop the bleed. uh the committee Joyce Parkboard that's falls on our partboard had the money for building leaks they fixed it for what 2252500 the shingles don't match but we knew they wouldn't match but we knew that it it's better than let your house leak you know roof leak run everything so we fixed it guys went up fixed it in this passage today fixed it right and single what we you know what we could do because we didn't have many do [clears throat] so we either to do like pitch shed tarpet and leave a tarp and maybe next year we don't have the money in the budget to fix the roof but right now we have the money temporarily you know to fix it and then next year hopefully hopefully we can buy shingles for it. The parkour agreed that we just can't have a roof leak and not do nothing and that's our guys did do it. Another thing is uh they feel pretty safe on the roof when they done it. You don't anybody around here hardly wearing harnesses like people says hardly ever do you see dealer wearing harnesses they said and they did a great job I would not but they wanted to do it was up to them the supervisor felt it was safe they could do it and we saved a lot of money now we fix our roof that was leaking we could let it leak into the fall year on spring and all run that building that is how it got done
my my fault is this that's a major repair. That's a historical building. No, it might not be on the register, but it's a historical building. It is a part of the historical network here in town. That building was donated to that us. It becomes a part of the city, which means the taxpayers have to say of how we keep our historical building. That said, I'm not saying that the repair that was done wouldn't ultimately be what we had to do. It should have been presented to us for the option of the city council to make decision whether or not You can't you can't neglect a building for five, six years because it takes I I'm a moat trained person. I am trained to go in behind natural disasters, supplement buildings and then give it the information back to the insurance companies. I was trained to do that. You mitigate whenever you find a problem, you mitigate it and then you go out for bids. We could have easily done that. We had agreed back in January that we had a contractor coming in. we were going to go out for bids for this. [clears throat] That also is on video that we were going to do that. Somehow all of this changed and nothing was brought back to the city council concerning this. We cannot The difference between everybody else running around on Roose without harnesses is they have their own insurance and and they are them. The difference for us is we have city employees running around whether they feel safe or not. It is a risk to us, the citizens of this town. If one of them had fell off of that building, like Jackie said, we would be in a huge, huge lawsuit. It doesn't matter whether they felt safe or not. A harness cost $750. And I'll bet you our our electric company has a bunch of harnesses that they can alone. A Ridge Pro cost about a hundred bucks, maybe 200 at most. You throw it up on the roof, you you snap
your line to it, and you go to work. As it was, we had four or five people run around a roof with no cat paws, no cougar paws on their shoes, which means that they are walking on 15y old shingles [clears throat] in the winter time. Your regular work boots and your knees when you're replacing shingles damages shingles that are on the building. Well, you got 15y old shingles around the hole where they were working. So, I I'm just wondering how we got to the point. Now, I'm not saying that the repair is not adequate other than the fact that I know at my home, if a person come to me and said, "I'm going to replace the middle third of your roof and leave your other two shingles out here and not match the color," I would tell them, "You won't be working on my roof." Whether it saved us $2,500 or $5,000, we should have had the option. You can't take a building that's rotting for six years and then treat it like it's an emergency the next day. And that's what we did. We should have been able to take the opportunity to say, "Let's get a bid, find out what all the shingles are going to cost. Let's let's do it one time." Now, we have got a mismatch shingles up there and two two sides are at least 15 years old. From what I look back in 2017, there was a ton of money still on that building. It was the talk of the town. There was videos there. They brought in a special painter that did all the work. Everything was done in 2017. We're talking about thousands upon thousands of dollars. And we just took one of the structures that they got up there and painted and took care of and we just tore off of the building like it was not a historical part of our
it was that was back in 1995 96 that was put on there. It doesn't matter. Okay. Now, we did not have the money in the budget to do the whole road, but we had a choice. Uh, fix it, you know, we fix it with what we have to about $5,000 or let it leak all year. Like Pitch is saying, he he was going to go out for bids. We don't have the money in the budget for it. So, what we did, we used money that we did have in the budget to stop the leak, to stop the damage.
if it's an emergency, you do it like the first time. Memphis emergency. All I'm saying is we have emergency funds. That's that's what our reserves are really for. Our reserves are for emergencies. You just said it was an emergency repair because the roofers brought it. So if we took we don't even know what it would cost us because we didn't do what we said we were going to do on January the 6th and that was to go out and have a contractor come out and give. That's what I'm not saying that the roof's not fine. I'm sure the guys did a super job. It looks good. Yes, the shingles don't match, but we live with that until we have to put more shingles on. I'm just saying the process is broke. We keep talking about doing processes and doing the lay of the law. We need to go back to that. We just can't just The park board said do this and we do it. That's what this board is for. Our aldermen get to vote on major repairs to major [cough] especially historical. Well, all I'm going to say is this. We're going to drop it. The park board agreed to spend the money, $2,500 to fix a rust that's leaking. So, there's no more damages, rafters, and stuff like that. And we didn't have the other money. So, we did that. We figured next year's budget, if we all want to put a new roof on the whole thing, we can. But right now, it stopped any damages that's going to happen in the spring of the year. I wouldn't let my roof leak and I'm going to fix that next spring. I'm going to fix what I can do. I'm done talking about We had made it's fixed. It's not leaking.
It was move on. And if we want to put that back, we can we can budget it later on and put it back, but we're going to have to hire that we need to follow our processes. We just can't not do our processes. I mean, we may have all agreed to fix the roof just like that, but it should come to us just like everything should come across the All right. Didn't we get that? Weren't we going to get that bill for the bricks that were up there, not for the roof when we said we were going to get a a bid from somebody on I was to have a roofer come look at the roof for a bid to see if we could find the problem.
And he said part of it was a roof. Probably could have been part of the walls. He wasn't sure. So that whatever happened after that, it disappeared and we fixed the leak in the problem. Okay. That's all I was told to do. Thank you. And it's what I was asked to do. So that's what happened. I'm moving on. You won't blame somebody. Thank you.
I don't have anything. That was correct. All right. What did you say? I don't have anything to bring to the board tonight. Bill 2020 206. Do I have I've already lost. I have a motion to approve. Motion to have a first reading. Oh yeah. Motion to have a third reading. Have a second. All in favor?
An ordinance establishing a code of public conduct to be observed at all meetings for the Cuba City Board of Alderman. Have a roll call. We need a motion to approve the first reading. Oh yeah. Motion to approve the first reading. Have a second. Second. Yes. Yes. Yes. I have a motion to approve the second reading. Have a second reading. Motion. Have a second. Second. All in favor? I.
An ordinance establishing a code of public conduct to be observed at all meetings for the Cuba City Board of Alder. Second reading. Second
yes. Williams 206 becomes inner 1247 unfinished business. Do we? Yeah. All right. Yeah. I want to say one thing. We wouldn't even if this wasn't an election year, we wouldn't even be discussing the vote on record. That's all I got to say. Yeah, I'm gonna say something.
I'm not up for election, but I'm going to say this. In the city of Cuba, we are fortunate that we have our group of guys, you got you've got roofers, you've got concrete guys, you've got mechanics that anybody at public works can can fix anything. And we're fortunate to have people like that that can go down there and make a quick repair like that and save us a lot of money when we're already tied on budget. So I thank them for adds. Yeah. How do we fix this city hall?
And after what's what's happened, we're going to have to contract everything out now. We We just need to be safe. Looks like we have to hire somebody do it now. Pretty steep room for my my boy does it. He does it. I didn't say nothing about that. Yeah, quiet. Yeah, he does a good job. I don't I don't like him being on the roof. He does the roof line the the old building. Let's get some harnesses. Let's do it. I don't think they're they're going to say that's not my job now. So, got anything?
I have nothing. I take a motion to
vote. Yes. Howard. Yes.
