And we just read it for good measures. At this time, anyone will be allowed to speak on city related matters only. No personal matters or matters under litigation will be allowed. Cracket police department's manpower and criminal activity report for January of 2026. have 15 officers, worked 2,390 hours, responded to 407 calls for service, investigated nine traffic accidents, made 25 arrests, issued 351 traffic citations, completed 57 reports, and responded to 11 alarm calls. Nine of those were false alarm. Below you'll see a breakdown, and I'll entertain any questions you have on our monthly report.

So warrant services those are someone has an outstanding criminal warrant for their arrest. Um we we pick them up on them. So no there's no fees that we charge them. those come down from the courts or the judges on a criminal offense or a traffic citation um then we we make those arrest on those.

Council mayor, this is our annual racial racial profiling report. We give it pretty much the same time every year. Uh this is from January of 2025 through December 31st of 2025. As you'all know, this is required by the state that we um we publicize this every year and we have to turn this report in to the state as well. Uh, so I'll I'll start with [clears throat] a breakdown. African-American, 639 males, 441 females for a total of 10,080. Asian Pacific Islander males 63, female 24 for a total of 87. White male, 1441. female 932 for a total of 23 373 Hispanic male 519 female 190 for a total of 709 Native American male 12 female four for a total of 16 for the totals 2674 males 1591 1 females for a total of 4,265. Below that you'll see a breakdown um few that I'll go through location of the stop uh on a city street uh US highway 112 state highway 2886 county road 5 and private property or other 212. Uh also we'll break down uh search reason for the search consent 51

contraband in plain view 17 probable cause 87 inventory 19 and incident to arrest two. Um below that you'll see race known prior to stop. Uh 776 yes, 3,489 no. Uh searches conducted 176 and did not conduct a search 4,089. Contraband discovered out of 176 searches discovered contraband 116 times. uh 60 of those times did not. I'll entertain any questions you have on the rest of the racial profiling report. Chief, I I do have a question to a criminal justice major and uh I was just I was just looking at this and just kind of trying to get a feel of like how we could figure out if there was any racial profiling going on because like when you have like the uh subjects like reason for stop and contraband, things such as that, there's no indication of the race um or gender of the these stops that were actually made. So, I know you have them at the top that gives us a a breakdown, but you have a breakdown in each subject. Um, but we don't know like how many people you uh gave tickets to and were they female, were they male, were they, you know, black, white, you know, Caucasian, Hispanic, things like that. So, that just looking at that to me doesn't help me decide whether there's racial profiling going on. just looking at the numbers. So how do I mean reporting to the state how does that actually work? Do they look at any of that or

so? So so the first thing I want to say is uh I can answer your question. There is no racial profiling going on as as presented by this report. The way the state breaks down racial profiling has to do with traffic stops conducted. that has nothing to do with searches, incident to arrest is specifically are we stopping more Hispanics than white, more black than white, more white than black, vice versa. Uh that's the basis of racial profiling. If if we're profiling a particular race more than another. So that that's that's where your racial profiling report comes from. Uh the state does not require and does not ask that it's broke down. um when we searched uh 300 white people, 350 black people, 200 Hispanics, they don't ask that. Now, the citations obviously you can go back and look at those citations and you can tell from the information on that citation whether that person was was searched or not. So, um that information is is not presented in the report. that information is available uh but that information would take some time to compile a list uh to to to put that out for you.

Reason I was asking because like I just said say for instance just say like you know written warnings you know like the result of stops like where states written warnings um we don't know who those written warnings were given to or not just that you have like at the very bottom you have like the use of force resulting in bodily injury. We don't know if there was a employee or the violator or if they were male, female, black or white, Hispanic or Caucasian. So we I mean those are things I just when I looked over your report, that's what I I look for.

Uh the reason they don't put all that specific information is you're talking about a 3 to 5,000page document and the state cannot accept that. So um that information there is lo loaded into the system. So there's there's no way to um not have that available. It's just going to take time to to present something like that. Um but as I told you um that's not a practice that we conduct at Crockett Police Department. So,

I I want to congratulate and thank you for what what y'all do. I mean, I don't know how you can bring race into this when there's 1,293 white people pulled over than any other race. So, h how can you bring race into this? So, I mean, you you you have uh 3,524 moving violations. It shouldn't matter if they're white, black, Hispanic, or what if they're breaking the law, they should be pulled over. It don't matter. And and it and it clearly see I can see right here there's 1,293 more white than anybody. So, how uh Thank you. Thank you

Good evening, mayor, council members. Um for the month of January, the fire department had a total of 49 calls. breaking those down. 31 of those was in the city of Crockett with only one structure fire and then 18 in our county response area. If you note, there's a couple of errors on my report when I swapped from 25 to 26. Uh I think some of my calculations got off, but far as January going down that column, everything's correct. I think it threw an extra number at the end in u um on the year to date, but everything's correct far as January all the way down that column. And then u the very back page there was an error that I need to correct. Um it said there was 200 firefighters fatalities. That's I wish I had 200 firefighters, [laughter] but I definitely wouldn't want nothing to happen to them. But um that was just my overseeing me changing form from 2025 to 26. some of my calculations got off that I didn't catch and I thank uh Miss Hicks for bringing some of that up that I didn't catch. So, um far as that, that's the report. Is there any questions on that? There's there's further breakdown all I do well I do have another question. Uh we did have a a fire on Stoke Street

um a little bit ago and so I was just inquiring about one of the the fire hydrants when you got there. Were one of them not working or No, that one's just a little further away. Okay. So the deal is um we carry extra you know we got a thousand foot of fire hose. That lane was just a normal normal that's the fire hunter's not in every black block like it is in big cities in Crockett. So sometimes it's two blocks to a fire hydrants.

Okay. And um I I will give command or commandment on the public works. He has reached out to me and asked me for uh ideas of putting in new fire hydrants at at certain places that I know we need them in town and so I'm working with him to put try to get them every block. It's going to take time, but there are some fire hydrants that been decommissioned because of some of the water lines used to be a two inch line. Now it's a a four or six inch line. And there's some some of the old fire hydrants that has been decommissioned, but we're trying to get those put back in place where to uh to meet that need. But we do bring when we show up, we're bringing initially 1,000 gallons of water and then we're hook into a fire hydrant um and to get to continue on fighting the fire. So,

uh It's funny you bring that up. We we did get delivery of our new fire truck that y'all approved a couple years ago. It finally showed up. It's still a couple weeks before it's going. And this truck is a little bit shorter than our first one. So, we can make those tight turns instead of pulling up, backing up, pulling up, backing up to make some of these. This new truck is 30 foot long where the other one's like right at 40 foot. So, we're saving about 10 foot off that truck. Uh,

we did get that new truck in, but it's going to probably be another couple weeks before we get it into service because we try to save the city money. We do a lot of putting the tools on there, mounting everything, loading the hose. So, uh, we should see that to go, uh, into service in the next couple of weeks. And it is shorter and it'll it'll definitely be easy making these turns some of these small city streets.

So, um, and also I'd like to report we did receive a $10,000 uh training grant from the Texas Forest Service. Um, so that'll be no cost to the city. will get to spend $10,000 towards training stuff, whether that's continuing to see Eve or coming up with training props that we can use to train as a station. So, we did get let y'all know we did receive $10,000 and I'll be buying that stuff within the next couple of months just to fulfill that grant. So,

Mayor and council, this is the the final change order. Mr. Bob Thurber's here with KSA that'll kind of go over and explain the the final change order to you and [snorts] answer any questions about the the final change order. Thank you, mayor, members of the council, Mr. City Administrator. We got we finally coming to a conclusion on our street project. When we originally bid this project, it was come in at $6.6 million. Of course, we didn't have a total of $6 million for construction, engineering, and construction admin on the thing. So, the first change order and the second change order reduced the the contract down to 5.007 007 million. During the course of construction, of course, uh especially on the water line side, we run into situations where we don't know where the water line is exactly. We run into situations where when we're working on a line trying to tie into it, uh that there's no way to shut the water off. And so it's hard for the contractors to to work uh alive in a live situation. So we had change orders more on the water side. We added certain things called insert valves where you have to do a a special valve that are very expensive. They're like a 6 in is 10,000 8 in line is like 13 or 14,000. We had to change size of streets because there was unknown lines sometimes. Um we also had some base failures. We had that on South Grace Street. Uh we also run into at Bell and Fifth Street uh where we collapsed a sewer line sewer line but a storm sewer line. Uh the bottom line is from the after change order one 5.007 we have an increase uh in quantities in

these unknown situations and so our driveout price is about 5.2 million mayor. So, we're planning on having a a general walk through uh this coming Thursday. We're going to drive all the streets uh to make sure everything is okay. We'll note any deficiencies or anything like that and we'll document that as well. So, with that, mayor, if there's any questions I can answer and be happy to try to do that. Overall, I think it's a fairly successful project. One interesting thing we found we A valve, excuse me, a T that was dated in 1901.

You'll see the ordinance for the budget amendment and it just basically says that the two sales of assets from the surplus that y'all declared surplus raised $80,77 and we had insurance proceeds from a a truck fire that was 5218 with a total revenue of $85295. And then the next page, you'll see that Consolidated Water has a Takahuchi excavator that they're no longer using. It's too small for them. It's basically a brand new excavator with 389 hours. They're going to sell to the city because of our work together at that price. When if you went to buy a new one, it's 142,000. So you're basically approving the budget amendment for the proceeds and purchase of the Takahuchi Trackhco excavator.

We're we will be dedicating on March the 2nd a plaque and monument on the courthouse lawn of the Travis letter public Travis letter plaque the Alamo letter plaque the the letter that William Barrett Travis wrote and sent to General Sam Houston the at the Alamo to go out there is a push in the state to get this into every state courthouse. Uh we we've been working on this for a while now to get it in. We're just about ready to go. We just need permission to close down that section of the street because we're expecting [clears throat] 100 to 150 people to show up for this dedication. So, we just like to close down that section no later than noon. We're trying to keep the ceremony to 45 minutes or less, which as you know is probably means it's going to run an hour, hour 15, but we're going to we want to close it down enough so people can get can come in, watch it, and go from there. We've invited the whole county. We want everybody to show up. It's going to be a great thing. We have uh people who will be showing up in period clothing doing a musket salute. We have uh people from the Sons of the Republic of Texas who will making a small statement. And uh former judge uh Lonnie Hunt will be our master of ceremonies. [clears throat]

And what is this letter in regards to? It's the it's called the Travis letter or the victory or death letter. Uh this the letter that William Barrett Travis sent out to uh Texans and people of the world telling them how what the plight was in uh the Alamo that what they were facing. You know they understood all the stuff that they would fight and it says victory or death in the letter which is why most of us who study Texas history you know know it as the victory or death letter.

Item number eight, a public hearing on the submission of an application to the Texas Department of Agriculture for one or more Texas Community Development Block Grant Program, TXD BG grants for program year 2026. At this time, we're now open for our public hearing. Thank you. Mayor Council, I'm just going to present what this public hearing is about first and then um we'll open it for any comments from council and the public. So, every every two-year cycle, we get an opportunity to apply for more uh community development block grant funding. Uh this year they've increased the aotment amount to $1 million. The last two CDBG programs that we've applied to and received was to address the needs of our sanit sanitary sewer overflow initiative back in 2016. In 2015 um we were cited due to need many needs at our wastewater plant. the need for a sanitary sewer overflow initiative to improve um our sanitary sewer systems that uh caused overflows. Basically, when sewer comes out of the ground, out of a manhole or there's broken uh sewer lines, um we needed to to provide them with a concerted effort and show that we're spending money to uh fix those uh sewer problems. So, um the last one that we received this previous uh cycle was

on Bell Street. It was our MLK to Bell Street uh interceptor underneath the uh Union Pacific uh line. One of the reasons we use CDBG funding is is due to the amount of especially when it involves Union Pacific. Um it requires lots of engineering money, a lots of approval processes, permitting and those are not things that we are able to keep up with inhouse. So, um I I included a portion of that SSOI plan behind this map showing some of the projects that we're going to do that we're going to put um efforts towards. Um and the one that is highlighted is by December 20 uh 31, 2018, the city shall replace 270 ft of 18inch clay pipe with 24in PVC pipe in sewer maintenance section two. And that's what on this map is highlighted and shown as next project. That's the one that we have not completed yet. So we're asking for money there due to it being a million dollars. It used to be half a million dollars due due to it increasing to a million dollars. Um we have a feeling that we may have some over you know we have more money to do more projects. We're wanting to put um down there in along the Salace um housing projects on the back side of the Salis street, there's a creek that runs uh from West Golad to West Houston, and there's a sewer line that runs down that creek and and it used to run in the sewer in the uh creek bed or bank. After many years, that bank has widened and eroded and washed out in many places. So, that sewer line is exposed. And we've ran into some situations this past year where trees are falling and breaking that line. We actually have one where it fell down and broke the

manhole. So that entire line needs to be redesigned, moved over, increased, and and shored up to where we don't have uh sewer running into that creek. Um so we're wanting to as dependent on what we get funded. These are some of the projects that um we would like to both remain compliant with TCQ on and uh two two needed projects. Um the project that says next project, the reason that we need to increase it is because on both sides of the railroad track, we have 24 in 24in line sewer line and it's tied into an older 18-in line. So it bottlenecks down and that's never a good thing. And um so this will allow us to um bypass two creek crossings and um increase the size of our sewer line there where we continue have to have problems. And you might and part of the reason this is a public hearing, not the resolution because the resolution all this was passed and the initial funding was not allowed for this project.
