We'll begin with an invocation and pledge allegiance to be led by councilman. We are eternally grateful for the many blessings you bestowed upon us and our community. As we gather here this afternoon, we seek your presence, your wisdom, and your guidance as we navigate a landscape that is constantly changing. In doing so, Lord, please keep us ever mindful of our existence and purposes to your causes. Bless us with open hearts
and open mind and courage to be the people you design us to be. Father, in a world that damages us with countless distractions, grant us discernment that will see beyond the confusion and uncertainty that clouds our vision. Lord, I ask your blessings and protection on all those who serve us before they serve themselves and everyone else who makes our home just a little bit better. Lord, I ask all this in your name. Amen. Amen. Heat. Heat. Thank you. Second motion to approve the cons. Uh item four are special presentations. The first of which is presentation of the employee of the month for May 2026. Thank you. weeks professional reliability committed to public service resources in supporting employees across the city organization often handling sensitive matters discretion responsiveness and accuracy during a particularly challenging period for the department. She stepped forward without hesitation and ensured operations continued without interruption. At the end of April, human
resources director faced unusual I'm sorry department facing unusual staffing challenge when director Lyn Smith began an extended medical leave while the department's third employee was simultaneously on a scheduled vacation for more than a week. In a department consisting of only three employees, the situation could easily result in delays, disruptions, or a bad important personel matters. Instead responsibility operations entirely work seamlessly especially deserve but it is done professionally without complaint resources one of the most critical support functions of the city organization touching nearly every employee and every department. They can maintain cognitive service, respond to employee needs, manage ongoing responsibilities and ensure that important HR functions continue to operate efficiently during time when many organizations were strugg organization. They can prevent that from happening through her work ethic, her organizational ability, willingness to step up the lead and she ensure the department continue to function at a high level despite being temporarily reduced to a single employee. For these reasons, I man her dedication and steady leadership during difficult period both the human resources department and the city as a whole. Thank your actions out of teamwork, professionalism committed to public service. Congratulations. Congratulations, but we're not surprised.
Next on the agenda is presentation by Thank you very much. Heat. Heat. We just wanted to do something. We wanted to do something for this unbelievable city. Um, and so I was thinking about what would be a really uh impactful and longlasting gift. And uh it just so happens and I'll ask my father-in-law to step up and come next to me right now. Uh this is my father-in-law, Greg Buer. Um who lives also down uh in Murals Inlet with me. Um he's retired, but he's an expert model builder uh and has built tons of ships and aircraft throughout his life. And the idea came, which is, you know, that big beautiful boat that's right there on the water tower. uh we should see if there's a model and maybe that's something that we can gift as it's synonymous with the city of Conway. And so uh my father-in-law took months and really tried to figure out that guess what there is no model. None exist. There's about two pictures and I think they're in black and white more color. Exactly. And so what he has done is he took 6 months um and he actually crafted the plans by hand um by himself. He did his own research. He met with other model builders that might have some experience or or knowledge of the
actual burrow's manufacturing uh on how this worked. And so we are here today uh to gift the city of Conway uh the only scale replica of the FG burrows in existence to be on permanent display here in city hall. Uh before we reveal it, uh we also have a plaque to go along with it that I'd like to read. um which is presented to the city of Conway. FG Burrow's scale replica launched in 1897. Uh and the quote that we have on this plaque is the river carried this town forward. So will we. Uh it was commissioned by Radio Health. The model builder is Gregory Beller and it was gifted today May 18th, 2026. So, so what I would love to do is present you with the plaque. Thank you.

And I have the proof. There were several variations over the years of this. It was it didn't have a long life. It wound up a scrap basically around 1917 or so. But it's a beautiful model and I thank you for thank you for the idea of building it for your folks.

Item five is public hearing the first reading on the fiscal year 2026 budget ordinance 2026601C and ordinance to levy taxes and establish municipal judgment judgement budget for the city of Conway South Carolina. Williams yes thank you mayor and council the proposed FY27 budget is 111 million is about 100,000 less than the current budget. The decrease is due to the completion of several large projects we've been carrying for the last few years. Proposed personnel cost of living salary increase of 3.3% and additional 30 new full-time positions. There will be a property tax millage increase of the cost living rate
of 3.3%. It will increase from 98.1 mills to 101.3 mills. Proposed fees solid waste collection fees will increase by a dollar from 32 to $33. Water and sewer rates were initially projected to increase by only the 3.3%. However, due to a significantly large rate increase in our stream water and sewer, we must adjust our rates accordingly to keep pace with the rising service cost. We propose to mirror their rate increase, water will increase by 10% and sewers will increase by 3.3%. Private utilities and construction services will update fees to ensure development will be paying for itself. And with that, I'll take any questions you have. Thank you so much. Is now time to ask about the rate increases and stuff for Grand Street if I have a question? Yes, sir. Um, is there any way we could increase the capital recovery fee maybe to pass along to the developers? Can we We are increasing the water and sewer capital recovery fees in this current budget.
But so does that still mean we have to go across the board 10% on the on the residential side? capital recovery fee goes into restricted fund for future capital needs. The actual operation in the 10% increase will be the actual water service that we pay for water. So they're two separate things. Grand water is also going up on the capital recovery fees tremendously as well. So if we don't go up on both at the same time, we will be behind what we're paying for for water. Now we see in my budget pocket that there was a tier schedule. Did I see that when you were talking about it maybe doing a a fee?
We have included a water and sewer rate fee that will start probably in July and they say it should last 6 to 9 months. So by next budget retrieve we should have that. So we can do a fee survey to maybe see about that's that's in the budget. That's in the budget to pay for for the next year. It just seems like a lot of residential. you you added in the budget uh the tier a fee study to look at tier fees but that will take 6 to9 months that will be next do we have to pass 10% today so are we going to mirror the 10% just cuz we don't have another option is that what we're saying
if if we don't the 10% then we will be losing money on water they'll be going up by 10% we'll be going up by three I we when we went to cost of living, but I'm just trying to figure out how the residential consumer might not pay as much as the commercial, I guess, is kind of what I'm thinking, but that will be the rate survey survey for next year. So, there's not a lot we can do right now. And Alison, you might be able to talk to what the difference is between commercial and residential rates now in a way that I can't answer.
Um, I I do I ran some numbers for the household using 6,000 gallons. If we do the 10% and the 3% it'll go up by $3.73 in city and out of city by $746.

Thank you, Mayor. Miss Helms, I would just piggyback on that and add that um and this is a fact fact checking on it. There has been a real tax increase in the city of property rates not since I've been serving. Now, we've had these these these increases that mirror, you know, inflation. Uh although one additional noteworthy point I think is significant and got no press was had this penny tax move forward county property we would have been the biggest beneficiaries in the city economy to attend about 40 mills is what the county calculated so you just think about that you know nobody likes paying an extra penny for a hamburger but 40 mills on a you if you've got an office building Let's see another time.

Uh I'm not sure if this is Miss or Mr. Kim Kimy. Mr.
Come on up, Damon. I'd like to introduce Damon Kimy. He is our new procurement division chief. He's going to be presenting this. It's a pleasure to meet you, sir. Heat. Heat. Uh the current purchasing rules have been multiple times over the years resulting in framework that is increasingly complex and difficult to navigate. The proposed update replaces the current complex purchasing rules with clear and consistent set guidelines. In addition, purchasing thresholds are being increased, allowing staff to avoid unnecessary quotes for lower value purchases and focus time and resources on high priority procurements while maintaining appropriate oversight accountability. It's currently set at 25,000. We're asking that you move to 100,000. In addition, staff is currently implementing procurement software to modernize the purchasing process by improving efficiency, transparency, and consistency across all departments. The online solicit solicitation tool will expand the vendor audience, increase competition, and help ensure municipality receives the best value. Uh, it's the staff's recommendation that you all approve first read.

Uh this property contains an existing single family residence and the annexation request was submitted in accordance with city requirements for connection to city utilities. The property has been under current ownership since 1991 and restrictive covenants were recorded on May 4th of 2026. The property is essentially surrounded by similar residential zoning patterns. Properties across Rainwood Road as well as a large tract of over 200 acres are currently zoned or one or low medium density residential. The property and the budding property is under the county's jurisdiction zone SF40 which is a residential district that prohibits manufactured homes and requires a minimum lot size of 40,000 square ft. If first reading of the annexation is approved, planning commission will hold a public hearing on the proposed zoning at their June 4th meeting. Uh staff does recommend approval.

Item C, first reading or ZA 20260720G 10X approximately 65100s of an acre of property at 3154 West Highway 501. Miss Huts.
Um, yes. This annexation request was submitted as a requirement for connection to city utility services as well after it was determined that the existing well system could not adequately serve the property. The site contains an existing commercial building that has historically been occupied by a number of commercial uses over the years, including a glass company, medical supply business, produce stand operations, and more recently the site has been used by a mobile food vending trailer. Most recently, there have been inquiries and permit applications submitted through Ory County associated with the potential reuse of the building, including a bakery and a pizza restaurant. However, staff notes that no final approvals or inspections have been completed through the county at this time. The property is adjacent to residentially zoned property within the city or the Woodside Crossing subdivision. So any future redevelopment or site improvements would still be subject to applicable city development standards if annexed, including access, signage, buffering, and permitting requirements. From a land use perspective, the highway commercial district is consistent with the city's future land use map for this portion of the Highway 501 corridor and is compatible with the existing commercial character of the property. Staff notes, however, that the applicant is not seeking annexation. Annexation is being driven solely by the requirement to obtain a connection to city utilities rather than part of a broader redevelopment or expansion of the site. If first reading to annex the property is approved, the proposed zoning upon annexation will be considered at the June 4th planning commission meeting. However, staff does recommend approval.

This property contains a single family dwelling and the annexation request is submitted in connection with a name change associated on the existing city utility account. The property has been under current ownership since 2009 and restrictive covenants have been on file since 1987. If annexed, the proposed zoning upon annexation would be low to medium density residential which is consistent with surrounding development and the city's future land use map. The property is adjacent to the Wood Creek subdivision, which is within the city limits, zoned R1. Properties like this one are often referred to as being a donut hole, where properties are surrounded or nearly surrounded by existing city boundaries. If first reading of um annexation is approved, planning commission will hold a public hearing at their June 4th meeting on the proposed zoning. Staff does recommend approval. First reading.

Item E, first reading of ordinance CA 2026 0601E to reszone approximately 5 and 28 28 100 acres of property at 2578 highway 378 from highway commercial um I guess that's county district to heavy industrial no highway commercial to heavy industrial district besides
yes ma'am uh the is requesting to reszone this property in order to conduct heavy equipment sales and service operations on the site. The property has been zoned highway commercial since it was annexed into the city in 2001. The request originated after the applicant applied for a business license associated with heavy equipment sales and display. And at the time, the UDO did not specifically define or list heavy equipment sales and service as a use category. Because the unified development ordinance is permissive in nature, staff had to evaluate the request based on the most similar existing use classifications within the ordinance. And when I say permissive in nature, what I mean is that uses are only allowed where they are specifically listed within the ordinance. If it is not listed, staff cannot assume it's allowed. Instead, staff has to evaluate it based on similar uses and the intent of the zoning district. In this case, staff determined that the operational characteristics of the heavy equipment cells, including outdoor storage and display, loading and unloading activities, truck traffic, and repair or servicing functions, are more consistent with industrial uses than with traditional highway commercial uses. The highway commercial district is intended to support customeroriented businesses, visible commercial activity, and an attractive corridor environment. It is not intended to accommodate outdoor industrial storage, heavy equipment display, or repair operations that involve large machinery. As part of a recent broader amendment to the UDO, heavy equipment sales and service was specifically defined and identified in the use table section of the ordinance, which establishes where the uses are permitted. Under the current ordinance, the use is now permitted within the light and heavy industrial districts as a supplemental use. The broader policy question is whether this corridor segment should transition toward a
heavier industrial character through heavy industrial zoning or whether a lower intensity industrial classification should be or would be more appropriate given the surrounding context and long-term corridor objectives. Staff's concern with heavy industrial is that this corridor, as with other major corridors throughout the city, are within the gateway corridor overlay. This overlay is intended to maintain visual quality and coordinated development patterns of major entryways into the city. The HI district is the city's most intrusive industrial district and permits a much broader range of industrial activities than what's currently proposed. While the proposed heavy equipment sales use may be appropriate within the light or heavy industrial district, staff's primary concern is not the business itself, but rather the heavy industrial zoning classification and the full range of uses that would occur or could occur on the property in the future. Zoning runs with the land and not with the property owner. The light industrial district however is intended for lower intensity industrial and service related activities. Contractor operations, warehousing, equipment related uses and limited outdoor storage while heavy industrial is for largecale manufacturing, processing, heavy distributions and more intensive industrial activity. At the same time, staff recognizes that the immediate area does contain several uses that exhibit industrial type characteristics. contractors, equipment storage, sanitation related services, and properties across Highway 378 within the county contain similar heavy equipment sales operation. For that reason, staff concluded that the light industrial district represents a more balanced approach. It would allow the proposed use while maintaining a lower intensity classification along the corridor. Additionally, as part of a
comprehensive plan update, staff intends to further evaluate and identify appropriate industrial nodes or activity areas throughout the city based on existing development patterns and long-term land use compatibility. Staff does believe this area exhibits characteristics supportive of lower intens intensity industrial zoning, but not necessarily the broader range of uses that would be permitted in heavy industrial. Planning Commission held the public hearing on the proposed zoning and recommended approval of the light industrial district at their May 7th meeting and based on the surrounding development pattern and operational characteristics of the proposed use staff alo also recommends approval of light industrial.

Okay. Do you know why? um because at the time we had to look in our ordinance there there is no specific use called he or at the time heavy equipment sales and service. So what staff does is we evaluate similar uses when it's not specifically listed manufactured home sales even shed sales and things like that um are only allowed in industrial districts. So the applicant at that time just chose heavy heavy industrial but planning commission because it is a less intense industrial use does have the option to recommend the light industrial versus the heavy industrial. I totally agree with that and for that reason I move that we approve.

This property is within the College Park subdivision and it contains an existing single family residential. The property is surrounded by similarly similarly zoned and developed residential properties. The annexation was submitted in accordance with city requirements for connection to city utilities. City council approved first reading for annexation of the property at their April 20th meeting. Planning commission held the public hearing on the proposed zoning upon annexation at their May 7th meeting and recommended approval to zone the property R1 upon annexation um which is consistent with the zoning of surrounding properties and the future land use map and staff also recommends approval.

They're all city properties that are being proposed and first reading to be reszoneed to conservation preservation. Um all of these have been listed on the agenda in detail and I will not read them. Yes. Um, these are city-owned properties, many of which were acquired through the FEMA buyout program and other city funding sources following repeated flooding events, most of them are vacant, and the intent is to preserve the floodprone and environmentally sensitive areas and prevent them from future redevelopment in locations subject to repetitive loss. While these properties retain their previous residential classification, the future land use map identifies the properties as conservation preservation. Therefore, the proposed zoning of conservation preservation would align the zoning with both the intended long-term use and the comprehensive plan. Planning commission held the required public hearing at their May 7th meeting and recommended approval to reszone the properties to conservation preservation and staff also recommends approval.

Item eight and it's first reading of ordinance ZA 2022601S to amend article 5 specific use regulations of the city of Conway unified development ordinance regarding additions to the non-commercial keeping of livestock or fowl. The proposed amendment would establish new standards and restrictions to regulate the use of targeted grazing on cityowned property in the city. Miss Hooks.
Yes. Uh, the city owns several vacant or difficult to maintain properties throughout the city. Many city-owned parcels require ongoing vegetation management to prevent overgrowth, improve appearance, and reduce long-term maintenance cost. In some cases, traditional mowing equipment is difficult or even inefficient due to terrain, drainage conditions, or limited access. This amendment would allow the city to utilize targeted grazing, typically with goats, as a controlled vegetation management tool, on city-owned or city control properties. A grazing service provider would be responsible for fencing, transportation, supervision, and animal care. While the city benefits from a more sustainable and cost-effective maintenance method, this approach has been used successfully in other communities, including locally, where in the past goats were used along Highway 501 near the former Santi Cooper Granger Steam Plant for vegetation control purposes. The proposed ordinance does not establish a residential or agricultural livestock use, nor does it change existing residential regulations on private non-commercial keeping of livestock or foul in residential zoning districts. It authorizes a limited municipal maintenance activity on city-owned or city control property for vegetation management purposes only. The livestock are temporary, professionally managed, and accessory to a governmental maintenance function. Similar to how the city may use specialized equipment or contractors for drainage maintenance, storm water, or sidewalk improvements, the use of targeted grazing provides the city with an additional tool to manage difficult properties in a more environmentally sustainable and potentially more costeffective manner while also supporting vegetation control in areas where conventional maintenance methods may not be practical. Planning Commission held the required public hearing on the amendment at their May
7th meeting and recommended approval and staff also recommends approval. I do have a question just for we are putting temporary fences around keep Yes. So when the city contracts with a provider, they will be responsible for having adequate fencing and and making sure that they are providing the transportation, picking the goats up and sitting with them. Yes, was them. They're not put a donkey in there to keep the wall away. They might need to add a donkey. Yes. Do you have any sense, Miss Hux, of how much time lapsed between the befores and the afters?
I think it really is going to depend on how many goats you put out there. I've seen it done with just a few goats and then I've seen um dozens of goats. So, it probably depends on the acreage. Clearly, they eat. Yes, they do. Yes. Any other questions or comments, Miss Al? Except

Item I, first reading of ordinance C 2022601D, amending article 10, subdivision and land development of the city of Grandma Unified Development Ordinance regarding revisions to the park and open space dedication.
Yes. Uh, this amendment is regarding FEM process for required park and open space dedication associated with major residential developments. Currently, when a development does not provide all or a portion of the required open space on site, the ordinance allows the developer to request to pay a fee in lie of providing that open space. Under the existing ordinance, which has been in effect since the original adoption of the UDO in 2011, the fee in L is calculated using an appraisal of the property as if the development were already completed according to the plans. The appraisal-based method has created several recurring issues for staff, applicants, and planning commission. First, because the calculation relies on hypothetical post-development appraisals, there can be a significant variability in how the fee is determined um from project to project. staff has also encountered situations where appraisals or appraisers themselves express concern or confusion with providing valuations based on future developed conditions that do not yet exist. Second, the current process requires multiple levels of review, including technical review committee, planning commission, and city council approval, which increases review time and creates uncertainty for applicants regarding overall cost early in the process. Finally, the existing methodology can disproportionately impact certain types of projects, particularly infield or smaller scale developments where higher land values can produce substantially higher fianl amounts that may not necessarily correlate with the actual cost of providing open space improvements. One example of this is the university suites expansion on te technology boulevard in which the applicant requested to pay in a fee in lie of providing open space but also a reduction in the amount requiring a recommendation by planning commission and final approval from council. But before planning commission could even
consider the reduced fee in LU amount, they first had to consider a design modification in which the applicant requested a modification from the way in which the fee was determined. In response to these concerns, staff evaluated three different alternatives in what which were presented to planning commission and ultimately was recommended um by planning commission. Option one. Under option one, the appraisal base calculation would be replaced with a standardized flat fee structure based on deficiencies and required active and passive open space. Currently, the ordinance requires 25% of all open space to be active open space and that would be your playgrounds, amenity areas, pools, athletic courts, and the remainder is passive. Because active open space generally involves substantially higher construction and maintenance costs than passive open space, the amendment establishes two different flat fee amounts. $12 per square foot for deficiencies in active open space and $8 for deficiencies in passive open space. The amounts were determined based on review of estimated development cost associated with active and passive open space improvements. Another component of the amendment is the review process. Under the proposed structure, an applicant utilizes the standard fee and loo structure established in the ordinance. Planning commission can approve the fee and loo administratively as part of the development review process. However, if the applicant proposes an alternative method, such as a reduced fee, land donation, conservative easement, or off-site improvement, that request would still require a recommendation from planning commission and final approval from council. Staff evaluated other alternatives ranging from a fully discretionary council review process to a single flat fee. Planning Commission recommended option one because it represents the best balance between predictability, administrative
efficiency, and retaining council oversight where flexibility or deviations are requested. I do want to emphasize that this amendment is not intended to reduce or wave the city's open space requirements. In fact, it likely increases them in most situations. As far as the fee and loo, the purpose is to standardize the calculation methodology and create greater predictability early in the development review process. The ordinance still allows alternative compliance proposals or modified fee requests, but those situations would continue to require final approval from council. So, in short, the requirements for open space are not changing, but what is changing is the method by which the fee is calculated and administered. and staff also recommends approval of the option that was recommended by planning commission
and it sounds to me like another outcome would be just general fairness. Correct. Would you agree? Yes.
Thank you. Um I think I know the answer is you might say but what is the purpose of the open space period? So open space is to ensure that developments and res residential um those larger subdivisions especially that you are providing amenities to your residents. You know the city provides certain parks and open spaces but when you have private development the intent or the assumption is they they too will provide parks and open space for residents. So they don't have to drive or travel as far to to get access to the city requirements as well. So my reason for asking that and I knew the answer to that but if they are not um mandated to have this open space then the residents of that area might not have use uh for that in that area as well like say the parks for example
exactly if we did not require it. Yes. That's correct. Yes. And the fee in L is put in a mitigation account. So in the event the developer chooses that option then the city can use that where it feels that there are deficiencies in parks and open space in areas of the city. Thank you. Anyone else question?

Um and this sort of ties into like I think Mr. White's question ties in a little bit about what we were talking about last time with trying to allocate very intentional uses for areas that would require that would prevent people from having to to leave neighborhoods, you know, whether it's commercial uses or recreational uses. But just to be clear, we will even if this administrator, so even if the planning commission's involved in this, we still have the opportunity to get involved in this if it's special case or we want to put our hands and I just remember a case a long time ago, a year or two ago maybe, and it was about sidewalks and the fe about how, you know, sometimes we allow the fee and loo, sometimes we don't, sometimes it makes sense, sometimes it doesn't. But in this particular case, there was there was actually no place to put the sidewalk. And so I believe my point was, well, how can we charge them a fee in L if there's just no place to put the sidewalk? And we navigated through that around that. And I'm just I just want to have that same I like this. I just want to have the same flexibility. We're able to do that.
Sure. So in 2016, there was another amendment done to make sure that any open space that would be provided would actually be usable open space. So when you have developments where less than an acre is going to be required, unless they will provide an acre, which could pretty much cut out a development entirely, they have to they have to request the fee inl. So if they choose to pay the fee in Loo and they meet all of the requirements, if they say you owe $700,000 based on this is how much you have to have, the goal is that it would be administrative only. If they want to deviate from that standard, meaning they want to have a reduced rate for whatever reason, for whatever hardship, then yes, it would still have to come to council for final approval. In addition with that they're also stacking article I on top of this one that is an administrative approval and that would give them up to 100% of capital recovery fees reimbursed

Item B, consideration of approval of a bid for water replacement project on Edward Circle. Mr. Mayor Council um staffers requesting approval to award contract for the Edgewood Circle line replacement project to land and development services. This project will replace the inch and a half galvanized water line which has required frequent repairs. This will also improve fire protection within the area. On April 23rd, the city received three bids for the project. After review by staff NECOM engineering land and development services was determined to be the best qualified and most responsive bidder. Funding for the project will come from waterline upgrades account and staff respectfully request approval towards contract. Thank you so much sir. Uh I move we approve. Item C, consideration of approval of a local match for GAT's emergency vehicle signal preeemption system. Chief Pan Council, uh, tonight we'd like to ask for Mal for grant development emergency vehicle signal preemption system. The Grand Area Transportation study is planned to implement the initial phases of an emergency vehicle preemption system in Ory County. The city has the opportunity to join the program along with county and city of North Beach. These devices allow fire trucks when respond to emergencies to interrupt the normal traffic patterns providing a green light to access the intersection safely and clear it up. This grant funding will be used to launch a pilot program that busy intersections within the city with transponders in nine of the city color
fire trucks. If program proves effective as expected, the program may be rolled out to a larger scale in the future. It is estimated that this system will reduce response times for fire department by as much as 25%. This is also report uh as part of the city's public safety strategic plan established as well. The primary goal is to reduce those times. Uh there is current uh funding in the budget for this and the current ask to match the grant is $40,800. Uh there will be an additional match of $127,548 in a future fiscal year after this roll up. Thank you so much. Thank you.

There'll be food trucks, musicians including local buskers, balloon animal artists, and approximately 8 to 10 vendors and the permit holder is asking uh of the city 10 additional trash cans for the events. And I believe the u if you have questions.

Sure. I I too had several uh concerns. One was the naming. Um and it also was as I was reading the permit, it looked like to me that they were just going to have the food trucks around the town and when folks showed up to play, they would they would play. was I saw no type of program and that's 8 hours is a long time um for that many days. So I didn't know I was going to if they were here I was going to ask them about their programming and how they had that set up. Do you have an answer for that?
I'm not sure the specifics like how they're going to handle that logistically administratively but they are focusing on buskers. So it would be pretty similar to anytime on a Sunday a buser could go set up on one corner of the town arena and maybe another corner. So um it does look like they're going more for that rather than a big stage production. Mhm. And you know to me it kind of feels like it's a food truck festival feel is kind of what I'm getting. Is that kind of their intent or am I sort of what I'm getting from it?
Okay. Um my other concern uh also is when I'm looking at this Uh, I don't believe I saw any type of of preparation for the heat cuz you're talking May, June, July, August, 12:00. Those Is there any any safety concerns? I mean, I watched people pass out at the baseball game 3 weeks ago and it hadn't even hit 90 yet. So, like 8:00 on the town green is a hot period of time. We can ask them to coordinate with our fire department on that. Speak with the fire chief. There's also an emergency manager and the deputy fire chief on that.
I would definitely like more details about their intention almost hourly like what you know what what is your plan cuz it doesn't I didn't read a plan. Do you know a date in May they plan to begin? think it's the first time it's ever been requested because I thought everything about fireworks had to do with safety, how far they might spread, you know, the whole issue of fire. And um we've got our fire chief here. Uh I don't know. So, uh, would you come forward, please, sir? Give us your name. First thing you hear, we heard fireworks. You were thinking about your c your your week before July 4 celebration. We had big fireworks all the crowd. This is just for people attending the camp. It's not going to be advertised publicly. Your the firework celebration you having. City of Conway is launching baseball size, softball, dodgeball, and football size fireworks. What we're going to be doing is the size of your bottle cap right there. That's the biggest we're going to be doing. It's going to go 60, 80, 120 ft at the max. And it's just going to be kept in that one little area. And we have to pull a permit through the state. Once the states approves it, um, fire chief gets it, he has to approve it along with his fire marshal. We have to meet all the NFPA 1123 1126 codes and we also have to hold the for which you have a copy over there $4 million of insurance there that will name you and the state of South Carolina and the fire department. Uh we can also put rec center if we have to but normally we just put city of Conway and your agents. Yes, that covers everybody. So if you got any questions I can answer.
I tell you what that makes me feel an awful lot better. Sir you and our athletic director Mr. you communicate prior to just communicating with the guy to get the contract over there. He said during that part of the year it was not easy. So if you would like to speak on it that he would we would have the distance that we need. We would need 210 ft to safety for for the safety distance. Um like I said there will be no crowds will not be advertised to the public. it will not be a traffic problem for the city of Conway and that we're not going to start any fire. So, it's not going to be any problem with the city fire.

We will do another session this fall and make sure we get word out on it and I'm sure we have a great a great group. An interesting side note on the citizens academy. We were contacted by researchers from UNC who invited us and and other participants in this year's academy to take part in the study. We want to get an idea of how these types of public outreach efforts shape our citizens and public opinion of the city. It's an ongoing project. We'll keep you updated for the results of that study. This Friday at 4 p.m. we have a ribbon cutting for the mayor the new mayor's youth council mural at Riverfront Park. We hope you can all join us and celebrate the students who work so hard to make this area even more beautiful. Also this Friday at 400 p.m. we will officially open the Oasis for the first time this year. On on Memorial Day at 10:00 a.m. the Garden Club is dedicating the beautifification project at the Blue Star Memorial Marker at the corner of Kingston and Second Avenue. If you don't know, the Blue Star Memorial Highways project started by the National Guard Clubs after World War II as a project to honor veterans, active duty service members, and voluntary personnel. Call hosting the county league of cities meeting on May 28th at 5th of Maine at 6 p.m. We also want to make sure that you have on your calendars June 23rd for the ribbon cutting for Cypress Basin located at 1604 Sher Drive. Um this was her last graduation. Um she has done a tremendous amount to help uh coordinate uh career technology education uh at the secondary and the uh high school level. Um great great contribution to our community and the programs that you know that our tech school offers. And we're looking forward to our high school graduations coming up. Um, get your checkbook ready, write your check, get college tuition. No, but we've got our high school graduations now to turn and look forward to and and our students and our community and our parents and our teachers um and everyone have made a tremendous uh tremendous contribution in each child's success. So here one of the issues was brought up the last meeting issues is the the safety issues of the program being between the operation of the Korea store and the contemporary event that area. And so one of the things was impressed upon them until they they cannot reopen that until they have the safety plan that meets your approval and how they can do that operation with the boat rapping and want to talk about that a little bit now. I hope it you s we talk amongst ourselves and we talk with the staff. and came up with what we think is a pretty decent plan. Uh I'm going to go through it. What I'm going to ask the city to do is a couple things for me is paint a crosswall on the sidewalk building the sidewalls and we can get people you know that crosswalk and they have the signs that you have around the city sign around the city that say you know we got pedestrians. So by crosswalk another sign that says uh please use crosswalk. So we did that and our employees now what we did was we instruct them all owners and employees
anytime you see flashing lights sirens police work am fire truck to stop the window. If there's live music have them stop the music. Uh we have yellow vest with orange traps. So they'll put those on. It'll stop pedestrians from going across the ramp and it'll maintain that way until the sirens and lights is is is over. And then, you know, we'd like to uh first of all, we like any input from you guys that we can make that any better. And we're thinking maybe, you know, have the city fire department every once in a while do a drill and make sure we're ready for it. Miss,
I got a question. And this is not I had looked at this. So, We were riding the golf cart last night actually and the parking lot before you get to your building. Is there any way if this is feasible the entrance to that parking lot, block it off, put the band that faces the river and give them half the parking lot so they're not going even near even the boat ramp. So they would utilize that front parking lot, just half of it. has 30 parking spaces I think I counted last night so that you could have tables or whatever for whatever your van is on that side. So when you go inside the big venue building
yeah we're going to build a building on that block and I think that would alleviate people walking across the ramp because you know we don't have to use the sidewalk because you know they're not walking across the lot but in the meantime that would be great.
Yeah, we can use that. I mean I'm just saying that it would alleviate people walking even suggestion we were trying to use that lock that was in our you know overtake what you guys first of all we appreciate everything you're doing for us we we love the city of Conway guys are doing a great job down there and uh you know we're putting in probably $400 or $500,000 investment put into uh we got plans for it now we just got to we just got to get the engineer drawing to activate hopefully the next council meeting June 1st June 1st and u so yeah he's going to we're getting that survey done next week so we'll have the building precisely on the lot lot the way it's situated with the roof line that meets the architectural the you know the view board for those um I already got the building plans I just don't have it on the on the actual lot so it's not to size on the lot but I mean once the building's built we feel that that traffic flow would naturally be on a sidewalk But until then, that's a great idea.
We can barricade it off cones and you know cuz right now you got a lot of people are backing up their trailers up onto the sidewalk onto that empty lot. And it's actually, you know, people are having to go around the trailer, around the corner of the parking lot to walk because so many boat trailers and parking there now where they're not using the the the actual trailer parking that's up and down the road. So, I mean, that's one one today. I didn't really know how to approach that because, you know, we we don't want to deter people from using that ramp because, you know, it's it's a boat ramp. I don't want voters to be down there. They're just backing over the sidewalk and blocking the sidewalk. We'd love to be able to use the front of the building if that's okay with you guys. That wasn't we weren't considering that cuz we didn't think, you know, we didn't want to block a city on block
because we our liquor license is four street and I think it's all four street. So, yes. Can you Okay, take me back to the very beginning. You want to crosswalk from if I'm like, "Okay, the bathrooms are here." Okay. Say, "Here's the uh I got I got here. Here's the building here. Here's the ramp for for the boat ramp. Here's the empty lot. There's a sidewalk here and a sidewalk here. The front of the building." Yeah. Okay. Okay. So, where's just if I was to park in that parking lot, I walk up those steps and then it'd be kind of right there. Cross.
Here's a boat here. Here's a building here. Now, there's a sidewalk. It stops at the boat ramp. There's steps here. There's actually steps go this way. There's steps there and there's steps there. And there's a sidewalk here. And this is the parking lot here. And here's the empty lot. And where would you want the crosswalk? Just put from here to here across the building.
I just think I guess my concern is my concern is as we're getting ready to get into more but I guess in my mind I was thinking that we go across the road and around. I is I'm I'm concerned about people voters and people somebody getting hit as they're putting in the cross now. And I think if we get a sign that says, you know, watch out for pedestrians, you have throughout the city go across the street. There's no sidewalk over there. Right now sidewalk, the ramp and the sidewalk,
but staff can't walk through there with food and things like that. You know, even if even when we get the venue bill, we're still going to have food coming out of that building no matter what. And and my concern too is I I like your idea, but but I I would like us to kind of pause and make sure we we have enough parking and that we're not giving away our boat, our truck and trailer parking lot. The parking lot doesn't have trailer parking anyway. Yeah, they don't park the trailers in that parking lot. No, they don't park. It's just too nice to be It's just 4:30, 7:30, and then 5 to 8 on Friday, Saturday, Saturday. Saturday nights. It's Fridays and Saturdays.
So 30 parking places would be where the trees are right at the house. So if they got that part and you closed off where they can't come in, they would only go up that ramp and in and out their restaurant and never even be on the side of the boat ramp.
Yeah. But once we build that building, we're probably going to want to put side crosswalk across there. It's a natural because you have sidewalk, boat ramp, sidewalk. It's kind of a natural walking area anyway. So eventually we'll probably have to stop. That's just something to consider. But I mean we can do that. We can even pay for it. I mean, you know, it's just I mean it's just I think you're going to eventually have to have something even even when there's not music or venue, there's still people walking down that park.
