[Music] Good evening. At 700 p.m. I call to order the October 21st meeting of the Columbia Planning Commission. May I have a roll call of chairperson here. Vice chairperson Lynn present. Secretary Lynn here. Member Evans here. Member Hart Press Hartman here. Member Llair here.

0:35 – 1:150

Okay. Thank you. We all stand for a moment of silence [Music] to the flag to the flag of the United States of America and to the republic for which it stands. One nation under God, indivisible, with liberty and justice for all. [Music]

1:11 – 1:390

Mary, my go testing. Uh do I have a regarding the minutes of meeting

1:43 – 2:170

second question gurgly. I didn't catch that. I was thinking it was not that correct. How do you spell that? G.

2:13 – 2:540

Thank you. So with that amendment approval yes second any further discussion hearing that all in favor signify by saying Hi. Hi.

2:58 – 3:530

There are no schedule the engineer who has nothing to consent this. We do have a demolition application for the property located at 20 North Second Street and Mr. Murphy and his engineer are in attendance here this evening. I believe that this has already been too hard and that a certificate of appropriateness has come forward to council. I will give you something that's not

3:53 – 4:150

it's basically a before and after rendering. Thank you. It's what it could be, but the park idea where the house stands now is what we to do.

4:12 – 4:540

I know that our meeting landscaping landscaping. I actually little That would be next to the parking lot. Yeah. Avenue H there. Yes. And by Avenue Hires.

4:51 – 5:490

Yeah. So, just for some background on on what we did with the subdivision for the hotel project, the courtyard between the Amvets and the House was part of the house property and when we did the subdivision, we moved it to the Amvets property um which we do have listed for sale um so that there would be room for a possible expansion of that building for use. it it's it's a narrow old one bay firehouse. So if anything was to be done uh commercially there with multiple floors if there was a need for an elevator, it has no restrooms at the moment. Um those things could be built on the side and all the programming could be within the confines of the original building. So

5:44 – 6:290

So this property at 21 is a lot of it. It is. Yes, it's a single family house that suffered a a fire almost a year ago. Um and then obviously had some serious structural damage and um the the rendering. We we certainly like that idea versus tearing it down and and building another building or something uh in its place other than that uh because it greatly improves visibility coming in and out of that alley which will have more traffic. So it helps with that as well.

6:33 – 6:470

Would you considering that I say an annex that it was to be some sort of extended stay.

6:44 – 8:090

We originally when we were with um Choice Hotels, we had greater flexibility than with Hilton and uh that was kind of the concept more of an integrated Airbnb if you will, but uh we're not allowed to do that uh with Hilton and their requirements of the brand. So, um, we've we've had it marketed to see if somebody would want to do something with it in conjunction with the Amvets. Uh, have had no interest in in the house itself. Um, it's probably more marketable without the house being the condition that it's in. Um, plus it's not ADA compliant. a single family house right in the middle of everything else there just kind of doesn't seem to make sense either and the structural issues it's too costly to rehabilitate. There are no res on the Walnut Street side. There are some towards second once once you're about halfway down on on this same side,

8:07 – 8:570

then it becomes multifamily and then there's a few scattered single family houses. But yeah, you're you're right. And I remember many years ago, one of the I don't think that I was on planning commission. I think I was sitting in the audience. I remember that the code enforcement manager at the time, I forget it may have been Steve back in the day, had said that the Ambets building was not structurally sound at the time, if memory serves me correct. Is the AMBETS building up to code other than the bathrooms? sound.

8:54 – 9:310

It is I mean it's in our opinion it's structurally sound. Um Wilson is actually using it for the construction office and um there's there's no issues. I I'm I'm not aware of there being a code discussion or anything on that on that building itself. No, I No, I do with the chip factory and and more recently with the house, but that house construction.

9:28 – 10:120

It was Yeah. Mhm. because I had a bathroom. But hence the portaotties, but we we need them anyway for the Do you plan when it's no longer being used as an office to do the renovations to have it look kind of like what's shown in this picture? That's what we would like to see. Again, we have it listed and we've been about as selective as we can be. Um, it could have been a vape shop or a tattoo parlor probably nine times by now, but um, thanks to recent zoning changes, we don't have to we can use that as our excuse instead of the other things. But um, yeah.

10:11 – 10:420

Yeah, this looks good. So, we're we're being selective obviously with with it being listed for sale. If it doesn't uh garner the right uh purchaser, then the plan is that'll be another project for us. And yeah, it would be that type of character and uh tie in with the hotel. Thank you.

10:38 – 11:210

I think too with the lot um the hotel is pet friendly, so it it is an amenity kind of to the guests as well. We have a little 6x6 area I think outside the back of the hotel where the generator sets and there's very little bit of grass there. So, it's not much of of anything where this would be a little more pet friendly as far as outdoor amenities. Bags and disposal. Oh, I know. We have them. We have them across the street. So,

11:18 – 12:010

I don't go down that way too often. The house to the right of the station, the yellow house, is that still there? It is. Is that owned by you? No. And that's I think that's rental. Yeah, it's rental. I don't know how many units are there. Looks like that needs to be hit. a little bit. I'm going to ask the members of the planning commission feel they need a complete presentation by the engineer from this demolition. Yeah.

11:58 – 12:180

Um I just wanted to add um so as you said before this did go in front of um two members did vote against it. Um and then one member did refuse herself from the voting.

12:14 – 13:230

Yes, it was a 32 vote to recommend the certificate of appropriateness for the demolition. I actually I was not after hearing but I did make a point the next day watching the uh streaming of it and I think One of the objections or admit I'm wrong, but one of the objections was the idea the empty street state. That that was one of the things that one member had an issue with. She would have this emptiness in the middle of that like two months. I think with I think it lessons I think I I can't speak for them.

13:28 – 14:010

Well, something like that is like meant to be open space. So, I I think too that seems fine. It's not in between. It's on the corner of a public right alley and a public street and um I I don't know if it is in your packet but it is condemned as an unsafe structure. Right. And it is an open space to a building that's going to be larger. Yes. So yes it parking lot. Exactly. A nice addition.

13:58 – 14:390

Yeah. the the hotel actually sits back I think three feet from the edge of the previous building on the sidewalk when you're coming out of the alley. So looking right you have three more feet for visibility towards Locust and now with this you have more visibility towards Walnut which will help because that house is right on the corner and then there's a telephone pole there which um we relocated about a foot but uh yeah located on a lot of

14:36 – 15:120

we did I'll be happy when it's done Tonight, tonight at uh midnight till 2, they're splicing in the fiber optic, the last piece. So then the rest of it on the other side can come down. That's been Comcast, Brightpe, Frontier, BPNL. Am I missing anybody? a lot to get all those guys to right do that. Yeah.

15:13 – 15:370

Well, I know the ultimate say is for council, correct? But I I would like to make a motion that we recommend in favor of proceeding with this rendering for demolition. You are making a recommendation on the demolition. Demolition property.

15:41 – 16:130

I'll second. Go ahead. I'll second. Yep. So, we have a motion to recommend to council the demolition of property at 212nd Street with the condition of the park. Yep. And you have the uh civil engineer uh sketch on the on the second page. So right

16:15 – 16:590

more discussion in favor signify by saying I pass. Thank you very much. Tuesday. Okay. Do we need a permit then right after that or Yeah. like what's the process for that after they approve it? Um, I got an excavator down there ready to go. The next day we'll All right. Okay. Only because they're already on site. So, and it's already fenced in.

16:59 – 17:240

All right. Oh, yeah. to to get to it to actually look and see. And uh if council approves a certificate of this at the same time, is that signed? That should get if they approve it on Tuesday, then assuming you will be here, you'll need to sign that.

17:270

Thank you. Have a good night. Thank you for coming. Thank you.

17:430

Okay, tonight.

17:57 – 19:560

Yes. State your name. Okay. I we have no action items this evening. Under discussion items, I ask their continuation workshops. At this point, the workshops were mainly being devoted to getting these name changes made for making this and when went from Lancaster County was here in July to discuss the um zoning. We mentioned to her about our working on consolidation of our 17 zoning districts into that kind of put on the Guinness resing issues. She has been forwarded the land use map, the future land use map out of the comp plan and the memorandum that we were looking for showing what we would be combining into what so that's outstanding. There's an active legislation priority list that occasionally gets updated. I'm not sure if Kelly Murphy or who is up because he is Kelly is legislative chair. So, the last I have is one that I

19:53 – 20:270

received on August 7th. And if I look on there, first off, this one could be taken off because it's the text amendments related to the MIP projected use table and dimensional changes and that has there is the status to county commission. The council has already taken care of that. that has been updated since I do it.

20:32 – 22:280

Okay. Um things on here related to planning commission the text amendments related to the 2019 res. the reszoning of the North Second Street. Those both would fall under that consolidated. The other thing that I'm seeing in there for planning commission is the accessory units and that is request to see Davidson for is the status of that and the lead on that is just so unless there's something that's been added to this list for planning commission What I'm seeing is we basically have the two issues of continuing to work on the consolidation of the 17 zoning districts into the seven and she touch base again with Jessica or CS Davidson to see where that accessory units ordinance is. And with that said, my thoughts and discussions that I've had with and Paul is that based on what we've had here this evening at a regular planning commission meeting, why we can't dig into this in a regular meeting

22:25 – 23:300

Instead of coming here at 6:00, working till 7 as far as we can, and then having a 20 minute. That's why I have it. I want some feedback as to how you feel about this. Do we need the workshops yet? workshops, but we're going there as a in school. Well, we're coming to the time of the year where typically there wasn't a lot whole lot a whole lot of business. So, this is the October meeting. November and December, January are usually slow. So, I would I would be fine with that.

23:26 – 24:010

What what is we still have minutes from the July workshop which have not been approved and what I will do is bring them forward to be approved at our November 10. Do you want to put some type of time on it like not past 9 or not past 8:30 or something like that or

23:59 – 24:440

seems like if it's one of those where we got like a very big agenda, you know, a meeting that's going to go an hour and a half, we're probably not going to want to get right. I think what it's going to be is that the workshop issues being addressed at the regular meeting will be contingent upon the regular business being brought to planning commission. Yeah. If we see we've got a full agenda for planning commission business. Sure. Yeah. I think that makes sense. Yeah. We hit a stretch. Seems like we hit a stretch there where we had meetings that were going an hour plus,

24:43 – 25:050

right? The regular meeting was going that far and so there wasn't much progress being done, right? So that's why we said, okay, we start at six, but we're in a light period just makes sense to do that. So what what I will do at this point is I will still go monthto month cancelling the workshop meetings.

25:03 – 25:460

Okay? You know, I'm not going to say launch right now. I'm not going to have workshop meetings November and December, but keep it in the back of your mind that we probably are not. It's going to be a case when I come in to set the agenda through the meeting and this is what we have. I mean, we may have four zoning hearings the night before Thanksgiving. Oh, don't go there. That's No. long enough. Yeah, long one was enough.

25:42 – 26:140

So if everyone is comfortable with that as far as the workshops are concerned and I'll touch base with try to touch base with Glen to clarify what because when she was in here simplified. So her comment was, you know, it would be the she [Music]

26:15 – 26:540

no [Music] consolidation. Yeah, I remember because at first it was, you know, we said, "Well, we kind of have a map, you know, why don't we give it to you or something?" And I think she thought we were trying to get her to do the map. And it was like, "No, we've actually tried to do this. Do you want to compare it to what you guys?" So she's gonna do that this fall.

26:580

So we're waiting on that.

27:06 – 27:500

Maybe get a couple meetings in if we can before we approach her to come back. Yep. So anything else? I have nothing on business. Next meeting will be any comments further discussion. I will entertain motion. Second

27:55 – 28:060

all in favor motion carries meeting. Thank you all.
