I think tomorrow we have a United Way golf tournament meeting at 10 a.m. Thursday, yes, a public works planning, but I have a 250th meeting with the state that morning as well, so I'll be doing that. Friday, our 250th committee is doing a program for Rotary West. Then on Monday at 6.30 p.m., we are dedicating a Liberty Tree in the Taos Park. So everybody is invited to attend that. And then I'm going to give you some dates to kind of remember. We've got the tree dedication on Monday. June 24th, we will be dedicating the statue at the corner of high Monroe Street So that's at 930 in the morning. Governor Kehoe will be our keynote speaker I have a The bishop is going to come and pray for Jeff and so it'll be it'll be June 20th Russellville is holding their 250th festival June 27th, Taos is hosting their 250th festival with fireworks. June 28th, Lowman has a 250th barbecue and fireworks. And then July 11th, Rosito Honey Creek has their 250th festival with fireworks. So there's a lot going on all around the county. So if a client comes in for Show Me Healthy Women, Michelle sees them, and then they need further diagnostic testing, like a mammogram, things that we can't do at the health department, JCMG performs those services, and then we are reimbursed from DHSS. So we just need to ensure the annual agreement.

Good morning. This is a cost reimbursement subaward with the University of Missouri for reimbursement for our participation in the Avalere trial, which is the ongoing clinical trial that we are participating in related to our blood products. The study organizers are going to reimburse us for our time and efforts, and that amount is $5,571, so I just need you to sign the subaward so we can invoice for that amount.

Thank you. Renewal of adult brain injury service coordination contract for MODHSS.

Hello. So again, this is our annual renewal of the contract with DHSS for the adult brain injury program. As you know, we have the contract and the service coordinator takes care of nine counties here in the central region. Again, there was no decrease, but no increase from last year.

I sent you some information the other day, and so with the half-cent sales tax funding, there is money that goes to the small communities. The village of Centertown applied for some funding and was awarded $150,000 for a project to improve sidewalk and stormwater in the community. and they after they got these funds they were applying for various grants to help them provide some of the match money and then also expand upon the project they were doing and it just they were unsuccessful a few times and this last go around they were successful they obtained a tap grant through modoc for cyborg work and a cdbg grant for stormwater work and they've asked that we extend their agreement to spend this money in order to be able to match the schedules with the grants and we ran it through our road bridge advisory board who approved that for recommendation to the county commission so we just need the county commission to approve an extension of their agreement basically it's a supplemental agreement to extend the timeline to have the projects under contract by 12 months. So, any questions?

And that's the one good thing about this funding. It's allowed. Harry's going to see you. The small communities do have a lot of needs, and this funding has allowed them to be able to do projects, but they've also taken the initiative to go for additional money and at least i think this is the third community maybe the fourth that actually has gotten additional funding to do projects so it's it's been very successful i mean it's been on our end we've been able to help them leverage it so it works out good take care of the small communities as well so i agree

we have a public hearing for traffic and safety advisory board recommendation and signing of board orders so we will open it up for public hearing so i'll go through this as fast as possible okay

okay so we have a few items that came out of the recent traffic and safety advisory board meeting recommendations for traffic related items and so I'll go through that the first item is a no parking area on Arden Drive and the second there are some stop signs and the charm Tower Bridge subdivision. Okay, so no parking. This is on Arden Drive. Arden Drive is a little west of the city limits. It's kind of a cut-through from Country Club up to Rainbow Drive. Gets a fair amount of traffic. The area is in a tight curve near an intersection of Buggy Lane. And so this is as you're heading south. You can see there's some cars parked on the left side. and then actually a trailer there mower trailer parking the opposite direction and this is coming heading north and as i was taking this picture here there was actually a truck that i did not see as i was going around there so it is a site a sight distance issue as presented to us by a citizen And this is as you're sitting on Buggy Lane. And so various things on traffic safety code of Cole County for guidance. There is no parking allowed within 30 feet of an intersection. This area extended a little beyond the intersection. There's also restrictions on parking in excess of 72 hours and also trailers for an extended time. And some guidance from the traffic safety manual allows us to do, if there's a curve or a hazardous situation may be created by parking, it allows no parking to be established. The recommendation, there's no accidents at this location. There was one at Buggy Lane in the past from Campo who provided this to us. The recommendation from staff and then approved and recommended by the Traffic and Safety Advisory Board was to do no parking in the area shown on the drawing or the aerial there. It's a distance extended up from the no parking at the radius of the intersection. and it's 102 feet. So we need a motion to either accept, modify, or deny the board recommendation for no parking on Hardin Drive.

So Commissioner Otto, this is in your district. Are you familiar with all of that and good with it? Yes, I am and I concur with

Okay, the next items are in the Charm Ridge subdivision, and there's stop signs at various locations at T intersections, Charm Oak Drive at Charm Villa Drive, Charm Tree Court at Charm Oak Drive, and Charm Oak Drive at Charm Ridge Drive. I didn't get too creative with their name. Isn't that charming? This is the area. It's just east of Bighorn, north of Old Loman, south of Highway 15. mostly multifamily residential area. And an item was presented to us by a resident about the intersection of Charm Oak at Charm Villa, and that would be the one on the western side there, the arrow to the left. The stop signs shown on the drawing are current stop signs. And what we found in some of these older subdivisions is they were built and there's there is allowance for not having controlled intersections in this case normal right-of-way would be the case and so somebody coming to a through street normal right-of-way would be they need to yield to traffic in the road but as time goes on and subdivisions are developed and cars are parking on streets sometimes it's not as easy to see And so a citizen had had some near accidents at that location. She requested that we do no parking there. And as we looked at this, there was the two other intersections that had no signing for stop signs. I said no parking early, sorry. Stop sign at these intersections. And there was the other two that didn't have any stop signs either. And so we've added these three as a recommendation and In the case of the Traffic and Safety Manual, Warrant C or Condition C allows us to put a stop sign and so it's the intersection of a lower functional classification road with a higher functional classification road. So these are just some pictures looking at the intersections. And so the recommendation of the board or staff recommended and the board accepted and recommends to the County Commission to install a stop sign at Charm Oak Drive, Charm Villa Drive, Charm Oak Drive, Charm Roof Drive, and Charm Tree Court at Charm Oak Drive. Jeff, do you think you can repeat that? It's all spelled out for you right there.

So this is an ongoing grant that we have. It's for the amount of $7,846.47. Since Terry's not here yet. It's a 50-50 grant, so it'll actually be a little over $15,000 for 19 new vests. So this is the award. I put an X here for Sam to sign, but really you don't need to sign anything. I'm going to let you sign it.

Small communities funding allocation recommendation for the next sales tax cycle.

So this ties a little bit into the thing we did for Center Town just a minute ago. So in the current half cent sales tax, There was $700,000 allocated to the seven communities and each got $100,000 for the five-year sales tax cycle. There was also a million dollars allocated for cooperative projects. And that was distributed based on recommendations and accepting those recommendations of the Traffic and Safety Advisory Board. And so, like I said earlier, Centertown, they received $150,000. And it was dependent upon what they requested and what the board awarded them. And so those funds went to the corporate projects, and then the other guaranteed funds of $100,000 went to, a lot of times, overlays in their communities. some stormwater projects, but typically they use that money for overlays. Two years ago, we were seeing that sales tax had been taking in more money than what was budgeted in the program in the five-year cycle. Instead of sitting on that money, we decided to get some of those funds out to the communities. There was additional money awarded to them. to help with some of their overlays and other items. The road and bridge advisory board looks at that and working with them we make a recommendation to the county commission and so we've been working with them over the past year or so developing an amount that each of the communities would get, the total amount to the communities and then recently after the sales tax passed or actually leading up to that but we didn't make any decisions on this until after the sales tax passed this is to break out the allocation to the seven small communities jefferson city the and i got a flyer and it's got the totals from from this this this current or the new one that was passed back in april and this will be a 10-year cycle and so there's 12 million dollars going to cooperative projects with jefferson city and this in the villages there's 4.5 million dollars and so of that working with the road and bridge advisory board and i sent you all a sheet with the recommendation so guaranteed funds and that would be you know you're going to get this amount not competitive like the grants but this would be guaranteed $2 million total, and that's over the 10-year cycle. We'll split that out $1 million for each five-year period. And in that five-year period, each community would get $75,000, and that would be a total of $525,000. The remaining $470,000 would be split out based on a population and mileage formula, a 50-50 formula. And the totals are shown on the sheet that I gave you. And what the board was a little concerned about doing was cutting back from some of the communities. If you use just a straight mileage and population formula, they might not get the 100,000 that they were getting. And so we made that guaranteed amount $75,000, and the extra is based on, again, that formula. If you look at the road lengths and population in the communities, just giving the example, you have Taos at 1,275, and that's based on the 2020 census. And then the road length is 10.7 miles. And then you have St. Thomas with 249 residents at 2.6 miles. And so the needs are different in each community. And given the fact that these guaranteed funds typically go to overlays, the board felt that we needed to split some of that money out. based on a formula that would even it out to be able to take care of their needs. And so that's the recommendation for those guaranteed funds. Then the cooperative project funds, like we talked about for Centertown, would be $2.5 million total. And that would be 1.25 million total for each five-year period. And so we would do two rounds of grant projects in which way they would submit an application and the board would review and vote to make a recommendation to the county commission. And so we'll do two rounds, one in the first five-year cycle and then one in the... second five year cycle and then going back to the guaranteed funds again that would be one million total broken out like i said earlier for the first five year cycle and then one million for the second five year and then when we get to the second five year period we will update the population and mileage numbers it'll change a little bit maybe not significantly but we want to use definitely updated numbers with the newer census so a lot to unload right there but uh a lot of work done by the road bridge advisory board and our staff to come up with these numbers and to try to present something that distributes the money where the needs are and but still gets the communities what they need to take care of their their infrastructure so are there any questions comments

On my hand, since I said I would refer to all the people in the Brady Advisory Committee that April Stanton is doing a fine job here to try to may be fair and yet understand those differences between the size of these communities and the population and mileage numbers factored in it takes that into consideration i know there was some good discussion at the road and bridge advisory board meeting and ultimately well there really wasn't much dissatisfaction at all with it so thank you to uh

So I think it would be best if the Commission voted to accept this because it will go into effect next year when the new sales tax goes into effect.
