Good afternoon everyone. It's 400 pm on the dot. So, let's get started. Glad to see you all out this evening, this afternoon. I'm calling this meeting to order of the Coffee County Library Board. And our first topic this afternoon is public comments. Do we have anyone that would like to say anything this afternoon? Okay, let's talk about the March meeting minutes and approve those. No, that won't that won't happen until budget and finance approves something and then the full commission will approve hopefully approve something in June. Okay. So, we won't know until then, but we have Paulie and I have both presented in front of budget and finance. So, they're aware of our requests and they're working through all of the departments right now. And there is a meeting tomorrow night of the budget and finance. Oh, okay. So, I don't exactly know what they're going to be going over, but there is a meeting tomorrow. Okay.

All right. For those of you who don't know me, I'm the Rick Susie. I'm the maintenance director for Coffee County government. Uh I've me and my guys along with Capital Outlay, Terry Hirsman, chairman, we've been working, you know, to try to get this thing back open. Uh it started, you know, about 50 60 days ago. Uh we the biggest hurdle uh was the roof. We've had some issues with the roof. Uh it's been well documented about the the issues we've had. We did finally get all the repairs made uh temporarily. Of course, it's kind of like a band-aid. That's that's the main issue, but we are working uh with capital outlay and hopefully budget finance about getting some funds uh for a new roof. Uh we've got some budgetary numbers that was that we're going to present next uh capital outlay meeting uh and they'll be discussing, you know, our options on that. So, we're we're hoping uh that'll be a big uh a big step towards making it a full-time repair like so. Uh but we did get the roof repaired. Uh we had some really good rains over the last few weeks. We, you know, we we got up in there, we double checked everything. Everything was good. We didn't have any water coming in the building. So, we repaired all the holes that we were using to get up into the uh roof to to look in there. got all that done, got all the patchwork done, repainted. Uh then we were able to bring in the mold remediation company. Uh they've been working Monday, Tuesday, and we're there pretty much a good portion of today, them and uh my crew. Uh feel like we got everything that we need done. We got all the ducks cleaned. You know, everything's been everything from the list that we got has been taken care of. Everything's, you know, ready to go. uh the company that actually did the the first test is coming back tomorrow

afternoon to to do their, you know, their retest. Uh and hopefully if everything on that goes good, then I feel like we'll be able to turn it back over to uh to Pauly and and everybody. The company that we use, Serpro, they also brought in a third party tester. So, we're going to have two sources of testing to prove that everything is good to go. And I feel like I'm very confident that that everything is going to go fine. So, I really hate that it's taken so long. Uh, unfortunately, you know, our timeline falls on contractors, you know, the roofing contractors. You know, there's a lot of things that have to go into getting quotes. you know, we have to get quotes and we have to meet people and then they have to come out there and we do, you know, we've done like five full inspections on this roof where we've tore it off, put it back on and of course is well documented. We had the windstorm that tore off a bunch, so that kind of set us back a little bit of time. But, uh, I just wanted to let everybody know that we've been working, you know, very hard to get this thing back open. Nobody wants this thing open more than you guys than us. I promise you. I'm sure you guys have seen all the beautiful things that people say about the maintenance department on Facebook. Uh unfortunately, you know, that's out of my control. I I think uh Paulie and Courtney, they they work with me every day and they they know uh what me and my crew

And I think I speak for the board when I say thank you for all that you all have done and the crew and you both and for stepping up and for commissioner as well for all of your leadership and all that you've been doing as well. We thank you all very much. And uh I also want to give a good Terry Hirsman. He's been there with Cappa outlay. He's been pushing everything I've been bringing. Uh he's moving full force to try to get a new roof. He's been up there with me during all the inspections. Uh he's got, you know, endless knowledge on all that stuff. But um the very the most important thing is to get our tech guy in there as soon as possible because we cannot do any kind of returns or anything until he updates all the computers. So and he said that take him about a day because he has to do the search the public the and then our work computers. Okay. And um so when when we don't want to say we're opening the day we can get back in there. Yeah.

Well, I'll I will obviously relate and and actually you're you're tied to the email when the when the guy sends all the stuff. So you're going to see firsthand also. Uh you know, you'll once we get that clear, I'll give that to the mayor and once the mayor says everything's fine, then it's going to be on you. I I feel like that's anything after that, after the mayor says you're good to go. Oh, yeah. I would, you know, you'd be fine to go back in there. Uh other than that, I don't I don't have any control over that. So, these are not necessary questions for you, Rick. I'm just going to inform the board. Okay. So, like I said, we're going to have to get Randy in there to update everything

and then the staff will come in as soon as that's done. And we're thinking maybe two to three days because we have the books from the closing in the dropbox, weeks of those. We have uh the new books that we have worked on the last two weeks here. And then we have the books in Manchester from Lam. And about how many are is there? 500. There was 500 like two weeks ago. There's definitely more than that now. Yeah. So, over 500. Yeah.

So, and then we're gonna double check, clean the the counters and, you know, just double check that. And uh so I I want I just want to reiterate that we will not be able to open to the public on the day they say we can get back in there. It'll be a couple two or three days. But you will communicate clearly to the public the day that you expected to open.

Yes, I will. And um this might be a committee item, but I've had three girls, three of my senior part-time people, they've finished college and they're moving on to their next career, whatever life moment. They're not resigning because of all of this. It's a natural flow that my high school students go through. They graduate and they, you know, they move on. So that it has nothing to do with the closing of the library. And given that I really only have two part-time people, so I'm having to hire some. So there may be in these few first few weeks that we are not open on Saturday because we don't have the staff to do it. But I'm really trying. I've already put it posted it out and hopefully I can have somebody hired and ready to go when we are ready to get back in the library. So that's all I have on my Thank you, R.

Kickoff is next Friday, May 22nd. We are just putting the finishing touches on everything. We've pretty much got everything put together. Uh we have five weeks of programs planned. Our calendars can be found on Facebook right now. Um so I think 1:30 starts signups in the building. We're not doing online registrations and two o'clock is when we start activities and events and we have dinosaur themed um like carnival games planned. So, it's going to be a lot of fun. If um folks out there watching from home are interested, please come see us next Friday.

All right, Paulie. So we're working on given our limitations right now we're working on the reg read squared which is online registration and we do have programs that we've con confirmed. We have not set a calendar yet because we don't know exactly what day. But I I'm I'm thinking maybe the day if we're back in the building, the day after Memorial Day, we'll have our little kickoff. And what that is, we haven't decided yet, but uh Katherine is working very hard on getting that app set up so we can. And the reason why we're doing it this way, we don't normally do it this way, is because we don't have the part-time staff to sit back there and sign people up. And we don't um the volunteers, you know, they they always come in when we first start and we haven't had time to set that up. But we are going to have some type of summer reading program and we're working on the calendar right now. Uh I'm pretty sure that the app for the Read Square is ready to ready to go and you know we may release that so people can get signed up and start counting their minutes and hours and whatever. But we are definitely having some type of summer reading program.

So, as you know, I'm I'm I'm Cherry Hman. I'm with the Capital Outlay. I'm chairman of Capital Outlay and we've been working very hard to try to get a new roof put on a Teleome Atlanta Memorial Library. Um it has been a issue from I forgot what year. Uh we are tired of throwing money a after it. So um our goal is to put a new roof on it. We have reviewed the drawings we uh yesterday. Uh I'm going over them still. So, um, that is going to be coming out pretty quick. I know it's been a long process and hopefully when we do the library in here in Manchester, it won't be as as as long because it's not going to take the engineering and the roof is there, the structures there. Uh, our biggest problem in Manchester is we're going to pull a lot of the deck up and replace it because it's gotten wet and uh, it's deteriorating. So, it's going to have to be replaced. Um, but once we put a new roof panel on top of that, a commercial panel, I think we'll have that problem solved, but u the doorings are looking very well for

Uh we have not recruited any new members in that time. Uh the only piece of business we've taken care of, we we did fulfill our obligations to the two libraries, I believe was $600

that we gave each of the libraries for uh summer reading program, I think, to help pay for the performers who were coming. And that that is all we've done other than Colleen Saunders and I several weeks ago uh I applied for a a grant uh that was made available by eBay and Marian County Friends of the Library hosted a two-day training session in Brentwood on how to set up an online bookstore through eBay. Uh they've been doing this for a number of years. Uh last year they pulled in $160,000 selling books online.

Uh and these were donated books that that they have sold. So Colleen and I are feeling pretty optimistic. We're actually feeling pretty lucky because we want an iPad in the drawing too to uh you know to something to get us up and going. But at part of what we received through this grant, there were I think there were six libraries uh six libraries represented there. But we got this huge tub of material and it's everything in the world that you would need to get books ready for shipment and and categorize books and just all sorts of stuff. I mean, it's in Colleen's garage. So, we've got that. We've got an iPad. What we need now is some direction. So we know where we need to start. Do do you do you want us to start from scratch? Do you want us to get some new bylaws? Where where do you want us to go from here?

And each committee talked and then we came together and talked and there were several suggestions. We think that the library group, the friends of the library group is a very beneficial partner to us and we would love to see you all stay in business. Okay. Do you you also want to share some of the suggestions of of things that we talked about? Oh, please do because I I I need some direction, you know, rather than hey, you know.

So, the list that we came up with included things um funding needs annually, including summer reading program, Halloween and Christmas events, public facing events like the Christmas parades. Uh we noted that moving forward you and the friends will be invited to all of our board meetings and be included in discussions under director's reports. Um there's also going to be fundraising activities that can be done like um I think you and I talked about potentially a merch store and selling if we had some like library

t-shirts made like stickers. the friends of the library funded LAN. I'm getting a heat press that we were able to make our own summer reading t-shirts this year. Um, so something like that because we've had a lot of patrons mentioning that they would love to buy them. So, if we had something like that set up, that could be a really great fundraiser. Um, and just a couple other little things that we can talk about later on down the road. As far as starting over, if you feel that that's something y'all need to do and that would be clearer and give you better structure, then I say go for it because if it's too muddy the way that it is now, start from scratch. Do it the right way.

Okay. My personal concern is the lack of representation that we have right now on our board for Manchester because I I don't I don't know who to get, you know. I I I don't know who to get. I we would need some assistance from you with recruitment of people because you know you you would be in contact with those people and uh yeah we can do those things. We can't do those things with the group we have right now. Right.

Uh well, you know, when it comes to a board, uh we've been working with nine voting members and the two librarians, uh library directors as representatives on there, non- voting members. We had nine. If we had nine people who could consistently drive at night, come to meetings and do things,

uh that might be enough. But as of right now, only two of those people are from Manchester. Uh been unsuccessful in recruiting other people from Manchester. So, first thing I need is if you could give some suggestions, if you could talk to some people, okay, who would be willing to serve on a board? What would be that magic number or what would be a guesstimate of that magic number of Manchester for the board? Well, the bylaws say we've got nine people, so there's no way to do an even split. But the by four to five bylaws are not written on a stone tablet, so they could be changed. Four to five. Four to five if they're are active people. Yes, four to five.

you know, you can I I would bounce them off Courtney and I'd bounce them off Polly because they know who the library patients are and Uh we would would definitely want people who are are passionate about serving the library. Uh if you know people who who've got some tech skills, uh you know, Colleen and I might be a you know, a quarter of a good person on that when we get together, but it's going to it's going to take somebody who knows a little something about tech if we want to set up this online bookstore if that's something you want us to do. I know Courtney and I have chatted about it. It's not just a matter of, oh, hey, you know, we got five books here. No, we need to have an inventory. We need to have a place where we can store those books. We've got to have a place where we can process those books. Uh we got to have a place where we can pack those books and ship them. Not a big space, but we are going to need a space though in order to do that. Then it comes down to the question of okay, are we going to set up an operation like this in Manchester and in Oklahoma? Are we going to do a combined operation? You know, how is that going to work? That's that's why I'm desperate for that Manchester representation. I mean, I consider I can make these decisions, but then it's the Kathy show, and that's not what it's supposed to be, right? Miss Kathy, do you have or do we haveformational like pamphlets and brochures or flyers, graphics that we can push out ourselves on Facebook? Are those available?

We we Yeah. Okay. Go ahead, Courtney. I have gotten feedback on the original, the artwork, the graphics, the pamphlets. Uh, a lot of the information, like you've been saying, this started without any input from the board or the libraries. So, the stuff on that pamphlet as far as what you get for your membership, oh, you don't get accurate for your membership. No, you get to say I'm a member of Friends of the Library and that's it. And I have a check. I really think and this is what we've my staff and I have talked about redoing all of it.

Well, as far as I'm I'm just curious as what Gary was saying, would a membership drive be something that would be helpful or would be possible? A membership drive is something that would be extremely helpful. We need to know first of all what are you going to get for your membership and what are the expectations of you? But we need we need some hands in the dirt doing some digging to especially if we want to make this uh this online bookstore a reality because it is not it's not a one or two man job.

I mean and and that's the question now. I mean is the fact that Sunrise Rotary gave $200 X number of years ago enough for me to say you are going to serve on the board? I I don't think that ought to be a decision that I make. I would like to see input from library directors. I would like to see input. I ideally ideally what I'd like to have is a stack of applications at both libraries with a sign. Have you ever wanted to have you ever wondered what friends of the library is that? Or have you ever wanted to really take the extra step to help your library? Apply to be a board member for Friends of the Library. and we've got a timeline there. We look over those applications and then it you can make the decision or the the the board can make the decision. Ideally, if we got enough membership, we could even reach a point where the membership could vote on the board

They can be reappointed for a second term if they so wish. If they do not wish, let Gary know, the chair know, and then you can find somebody else to nominate. Um, next year you are having Bobby Bush renewed if he wants to and then two coming off. So that is Gary Whitten will come off next year and Jane Bryant will come off next year. And so nothing unless you just have to pay for work for the county. I don't know how each process in each county is different. You might have to ask for reappoint from the appointing officials or it's just automatically assumed you get a second term

So, the one that you have in your email is wrong. This is the right one. Um, but otherwise, everything's on track, being spent the way it should be. Um, our tech grant is finished. Okay. I gave you all another packet. I printed in black and white to save ink. Um, this is our board report for this month. Um, I sent you one via email that's in full color and it has pictures, but I didn't want to print just everything. So, in March, we had 33 active programs with 656 in attendance. We gave out 196 take-home crafts and Lindsay held two one-on-one tech trainings. There were 61 log visits to the story trail, 53 for the Friday scavenger hunt and 422 educational worksheets were completed. There were 28 participants for Scrabble and three for the puzzle. We had two volunteers complete nine hours in March. In April, we had 29 active programs with 748 in attendance. We gave out 202 take-home crafts. Lindsay held four one-on-one tech trainings. There were 60 logged visits to the story trail, 27 for the Friday scavenger hunt, and 450 educational worksheets were completed. And they just keep grabbing those up. We can't even keep them stopped. Uh there were 22 participants for Scrabble and seven for the puzzle. We had a poetry note card creation program in the teen area that had 104 participants. Building update. Commissioner Hirschman already gave you that. So, uh, they did come to the library yesterday and show us the drawings. Rick and I are both very happy with what we've been presented.

We love April. Uh she's been in the role for a little over a month now, and everything's been going really smoothly being gone all last week. She did tell me that um she has no desire for my job now, but she's doing she's doing really great. Um she has past managerial experience, strong leadership and organizational skills and the support and respect of the staff. Additionally, a full-time position was awarded to another qualified internal candidate which has allowed me to retain this very qualified, hardworking individual. Um so, yay us. Uh last thing, I would like to invite the board members to our next staff meeting. It will be a Friday in July at 4 pm. We close at 4 and then we have our staff meeting for the hour and 15 minutes that's left in the day. Um the exact date will be to be determined right now, but I'm looking at the 24th of July. I mentioned it to the LANM committee and I've discussed it with the staff and we are all in agreement that board attendance at staff meetings would benefit everyone. I talk about people in my board reports and and then I get asked who is that one? Um, and then I talk about y'all
