We'll have public speaking while they're getting our computers fixed. Good evening, commissioners. Once again, I'd like to thank you for the opportunity to speak today. My name is Anthony Harden. I serve as community as deputy sheriff. I stand before you not just as a deputy but as a representative of the many men and women who dedicate their lives to serving and protecting this community often at great personal sacrifice. The raise being proposed today for the certified deputies is not just about numbers on a paycheck is quite literally life-changing for all of us. Many of my co-workers are work working two full-time jobs just to make ends meet. They're not doing it because they want to, but because they have to. Because putting food on the table and keeping the lights on for their families has become a balancing act between exhaustion and responsibility. And when you're working backtoback shifts, how do you stay sharp? How do you stay safe for yourself, your partner, and the public, your families, and mine that we swore to protect? This raise would mean that dedicated public servants can come home to their families at night and only worry about the weight of the badge they wear, not a second job waiting for them. It's no secret that we've seen deputies come and go at this sheriff's department. We spend valuable time, effort, and taxpayer dollars training them only to lose them to departments that can afford to pay what their service is truly worth. It's a rev revolving door that is costing us far more than just money. has cost us experience, stability, and morale. And I'll be honest with you, the reason I and many of my co-workers are still here isn't because the job is easy. It's not because the pay is competitive. It's because of Sheriff Partners and his administration. Their leadership, their belief in us,

and their commitment to this department are why we're holding the line. But leadership alone can't fill gas tanks. It can't pay the bills. And it can't raise children. This vote is more than a budget item. It's a message to the people who wear this badge that their sacrifice is seen and valued. Because at this time, it's not felt like it. So, I'm asking and I'm begging you, vote on this like our families depend on it because they truly do. The safety of this community, the strength of this department, and the wellbeing behind the people, the well-being of the people behind this badge are all riding on this decision. So uh be glad for Mr. Malone to come to the lectern please and present himself. Good evening. Uh my name is Todd Malone and I've submitted my name for consideration for the open district seat of county commission. Um first I'm honored that you'll even consider me tonight. I appreciate the consideration that uh you're that you listen to me talk to you tonight. Um to give you a little bit about myself, um I've been in public service for most of my adult life, predominantly in law enforcement. Um approaching, uh some facet of law enforcement now close to 40 years. Uh my family and I have lived locally since I retired from my first job in 07. Um we moved here from Florida. Uh my roots are in Tennessee, the Savannah Terrace area. Both sides of my parents came from that area. Um, so for me it was a coming home in 2007 after I retired. Uh, my wife of 35 years, Terry is here and uh, we have two kids and four grandkids. Two of my children graduated from Tele High School. U, my son's currently serves in the US military as I have done as well in my past. And uh, our daughter works for a local bank here in in Coffee County. I'm sorry, Franklin County. Um,

I'm employed currently by Department of Defense. However, Elon Musk made me an offer I couldn't refuse. And so, so I took that offer and uh, even though I'm on the books right now with Department of Defense, my last day is officially in September. So, I I took the I took the federal bout basically. Um, uh, if I'm lucky enough to receive your vote, whether that's tonight or put off till later. Uh, I wanted to tell you a little bit about my decision- making philosophy and it's very, very simple and it will take up not much of your time. Number one, is it good for the citizens of Coffee County? That's the question that I would ask myself if any question that was put before. Is this good for the citizens of Coffee County? Um, I don't believe that decisions in public service uh should be made out of passion or emotion. They need to be of data and evidence needs to be driving our public policy. So I wear my heart on my sleeve and that's how I would make decisions is what is the data what is the evidence that supports this decision. Um passion and emotion are okay part of being a human being and uh we do need to take and consider those things but in terms of driving public policy data and and evidence I'm kind of an evidence based guy based on my career field. So I need to see data and evidence of supporting decisions that we make. The only group whose interests are special to me, yes, that's a play on word, um, would be the citizens of coffee and that's it. Um, I appreciate your time listening to me tonight and I appreciate the consideration. And if you have any questions, whether it be now or later on and if we do decide to put this off or whatever, I'm available for questions or meetings at any point.

If you had a problem with it, that would have been the appropriate time to deal with it. Nominate one person when we approve the agenda. The the public notice plainly stated that anyone to this desk, anyone can walk up with a name on a piece of paper and have their name on the floor for nomination. That's the way it is. But I just I don't understand how we can approve somebody that just had this for five minutes. I mean, I haven't had time to read it. Mr. Attorney, would you like to opine on this at all? I mean, excuse me. It was on the agenda. I guess there could have been a motion to remove it from the agenda. There also could have been a motion to uh to postpone it to a date certain and Nobody made that motion. That correct, Mr. Parliamentarian. That is You are correct. Anyway, there's a lot of fish. Just to clear up any questions, there was a public notice in the news that made us fully compliant with TCA 5-5-11. It said, "Take notice. The office of county commissioner for the 9inth Coffee County Legislative District is vacant." And on June the 24th, 2025 at 6 PM, the Coffee County Board of County Commissioners will will elect a person to fill the vacancy, and any person so appointed shall sh serve until a successor is elected at the next general election. Such person shall reside within and be qualified voter of the ninth district and must have been a resident of Coffee County for one year

prior to the date of the election before the board of county commissioners votes or considers any motion or resolution regarding the office to be filled. The chair shall allow registered voters of the county an opportunity to submit names to the board of county commissioners for consideration. The names may be submitted in writing to the chair prior to the meeting or may be submitted in person at the meeting in order for a name to be considered. A member of the board of county commissioners must subsequently nominate the person. Members of the board of county commissioners may also nominate a candidate or candidates to fill vacancy and such nominations do not require a second. If the person nominated is not present at the meeting, the person making the nomination shall submit a signed statement from the nominee that the nominee is willing to serve in the office if appointed. Well, this resolution that's before us 10 2025-15 uh sets the tax rate. This one is the one that has no tax increase for the for countywide. So, everybody understand that we're we're continuing the same property tax rate that we had in this budget cycle that's ending this month. Is there any questions regarding this? Commissioner Miller, you have the floor. Apparently, this is not just the tax rate. It is the budget also. Correct. No, it's setting the tax levy. Okay. So, I understand what Commissioner Mil was asking. And uh so it looks like we're voting on the budget according to what's on my screen here. You may not have the current uh agenda. If you if you if you actually have a copy of last year's budget, which I have that in my hand, if you look at it and compare this new one for this year, it's exactly the same. on what this budget is about. Okay. In uh 2025-16, you have a snapshot that was handed out earlier. It's only for the general fund, but the estimated fund balance at June 30th, 2025 is 11,363,58. 2026 revenues estimated 29,6006,860. Budgeted expenditures that is on that budget appropriation resolution that's before you for a vote. Total general fund is 31,117,288. That leaves a fund balance deficit of1,500,428 with an estimated for June 30th, 2026 9,862,630. This includes the um deputy the certified deputy increase uh 5% for the other employees. Okay, that uh thank you for that, Mariana. The you know the the budget process, it's a very in a very dynamic state for 365 days. The the the fund balance expenditures change as the I

think what's in my packet is Mariana's projections as of June 17th. uh Mariana's projections as of today, June 24th. Everybody got a handout. I hope if you look at the top of the page, the budget cycle that we are finishing expires the 30 of this 30th of this month. We will have reduced that projected roughly $2 million deficit that we approved 12 months ago will be down to $573 $73,000. We actually thought initially when everybody started the budget process, we thought that number was going to be north of a million dollar and now it's down to 573. and by July the 31st when she stops counting money that gets applied back to this year, it'll probably be even less than that. So that explains where we're at on the budget cycle. We're finishing up. We're doing a way better than we thought we would. So, the one that she has projected moving forward, the one that is on the floor to be voted on right now has a budget deficit projected of 1,500,000, which is considerably less than the budget deficit that we approved moving into this budget that we're under right now. So, it it looks like everything's good. We got our deputies money is in there uh to give them the raise. It's going to make them equal to the highest paid municipality in this county and we're proud of that. So, having said all of that, is there any questions or the

Well, I'll just go along to say that um in addition to uh taking care of the sheriff's department with their raises, we're all employees of the call counties getting 5% raise. Correct. Correct. So that's included in this this budget also. Commissioner Miller, you have the floor. Basically, uh, all these employees that are wanting, uh, this budget, I'm all for pay. There's just things in the budget I'm not in favor of that I'll have to vote against. Commissioner Hodgej, you have the floor. We have this the budget appropriations has been approved with 10 yes and six no. With that, we'll move on to our next item. Thank you guys. This will be resolution 2025-14 resolution establishing the rate for the mineral severance tax of Coffee County. I think our current rate is uh we only have one quarry and that would be the one in Hillsboro and they now we collect 15 cents per ton. The state uh legislature just this year passed was signed by Governor Bill Lee that allows counties to increase that by five cents for the next five years and then we can raise it again after that. But this resolution raises it to 20 cents per ton. Not a whole lot of money, but every little bit counts as we know during this budget process. This this will require a 23 majority of the body to be approved. We have a motion by Commissioner Dford, seconded by Commissioner Hodgej. Commissioner Dford, do you wish to speak to it? No, sir. I think the first one on the agenda is 141 202523. Um this is the budget amendment for our new director of schools. It's the salary benefits for the month of June. This is the state pays for our juvenile detention center students and our postsecary testing. And so this is on behalf entry that I make to comply with the controller's office. So basically this is just a clean up budget amendment to our budget and does not affect fund balance and was approved by budget finance on the 17th. So if um if we could we need you to make a one make the font size a little bit bigger or something so we can see it because if you look at mine you can't read it yourself and you should know what it is. I've noticed that when you scan them it makes it harder to read. So I can providing copy for my office. The copier in the mayor's office was not printing. We got new copers. It was not printing very clearly and we had the tech in from Canon to straighten to fix that. So, that could have been part of the problem where we were printing the agendas. Well, I know I do notice though when we when we got the amendment from you when in budget finance the the font size is smaller than the other ones are and that will help when when we're copying. Um transfers are at the top transferring from expenditures and then there is some committed funds for the libraries and then the bottom section is adding to those expenditures increasing them I should say. I've been meeting with um um about twice a week and we've gone through hours and hours of material to select colors brick. We've had brick problems from the suppliers on getting what brick we wanted. We finally got that situated. Um, but everything else has been selected. They said that's about the fastest they've ever seen a group get color selected before they even ordered the building. So, we have the panels selected, the colors selected for the panels, the window colors, uh, brick colors is done.
