Thank you, mayor. And again, congratulations on election. Right in front of you, I notice our state still and 1796. And on the 1 of June, I know that we celebrate our great state for 230 years. So, we're not far behind the 250th anniversary of our of our country, too. So, thank you. Let us bow our heads in prayer. Oh, Lord God, we ask that you lead us and give us wisdom and discernment in every decision that we make this night. Where we are in error, reform us. Where we are in need, supply us. Where we are right, strengthen and confirm us. and where we are torn apart, heal our divisions through your son, Jesus Christ, our Lord. Amen.

The words comments restricted to agenda items only. Tennessee State Legislature made a change in the public comments at all municipal and county meetings. Public comments can be made regarding any subject gerain to the governing body for which the meeting is taking place. So having said that are is there anybody in the audience from the public that would like to speak to any Coffee County governmental issue subject whatsoever? There being none, let's move to review and approval of the minutes from the April 14, 2026 meeting.

The motion to approve the amendment the m minutes is Commissioner Reid made the motion. Commissioner Duncan seconded. Are there any changes, amendments, or discussion regarding the minutes of our last meeting? There being none, let's vote, please. The minutes have been approved with 16 yes votes. Thank you. The next item on the agenda is resolutions of memorial sympathy proclamations and commendations. We have a certificate of recognition for Mrs. Janette Gun who is a centurion. She's 100 years old. Uh we had hoped that she would attend this meeting, but since she has not, I would like for us to go ahead and vote to approve this proclamation of recognition. So, a motion has been made by Commissioner Dford, seconded by Commissioner Hollinssworth. Any discussion regarding this proclamation of recognition? Let's vote, please. This proclamation has been approved with 16 yes votes. Thank you for that. The next item is item number nine. It's the election appointments and confirmations, the Coffee County Equalization Board for 2026. Those are in your packet as an

attachment uh provided to us by the Property Assessor's Office. We have a motion by Commissioner Hirschman, seconded by Commissioner Reid to approve these appointments. Is there any discussion regarding this? There being none, let's vote, please. The equalization board membership has been approved by 16 yes votes. Thank you for that. Under 10, new business, resolution 2026-06, authorizing for the mayor of Coffee County to sign a proposal with the Tennessee Department of Transportation, T DOT. That is a that is an agreement regarding the traffic light signalization upgrades in downtown Hillsboro here in Coffee County. That motion has been made by Commissioner Nettles, seconded by Commissioner Hirshman. And I want you to hold the screen right now because this document I have to record the commissioners that made the motion. That would be Laura Nettles. I know I could go back and do this, but this going to be a short meeting. So seconded by Commissioner Hirshman.

There any discussion on this? If not, let's vote, please. This has been, don't change the screen on me. This has been approved with 16 yes votes. They asked for me to record the number of votes in favor and the number of votes against which is 16 to zero. Thank you for that guys. Moving on. Resolution 2026 07 to amend the Coff County zoning map by reszoning tax map 059 parcel 078.08 at 4282 McMillan Highway from C1 to C2. This does come with a positive recommendation from our planning commission. A motion to approve by Commissioner Tim Brown, seconded by Commissioner Watkins. Discussion. There being none, let's vote, please. The motion to reszone this piece of property has been approved with 16 yes votes. Thank you for that. 10 C resolution 2026-08. The Coffee County Commission in the state of Tennessee unanimously resolved to embrace the transportation safety

action plan. T DOT provided our highway department with this uh safety action plan that they forwarded it to us to be approved by the full body. It is printed and in your packet. Uh hopefully you got to read through it. I think we should accommodate the wishes of Tennessee Department of Transportation. The motion to approve this has been made by Commissioner Stubblefield, seconded by Commissioner Duncan. Any discussion? There being none, let's vote, please. This resolution has been approved with 16 yes votes. Thank you for that. the the traffic light signalization. I want to tell you there's a big stack of prints that I did not want to print out for everybody that shows all of the uh the crossarms, crosswalks, everything that's going to happen. This will be laying on the uh desk in the mayor's office for anybody, any commissioner, anybody in the public's welcome to drop in during our business hours to review that. I meant to say that earlier. Okay, we're ready for a report of standing committees.

Budget and finance commissioner Tim Mars. Yes, sir. We're meeting Thursday, this Thursday at 4:00 and we're also scheduled to meet again the 28th at 4:00 trying to uh finalize our budget for next year. Okay. Thank you. Capital Outlay Commissioner Terry Hirsman. Capital Outlay met um this past uh week on the 7th at 4 o'clock and we uh got a lot of work accomplished. Um our next meeting is on June the 4th at 4:00. So if anybody like to attend and join us, be glad to have you.

Thank you. Health, Welfare, and Recreation Commissioner Jimmy Hollensworth. Yes. Our next meeting will be the 26th of this month at 6 p.m. Thank you. Law enforcement commissioner Missy Dford. We last met at the end of April and we do have a resolution to go in front of legislative. So we may have something at our next commission meeting. Okay. Thank you. Policy and procedures meeting will be on the 18th of this month and which will be next Monday at 5:00. And if you'd like to join us be make yourself free to come on in. We have a couple issues we're going to take care of that day and or that night. And we're looking forward to having that meeting. Thank you. That's it. I I do. I'd like to give you an update on u the animal shelter and the health department project real quick if I may. And on the animal shelter, they are in closing right now. Um getting the finalization of everything done. All of the punch list items are about complete. Uh the project is looks very good. It's very well built. I appreciate all the help that the sheriff's office and inmates have given us over cleaning up some things. And u we're going to try to remove a fence out front to kind of make the appearance look a little bit better. Um there's uh a few little items that they're we're looking at still on repairing on the health department. Uh that project is at about 98% complete. We have a change order that the state has asked us to do on a drive under Canopy for the the doctors and the nurses to be able to come out and and be able to treat people on a drive-thru basis if they have another pandemic at all. Uh that's we're looking at that right now which is holding up a few items being done outside. Landscaping is going in. The exterior panels are being finished up on the building. Um, final painting is done. They're actually doing the floors right now. I would say within the next week that will be done. And so punch list items are already starting to be uh taken care of. That project is moving along very well, but we may have a short delay in it on opening, but it's probably going to be around July when we're open. So, it's where we're looking at the first uh first part of July. Thank you. Anybody got any questions for that? Commissioner

Nettles? I don't have any questions, but I did want to um I noticed that uh school board member Tom Ballard is stepping down and I just wanted to recognize him and thank him for his time and service um that he put into the county. He I thought he did a great job and I just wanted to recognize him. Yes, we will probably be dealing with that at the next meeting as well. But after the public notice was sent to the newspapers, uh you should have a letter of notice from the county clerk in your packet. Yes, it is.

Okay. And uh that is something regarding TCA requires vacancies to be filled if they occur more than 120 days prior to the next countywide election. We're well within that 120 days. So, at our next meeting, we will address the vacancy and let the uh the the the board, you guys, the legislative body will make their decisions uh regarding that vacancy at our next meeting. uh I would like to say something about an event that's coming up. I believe it's the 24th and 25th, I think. Uh, for sure. I'm not for sure, but it's it's right in right uh just about to happen. And this is a I just heard part of the story about a ghost army that was formed at Camp Forest during World War II. And since I was born in Camp Forest, I've always got an interest in what goes on there and and later becoming Arnold Center. And uh but but during Camp Forest, this ghost army was formed and that fought overseas during the actual war where they had made they had made uh big blowups of of machines and and generated noises in the area in the war zone to make them think that there was an army there when there wasn't. And uh anyway, but the gentleman that wrote the book is uh gonna be here in he wrote a book about it and he's going to be I think doing a speak on it uh 24th and 25th at the South Jackson Civic Center and it's something very interesting. I think it's been kept hush hush for a long time. I just got wind of it on the news once a year or so ago and never heard any more about it, but it's starting to happen right now. So, I'm really I think it's going to be something very interesting that happened right here in our back door.
