Hey, good afternoon, everyone. This is the Capital Outlet Committee meeting for June the 4th, 2026, at 4 p.m. in conference room number one. And we have taken the roll call, and everybody is present. We need a motion to approve the agenda.

Nobody's signed up, so we're going to move on. I'm finished business. I'll give you an update on the health department facility real quick. They are very close. They're cleaning right now, and the floor is all down. Base is going in. Exterior is done. And... We're doing a punch list actually tomorrow. So there'll be several people out there doing a punch list items tomorrow. And that's all I have on the health department. So that one's moving along. Animal shelter update. They are 100% complete. We are going through closeout documents at this time right now. We have a fence, a blind fence we're gonna put up on that, which is, they have that already in one of their change orders. So it was something that we wanted to do after we found out we needed to put it up. But the rest of the main part, Craig's already moving in. He's got most of his equipment inside. We have dogs there. So just anybody wants to go out and adopt a dog, we're game for you. We actually had a... Walked through with several of the commissioners. But anytime you want to stop in and take a look at it, Greg, be welcome. Glad to have you. That's where we're at on that. Aaron, do you got anything you want to say on it? Good there? Okay. Update on Coffey County Library in Manchester. I'll give you my part, and then Rick can tell you the rest of it. We are still cleaning on some... air handlers, outside ones, and one of them that's inside. And once we get those done, they're being actually took apart and cleaned. It's pretty well hitting, Rick. Once that's done, then we'll have retesting.

So basically we had it tested by two environmental companies. We passed one of them. The other one did not pass. And the reason being is because of the air handlers. So he told us that we needed to take them apart and do a very deep clean on those. So we're in the process of doing that now. We hope to be done hopefully by tomorrow with that part of it. So hopefully next week we'll be able to reach out and get it checked out again. So I feel like uh after we get these units cleaned that was that was the basis of his recommendations was was that so i feel like we should be good after that so but we did pass one of them the air quality test inside from the other company so i mean i feel like we're close so whenever that whenever they come back to do the test i want to make sure i know when they're coming because i don't want to move in the goal line

All right, that's it on the Manchester Library. New business. Let's go to posting of political signs out front. I've had several phone calls about the political signs. We've had some issues with our maintenance team that mows our property for us here at the CCAT building. This is strictly for here at the CCAT building. Everywhere else, I don't care. But here... having issues on signs being out so early and then staying at so late that the maintenance people are wanting to charge more and I'm about not costing us more money so I printed out a new political political sign policy restrictions ordinance for us to consider does not have to go in front of anybody except for us and if we approve it and so I'll read this off to you real quick and then you can go from there these restrictions are in addition to the existing campaign sign restriction which is in the packet and whenever a candidate gets a packet from the voting registration office Candidates are limited to two signs, which everybody knows that, two signs total area designed for political signs. We have designated area, which is out there in the grass area. Everybody knows where that's at. Only candidates whose names are on the ballot of the next actual election day are allowed to have a sign posted at the CCAP facility. So if you're not on the ballot in a primary, don't put your sign out there. There's not a need in it. That's what that's about. And then put no single sign shall exceed 16 square feet in size, which that's usually a 4x4. Pretty well we can't afford anything higher than that, bigger than that. So political campaign signs are allowed to be placed in the assigned area only 30 days or less prior to the actual countywide election day.

First day of early voting does not apply to this restriction.

What I'm saying is the day of the election, back up 30 days and that's when it is. That'll cover all of early voting anyway. I wish early voting was two months ahead of election day and wipe out all the other kind of voting.

So anyway, then all political campaign signs must be removed within seven days after the actual election date.

Don't leave them out here for 14 and 21 days. And this has really been brought on because of our mowing company, and I don't blame them.

Who's going to enforce this? Because I know it won't happen.

Well, yes, it will happen because I get the complaints, and that basically comes through capital outlays. So, yeah, I get them.

Usually if somebody puts up a sign where it's not supposed to be or where it's supposed to be, usually Andy, the election commission, or Terry, or somebody calls me, and we remove them and put them in the back, and we notify the candidate that they can come pick them up from the back.

We're not destroying them. We're going to let them come and get them.

No, we usually pull them up, just set them out in the back, and they come and get them. Sometimes they come and get them, sometimes they don't.

so that's that's the gist of this policy anywhere else you can put them out they've already got the guidelines for that part in the

Voting registration office this right here is just gonna this policy will go in there with it For the rest of it. So that way when everybody some somebody picks it up. They know okay out here You can only go 30 days before the election date Is this gonna handle the August election because same way nobody nobody's gonna get this oh, yeah Everybody's already got their packets. Well, they got their packets. They're all but now this they're gonna know this because it'll probably be in the paper

If this being a public place and a voting place, can we legally do this?

Yes, you can. It's county property.

It's kind of a public place, though. It's kind of hard to tell people.

But we tell people what they can do out there in that lot. I mean, we do.

We've set restrictions before. We set restrictions as far as everyone had to have one sign per person. candidate on you know each side or and we've also done you know they get a packet and it has a designated area where they can put their signs because they usually just put them all over the middle of the island wherever they want to so we have you know we have designated areas that they get so i feel like it wouldn't be unprecedented to to say when or not they put them out it is pretty well in the packet they can only put them in that section yeah i understand now just the

30 days.

But this is just giving them the time frame, pretty much. Got any more discussion? Do we want to do this or no do this?

I have myself, I have no trouble with the seven days after. A week's plenty of time to come get your stuff. I just don't know if you can, you know, that's kind of a ride somebody running for office kind of has, especially on a public place. in a private place. I can put it out there six months if you want to. I'm just saying a private place, you can put it there a year before. Yeah, I don't care about private places. But it's being a public place. I can't address a private place. I was using that for an example.

30 days is kind of a... Well, really, 30 days is about what everybody's doing. It's not really so much as the 30-day thing that the mowers are having a problem with. Is leaving them there for two to three weeks after election's over?

Yeah, that's what I'm saying. I have no trouble with the seven days after. They need to be moved.

They charge extra to weed-eat around all of them? They don't. Well, I don't blame them. I wouldn't want weed-eat around every one of them either.

That's kind of what brought all this on.

Maybe no signs at all a week before election. That's early enough anyway.

You got to allow them to have their signs out there before the early voting. I mean, that gives them almost a week to put their signs out before early voting happens. Because early voting is usually, what, two weeks? Two and a half weeks or so before the vote. And then just pick them up after... I know most everybody in this room has picked their signs up pretty quick. Because you usually take them somewhere else. That's what I did with mine. When I did mine, I took them to the poll place. So they don't need to be here after our voting's over. They've pretty well got to go anyway.

Um, so what we're doing is we're talking about the new justice center being built on the, um, in the area out in front of the jail. And there's plenty of room there. We've, I've, uh, talked to him several times already about it. He's going to have a, uh, kind of a layout, what we can do, um, what size and everything. And, uh, so that way we can, we do, we're not tied to one floor where we can go up. So don't think we can just be tied to one floor. So. That being said, that will be happening, we'll be starting that discussion next meeting. So we're down.

I'd like to say something. I don't think it's a good idea to throw the jail.

Out there in that big field out in front? Okay.

It's too far out of town. It needs to be behind the old jail.

Behind the old jail. Down in the hole? Where the bus garage was at? Mm-hmm. So then you're going to have to consider what we're going to do with that property down in the bottom or the people that's in that property down the bottom.

I think there's plenty of room. I looked at it the other day. You could put a garage on the bottom floor to fill in the hole, as you call it, and then start from there up, go up.

I know what you're talking about. Okay. Okay. So you're pretty well right behind the building.

Well, that may be something we look at.

It's worth looking into, I think so. Yeah, it's worth looking into. And I'll be honest with you, it might be cheaper. And here's why I'm going to say that is because we all know what that land is out there in front of the jail. We're going to run the same problems as we did on the jail and also on the animal shelter, and I'm kind of with you here. Okay?

All right, that is that discussion on that. So we are at 7C, which is a report from a supervisor.

What we have is we talked about the Manchester Library, the new roof proposal. We kind of pushed it off until this meeting. I didn't know if we wanted to talk about it or do anything with that. You got some stuff on that? I gave everybody the proposal the last time, but, I mean, we can wait again if we want to.

I just wasn't sure what we wanted to do with that.

Other than that, we have Marianna's office. We've got it all framed up and built. she rock painted everything that was waiting on the flooring to be installed and then it'll be done and then the justice center roof the schedule to start june twenty second we have a lot of materials already on site uh... we've done pre-construction walkthrough everything's set and ready to go june twenty second uh... it's probably gonna take six to eight weeks to finish based on whether we should be starting on june twenty second And then the old courthouse lighting, I started it. Got all the lights, almost all the lights mounted. We're waiting on a controller that will actually do what we want it to do. The controller that we have now is very basic, and it doesn't quite do what we want it to do. So we are going to hook it up, worst case, and just to test all the lights and get them all. It's going to take a while to get them aligned and zoned in where we want them. But we have started mounting all the lights. Hope to wire them up probably Monday or Tuesday of next week. and we'll be up there hopefully next week at night just adjusting them all. Okay. And then as soon as we get the right controller, we'll be installing it, and then we'll start playing with it and doing both. Our hope is to have everything done and ready for the big Fourth of July thing on the square. We'll be able to do some lighting stuff with lights with it. That's all I got.

Long time coming. It's been a while.

been a long time like a lot of the stuff that we ordered has been back ordered for six months i finally got all the lights and all the wiring and everything and now we're just the controller that they sent me with it is it it's not uh it doesn't have a scheduler on it it's the biggest thing we can't turn it on and off at night so we're looking for a new one

Y'all want to discuss the library roof tonight, or do you want to wait until next month to discuss it? Right now, we have it where it's not leaking, but I would guarantee it's going to be leaking sometime soon. We can't tell you how long that's going to be, though, but we do know it needs to be replaced.

What's the cost on that? uh... s well this is the budgetary figure right now would be that we would be bit we'd be being an out again like we did just a center so the budgetary figures uh... six hundred thirteen like i discussed before we have uh... the justice center if it was budget two point one and he came in and like a one point four we had you know six or seven thousand hundred thousand left over from that You know, everything works out right. We would have maybe a pot of money to be able to pull from there to help pay for this. What about the repairs on Tallahoma Library? So Tallahoma Library is actually getting a new roof. And we met with the architect. It's been about three or four weeks ago. And we got, you know, some drawings back. And we're in the process of she's getting ready. We're getting ready to bid that out. We're hoping to start that. A lot of money on roofs.

Yeah. We inherited a bunch of problems. I know. I can't believe how bad we've inherited everybody, all the problems. But we have taken care of a lot of them. And we're catching up, finally. I can almost see it.

The money for the Justice Center roof and the library roof has already been approved. It's already been earmarked, and we're set to go. And like I said, the Justice Center roof, we actually, by bidding it out the way we did, I mean, we saved a little over $600,000 on that roof.

what we budgeted so so we actually have some money there and what we budgeted left over that we may be able to afford to go ahead and do that roof so we're going to put it out it's got to be put out to bid anyway so do we want to talk about it anymore you want to go ahead and just put it off until the next month y'all whatever you want to do i'm just I'm just going to say let's put it off until next month, and then we need to really consider it, okay?
