So she comes with us with four years experience in planning. Recently, she was with the County of Madera. So she's joining us as an associate planner. Yes. I have something. I've noticed
on Sierra Avenue at Clovis Avenue going westbound. There is no speed limit sign. And it's 35 there. I've seen people going 40 and higher than 40 in that section going through Old Town. Then on the other end, it's a 40 miles an hour. But we should probably put a sign because of the trail and stuff to slow the cars down. But something you might wanna have the city look into.
Which direction was that again on Sierra?
It's going westbound on Sierra at Sierra and Clovis across from Treasure Igmeyer Park at the head of the trail there. And a couple times, I've had people pass me because I'm only going thirty, thirty two miles an hour.

Very well. Now we will be moving on to the planning to the public comments. This is an opportunity for members of the public to address the planning commission on any matter that is planning commission jurisdiction that is not listed on the agenda. In order, that everyone be heard, please limit your comments to three minutes. Do we have anyone, from the floor?
Seeing none, we now move on to the public hearing. Item two, consider approval CUP twenty twenty five dash zero zero three adopting a class 32 categorical exemption from further environmental review under the California Environmental Quality Act and approving a conditional use permit to allow a quick service restaurant with a drive through located on 498 West Shaw Avenue, ANA Trazana Plaza LP owner and Alina Cricaccio, applicant and representative. Marissa, associate planner, city staff presenting.
Thank you, chair. Good evening, planning commission. So this item is for a new habit burger with the drive through, proposed for a point six five acre site. You can see it on the screen there in red. It is located South Of Shaw Avenue between Peach And Helm Avenues.
It is located within the larger Shaw Village shopping center. And currently, on the subject site is a vacant office building. The building was built back in the seventies, and it has been a variety of different office uses. But most recently, it was a Title Max that became vacant in 2020, and it has been vacant since then. So the applicant is proposing a 2,500 square foot Habit Burger restaurant with a drive through.
And on the screen, you can see the proposed design. There are a couple points of access into the site, and there are two directly off of Shaw Avenue in the closest vicinity to the restaurant, as you can see with the arrows. And then parking for the center and access is reciprocal. So the overall parking ratio is 4.7 stalls for each thousand square foot of gross building area. With the Habit, they would be required 399 stalls, and they are providing 404, which meets that standard.
The Habit Burger's drive thru would be required to have stacking provided in their drive thru for 13 cars. And as you can see on the screen, there's a little exhibit. They are meeting that standard by providing stacking for 13 cars. Operationally, the restaurant will operate seven days a week from 10AM to 10PM. They plan to employ 25 to 30 individuals who will rotate their hours, and there will be about five to seven employees per shift.
And the deliveries for the restaurant will be very typical of other restaurants and drive throughs, and they have been conditioned to have those deliveries occur in the morning as to not interfere with any of the adjacent businesses or the circulation along Shaw. So staff is recommending approval of this CUP subject to the conditions of approval listed in the staff report. Not only does the project meet the findings for the CUP as listed in the staff report, it is an adaptive reuse of a commercial space along the Shaw Avenue corridor, and no issues or concerns were raised by any of the departments within the city or any of our external agencies. I did wanna add one more item Of course. Related to the general plan. So the GPAC, I think George mentioned at our last meeting went to the council on July 7, so they did approve the GPAC committee. There's 15 members and then two youth members that are part of the committee. There will be a meeting, their first meeting in the September. That information will be posted on our website but we don't have that on there yet but it will show up on there but it'll be posted once we schedule that date.
