Okay. Welcome, everyone. Welcome. Thank you for joining us for our township meeting for business tonight. And if you have a comment card, there's a comment card section in the back. You can grab that, and Ms. R will grab that from you before we get to public comments. I will say, just so everyone knows before we get into the meeting, there was a couple zoning cases. And if you're here to talk about those zoning cases, those are not this month. They got pushed off to next month. We need all three trustees present, and Mr. Logue had something that happened and can't be here tonight, so those are pushed off. So if you want to talk specifically about those, you want to hold your comments until next month's business meeting, and then the owners and the general contractors will be here to address the concerns and all that with you. So it's kind of, I don't want to say it's pointless, but it's kind of pointless to bring that up tonight because we're not even going over that tonight. So that will be next month. So just for the record. Mr. Campbell, let the record reflect for roll call that Mr. Logue is not present and me and Mr. Becker are. And then is there any correspondence tonight?

All right. Moving on to proclamations and special presentations. And I'm going to throw that over to our fire chief, Austin Clemons. And then let me bring up Gregory Deems, please. Greg, come on up, sir. Mr. Becker, wouldn't you agree that Mr. Deems has got a fine-looking haircut? I like that. It's sharp. I like that.

Yeah, so tonight we're recognizing Greg Deems for his 20 years of service to Union Township. We just saw Captain Deems up here a couple months ago at his recent promotion. As I mentioned a few months ago, Captain Deems has stepped up in a huge role for us over the last several years, getting involved with our vehicle maintenance program, ensuring all of our fleet stay up to date on the road and in service for the community. So we appreciate all his work and his 20 years of service to Union Township.

I just want to say I appreciate your service to Union Township, and I always like to ask if you have any stories to tell, anything come to mind?

Not off the top of my head, just a couple other guys I got hired with back here, just a great 20 years.

Captain, sir, the... You 20 years, long time. I appreciate that. You know what I love? You firefighters, man. You all have serious camaraderie. You always show up and show out for your people, whether it's a promotion, a new hire, whatever, the 20 years of service. So I love seeing this. It's fantastic. But appreciate your time and service. 20 years is a long time. Appreciate that. And stay with us. Retire with us if you could. I really appreciate that. I mean a lot. So good. Yeah, so again, 20 years of service for Lieutenant Delzatti. Over the 20 years, he's been involved in just about everything that the fire department can offer. Most recently, the IT stuff that goes on the back ends, that's our go-to guy for our dispatching and our radio communication stuff. He's our point man, and that's a huge, huge task that he's taken on. We wouldn't be where we are today communication-wise if it wasn't for his initiatives and drive to want to make our efforts better as far as communication. So we appreciate his 20 years of service here to the township.

Franco, you're one of the first people I went to lunch with when I started working here. It was a good time, John. Over at RJ's, we had a great lunch. That's right.

Great discussions. Good conversations.

So how many more years do you think you're going to be at the township? 20?

Well, you know, like in the police and fire service, you know, you could go up to 25 and then drop an additional eight. So that possibility is always there.

Okay. What stories have you got to tell other than lunch with me?

I don't know why you're going to say that tonight. But, you know, we don't have enough time to get through stories at 20 years, Rod. But I can say one thing for sure. You know, it's been an honor to work with you. the guys and gals that I've worked with over the past 20 years.

I have three of my classmates here.

The same recruit class is awesome. We have three. We have six people in our recruit class. A couple guys are already retired. A couple guys have moved on to other things. It's been an honor.

That's all, Chairman. I don't know if I'm allowed to promote local products or not, but I'm going to. John's one of those solid guys that we can always count on. He shows up every day, and anything we ask of him is a yes, sir, and he gets the job done. And super grateful for that attitude that he brings every day. So appreciate the 20 years that he's dedicated here to the township.

So Captain Locey, 25 years. There's a lot that can be said about Captain Locey. He was instrumental in my career, personally. He was my first lieutenant when I got hired here. So he kind of showed me the ropes early on. He's our training captain, so he takes care of making sure all of the fire department is up, trained to the expectations and requirements here for our department. So appreciate his 25 years. I see his wife and son here. Appreciate 25 years that you've also dedicated to the township as well. So thank you.

Hello, gentlemen. Hi, I'm Jude DeWitt. This is Karen Lacey, our president. She's starting her second year. Many people know us because we meet them at the grocery store or whatever to ask for money for poppies in May. That money is always spent only on veterans. But we have other ways of raising funds. And we were discussing some of the things that we could do with our funds. And I mentioned that there was a program in the uh, county, uh, start a heart, I believe is what it was called. And that, um, the fire, the police departments were getting three aeds and that union handshipping and a bigger township probably needed more. And our ladies, they were wonderful. They said, well, If they need one, do you think maybe they need two and two is exactly what they needed. So we have purchased two AEDs to be used by the police department in the patrol cars so that everyone in the county, not just, and the township, not just veterans, but our, our friends and neighbors also will be helped by this. So this is the AED that we're purchasing. And it also has a carry case. So we wanted to present it to the police department.

Thank you very much. And Ms. Lacey and Mr. Witt, that's incredibly kind and sweet of you. And I appreciate you giving up your time to try to collect donations and do that. That's awesome. The whole township can benefit from that. Your hearts are in the right place. That's very sweet of you. Yeah. Mr. Vice Chairman?

Thank you, Mr. Dales. If I could welcome Mr. Parker Woolery up. I'd like to introduce and recommend Mr. Parker Woolery for consideration for the position of full-time firefighter EMT. Mr. Woolery is a 2024 Claremont Northeastern High School graduate. He has experience working part-time with Stone Lake Township Fire Department and is excited to join our department on a full-time basis. He currently attends Hocking College, where he obtained his firefighter one and two certifications, as well as his EMT certification. Later this year, he will complete that program and will earn an associate's degree as well as his paramedic certification. He has successfully completed all aspects of the hiring process, which includes a background, polygraph, and psychological evaluation. I would recommend a conditional offer of employment to Mr. Woolery as a full-time firefighter EMT at a rate of pay consistent with step one of the collective bargaining agreement effective August 17th, 2026 at 7 a.m. pending successful completion of a physical examination.

Due to COVID-19, Cameron had to complete high school in a virtual setting. He attended a few years of University of Cincinnati before he elected to pursue a career in the fire service. Mr. Harrison completed his EMT course at Cincinnati State and received his Firefighter 1 and 2 certifications from Butler Tech. He is currently attending Butler Tech, working towards his paramedic certification, which he will obtain later this year. He has experience working part-time with the City of Reading Fire Department, and we're looking forward to him joining our ranks. He has successfully completed all aspects of the hiring process, including a background, polygraph, and psychological evaluation. And I would recommend a conditional offer of employment to Mr. Harrison, as a full-time firefighter E&T at a rate of pay consistent with step one of the collective bargaining agreement effective August 17, 2026 at 7.01, pending successful completion of a physical examination. Vice Chairman, sir? What was virtual high school like? Tell us about that.

Not as bad as it sounds. I mostly did it so I could start working early and start making money and get experience that way. It paid off pretty well.

Is this part of a regular public school or something?

Yes, sir. I started virtual school because of COVID, like the chief mentioned, and then I just switched to a full-time virtual program so I could get that moving.

It's okay. all right miss r did you notice any public comment cards up there all right it's okay if not no all good okay is anybody okay well is there anybody with public comments at all this is our time for that now anything on your mind about the township or anything Okay. Thank you, Mr. Dills. In the month of June, the fire department responded to 191 fire and service calls, 570 EMS calls, totaling 761 total calls, which is an average of 25 calls per day. We made patient contact with 489 patients, transporting 387 patients to local hospitals. The fire department completed 1,258 hours of training, were a part of 12 public education details, hosted EMT and medic ride time for a total of 55 hours, completed 283 life safety inspections, and eight inspections with the Claremont County Building Department. And we currently with those two hires tonight, we are down to three vacancies. Roger that. And that concludes my report by Sherman.

Nope. Good. Good senior guys turn out for your new hires and, uh, anniversaries. It's fantastic. Uh, police department, uh, chief Reese, sir.

Thank you, Mr. Dills. In the month of June, the communication center handled 5,042 calls for service process, 171 records requests and redacted nine videos. body camera videos in the area of public affairs officers conducted three events during the month of june we had our second annual junior police academy which was held during the week of june 9th we had 19 kids that went through the academy the culmination was not only the graduation but it's really neat several of our officers hosted all 19 of these kids for a reds game on sunday downtown so kids got a real big kick out of that in the academy as well The officers also partnered with Pediatrics of Mount Carmel for a bike helmet giveaway at Veterans Park, and we participated in a touch-a-truck event at Sam's Club Eastgate. In the area of operations, officers took 357 incident reports, 97 crash reports, made 100 criminal arrests, 69 traffic arrests, and served 51 warrants. We currently have two open positions for a police officer and an open position in the comm center as well. I just wanted to mention in closing, as you all know, we had to retire K-9 Havoc this month after eight years of service, exemplary service. Unfortunately, Havoc's got some health problems, so it would be nice for him to live out his remaining time with Officer Holden and his family. So we thank Havoc for his service. And in closing, I did want to mention an investigation we concluded successfully. As you are aware, Veterans Park was vandalized during the month with graffiti on the trails. We're happy to say we did make an arrest and identified the suspect involved in that. So they were charged with vandalism, and they were incarcerated in the Claremont County Jail.

August 6th, I believe, first Thursday of the month.

Yeah, what do you got in store for us? Anything new, different from prior years?

The same thing as always, just partnering with our local businesses, and it's a great night for the community to come out and meet their police department in an informal setting. And it gets bigger every year. We're really looking forward to it.

I was going to say the same thing. Our police met out, and then... Hey, by the way, very busy with your community outreach. It's fantastic. It's not all just policing policing. It's also community outreach. You guys have been very busy volunteering in the giveaways. I'd like to just point out 407 traffic stops, 293 warnings. We're not out just ticketing and ticketing. I like the warnings. I like the, hey, don't do it again kind of thing. I like that style of policing. So good job, Chief. Thank you. Well done, sir. OK, service department. Mr. Matt Taylor, the floor is yours.

Thank you, Mr. Dills. In the cemetery division, from June 1st through the 30th, 21 burials were performed, generating $33,250. Seven resident graves were purchased, generating $14,000. In the parks division, weekly mowing and trimming and landscape maintenance continues at all township buildings and within our parks. And in the roads division, a total of 25 work orders were completed on multiple township roads. That concludes my report.

You're good? Mr. Chair, good stuff. Make sure you keep our guys hydrated. It's hot out there. Yes. All right. Planning and zoning director, Mr. Flauty, sir.

Thank you, Mr. Chair. For the month of June, with the inspections, we had 18 total, 15 complaints with six of them being unfound. There were 17 warning citations issued with 15 with five 15-day noncompliance letters being sent out. The zoning inspector, Scott, was able to resolve with and without action 25 instances. There were 471 illegal signs removed and 11 miscellaneous issues resolved. With that, there were seven nuisances filed for the month of June. The permit activity for the month of June, we had two commercial permits, 10 change of uses, four signed permits, nine single family homes issued. There was a multi-family dwelling permit issued. This was from the Redwood Teal Town case that occurred in August of 2019. The Redwood, they had let their permit expire, so this is just the reissuance of that permit. There were five additions, six decks, nine accessory buildings, 22 pools and fences for a monthly total of 68 permits in a revenue of $28,284. And that concludes my report. Mr. Becker, sir.

Sir, I'm going to be very brief tonight. We've got a lot of stuff underway. We are working through engineering on the old 74 sidewalks. We're waiting to hear back. from OKI on the I Colts extension sidewalk project. Uh, that's TA funding. Uh, we're waiting to hear back on the safety funding for summer side sidewalks from ODOT safety program. We submitted additional money or additional requests to CDBG through the county. We're waiting to hear back on that. The road program is well underway. We're seeing curb work being done in various locations. The Safe Routes to School Plan work continues. Mr. Flaude's team is doing a good job with that. We're wrapping up some paperwork on the Elmont and Old 74 project being conducted with the county, so that'll be great when we can get that underway. You saw we had some new hires this evening, which continue to – we continue to have recruiting challenges in the public safety field. It's just kind of a thing right now. And just – I think you already hit on it. We had a police night out, kind of a really nice event. Same format this year, Chief? Yes, sir. I think that was incredibly successful with the street. festival format setup that we had at the park. It was very nice. So that concludes my report. I agree.

Yes, sir. I'm happy to do that. Let me find it here. First item of business is purchase of retail postage. This is retail postage that we resell in our contract posting unit, $50,000. Next item of business is an economic development reimbursement agreement with TQL, Total Quality Logistics, LLC. This is related to the JED, $33,930. and 34 cents for the June reimbursement. The next item of business is to Capital Electric Wine Builders to replace a damaged decorative light fixture within Ferguson Drive, and this is an insurance settlement. Proceeds in the amount of $26,958.80. We had an errant motorist strike this, and kudos to Matt and his team for negotiating a solution to that. Fantastic.

Sure. This is an annual filing. We really have – this is not – this is the official tax budget. It's basically a four-year running tab. We have to do it every year. It's kind of a statutory process. Mr. Campbell gets a lot of this from the county, and then we have to submit this to the county budget commission. It's kind of just a housekeeping item.

First off, I want to point out in the last newsletter that went out, there was a couple of changes. That's on the back page. What happened was the dates moved after publication, so we obviously couldn't fix it after the fact. But the lantern lighting event, rather than September 12th, that has moved out to September the 19th. And the fireworks celebration, rather than September the 19th, is going to be September the 26th. And the last thing I have... Mr. Chairman, is a shout out to Jim Ledford. He's one of our firefighters. And the reason for that is, and this is open to the general public, not just, you know, trustees. I needed help getting a car seat for my grandson installed in my truck. I struggled with it. The child's father struggled with it. I finally gave up and said, I'm calling the fire department. And they took care of me. So it's just a matter of calling fire administration, and you make an appointment. And I drove over to my local firehouse, and I met Mr. Ledford over there. Very nice man. Took good care of me. That's all I have, Mr. Chairman.

Good story. Thank you, Mr. Becker. Apologies on the couple of the zoning items that had to be pushed off. We could have voted on it tonight, but whenever we have a big vote, we want to make sure all three trustees are present. I think obviously tonight, I don't want to say there was nothing big on the agenda, but there really wasn't nothing big on the agenda. Whenever we have big items, it's important that all three are present so all three voices are heard and explanations are had. No, good. Let's do upcoming events. Upcoming events, there's a few of them. Our Zoning Commission meeting will be Wednesday, July 29th at 7 p.m. The Union Township Board of Zoning Appeals will be right here on August 6th at 7 p.m. Oh, it has been canceled due to no applications being filed, so there's none of that. Our next regular meeting is the second Tuesday. You all know that. You all are regulars. 6 p.m. right here on August 11th. Farmer's Market is held Fridays from 4 to 7 p.m. at the Civic Center from now until September 11th. And then the Summer Concert Series is every Friday. Let's see, Friday, July 17th, the 24th, the 31st, and they all are at 7 p.m. right behind us. The Cincinnati Circus will be here Saturday, August 1st at 10 a.m. right here behind us at the Amphitheater. Our big event is our Police Night Out. And, you know, thanks to our police officers and our firefighters, they both make their way out and also our our police academy volunteers as well. The appreciate those folks as well. But that'll be August six from six to 9 p.m. over at the Helicopter Park at Veterans Park. And then the Pickleball Slam will be held Saturday, August 15th at Klepper Park. Registration is now open. What is this? OK, and you just mentioned it, Mr. Becker, say the date. Mount Moriah Cemetery, September 19th and the fireworks September 26th.
