Please remember to turn off your cell phones to not become a distraction during the meeting. Please also refrain from having conversations in this room so that we might hear all the testimony given today. To ensure a complete record of this board's actions, we ask that each individual wishing to speak, including the applicant, speak into the microphone at the podium in front of us. Clearly state your name and spell your last name for the clerk. Now I'll ask all those in attendance today who plan to speak to please rise and be sworn in by the clerk. Agendas of today's meeting are on the podium to your left near the entry door. Also on this podium are a roster of the community development board, the list of city staff experts on their resumes, the board's rules of procedure, and the annual schedule of this board. Our first order of business is to review and approve minutes from last month's meeting. May I have a motion for approval of the minutes?

4:14Speaker 1

I'll move approval of the minutes as submitted. Second.

4:19 – 6:05Speaker 5

Motion made and seconded. Any discussion? Seeing none, all in favor say aye. Aye. All opposed? Motion carries. This board has adopted a consent agenda format, and the consent items are identified as such on the agenda. Consent agenda items are those for which the... The Planning and Development Department recommends approval and the applicant is in agreement with any proposed conditions. Please note that written comments of the case that have been received to date do not result in any item being removed from the Consent Agenda. Items may be removed from the Consent Agenda today by a member of the Board, a member of the staff, or any person in the audience for questions or objections. I will read each item on the Consent Agenda and if any person wishes to remove this item from the Consent Agenda, please so state or raise your hand and we will remove it from the Consent Agenda. Items removed from the consent agenda will be heard in the regular order of the meeting. Items that remain in the consent agenda will be approved with a single vote as to each type of hearing. The items on today's agenda are, there's only one, FLD2026-05010, flexible development approval for social community centers, the Carlowell Yacht Club, accessory outdoor amenities, tennis courts, and pool area and overnight cabanas in the institutional and preservation districts as a comprehensive infill redevelopment project for the property located at 1091 El Dorado Avenue. Does anyone wish to have this matter removed from the consent agenda? Seeing none, that is the only item on our consent agenda today. It's a level two matter, if I'm not mistaken. Does any board member wish to disclose any ex parte communication on the level two matter remaining on the consent agenda? There being none, before I ask for a motion for approval, you need to abstain.

6:05Speaker 3

I'm going to abstain from voting today due to several conflicts.

6:10Speaker 5

OK. So we have one member abstaining. We may have a motion for approval of the level two applications remaining on the consent agenda.

6:19 – 6:44Speaker 6

I make a motion to approve case number FLD2026-05010 on today's consent agenda based on the evidence and record, including the application and staff report, and hereby adopt the findings of fact and conclusions of law stated in the staff report with conditions of approval as listed.

6:46Speaker 5

Do I have a second?

6:48 – 7:03Speaker 5

Motion made and seconded. All in favor say aye. Aye. All opposed? And we have one abstention. Well, that's going to be quick for our agenda today. Thank you very much on that one. Next item on the agenda is director's items.

7:04 – 8:04Speaker 7

That would be on July 30th from 5.30 to 8 p.m. So you can stop and go. There will be parking kind of scattered and shuttles there. But like I said, there will be refreshments. And we're working closely with the Historical Society. They're bringing in some of the old furniture. We have some great videos and other memorabilia as well. So even if you're just interested in it. But please share with your networks as well. Please, thanks. Anything else? No, that's everything.

All right. Any board members wishing to be heard on any matter?

8:37Speaker 4

Chair, we did skip public comment on non-agenda items.

8:41 – 8:52Speaker 5

I'll raise that now. Any board members? No board members? Okay, so I do have to go back and do that because I skipped over that. Is there any person who remains in the audience wishing to be heard on any matter that does not appear on today's agenda?

8:57Speaker 5

There being none, that concludes today's meeting. We are adjourned. It was easy.
