8:12Speaker 10

8:17Speaker 2

Got a motion and a second.

8:21Speaker 10

Robert Thompson?

8:22Speaker 10

Baker? Yes. Bradley? Yes. Kim? Yeah. Crystal Thompson?

8:30Speaker 10

An ordinance suggesting and amending the zoning map for the City of Clarksville, Arkansas rezoning property at Poplar and Palmer Road.

8:39 – 8:50Speaker 2

All right, so I've just been made aware that we've got some folks that would like to speak to this. Heather? Yes.

8:52Speaker 9

Come forward.

8:56Speaker 2

I wasn't for sure about the last name. Is it Fersard?

8:58Speaker 10

Yes, that is right. And how do you spell your last name?

9:02Speaker 2

F-R-E-S-A-R-D. OK. All right, so we'll give you three minutes. Go ahead.

9:10 – 9:32Speaker 8

All right. My name is Heather Fassard. I'm a resident of Clarksville. Like many of my neighbors, I have some questions and concerns about data centers. I have been asked to be here tonight as a representative of engaged citizens who share my concerns. And we are respectfully inviting you.

9:32Speaker 6

Let me stop you. This is an organization.

9:37Speaker 8

Well, the rezoning is for workers of the data center, right?

9:45Speaker 8

No, I don't think so. To make an RV park?

9:50 – 10:25Speaker 6

It's really short. Can I just finish it? more appropriate time you can talk about that later if the council wants to hear it but right now this is for this ordinance okay but it's really short i think three minutes is okay as well it's going to be up to the council if they want to do that so they can do y'all want to hear it dr moe we can ask let's go ahead and get this other one out of the way and then we listen to her here in a minute okay so we can come back to that yeah can you come back up and share with us okay

10:27 – 10:51Speaker 2

um judy weaver the rezoning of the uh palmer and uh poplar poplar street okay well i've got a list here and are you sue johnson all right well judy weaver is next and then i'll let you have your say

10:55 – 11:58Speaker 7

Judy Weaver, at the funding and zoning meeting, I expressed that I wasn't in favor of this rezoning of the property at because of it being so close to our neighborhood and the encroachment of commercial or industrial or whatever near our neighborhood. In retrospect, thinking about it, Travis Horn actually made a comment that made perfect sense to me. He said, I can't imagine anyone wanting to build a house across the street from the data center. So with that in mind, I'm still not thrilled to have the data center and commercial properties that close to our residential area. It concerns me about property values, but at the same time, I can't imagine what else that property would be useful. So I just wanted to retract and say that I was not opposed to this zoning change for that property. Thank you.

11:58Speaker 2

Thank you, Judy. Sue?

12:16 – 14:05Speaker 7

Well, I do have a question. I know originally on the Poplar and Palmer request that he put in for the C3 that he was talking about putting in an RV park for whatever he decided he wanted to do. so let me interject something if he puts in ours he has to come back to us for a special permit exactly and that's what i was going to ask because as i was listening to this young lady it said uh that it would go into effect 30 days after you all voted on it or uh at the time of the writing or something like that the publication paper so uh with that being said would he be if he decided he was going to follow through and go with the obby park would he have to be suspended until everything was in place even though you all have already kind of voting to keep you see what i'm saying kind of either at the time of the writing of it or when you guys pass it can't do anything no not for an rv correct correct yeah he could put a commercial building so he would be suspended and if he wanted to put in an rv park Nothing else would require a special permit?

14:07Speaker 6

So I'm not sure, can you rephrase your question? Are you asking does he have to have a special permit to have an RV park?

14:15 – 14:45Speaker 7

Yes he does and I am aware of that. Correct. And he would not be able to begin construction on that said RV park until he got the special permit approved. Is that correct? Correct. So it wouldn't matter if you all voted to at the time of the passing, he would still have to wait until it went back through.

14:45 – 15:21Speaker 6

That property can only be used if it's designated as C3 for C3 purposes. If it's going to be used beyond the scope of C3, then it would have to have a variance change. i understand that do you understand that answer your question not exactly but close are you understanding what i'm trying to say if he wants an rv car i think i think we're of course she's saying that it don't go past 30 days even if it was 30 days our next council meeting is 13th next month so it would actually be beyond 30 days yes so he would have to go back to playing his own this month playing his own you have to

15:22Speaker 7

thank you that was my question thank you all right any any other discussion

15:47 – 16:04Speaker 2

Right. We have had the third reading, right? Yeah. Okay. So I guess we need to make a motion to pass the ordinance. So moved. Do we have a second? Second. All right. Got a motion and a second. Ms. Lisa?

16:07Speaker 10

Baker? Yes. Bradley? Yes. King? Yes. Crystal Thompson? Yes. Robert Thompson?

16:15 – 16:41Speaker 2

All right. Thank you, council. Ordinance passes. All right. So we will move to B, which is ordinance to rezone R2AH to C3. This is the U of O RV park. Cody, come share.

16:43 – 17:12Speaker 6

So this property is on South Rogers. Right past Cedar Creek, you have the tower that goes up to the water tower. The U of O, I think they bought 80-something acres back in there eventually for their field hovers for the shooting range. So right now, the front piece of the property is C3. They're just asking for, I can't remember how many acres it is, to an R2A to go to C3. Not all acres. Do you know how much, you know,

17:26Speaker 3

This is for a RV park. According to this, it's 14.3.

17:30Speaker 6

14.3, right? That's better.

17:37Speaker 10

That's what it says on this map.

17:38Speaker 6

That's what it says, yeah. What does the ordinance say about trailer parks and sea limits parks? So trailer parks are different than RV parks.

17:48Speaker 3

Okay, how so?

17:50 – 19:31Speaker 6

A trailer park uses Oh gosh, 1985 manufactured homes versus a mobile home, that's where that changes state law. We allow manufactured homes, which is, they get dropped, wheels come off, they are on a footer foundation's ideal, and they're starting in there for a while. So, which in the R2AH, you can't have that. What you can't, what our code reads now, is you would have to have several different loss splits. Like Jamestown, for example, if one of those trailers ever you know, we're saying something happened to it, you can never go back in there. So at all, it is really a double wise not a single. Okay. And in a special use permit, you can put any special stimulation you want. If you want to put a six foot privacy fence, if it's going to be residential, gated, if you want it to be purple as any shirt, any special stipulation goes on the special use permit. can we require them to uh not be a long long term like so like 30 years earlier was discussing this um you could put the special stipulation hey you got to bring this back to us in two years more years for review um and if you know the purpose of this is for their shooting range in the future for those you know national match competition you're going to have several people coming not a bad thing, but you can't put a special stipulation there saying, hey, you have to bring this back in two years and revisit it, and if y'all don't like it two years, it goes away.

19:31Speaker 4

I think what Ed's referring to is the length of stay in the RV.

19:38 – 20:06Speaker 6

We had that discussion, too. Working out of state, I mean, I don't know if he may in here hold it or not, but he could probably be the best person to do that. You might stay on the job site for a year and a half, and you're going to stay in the same place for a year and a half. You got to just coordinate somebody else's name, stay on seven days. You got to move. You got to move. You got to move positions. Yeah. You can stay seven days here, and then you can move to another spot for another seven days.

20:06Speaker 4

Most you've got to bounce around.

20:08 – 20:20Speaker 6

Most places, if it's a job site type deal, they stay for that job, and then they go somewhere else. So like I said, you can put any special situation that you would like inside of an RV park.

20:21 – 20:49Speaker 1

Mine was, I did say the two years, and I also said about offense because of people trash places up. And it helped the guy who was doing it to keep his place better. And you get a lot of people going in there that are not supposed to be in there. And you mentioned something that was real good where you can have like a code to get in and out of this gate.

20:50 – 21:10Speaker 6

back to um will i have a sewer dump or will they would be i can't remember how each one on sewer each one will be on sewer okay it would be you got to carry your great water down down the road one spot no they would have each individual hookups uh i can't remember where sewer is over there they

21:16Speaker 3

I'd like to see a stipulation where they can't stay over 30 days because, you know, they live in those RV parks.

21:25Speaker 6

So it would be like the Saturdays if they just moved their RV?

21:28Speaker 3

There's some down there.

21:35 – 21:48Speaker 6

Right? I mean, we're talking like if you go to Love's, they've got six spots. Every now and then somebody will stop in there and they pay $65, they stay the night. They're on the road the next day by midnight, too, typically, so.

21:48 – 22:03Speaker 7

And really, our big places are not nasty. It's a whole, like, other community type thing. We go camping. We walk out for each other. Kids are doing what kids used to do, rob their box down the road.

22:03Speaker 6

Like I said, yeah.

22:12Speaker 3

Well, what I'm trying to stay away from is somebody hauling an old camper up there and gliding it. You know what I mean?

22:22 – 22:53Speaker 6

I do know there's a gentleman here that has it on his part. If you don't like to ask him any questions on what he's doing right now, I can ask him to give you some answers. John? I don't have one currently, but I'm building one. What's your stipulation you're having on this? Then you got and you know every time they have an outage I mean London is London every army park in Rustville Dover. It's cool. Just they're outage workers

23:16Speaker 4

you've already had one opportunity suit

23:51Speaker 3

That's the next item. It's already zoned commercial.

23:57Speaker 6

The rest of the 14.2 acres is not.

24:03Speaker 2

Yeah, so that's why we're doing it.

24:07Speaker 3

I thought we were voting on a special permit.

24:12 – 24:26Speaker 6

That's next on the agenda. One's going to be to resell the whole thing. I made a motion that we table the ordinance right now. Which one?

24:54Speaker 3

It's a special permit.

24:56Speaker 2

We're on the ordinance making it C3 right now. Yeah, that's just the zoning.

25:05Speaker 10

I move to approve the rezoning of R2AH to C3 on 1431 South Rogers.

25:15Speaker 2

Yeah, we need to read it first. We've got some busy talking, Crystal. Ms. Lisa, would you read the ordinance, please?

25:26 – 28:12Speaker 10

an ordinance adjusting and amending the zoning map for the City of Clarksville, Arkansas rezoning property at 1431 South Rogers Street. Whereas the City of Clarksville has heretofore adopted a zoning ordinance and official zoning map to guide and influence the allocation and arrangement of land uses, the development of land in the future building within the corporate limits of the City of Clarksville. And whereas the public hearing was held on said petition on May 28th, 2026. The Planning Commission approved the boundary change on May 28, 2026, and recommended that the City Council adopt the change. All of said property being located at 1431 South Rogers in Clarksville, Arkansas. Section 2, all ordinances and parts of ordinances in conflict herewith are hereby repealed. Adopted this 8th day of June, 2026. Section 3 of this ordinance will take effect 30 days after publication.

28:15 – 28:30Speaker 2

Okay. Now that we've had the ordinance read, any discussion? I'll make a motion to suspend the rules and place on second reading. Do we need a vote first?

28:32Speaker 10

No, just a motion. No.

28:33Speaker 2

Need a motion and a second.

28:34Speaker 6

Yeah, we need a motion and a second to suspend the rule.

28:38Speaker 2

So moved. Second. All right.

28:41Speaker 6

You will need to vote for that.

28:48Speaker 10

Crystal Thompson? Yes. Robert Thompson?

28:54Speaker 10

An ordinance suggesting and amending the zoning map for the city of Clarksville, Arkansas rezoning property at 1431 South Rogers Street.

29:03Speaker 5

Any question or discussion?

29:09Speaker 2

Motion to spin the rules and place on third reading. Read by title only. Do I have a motion?

29:22Speaker 2

All right. Read by title only, please, Ms. Lisa.

29:28Speaker 10

Crystal Thompson? Yes. Robert Thompson? Yes. Baker?

29:33Speaker 10

an ordinance adjusting and amending the zoning map for the city of Clarksville, Arkansas, with zoning property at 1431 South Rogers Street.

29:42Speaker 2

All right. Do I have a motion to accept the ordinance?

29:46Speaker 10

So moved. Second.

29:48Speaker 2

Is there a motion and a second?

29:52Speaker 10

Crystal Thompson? Yes. Robert Thompson? Yes. Baker? Yes. Bradley? Yes. King?

30:00Speaker 2

All right. Thank you, council. All right, and now the next ordinance, Eddie, you.

30:09Speaker 3

I'd make a motion that we table this ordinance until the next council meeting.

30:19Speaker 2

Council, motion and second.

30:32Speaker 2

It's Lisa Rocco.

30:34Speaker 10

Robert Thompson.

30:36Speaker 10

Baker. Yes. Bradley. Yes. King.

30:39Speaker 10

Crystal Thompson. Yes.

30:42 – 31:10Speaker 2

All right. So we need to kind of look at it before we bring it back again. All right. And then it looks like D is a change order. Number one. H35 taxway extension for $21,659. I think everybody has that in there.

31:12Speaker 3

Do we need to have Steve? Does this complete the project?

31:17 – 32:21Speaker 5

Yes. We're asking for a motion to change that. There's some signings that Kathy Franklin, who is our program director for this area, says it would be much easier to add it to this grant than to have a small future grant in the future. And that way it will be done. not going to cost the city money. Uh we will have to fund about a thousand dollars extra until the state reimburses that five percent. Lisa can tell us what that turnaround time would be.

32:21Speaker 9

For the state uh once I well I'd have to go ahead and pay the bill. Once I submit it to the state normally I think within two weeks the state's sending us back the money.

32:31 – 32:50Speaker 5

That's just an extra thing Okay, so all we need to do is just approve the change. I'll make a motion that we approve the change order for $21,659. And adjust the budget. And adjust the budget.

32:50Speaker 2

And adjust the budget.

33:08Speaker 7

Which project is this for Dr. Fisher?

33:11Speaker 5

This is for the Texas issue project.

33:14Speaker 7

I think we're paying that on economic development.

33:19Speaker 10

Yeah, economic development budget.

33:24 – 33:57Speaker 2

All right. Can we get a motion and a second? I know Eddie made a motion. I don't know. Robert second. Second. Robert second. Roll call. King yes Ratzinger yes Robert Thompson yes Baker yes Bradley yes all right Thank You council Steve Steve's got a meeting he needs to go to so I'm gonna put him up first on report since he's already up here we'll let him

34:05 – 38:20Speaker 5

questions for him. So one of the things we've got that's kind of hanging over our head, it's not kind of hanging over our head, it's hanging over our head, is this AWAS project. As you know, we've got this equipment that's coming in, so we have to have a road not only to get the equipment out there, but also it's a service road for the future. But we changed, we had that figured out, but the mayor had a really good idea and that was a much more efficient idea to come in from a different direction create a situation where we wouldn't have to go across the end of the runway in a shorter distance and the city was actually doing in-kind work to build that road for us so it was to everybody's advantage to do that the only trouble is is that we're going out of the airport property, we're going to have to cross a small part of the armory property. And because we're doing that, I think you all know that we have a long-term, 50-year lease with the armory to lease that property. So we really, the FAA wants an assurance So, you know, that would either require a change in beliefs or an easement or something like that. And the mayor has been talking to Garver about that, or they've been trying to get together to talk. It hasn't worked out too well. But we really need to make a decision about that. I think the mayor is convinced that mine that's not the city property, but we can lease it to the armory. So we have to have some language in there that it's assured that FAA can go across that and lease the property. So we're kind of stuck there. And we've got equipment that's getting ready to come in. Stanley has to get us on an agenda to get the road built. And so we need to keep that going. And I'm just going to bring that up. within my pay grade, which is nothing. I'll keep things moving as much as I can. Also, we're working on leases for the soccer fields know that we have permission some years ago to do this, they want some payback for that. And the payback is going to be to write a lease that will say in exchange for you all building the runway extension a few years back at great cost. But that's that's the term of the lease or working on that. One thing I was asking you guys is, I would like to make sometime in the next few months, a presentation on just the long term How would I do that? Would that be a breakout committee? I mean, it's certainly going to be something we want to take on council meetings, right?

38:21Speaker 3

The ideal thing would be for the mayor to appoint a committee to work with y'all and try to do something.

38:28Speaker 5

Okay. And that's pretty much it. Thank you.

38:33 – 38:54Speaker 3

Thank you, Steve. Steve, I'm done with you. I'm done with you. This young lady back here wanted to say something. We couldn't let her speak at that time. Does council have any problem with her speaking for a few minutes? No.

38:57Speaker 2

Come back up, Heather.

38:59Speaker 1

No, I forgot about it. Okay, well, yeah, she's on the list. Come on with it.

39:09 – 40:11Speaker 8

ready yes Heather go ahead I've been asked to be here tonight as a representative of engaged citizens who share my concerns we are respectfully inviting Everyone to meet with us at a public meeting on July 13th at 730, following the monthly city council meeting. It will be held at the Fine Arts Center on the campus of the University of Ozarks. We understand that you may not have all the answers, but we need you to hear our questions and work with us to find the answers. If you prefer, we will ask your constituents to submit questions in advance and present them to Ynet by June 30th, so you have time to prepare. 41:20 – 43:11Speaker 6

Well, part of the thing I really kind of close to my managers employees is I think I've said this in front of you guys before, I can't make any changes in what CCU did before I came into town in April. And stuff comes up to me, a good utility you know i want a utility that runs well and people can hang their head up high that they work for ccu so um you know to the extent that you know anyone has questions like especially on this i mean um i do have a foi request on all of this that came in this morning that we're working on getting out i'm not already started on preparing We're here to serve the community. I know there's plenty of stories I've heard over the last few months and things that have happened in public utility. We're not serving Clarksville. We're not doing our job. So thanks for being involved in that. and transparent is one of the best things about being here. So expect that in the future.

43:12Speaker 10

Thank you. I appreciate that. Thank you.

43:19 – 46:09Speaker 9

I'm going to try to make this pretty quick, but we had a lot going on last month and a lot going on this month, so bear with me. The City Small Grant Small business grant program, we were able to award all applicable requests. Project cost totaling $111,875.04 was applied for and so we were able to fund those. The Johnson County Leadership Program wrapped up and we had our graduating class of 25 and 26 with business attendees from Farm Bureau Insurance, University of Ozarks, CCU, Forrester Davis Development Center, Arvest, Black Hills Energy, Union Bank, and Arkansas Valley Electric Cooperative. We're very excited to host the 26-27 leadership program and we'll start seeing that open for registration here pretty soon. We were also able to award the teacher and student of the year at all of our local school districts. as well as five scholarships for our new Junior Loyals program. This is a program designed to help our sophomores, juniors, and seniors collect their volunteer hours mandatory for graduation. If they complete the program, then they're able to receive a scholarship of $500 apiece. These are sponsored by our local businesses that want to invest in our students and seniors that are graduating. Park School Rotary Club, Newfield Hearing Aids, DNR Hops, and Advancement Scholarship. Another group of businesses that I need to highlight is our Celebrate Small winners. We host an event that as you shop at our local businesses, you are able to scan your code and vote for Community and Connection, Customer Service, or Overall Experience. Those winners are Community and Connection, Master Printing, Customer Service, Maximum Effort Fitness, Overall Experience, Going to Green Door Collectibles. All three of those businesses have a lot going on this summer, so I encourage you to check them out today. I have our list of events listed there as well as a graphic for the concert series. We're excited to keep promoting that. We had our first concert this past Friday. We'll talk a little bit more at our next meeting at the wrap-up for Adventure Awaits, including our signature landmark series t-shirt that is available for free order. So if y'all have any questions on what we have going on, There's a lot, so if you want to get involved, I've got a job for you.
