And the next item on the agenda is, again, a continuation of a site plan review. This is a proposed 5,250 square foot building addition at 5718 Mudmill Road.

Good. Julian Clark with Plumlee Engineering. We've discussed this project the past couple meetings. In the last meeting that I was at, we walked away with three items we had to address, which I believe we have done so and submitted to you. We added the landscaped islands at the entrance. We're working with Steve and Aqua on the installation of a hydrant to meet the fire code. We showed that on the site plan. And we propose improvements to the front of the building, a rock facade along the bottom and a couple of windows at the top. And that was submitted as a part of the letter to Mark.
And otherwise, yeah, I think we've addressed all your comments. Mark, do you have the elevations? It's not coming up. We haven't gotten architectural review yet of the structure. We just got them on Thursday, I think. It does call for 50% coverage of glass on the front, on the roadside. And I know that's a lot, especially for what we're doing here. But I don't know what the rest of the board thinks about this. And the crown molding really should be highlighted a different color. I think I even mentioned that at the last meeting you were here.
So like painted the color of the roof?
It doesn't have to be the color of the roof.
Right. I had it greened, and Pete said let's change it back to the siding.
How'd the green look?
I thought it looked good. And we'd be willing to do that if we can keep this thing.

I understand, but you kind of remember what the use of this building is. It's just a pole barn with you pulling through on both sides of it. It's more utilitarian than it is for how things look. We'll spruce it up on the front and keep it spruced up, but I don't see any benefit to having a bunch of windows on the front side.
from an architectural standpoint when they did the design standards the glass was more than just getting sunlight inside it was for aesthetics on the outside and i understand where you're located and uh in fact they were an existing building what's happening inside what are your thoughts

Next item on the agenda. This is a sketch plan review. First time we've seen it. This is for a proposed daycare facility at 5533 State Route 31.
So, good evening Ben Harrell with consulting. Here on behalf of the family, 3 LLC is the property owner. So we're looking to do a 10,000 square foot daycare. Um. If you're familiar with the property, Legionnaire Drive is where the light is on 31. There's apartments to the plan north, well, to the north of where this project is. Those have all been built out, the T-shaped buildings that they've done. And then this is the front commercial part. It'll have a 5,000 square foot playground. They're looking to do two of these in the town of Clay. So it's a national brand. They've got over 400 locations nationwide, and they're trying to expand in the greater Syracuse area due to Micron's presence. As part of this project, we'll be expanding the existing stormwater pond in order to manage based off of the new DEC regulations. There's a dumpster enclosure just south of the building. That'll be a nice masonry enclosure, brick facade with metal gates. And then I guess I'll open it to the board for any questions you have. If you want more specifics on the daycare, I can dive into that.
As we move along, you're going to get architectures of the building?
Yes. So on the checklist, it said floor plans only. I have elevations. I'll happily submit those to the board. I just didn't want to give something that wasn't needed. I believe you'll need them and want them.
Oh, we will. And have you looked at the standards, architectural standards?
I have not dove into those yet. I've handed them off to the architecture team though. Jim, how many children? 144.
And you have outdoor play areas?
Yes. So the play area, you'll see that line in the middle. It's divided by age group. So two different areas within that 5,000 square feet. And will those be fenced? Yes. six foot white vinyl fence around the play area chain link dividing the two age groups within the play area and then the sides of the building will have vinyl fencing so if you have the floor plans I don't know that they're in the agenda. But the floor plan, there's a center hallway that runs north-south on this plan. There's doors that exit there and along the rear. So anywhere that a child could leave the building other than the front entrance is fenced for safety and security.
We do have the floor plans.

So the company obviously has some experience. I just was questioning the parking. There's 144 students, right? Yes. 26 staff. Yeah. And there's 150 minutes of pickup and drop off time. So it's like one car a minute during that time.
If every child, yes. If there was only one child per family, yes. Typically they'll have two or three at a time.
So after the staff, you have 18 cars left?

So I just want, I would want to see some kind of confirmation with their experience that obviously they have it.
So drop-offs are typically five minutes per drop-off and pickups are usually eight minutes per pickup. They have a three-hour window for drop-offs between 6.30 and 9.30 and then pickups range from 4 p.m. to 6.30.
the pickup was 150 minutes i was guessing a little longer for drop off and pick up but they know better than me so based on those i mean if you can provide those on the documentation so we have them so you want those on the site plan rather than the cover letter yeah okay and then
This area here talks about equipment stage staging, so that's for the erosion and sediment control plan. This. That's only during construction. There's no equipment there long term.
This is kind of like turn around for the dumpster truck.

Yes. And then on the other side, it follows that dark line on the left side, the Town of Clay, Town of Cicero line. And then that single family home that's shown in the lower left corner, I've been told they're closing on that within the next month or two. So they'll also own that shortly.

All right. I was thinking landscaping. You've got some landscaping to do and there's not a lot of room for it.
But you got some lots. So on our landscaping plan, we have it shown in the islands and along the drive aisle. We didn't place it, if you go back two pages, we didn't place it on the inner side because that would in theory be future parking for the other uses and we don't want to plant trees that we'd be ripping out in a year or two.
Take a look at the design standards.

that's another question yeah sorry um will you have school buses bringing kids so you don't have like after school program no that's part of that this is before school where the bus comes to get the kids no it's six months to five years of age so they have their own preschool program so it wouldn't be

So when the parking lot's expanded, that landscape island, that'll be a parking all across there. But for the current time, it's just so that way the trash truck can turn around.

So at this time, it will not be parking. It won't be striped for parking. It'll just be for turning around. But in the future, there would be additional parking there with an island running, if that makes sense.

No. Those spaces are not counted towards the spaces listed on the site layout plan for the parking.

It's going to be the same site as a separate site. You probably even have to subdivide it. So you really don't know what's going to happen. Unless you do.
I, so I can tell you I've done probably a hundred different concept plans, anywhere from a 30,000 square foot micron subsidy on the parcel to restaurants. So at this time, it truly is unknown what will go there. Something certainly will.
I just don't think it's going to be a separate site. It's not something that goes as is. Just expanding the parking across there, not leaving any buffering in between the site and that.
So the plan would be to keep everything as one single parcel. There would be no subdivision.
You're still going to need to have some sort of green space between parking areas to comply with the design standards. You should look at the design standards home park. Okay. I'm not going to tell you not to do that. I'm just going to tell you that that may or may not.

And I don't know how you can have multiple uses like this all on one little site, right? I mean. Well, you could have multiple. You know, the restaurant or the daycare and the same, you know.
There's nothing prohibitive.
I've got the same concern Mark does, I think, that the number of parking spaces here, 144 children's seats, pretty, pretty exciting. I mean, do they have any events of any sort where the parents come in sometime or, you know,
So those are all pre-scheduled to only allow based off of their parking. I mean, they've got 400 of these around the country, and their standard is 45 spaces.
Okay. Well, take a look at it.
I thought it seemed tight, but they obviously do a lot of operation with it. So they do do weekend and evening events with families. I think I read, right?
Yes. And that is, you're obviously, they have complete control over that. So they schedule it. It's not going to be like a middle school open house where you're going to have 700 cars there like you'd have for any of the local schools. This is all scheduled with the parents and you only can come during your time slot so they can control the parking.
I believe Christie's going to have that done by the end of the week. Perfect. Yeah, perfect. And there are no building elevations. I have them.
I guess the checklist only showed the subfloor plan, so I'll submit that at the same time as the SWF.
Update our checklist.
Definitely, I'm going to want to take a look at those. Whoever's doing the front elevations, they've seen it. They know like every 60 foot, it's got to have a break, a crown.
I'll double check with them, but they told me they reviewed them prior to.
And landscaping. That landscaping is not going to work.
