Petitioner is Ryan Thompson. Address is 27529 North Salem Road in Atlanta, Indiana. It's a minor subdivision with two waivers. Application has been submitted concerning Article 4 of the Cicero-Jackson Township Subdivision Control Ordinance in order to subdivide a 9.25 acre partial into three partials of 5.5 acres, 2.0 acres, and 1.71 acres, plus 0.29 acres for a total of two acres. Waiver one, request exemption from Article 4.2 of the Cicero Jackson Township Subdivision Ordinance to allow a third drive cut, whereas Article 4 states that there shall be two road cuts for three lot subdivisions with two adjacent lots sharing a common driveway. Waiver number two, request exemption from Article 4.2 of the Cicero-Jackson Township Subdivision Ordinance to allow two drive cuts to be approximately 300 feet apart, whereas Article 4 states that all road cuts must be located a minimum of 450 feet apart.

Hi. I'm Ryan Thompson. I'm here to propose just that my grandfather, Tim Wallace, is going to – Initially he is going to separate a small portion of his property and he's going to separate a small portion of his property alongside my dad who is going to separate off a small portion of his property and those two portions are going to be combined into what is I believe parcel C on the paper. And then my dad is also then going to transfer some land over to my grandfather, Tim Wallace, to reduce him down to two acres. And Tim Wallace will then absorb that acreage and he will combine that into parcel B. I will eventually, on parcel C, I plan on installing a driveway and putting a home on the property.
So if I understand correctly, then this is the whole parcel?
Correct. That is the whole, yeah.
And this has the home on today?
Correct. That is Chris Thompson's.
And then this would be the other parcel? 2.29 acres from your grandfather?

To make this a two acre parcel?
Correct. Um, and then the, uh, area marked C right there, uh, that will be, uh, nope. Off to the right side of the screen. One more over to the right. This one, that one, that area is going to be combined with parcel B and that'll all be parcel B.
So is that going to be farmland?

And so you're saying that the driveway from the existing house to the one you're proposing will be around 300 feet?
So yes, there would be a driveway added in for that lot. It would be, we would try to get it to be that 300 feet or Yeah.
So there's a current existing drive here. Correct. So you're thinking this will be in the neighborhood of 300 feet from this driveway. Yes. Where the ordinance says 450, and that's why you're seeking a waiver.
Yes, that is correct.
So Mr. Zawadzki, this went through TAC. It did. If I remember correctly. So that lot size, did it change slightly because it shows 1.61 because of the right-of-way?
No, sir, that's not. Well, that may be. I think that that is the original measurement of the parcel size. before the addition of the little sliver on the bottom here. Is that correct?
Well, it shows on the one that I have 1.61 acres plus they're going to add the .29, but I'm wondering if the 1 tenth went away because of that right-of-way adjustment.
It does show a line there. I do know that there is a small right-of-way claim. It does show that. Yes, sir. He did label that 0.39 acres. It's a 25 feet from center line up to wherever that comes out on this survey.
Yeah, I was wondering why that changed to the 1.61 acres.
Yes, sir. I didn't catch that, but you are correct.

So there is actually another residence to the south of that that I believe we're kind of playing with. I see.
That's the Reed property, I think it is. Correct.
That's how it currently sits. So if it gets approved tonight, this line right here will disappear so that we clean up that funny looking parcel. We'll have a two acre square less the right-of-way claim, another two acre square right here less the right-of-way claim, and this will be gone.

I don't have that on hand at the moment, but looking at the Images on the screen there. It appeared as if that was. About as close to the original four or 300. I mean the 300 feet or no, is that the 450?
I'm just taking a guess here, but. Oh here we could do this.
But when I was discussing that with the surveyor, I was trying to split the difference as much as I could. That way, so I wouldn't be crowding out one driveway over the other.
That's about 300.
Can you pull it all the way to the red line? Yeah.
Yeah, if you're looking at 300 on the other one, you're about 322 on that. So it looks like you are splitting the difference as best you can anyway. That's what we're trying.
And it doesn't make sense to split a driveway.
At the current moment, if we were to split, try and share my father's driveway, unfortunately it would be, it would have to cut through a majority of his property and kind of section off a large portion of it. And that's. Sure.

Okay. Thank you, sir. Moving on to new business, docket number PC-082606-MC. The petitioner is Gina McGill, comprehensive financial. The property address is 7800 East 236th Street here in Cicero, Indiana. It's an aesthetic review. Overlay district application has been submitted concerning building aesthetics for the property located at 7800 East 236th Street here in Cicero. Is someone representing the petitioner here this evening? If you are, please state your name and address for the records, please.
Sure. Andy Fryberger, 3435 East 236th Street in Cicero. We're working with Dave and Gina McGill as a contractor. So we're kind of in the design phase for them right now. They're building kind of two businesses right now. One houses their financial consulting firm. In the back is a self-storage facility as well. If you guys see on the elevation page, this section had previously been remodeled. probably about three years ago. From about right this window here to this is a climate controlled self storage. And their goal is to turn that into a meeting room. They have a lot of meetings with potential customers. And they're still working on the details of the inside. But that is the goal, is to have a meeting room inside of this area, storefront entryway, and awning to kind of differentiate the meeting room between their offices. And then inside of here they'll also have, it's about right here, additional office space for new employees as they hire. And then they'll keep the back as climate control self-storage, eliminating the overhead doors and garage doors. We'll frame those in, add storefront windows, and EFIS to match the rest of it. We just want to hit this whole thing first, I guess. Then you can ask questions. Right now, their gate is about right here. They have a gate to get in and out of the self-storage facility. This gate will move to the end of the building. And this gravel will be new asphalt. And then just the landscaping that they'll add, the landscape islands, landscape up front and then towards the back by the gate.
So the gate's moving away from the road, right?
Yes, farther back.
All the way back down to the end of the building?
Yep, to the end of the building.
So those storage units that are just inside the gate will be removed?
Yes, so the storage units, we're going to take all those overhead doors off. We'll frame those in, add some of the storefront windows.
You're talking about across from those overhead doors? Yes.
Oh, the mobile? Yes, those will be either moved or eliminated. They may move some towards the back. I believe that's the goal is to move those towards the back where they have parking in the back there.
That's where you were going to expand the parking area, is that correct?
Yes, yep.
So right now, where the three bigger windows are shown here, that's actually a blank wall right now, and there is a door there. Am I correct?
Oh, right here? Yes, there is a door. Yep.
And then all the overhead doors that are actually in there, you're going to have to change a big chunk of those windows.

And fill in a few of the what's overhead doors now.
Correct. And you'll probably see... These will most likely be storefront that are spandrel glass black because this will be their new storage. They'll have a hallway in the back. It'll be a climate control storage there, but they want to make it look like it's office space from the road.
And it's going to be aesthetically, it's going to look just like what they've got from the rest of the road.
Correct. Yep. We'll have some off-color EFIS, different thicknesses to give it better profile instead of just being flat across.
But those storage units will stay storage units. We'll just have access from the inside instead of access to the outside.
Yes.
But it's possible that the mobile ones will be eliminated?
I think they're going to take the mobile ones and put them in the back.
I think I would just want to make sure we have confirmation that there won't be any storage.
Out front?
Yeah.
Oh, no, there will be zero storage out front.
So you can make that as part of the condition if you have a concern on that, so.
Having, being the renter of the very first mobile storage unit,
I kind of like being the first one in and out.
I think we'd all agree with that.
I think they did a very nice job with it and did everything that they committed to. Totally agree. So, Mr. Freiberger, can you speak a little bit to the lighting that they're proposing?
yeah they wanted to you know obviously get enough light on the building but it's a down light so it doesn't travel off of the property these are just a pretty i'll call it a standard wall pack down lighting not much forward lighting you know outside of the building and sidewalks are you changing the lighting on the roadside or just along that west side just along the west side yeah
Have you determined what that landscaping will look like yet?
Yeah, they have a landscape plan. Boy, if I could read this, I'd be in good shape. But they do have a landscape plan.
From what I could tell, it looked pretty good. And unfortunately, the small copy, it was hard to tell. I'm not sure exactly what that was.

I'm sure I would go along with Mr. Nassani. They did a nice job with the front landscaping, so I would think they would do the same. Other comments, questions by board members? Thoughts? Yeah, I mean, it sounds like we have that. That's the plan, but it would be good to memorialize that. I can do it. I think everybody's ready.

So I just wanted to make sure that, I kind of want to make sure I see where that gate is. I believe it's up here.

Yeah, there, but because inside of the building, you have storage south of that, obviously. Right. And then there is some in the back that would be south of that building line.

So that would actually to, I think it would be the east of the building, there would be some storage buildings that could potentially be considered in front of the gates to your concern.

I don't think it's anything we could make a decision on based on that. It's usually within a few feet. But, yeah, it does appear that way.
I think when the property, if I remember correctly, next door they built their accessory structure, they had that surveyed.

I believe you're correct, sir. So I would think that that's... That is their storage area. And like you said, that can be off as much as two feet. We've seen in the past.
We've seen plenty of that or more. There's an accurate survey with this petition as well. So we know exactly where the boundaries are.

Mr. Yeah, good evening plan commission. I have here coming up shortly the director's report. This is for July of 2026. Permit revenue for the month of July 2026 was $4,245. Brings us up to a year to date of $57,568. At the same time last year, we were at $6,551 for the month, $29,927 for the year. That's a difference for the month of July, a minus $2,306 for the month and a plus $27,641 for the year. We issued a total of 25 building permits for July of 26. 14 were within the corporate limits, no new homes there. We issued another six out in Jackson Township, no new homes out there either. issued five right-of-way or encroachment permits during that time period. The estimated cost of these projects permitted was $360,028. We do have a BZA meeting scheduled for August 20th right here at Town Hall, 7 p.m. We do have items on the agenda and will meet. I do have a little addendum here. Mr. Hedner had inquired how many permits and new homes we had last year. We had 216 building permits total last year. Only six of those were new homes, however. That's my report.

It's interesting. It was only six homes because the previous two years, those were Pretty substantial numbers, if I remember correctly.
That's correct. And there was only one of them was in corporate limits.
Wow. Thank you, Mr. Zawadzki. So moving on to President's report. So I have a few things I'd like to say, and I don't think any of this will be a surprise to anyone from what I understand at this particular point. So after almost 25 years, I started planning commission back in 2002 and had the opportunity in 2007 to get on the BZA, and I was on the BZA for 12 years. And when I became a council member, you can't be on the BZA and have a position with the town. So at that point, I left the BZA. I've had three stints as planning director over those years. 24 plus years as planning directors have moved on. I sort of filled those spots for three different times during that. And I've been very fortunate that the board members over the years have allowed me to serve as president for the last 18 years. And I'm very thankful for that. But with that being said, I've decided that it's time for me to resign from the planning commission. And I wanted to take this opportunity to thank all of you for your service to the board and allowing me to serve on the board all these years. And I know I've served with Mr. Schwamp, I believe, over here, came on the board in 2012, approximately that. So almost 14 years I've served with Mr. Thomas on and off. Mr. Thomas came on the board, I believe, back in first time in 2006. And I know for different reasons, you've went off the board a couple of times. But over the years, I spent a lot of time with both of you and very thankful for that and the guidance that you've given me and all the support over those years. But I certainly appreciate everyone's support, keeping me to task, allowing me to do this, and representing Jackson Town and SIPC Cicero and serving with all of you have been an honor and I've certainly enjoyed it and I will miss that. I just hope over the years that I've done what I thought I wanted to do when I set out on this that we treated everyone fair, that everyone knew what to expect from this board and that we heard every petition and we looked at our zoning ordinances and we adhered to our ordinances that we always had that latitude to fall back to those if anybody ever questioned. And I think we've done a very nice job with that. For that, I commend all of you. But again, thank all of you. And, you know, it's sort of bittersweet for me and it's been a big portion of my life. But thank you all for allowing me to do that. So with that being said, since I'm current president, we will need to hold elections this evening. And, you know, currently we do have two other officers, but being I'm vacating the president's position, we would need to look at electing a president this evening in regards to that that way Mr. Zawadzki would have someone he could communicate with and then also someone to report to. So with that, if everyone takes a moment and thinks about who you would potentially Like to be president and at that particular point we can open nominations and I would look for a motion to open nominations for president.
Before we go there, we gotta say nice things about Dan and all your service to the town. So thank you for. I've only been here for part of your time that you've been on the plan Commission, but just an incredible amount of service to the town of Cicero. So I'm fortunate to have gotten a chance to work with you and want to say thank you.

I don't feel like I can let this go without saying something. I know I said a little something at the town council, but the time that you've invested in me and the willingness that you've always shown to hear me no matter what kind of attitude I brought it with. I sincerely appreciate it. And for everybody here, Dan gets to see the real me and never batted an eye. And for that, I'm grateful. I have always had the security of knowing that Dan was right down the hall If I had any sort of question at all, Dan's memory is as good as my computer and much more accessible all the time. I feel a little bit of anxiety with you being somewhere else than down the hall. You train me well, and if Terry were here, she would say you're not dead.
