So, with that being said, we'll it'll be important that we turn the microphones on as we're speaking. So, tell us a little bit about what you're proposing this evening for your uh planning to subdivide the partial into two partials. Yes. Um, we're proposing to build a home. Um, but this would be our forever home is the goal. Uh, the land is currently owned by my grandfather-in-law. Um, and it's been in the family for generations and we wish to continue that by building our permanent residence there and reside there for as long as we possibly can and keep the land in the family. I thought it was article 4, but I didn't see it in there. So, it would be it's almost clear to the back. Okay. So, there's subdivision control. Okay. Uh-uh. And then the other thing is may and maybe you're going to get there. It says minimum ad requirement is 1.5 acres. Minimum lot is 200 ft which is met. Both of those are met and maximum lot depth is 2.5 tons which means 500. Now does that include the right away or

just so they would be so that would be the maximum and I think it's 200 by if you include right away it's 200 by 400 and 36 36 35.6. Yeah. So they would be under the 2.5. Oh that's maximum. Yes. So, moving on to plan director's report. Mr. Zawatski. Good evening, Plan Commission. I have here in front of me this month's version of the director's report. This is for June of 2025. Permanent revenue for the month of June 2025 was $5,470. Uh brings us up to a year to date of $23,376. At this same time last year, June of 2024, we were at $10,496 for the month and $25,57 for the year. That's a difference for the month of June, a minus $5,026, and a minus for the year as well of $1,681. We issued a total of 19 building permits for June of 2025. 13 were for within the corporate limits. No new homes. We issued another six out in Jackson Township. There was one new home out there. Estimated cost of the projects permitted was $1,15,955. Uh we do have a BZA men uh meeting scheduled and with items on the agenda that's going to meet here at the town hall on July 17th at 700 p.m. I just also like to add to my report we started recently working on a uh um solar permit so that we can we're

getting a whole bunch of these uh solar panels putting on roofs and things like that. So, we started putting together a permit for that and a uh an ordinance to go with it. And I hope to bring that to you all next month for your comments. That's my report. Any questions or comments for Mr. Zawatski? Thank you, sir. Moving on to president's report. So, just a couple of things. One of the things uh to just make the board aware of so estridge homes as you know was moving on to the town council with a non-recommendation for this board. So they will now be on the town council agenda for August the 19th and that meeting will be at Redbridge Community Building. August 19th August 19th. August 19th sir. Yes sir. 7 p.m. Dan, pardon me. 7 p.m. 7 p.m. Yes, sir. And with the the new not knowing who the new appointment might be to the town council, they wanted to give that person the opportunity to basically get up to speed on their project before they brought it to the council for a vote with the uh with the Councilman Loots resigning. So, that left an open seat. So, Uh the only other thing I have on this evening is is now that we've got through the comprehensive plan and some of those things behind us, it's time for us to start looking at some ordinance updates and some of those things that we've talked about over the last few months and looking at the US31 overlay district, what we might like that to look like or what we think that should look like for the future development.

So, in those regards, if everyone would take the opportunity and write down what you would like to potentially see changed in our ordinances, what we might want to add or things that you noted over the last few months that you think we need to address in those ordinances and start putting your thoughts together on the US 31 quarter overlay district and bring those to the next meeting so we can start discussing those and if you want to send those to Mr. Zachki ahead of time, please do so and we can uh compile a list that we can bring to that meeting for discussion and start uh tackling some of these. And I know at some point we'll have to engage a uh a firm to help us to codify some of these and to work through the process. But uh we want to do some of the initial work and try to keep some of those costs down as we're moving forward. So any thoughts or comments on that this evening? So So at one time I thought we were we were going to create a new zone. Is that correct? Like a Cicero zone. So we created a US31 quarter overlay district. Is that what you were referencing? Maybe that's what it was. So we created that we have some standards in it but now we need to go back and further define what we want in those standards. I mean we do have masonary in them. We have some setbacks and things in it but we need to go back now and address more with what we want parking lots to look like and uh signage and all those things. Okay. So we've got to dig in at that a little bit further yet and start defining those things so we can get that put into place. Okay. Thank you. Mhm. I think that's what you were referencing.

Yeah, it seems like at some point we were actually going to have a different district in our zoning ordinances, but I might be I might be confusing things. Seems like we talked about it, but or maybe it was just the overlay. Mr. Thomas is thinking about that. So, was there a highway commercial we were looking at? You know, we've got commercial and then a then a highway commercial. I think I remember seeing that somewhere along the lines at one time. Yeah, we actually at one time talked about creating you are right. We actually talked about potentially doing highway commercial and some of those things along there and I think we landed on that we were going to create an overlay district. Okay. And within that overlay district, and this will be topic of conversation, that right now we have a blanket from basically 216th down to 296 is our current overlay district on the east side of 31. So, we might want to take that now and potentially break that down into four overlay districts or four different districts where we can have standards in each one of those districts and what we might want to see in each one of those district. We may want to see part of it and I'll use examples as a office tech area maybe another piece for agurism but you know those are all discussions that we'll want to have moving forward. So, I think that's where we landed on that. We thought that might be a better approach than going back and working on some of the other things. Thanks for the rem. Good. report. Mr. Cool. Uh my only report is there was a law change in this last legislative session that went into effect starting the first of this month. And that is that once the plan commission makes a recommendation, it no longer if the town council doesn't do that, it no longer gets referred back to the plan commission. Um the way the process had been is if the town council acts differently from the way the planning commission had recommended it would then come back here for another review and the general assembly eliminated that review so that the town council regardless of which way they act that's the end of the process and I think part of the reason they did that was there's a feeling that since the the legislative body is the final step anyway it didn't make sense to send it back and forth like that. Uh they have made one other change which is now if a a reszone is rejected then there's a 12 month stay when it cannot be refiled and and so if if the town council votes no, they can't come back for 365 days and that's now a statutory requirement. Some places had a rule like that but this is now something that means you can't wait. Thank you Mr. Culpa, I'll ask you to address one other thing and I meant to do that under president reports. So would you address why we have terms on the bottom of the agenda now? And this was another legal change. Um they have discovered in some jurisdictions that the appointing bodies were not always up on keeping people reappointed according to their terms. In some cases, the entities weren't sure who appointed who.

And so they passed a law requiring any board that has appointees on it to list the appointing authority and the terms. And that way it's always up to date. If the public has a question, they can see who got who was appointed by whom and when their term expires. And so you'll see this on um every agenda the town is generating except for the council. The council's the one that's not required. And that's because obviously they're elected and and that's a very public process. But all levels of uh local government now have to start posting this term information on their agendas and on their websites. Any comments or questions from Mr. C? Thank you for the updates, Mr. Cult. Sure. With that being move on board member comments this evening. Okay, my comment will be on the EST thing. It was a long meeting and there was a lot of thought that put it was put into it. So, thanks to all the members that had good discussions around it. Thank you, Mr. Hayden. I think the the board did a great job as always of going back and doing the research and uh looking into the PUB and everything that Estreach Home presented as well as listen to the public comments. And I know it was a long meeting, a couple of long meetings, but uh everybody did a really nice job. Thank you, Mr. Payton. I I would just say to that I'm I'm still on the fence even though I gave an unfavorable recommendation. And I I understand, you know, I hate to see farmland being being used up uh for housing. You know, my wife's keeps seeing these places that we drive around and she go, "Where is

our food going to come from?" you know, and um but yet at the same time, we need growth and you know, so I and I thought that was a quality proposal, a quality um development, but you know, as I said, I I I voted unfavorably, but I'm still wrestling with that decision um because of some, you know, the good things I saw about it and and then you know some of the the not so good things. So um I know it like you said it was a long meeting and but and we heard a lot of a lot of things and and I I get I understand that some of these folks have even come and voiced their opinions at the council meeting and and uh you know I don't know what to say to folks. you know, I'm, you know, hopefully making right decisions for the future of the uh, you know, of this area, but I don't know. Sometimes it's very difficult. Well, they're never easy decisions sometimes, that's for sure. And all this board can do is to do the best that we can to, you know, do our research and listen to the facts and uh, look at our ordinances and everything and make those decisions as development comes in. You know, the good thing about it is by approving or disapproving one development doesn't mean that you're approving or disapproving of the next one. So, you know, as everyone comes in, we'll have that opportunity to take a look at them and make those decisions. And then in this particular case, as you all know, since this is a map change and a zoning change, the town council has the ultimate final decision in in this one.
