I CALL TO ORDER THE JUNE 16, 2026 MEETING OF THE CHATTANOOGA CITY COUNCIL AND I'D LIKE TO RECOGNIZE COUNCILWOMAN DOTLEY TO LEAD US IN OUR PLEDGE AND INVOCATION.

I'm so sorry, Mr. Chair. Did I hit my line? Okay, I'm sorry. Thank you, Rick, too. 2 Timothy 1 and 7 says, For the Spirit God gave us does not make us timid, but give us power, love, and self-discipline. Let's go to the Lord in prayer. Heavenly Father, we love you so much. Thank you for walking with us today, working with us today, Lord. And we pray for this meeting. We pray that it is done in decency and in order. And, God, we pray that your love reign over this council and over this city, that we can treat each other with love, care, and compassion, God. And without fear, God, do what you called us to do. God, we love you so much, and we thank you. In Jesus' name we pray.

Okay. As we get started today, we are honored to have with us Mayor Tim Kelly to give us a few words about our budget, I believe so, Mayor.

Thank you very much. And again, thank you for your hard work and forbearance through this process. Chairman Davis, Budgetary Henderson, and Budget Vice Chair Clark, everybody involved, each and every one of you. And thanks also to my staff, Kevin Roig and Mandy Green, and particularly Weston Porter and his team of finance for doing the heavy lifting. This is the sixth budget of my administration and it delivers on the core promise of the one Chattanooga plan that we introduced back in 2021 to put our money where our mouth is and focus relentlessly on our key priorities. This budget makes good on that promise, and together we are building on our shared vision of the kind of city we believe Chattanooga can be, a city where opportunity exists for everyone and where prosperity is plentiful. Last year, we worked hard to calibrate property taxes to ensure we could appropriately invest in our first responders and essential services, adjusting for massive macroeconomic headwinds, including, of course, that staggering surge in the cost of municipal materials of over 30% since 2020. and notably the sunsetting of all that pandemic era federal relief. Yet, through lean discipline operations, this fiscal year 27 budget balances the scales and manages our momentum without a tax increase. With this budget, we will demonstrate our belief in the people who serve our city. Since 2020, we have increased starting salaries by 46.5% and average salaries by 43%. To maintain that wage competitiveness and close the workforce gap, this budget delivers a citywide 3% cost of living pay increase across the board for all civilian and sworn city employees. This budget will also honor our commitment to invest $10 million a year in road quality, building on more than the $50 million my administration has already invested into paving and improving our roads. We will also prioritize our core responsibilities and essential services. It is notable that public safety and public works comprise nearly 60% of this budget. We're also showing our commitment to partner with each of you and advance the goals of the constituents we share in each of your council districts. Look, no budget is perfect, as you well know, but every budget reflects our true priorities, and we've made the tough trade-offs to protect core municipal services through a relentless pursuit of efficiencies and internal administrative savings, including significant reductions to the Mayor's Office budget. The bottom line is this. We're running, as we've repeated here many times, we're running a lien operation that keeps our property tax flat at $1.93 despite ongoing inflation so Chattanoogans can keep more money in their pockets. Despite inflation, we've produced a balanced budget by tightening our belts that takes care of our first responders and civil servants, fixes our roads, and protects the high quality of life that makes Chattanooga the best city in America. So I respectfully ask for your vote tonight to approve the fiscal 27 budget so we can continue moving forward towards one Chattanooga. Thank you all very much.

Thank you, Mr. Mayor. Okay. And again, welcome to everyone who's joined us this evening. As we typically do, we'll just provide kind of an overview of how our meeting will run, so you'll know what to expect. So our meeting is broken up into two sections, the agenda session and then the business session. During the agenda session, which will begin here in just a minute, council will be looking at items on our agenda for a vote this evening. And council members will have the opportunity to ask any questions or make any comments about those items. We'll then do the same thing with our agenda for next week. And then after that we'll look at items that are coming before council three weeks or later from now. We like to be well prepared and work ahead. And so we'll go through that process with all of those agenda items. We'll also look at our purchasing questions for this evening, purchasing recommendations from the administration that are before council for a vote this evening. We do not have any committee or department reports. And so we will have a recess then after we go through that process of looking at our agenda items. We do need an attorney client meeting with our city attorney during that recess. But then when we come back, that's when we'll vote on all the items on our agenda for this evening. And once we have done all of that and the voting is concluded at the end of the meeting, we will have a time for members of the public that are here and would like to address the council. And we'd be happy to welcome you all at that time at the podium down front. And our attorney will read the rules at that time. So with that being said, just a quick reminder as well to please silence your cell phones so that we don't have any disruptions to our meeting. Thank you, Mr. Chair. I wanted to just make a comment under first reading item number Excuse me under economic development item a I know that we have several people here tonight this is in regards to Provident Place and which we had a great presentation about a couple of weeks ago in strategic planning. I just want to thank all of the individuals and organizations that spearheaded this partnership with the city. I know it's a long time coming and there are a lot of people and organizations that put endless hours in designing and collaborating to make this not only a safe environment for our children and the adults who help take care of them, experiencing homelessness, have a place to go. But I think in a place to live and thrive, I think it also serves as a great model for how we address future opportunities to serve our homeless community. I plan to make a motion to approve this ordinance and I hope that you all will join me in supporting this project. I think it serves as a great, again a great model for our city and I hope that we can get other organizations to follow suit and use this as a way to address our homeless population. Thank You mr. Chair for a moment just to express that I know several of them are in the back of the room and I might I might embarrass them by asking them just to stand so I think if anybody was involved with this partnership and you all happen to be in the audience today if you would just stand I know we've got a few members of our leadership thank you all it's been a pleasure working with you getting to this point I look forward to continuing to work with you as this comes to an fruition, knock on wood, after tonight. Thank you, Chairman Davis. A shout out to our dear friends, again, to echo Councilwoman Burns' sentiment from product place. Our guy David Denmark, thank you so much for standing up to take the charge on a really wonderful public-private partnership, which we like to describe as the Chattanooga way. So we appreciate you. Mr. Chair, this is in regards to resolutions on the economic development. Item B. the resolution authorizing the administrator for the department of economic development to enter the lease with east nuga which is a reference to our senior center um in the brainerd community and i just want to one take the opportunity as you can see these wonderful shirts of some of these people i call friends aunties who really have made a difference in holding us accountable to push this across the finish line to get us to this point. There's still more work to be done. But if y'all, all of you who have the Seniors Matter shirts on, if you could please stand so we can recognize you because this is your work. And we just want to applaud you for being here today. thank you so much i'm mr chair seniors do matter and i know uh vice chairman elliott worked very hard with the department of economic development um and having meetings with darren letford and some of their lieutenants i see gwen davis and dr eberlina holmes who definitely keep it honest with us and making sure that this is something that does not go off of the radar This five-year term will offer expanded amenities beyond what we had at the previous Eastgate location. I do want to say for the record, there's still the conversation about a standalone facility. I think this is the start, but I want to assure you that that is not off of our radar. I know we talk about that and we are preparing for a move after this is approved by the council tonight But I just want to say on the record to you that does not go in one ear and out the other This is what this administrator this administration has appropriated and this is what we've been given to work with But the work does not stop there. So I just want to say that in confidence and thank you all for again for doing your civic duty and and holding us accountable. This is your money that we're spending and the amount of $354,000 for a five-year lease to move you back out of Glenwood, I'm sure you'd be happy about that and you will be too, with plenty of parking and to start your senior activities back at Eastgate Town Center. So thank y'all for coming tonight.

Okay, any other, thank you Councilman, any other questions or comments on resolutions? on our agenda this evening. I will note, council, if you'll draw your attention to fire item, it's item resolution I on page four. Our fire department has requested that we withdraw that item. Apparently, after looking at this particular grant and the needs of the department, it's just not a great fit, and if I have Stated that correctly. That's great. If not, we can have, looks like Darren's coming down to provide a little more information for us.

Thank you, Mr. Chair. As we prepare to vote on the budget this evening for the first time, I just wanted to say thank you very much to Councilman Henderson, who has chaired our budget this year, and also to Kevin Roig, Chief of Staff, who has done a lot of work to get this to the place it's at. I want to thank you both for your openness to conversation from the Council. and to allowing this budget to evolve in a way that meets the mayor's objectives and also met council where council needed to be met. It was a peaceful process this year. I think it was a building of confidence and trust process, and I, for one, am grateful for it. So thank you.

Okay. Thank you. And Councilman Clark, you're recognized. Yeah, I forgot that we worked.

Do you want to comment, or are you good? I'm good. Okay, then I'll speak as well to echo. You are winning, and I want to make sure to echo the sentiment expressed by Chairwoman Hill. It's been an honor to work with you in this process, and I thank you for the inclusivity and the openness that you have brought to this table to actually this is something that i believe has brought us all together we were able to have some successful town hall meetings and i want to thank uh councilman henderson chairwoman hill uh councilman cody harvey and vice chairman elliott and chairman davis who all participated um in our town hall meetings where we heard you And we were able to have some conversations about allocations to other agencies. And that's what working together looks like when you show up for each other. And we were able to do that in an amicable manner with this council. And I just hats off to Chairman Henderson for doing that. Also, I want to give a shout out to Kevin Roy. Kevin, the chief of staff, I think one of the key responsibilities is how you work with the council. You are to be commended, and along with Weston, there he is in the back, who's our chief financial officer, who answers those complex questions. You show up for us when we're calling you at 6 p.m. to ask layman's questions that We don't know. And Kevin, you are to be commended for getting the mayor's budget proposal across the finish line, which would I hope would be a unanimous vote tonight, which is to be celebrated as your work as our chief of staff. I think that's principal to your role. And it's been an honor, and I speak for Councilman Henderson, it's been an honor to work with you, with our chief operating officer and our deputy, Chief of Staff Darren Leftford and of course again Weston for your amazing work in the community should be proud to see that your tax dollars through either through a lease or through whatever provisions are being spent as as good stewards structurally sound and fiscally responsible and that is a team effort with this council and that this mayor's office so I just wanted to

echo those sentiments and give you again another kudos councilman henderson for your work and bringing us all together for this budget thank you chairman davis council any other questions or comments about anything on tonight's agenda all right we will move on then to next week's agenda and hit your lights if you have any questions about ordinances on Final reading, it'll just be the budget next week. We do have also just one ordinance on first reading, but then several resolutions. Councilwoman Hill, you're recognized.

Thank you, Mr. Chair. I do have a question on that one item on first reading. As I read the new language, I'd like to understand what is changing. I think on future considerations, it was related to the alcoholic beverages. Is it line three here? This is about acts that are prohibited in parks. And line three says prohibition. It should be unlawful for any park or playground to have alcoholic beverage without approval of the mayor or the mayor's designee. Was that the change? Yes.

Yes, Madam Councilwoman. Chris Anderson, mayor's office. Yes, previously or currently, the ordinance says the administrator of public works because that reflects an old organizational chart. Okay. This gives the mayor the flexibility to designate an administrator or deputy administrator who's actually over the parks.

This is in reference, and we're still on the agenda for June 23rd?

Next week, yes.

Okay. This is in reference to resolutions under the mayor's office. A resolution accepting and approving the award of unallocated and accrued interest of the opera dollars to the Office of Early Learning for operational costs for the amount not to see $250,000. Is that the allocation? Oh, there's our director of Head Start here, Miranda Clark. Did not see you over there. And Caritza, our administrators here. And anyone can answer that question. Is that the allocation for the expanded hours that will be happening at the West for the full day of care? Yes, sir. One, I think you guys should be really celebrating and pushing that. Not only did our Head Start program exceed all of its proficiency levels, but now through the work of our administrator, we were able to expand these hours for working parents to have child care beyond 2 p.m. So I want the public to know that this is our early learning department is preparing the most well-prepared kindergartens to the Hamilton County school system than any other municipality. um in this area and now we're expanding child care to the james a hearing site which i think is phenomenal so i did not want that to go unsaid tonight i appreciate it so those wonderful women who are leading that department that's right um and to making sure that child care uh is will be provided in that area where we know it's needed most. They are indeed doing a great job. We're super excited.

We know that this is a need in the community, and we're looking forward to proving the model in this upcoming year, and we'll see what the subsequent years hold.

And one other quick note, I want to add that this was a recommendation that came out of our budget conversation When people say, oh, you've already decided the budget, this came out in a budget hearing meeting that Carissa Mosley-Jones attended, went back, had the conversation, and you all found the money to do this. And to me, that's why I commended you for what you've been able to do in this budget process. But this is the example that when you speak up and you bring things to our attention and you show up and you get involved because there were some questions that you asked as well, this was the result. In an abundance of council, there is success. That's right. So I just want to highlight that because we don't talk about successes and collaboration enough as we should, and this is an example of that. Okay. Thank you, Mr. Chair. I yield back. Okay.

Thank you. This is in reference to the agency funding that we just approved through the fiscal year 2026. I do want to add a supplemental comment to the agency funding regarding the ArtsBuild organization. And just for the record, and I know that the mayor's office will be communicating with President James McKissick regarding the addition of the $35,000 that was diminished, but we are adding that back through accrued ARPA interest. And so I just want to put that onto the public record and to signify to the mayor's office that if you could get that in writing, that that is the commitment from the mayor's office to James McKissick, that would be wonderful. But I just wanted to put that into the public record after our vote that that a part of that agency funding for arts bill will be supplemented with opera interest dollars and we'll be putting right into james mckissick is that correct mr chief all right thank you so much thank you mr chair okay and madam clerk if you would please read item 8b

and ordinance appropriating, authorizing, and allocating funds to the capital improvements budget for the fiscal year 2026-2027.

A RESOLUTION AUTHORIZING THE ADMINISTRATOR FOR THE DEPARTMENT OF ECONOMIC DEVELOPMENT TO ENTER INTO A LEASE AGREEMENT WITH EAST NUGA LLC AND SUSTANTIALLY THE FORM ATTACHED FOR APPROXIMATELY 17,767 SQUARE FEET OF SPACE AT 5600 BRAINARD ROAD, FURTHER IDENTIFIED AS EAST GATE TOWN CENTER FOR A TERM OF FIVE YEARS WITH THE OPTION TO RENEW FOR TWO ADDITIONAL TERMS OF FIVE YEARS EACH. with a first-year annual rent of $230,971 at a prorated amount and to authorize the payment of the initial build-out budget in the amount of $354,253.

I am happily looking to move to approve this item and looking forward to getting to see it from a better space in Eastgate. And then on to our next journey after this is a standalone center. So thank you all so much. Move to approve, Mr. Chair.

I do have a logistics question for Darren Leffert. Once this is approved, because I know you guys were waiting for the lease to be approved by council and for just for informational purposes for the seniors that are here, when will we start the build out on this and what is the estimated

date or month when they will move into the air to the the new area if you could put that on the record for us please yes sir councilman clark thank you darren leffert deputy chief of staff so once the lease is signed then we can move into the next stage which is construction and the estimation i use that word carefully is 90 days so 90 days from today Estimated. I know. I heard that. Yes, sir. But I just wanted 90 days from today. Yes, sir. Is our target move-in date given, obviously, the current climate? For the build-out and construction. Yes. As a matter of fact, I believe we have the lease ready to go the moment you all vote. and we will execute on that immediately.

I just wanted that so they would know because we get that question quite a bit for those of us who have been involved in this process. I just wanted to, you heard that 90 days from today, the build out. Estimated. Estimated.

We get it. I want to make sure that's really clear. I don't want to be in front of you in 90 days.

Let me be very clear about something. I understand estimation, but our expectation, okay, because I don't want to get caught up on estimated, but our expectation

is that you will speed this process up and get them out of glenwood and into this space that would be my pleasure yeah i hear estimation but expectations that would be my pleasure to see that happen thank you uh mr chief yes sir all right chairman are you back okay and councilwoman burrs thank you mr chair uh i want to thank councilman elliott and anybody else vice chair elliott anybody else uh deputy chief ledford everybody's work on this as well i'm so happy that y'all are gonna be in district six so i look forward to coming over to events there. I've always enjoyed coming when the center was there before. So now that you're gonna have this beautiful space, I think you're gonna add so much more life to that center. A RESOLUTION AUTHORIZING THE ADMINISTRATOR FOR THE DEPARTMENT OF ECONOMIC DEVELOPMENT TO ENTER INTO A MEMORANDUM OF UNDERSTANDING WITH CHATTANOOGA 2.0, FIRST THINGS FIRST, CHATTANOOGA HOUSING AUTHORITY, CHATTANOOGA REGIONAL HOMELESS COALITION, HAMILTON COUNTY AND HAMILTON COUNTY SCHOOLS FOR THE END SCHOOL AGE HOMELESSNESS INITIATIVE AND TO UTILIZE REMAINING AMERICAN RESCUE PLAN ACT ARPA FUNDS FOR SUPPORT OVER A THREE-YEAR PERIOD FOR A TOTAL AMOUNT OF $450,000.

uh good evening my name is uh dandre petty and uh i was here to address the council uh regards um my employment with the city of chattanooga um i've been employed the city of chattanooga for five years uh with the wastewater department uh i was recently um terminated because of a situation that i felt that didn't go as planned like it was supposed to um The way they terminated me, things wasn't in the right order. And I felt like I should have got at least a write-up warning or whatnot. But the way they went about it, they just immediately terminated me. And I recently had talked to the plant manager over there. They communicated with HR, they talked to HR, and they was willing to bring me back under circumstances from the state of Tennessee that they got some type of letter stating that I was in compliance and whatnot, which the state of Tennessee had provided that had shown that I was in compliance with everything. They got it. They reached back out to me. They said that they wasn't able to bring me back. because of HR wrongdoing of putting the wrong information on the paperwork. So I'm just here to try to, I would like to see my employee back. Like I said, I have put a lot of dedication and time. I got my certifications over there. And like I said, under the plant manager, everybody was agreeing to bring me back. But like I said, under HR, something happened. They was wrong. They put the wrong information on the paperwork. So I was stated to come down here to express my concerns.

So I'd like some information about that after this, but I want more information on the situation.

Good evening. Hello. My name is Gracelia Moore, and I'm also on the board at Glenwood where the seniors are. And my concern right now, and I'm also in your district, Councilwoman Newell, and what I would like to say is that Lately, we've had signs put up saying no parking on the street where we are. And you know, the problem that we had when we went to Glenwood was parking. Okay, when you're taking away those parking spaces, I know someone said it had to do with maybe visual problems or something like that. I am in physically good condition. I park up there where Notre Dame is, and I drive from down that way. I've never had a problem that I couldn't visually see, and I'll be 74 years old. So I don't know if they're up there, and they're young, and they're having a problem trying to see coming around from there. They have definitely a problem. So I think because we are going to be moving back to Eastgate, that you could consider for those 90 days or 100 days or whatever to let us have those parking spaces back. Thank you.

Jonathan Easter, District 9. I just wanted to come by. I didn't get through the whole meeting, but I wanted to come by and thank City Council, especially Councilman Elliott, Mr. Anderson, and the Mayor's Office to get the taxi rates moved forward and moved quickly. As soon as Mr. Elliott found out, he moved as fast as he could, faster than I thought it was going to happen, and I appreciate that. The other thing I wanted to mention was I think something that's kind of overlooked, and I've mentioned it to a few people, and it's not really a legislative or an ordinance thing, so I'm not sure if it applies here, but I'm sure it applies to the administrative offices of the mayor's office. is maybe there should be like a maybe not for the tow trucks because they're specifically for a call rotation not all tow truck companies register with the city but maybe a standing in compliance or certificate of conveniences that have been issued to taxi services to be on the Chattanooga website so that way When people do move to our city or current citizens of the city can go to their website to verify who's legitimate and who's not, who they can trust, who they can rely on, any sort of accountability in that regard. But I think it would be good for people to know that. I've suggested that at the airport as well. They do have something small but a little bit more robust is something I was looking for. But just something to think about or consider or push that to whoever deals with the website of Chattanooga.gov to show, you know, approved taxi services and maybe even tow trucks. It might be a good thing to have those on there. That way people know that you guys have, or the city itself has overlooked and approved these companies. Hi. I know we came up here the other day, other week, and we all wore our purple shirts, but I'm clarifying. We're all representing Public Works as a whole. And I hope each and every one of y'all are really considering giving us that 5% because we do matter down there at Public Works. Thank you.

I'm Robin Nixon. I believe I'm in District 6. And I'm a city of Chattanooga employee, wastewater department. And I would like for you to consider 5% increase. I currently have a second job because it's extremely hard. I don't want to work seven days a week. And 5% would go a long way with the city employees. I appreciate it. Thank you.

I'm Janice Gooden from the great District 8. I've spoken on this before, but I just want to bring it forward again. This is about the Rosenwald schools. I don't know how many people know about the Rosenwald schools, but this was a partnership between Julius Rosenwald and Booker T. Washington. And there were over 5,000 schools that were built across the country between 1917 and 1932. In Hamilton County, there were eight. Roland W. Hayes, which was my elementary school, Bakewell, Summit, Georgetown, Hickson, Washington, elementary, I suppose, and then Booker T. Washington. And actually, the Chickamauga School became the Shepherd Center. A lot of the schools, when they closed, became either community centers or other uses. So with integration, the schools went away. But these were actually county schools. And I'm in the Riverside area, but we were in the county. We had to pay tuition to come. I had to pay tuition to come to Riverside High School, by the way. So anyway, there is an exhibit at the Bessey that's recognizing all of the schools in the state of Tennessee. It is called the Building a Bright Future. And it's from the Tennessee State Museum, this university. It was set up on June the 2nd, and it goes through August the 3rd. There will be an opportunity to see the exhibit, but on Juneteenth, we'll have a tent on the line to give out information if anyone wants to know more. So I hope you all will attend. That's Friday. Thank you. Good afternoon, council members. Darren Ledford, deputy chief of staff. If you'll allow me, in my office there's a big board, a big board with lots of projects on it. And as I was sitting in the staff section behind, I saw something that I found that needed to be mentioned. Number one, we have a whole bunch of interns here tonight on the back row. And we have our seniors. on the front row, and I'm so happy to see them because what we are seeing and what they are teaching our interns and what I hope that you will see through this is perseverance, respect from this council for our seniors, and collaboration, which is one of the most important things I believe city council can do in working together for the betterment of our community. During this process of moving towards the new senior center, And I'm so tickled for all of us. And thank you to our senior advisory board. There are a lot of folks working behind the scenes. This isn't done by one person. It's done by a whole lot of folks, from our administrator to community development, Cedric Henson, his deputy, Veronica McGraw, Chris Brown. Richard Beeland's behind me, ready to go to work on this. Gail Hart in Real Property. I mentioned our senior advisory board, who relentlessly made sure we pursued this. And to council members, I want to specifically point out Vice Chair Elliott and Councilman Clark. You came to those meetings. You stood with the seniors. You stood with the administration. You held our feet to the fire. And I just wanted to say that in front of these interns who are starting off their lives in college and coming to work in city government, boy, have we shown them an example. We passed a budget unanimously with cooperation and, again, collaboration. with this city council who made some very, very, very important changes, I think. And we worked through it together. And I just think that's a very important example that we set to our young people. So tonight, I just wanted to say thank you to the city council. Eight years, most of you know I served on this board, one of the greatest honors of my life. And I think moving into working under the direction of Mayor Tim Kelly, who when I first came on board said, We need to fix this senior center situation, Darren. And I said, yes, sir. But it took a heavy, heavy lift. And it had absolute support from Kevin, from Mandy, And it's just amazing what we can accomplish when we work together. So I hope the interns are paying attention. I hope that as you spend your time here with us this summer that you see just what can happen when you do this, when you work together and you collaborate. So I just wanted to share that thought because I thought, you know, this is very interesting to point out. I don't know how many opportunities we'll have. to have a room full of interns and our seniors all together in one room. So I just want to say thank you from the bottom of my heart for leading the way on this. Thank you.
