Hello, good evening and welcome to the city of Charlestown redevelopment commission meeting for November 4th, 2025. Uh this meeting is being live streamed this evening by under production multimedia. Derek Holmes also present. We do have a quorum. We provided a copy of the minutes from the October 7th meeting, regular meeting. Uh ask for Motion to approve the minutes. Take that motion. Um, we got you got my report in the meeting packet. I'll just highlight a couple of things. uh the lighting agreement um for Shadow Lake uh Parkway and Van Christiani or Shadow Lake Drive and Van Christianity Parkway. U we are waiting now for the RNC to go ahead and give us the cost of that design. So that is moving forward. Madison and Green Alley improvements. If you haven't driven by there, they're making some progress and report some curb on Green Alley and their substantial or anticipated completion date is still the end of November. the uh Commons and Short Street Parklet. The financing for that closed this morning and so the BOT agreement uh will also has been executed so that work can begin uh tomorrow. So that will be moving along here soon. I don't think I'm hoping to get a more of a schedule from them uh soon that I can share with you as far as when they'll actually start on site, but it might not be until the end of December, beginning of January. And I think uh we had do have an update on the uh industrial park fire suppression system. Mayor, would you like to give that update?
I'm happy to give that update and just tell you that it's no longer ours. Um the city council voted last night to transfer that to Indiana and American water um for you know no cost but they they did um we will get that sent over. They authorized me to execute that quick claim deed and we did thank you Chuck. Um and so once we get that sent over to them and they get that filed it's all done but we are we are finished with that. We will have no more expenses related to that fire suppression system. Thank you. It's great news. Um, unless you all have any questions, that's Thank you for the report.
Thank you. We have no old business. Moving on to new business with the payment activities park for sport agreement with HBC.
Oh, and you had in your packets the scope and fee proposal. Uh Katherine Pucket was here with HWC last month to give the presentation of the uh master plan at Family Activities Park. Um HWC um wanted me convey that they're sorry that they couldn't be there here this evening. I asked them to do this for this meeting tonight. I knew they couldn't be here, but I wanted to get that started. Um what the reason it's important to get this part of this started is that that portion of the projects in the master plan was around $250,000. Uh the city received the grant from sew and tourism in the amount of $250,000 to help help with improvements for projects that had debt associated with them. But the city is expected to do a project in that amount. So this is I think the first one unless you all have objections that we should look to do in a family activities park as part of master plan.

Um so they have presented also the amount of the proposal and that is from uh survey and uh preliminary design all the way through uh bidding and construction administration that does not include inspection um is $32,000. I asked them to submit an agreement which they did and Cross Brown Todd reviewed it. There's a few minor changes that need to be made to the document. And so, uh, if you agree to move forward, I would ask you to approve this for $32,000 with HWC, but also, uh, give the president the authority to execute the agreement outside of the meeting once they made those changes. I make a motion that we approve the $32,000 agreement and that we give Derek the responsibility and the right to execute that agreement.

Motion passes. Thank you. Next up, we have the 501 Market Street demolition parking lot change order. U there was a delay in Temple and Temple getting started because it it took some time and effort to retire the utilities there. Um so I asked them for they were supposed to be finished October one and they weren't able to even get there until towards the end of September. So, I asked them to provide a new schedule and they provided what I sent to you in the form of a letter in the packet uh that they would like to change that uh completion date to November 26th. It did not ask for any additional funding to join that. It's just the time extension. Um so, if you are okay with that, hopefully they'll be done sooner weather permitted. It looks like they've at least, if I remember correctly, drove past there not very long ago. Um, that they have all the asphalt broken up and and are working.
Yeah. And they also helped us help us set up for trick or treat and everything. Um, they just made the parking lot available and stuff. So, you need a motion? Yes, please to approve the change order. Next item, we have the redevelopment annual spending uh report from Joe.
So, uh last year was the first year you're required to submit an annual spending plan. So, this is your second one. And what I've done for the annual spending plan is looked at uh what at least projects that I know that are moving forward as well as some other funding that we kind of budget for sidewalks and different things uh over the past few years for improvements and have come up with professional services number just based on what you've spent in the past.
Um I know it's You know, there's some method to the madness and that's $261,142. So, it comes from a calculation. Uh the debt and lease payments, those that's your actual debt redevelopment commission is required to pay that includes the new uh interest on the new uh issuance that will be one payment for the commons uh interest only in August of next year. So, that includes that as well. And then as far as operations and projects, I did look at what projects were still ongoing, what new projects I knew of, and then made some estimates again with some of the items that are budgeted like sidewalks and other things that may have not been identified as a project yet, but I think could move forward. So, I've tried to build in some cushion there for you to have some flexibility.
