The meeting will come to order. There are agendas on the table outside the meeting room. This is a public meeting for which public notice has been provided. The proceedings are being broadcast and recorded and can be viewed online's YouTube channel. First, I would like to read someformational statements about the meeting. The use of cell phones is not permitted and such phone shall be turned off or otherwise silenced during the planning and zoning meeting. When speaking to the plan planning and zoning commission, please clearly state your name and address. Keep your remarks pertinent to the issue being considered by the planning and zoning commission. Do not repeat the same statements that were made by a previous speaker. Speak to the planning and zoning commission as you would like to be spoken to. Do not address applicants or other audience members directly. Make your comments at the podium and directed to the chairperson and planning and zoning commission. I would like to remind everyone present that the city of Casper Planning and Zoning Commission is a volunteer body composed of members of the Casper community appointed by the Casper City Council. The commission acts as a quasi judicial panel making final decisions on some items and recommendations to the city council on others as dictated by law. The commission may only consider evidence about any case as it relates to existing law. The commission cannot make or change planning or zoning laws, regulations, policies, or guidelines. I'll note that there are four commissioners present with Commissioner Rubble, Commissioner Ploek, and Commissioner Ston absent. The next item on the agenda is consideration of the minutes from the plan commission meeting held February 12th, 2026. Are there any additions or corrections? I'll make one correction. I abstained

A request for a zoning classification change from R1 residential estate to C2 general business has been submitted for the property located at 1530 Southeast Wyoming Boulevard. The subject property is an irregularly shaped 2.4 acre undeveloped parcel fronting on the west side of Southeast Wyoming Boulevard between 18th and 15th Streets. The applicant also owns the adjacent lot to the north which was reszoned from R1 to C2 in 2021 via ordinance 14-21. The Methodist Church edition was originally platted in 1984 and has been undeveloped since that time. The subdivision agreement limits access to the Methodist Church edition to right turns from or on to East 15th Street only with no access being allowed from East 18th Street. As the name of the subdivision suggests, the original plan for the property was for the construction of a church with an associated preschool. The requested zone change is intended to allow for a potential off- premises sign and/or cell tower. Under C2 general business zoning, an off- premise sign would still be required to obtain an a conditional use permit. However, a cell tower up to 130 ft in height is a permitted use by right. Mr. Chairman, I have five exhibits to enter into the record tonight. A is the application for the zone change. B, public notice center, public notice letter sent to property owners within 300 ft.
