At this time, I would like to welcome the members of the Jason's Friends Foundation and a Jason's Friends family here tonight to discuss Childhood Cancer Awareness Month. If you would please come forward for a few words, and I can read a proclamation.

Thank you very much. On behalf of Jason's Friends Foundation, I'm Lisa. I see Eads area here and Andrea here from Jason's Friends, along with the Fredrickson family, who is one of the 180 families that are currently part of our Jason's Friends program. We work with families throughout the state of Wyoming that have children up to age 21 with cancer, brain tumors, or any kind of childhood cancer and do a lot of different things to help with these families, depending on what they might need, whether it's travel expenses or They have to leave Wyoming for care. They go down to Denver, Salt Lake, sometimes much further. But we cover things back home as needed, house payments, rent payments, utility payments, car payments, whatever we can do to ease the burden of having a child with cancer in the state of Wyoming. And September is Childhood Cancer Awareness Month, and we appreciate the opportunity to be recognized and have you guys recognize the month of September as that month. Thank you.

Whereas Jason's Friends Foundation is currently supporting over 184 Wyoming families who have had the misfortune of having a child diagnosed with cancer, brain and spinal cord tumors, and will continue to help these families until their child reaches 21 years of age. And whereas Jason's Friends Foundation has enrolled 15 new families so far in 2026 alone, compared to 31 total in 2025 and 21 total in 2024. This sharp increase is a sobering reminder of the ongoing need in Wyoming. And whereas Jason's Friends Foundation has expended over $9.4 million directly to Wyoming families of children with cancer, brain or spinal cord tumors since its inception in 1996, preventing financial instability and relieving much of their financial burden. And whereas over 74 Wyoming children have lost their battle with cancer, brain or spinal cord tumors, in the last 30 years. Whereas cancer efforts affects children and young adults differently from adults as their bodies are still developing, and the side effects of the treatment alone can cause more harm to their maturing systems. Whereas September is observed internationally as Childhood Cancer Awareness Month, now therefore I, Ray Pacheco, the Mayor of the City of Casper, Wyoming, do hereby proclaim September 26th as Child Cancer Awareness Month in this community. And I encourage all of our citizens to help raise awareness of pediatric cancer and to support programs such as Jason's Friends Foundation that give financial and emotional assistance to the victims and their families. In witness whereof, I have here unto you set my hand and cause the official seal of the City of Casper, Wyoming to be affixed this first day of September, 2026. Lisa, I just wanted to say very quickly, thank you for the work that you've done over these last many decades that you've done for this community. We appreciate you very much, so thank you. Hey, my name is Jim Hart. I work for Envision Electric. I'm trying to get a parking problem resolved. We're at the end of Durango Court, and we share a building with the company that does the logos and graphics on your police cars. And the sheet metal shop, they park on this 90-degree corner on Durango Court. We can't get trucks around the corner to get them unloaded. And I've had to take my forklift and drive around that corner down to almost to Yellowstone to unload trucks to get them. And Sarah Letgate, the community, she was there the other day, and I went and talked to her. And I've gone up the chain to the city engineer. He says it's not an intersection. There's nothing he can do about it. So hoping that we could get that corner painted red. So say Tim's shop caught on fire that does the logos, we can get a fire truck around that corner. So, and the inconvenience, and I have pictures of trucks parked in the middle of the road because they're unloading because they can't make it around that corner. I can give those to you if you want. Yeah, please, you can hand those to our city manager. And Sarah said to please call her if you have any questions about it because she totally agrees it's a problem. So that's all I got to say.

So you turn there, and then it goes down and makes a 90-degree turn to the left, and we're at the end of that cul-de-sac. And they park on both sides of that corner, which makes it too narrow to get a semi truck in there or any big vehicle at all.

So I was wondering, because I ran into this earlier today, so is that in Casper or is that in Evansville?

They say because it's on the west side of that sign of Evansville, it's Casper, because I started there at Evansville.

They sent me there and then they sent me to roads and bridges and roads and bridges sent to the city engineer. And then Sarah said, hey, this is your option. Come here because you guys could resolve it.

My name is Mike DeLuca. I live at 407 Goodstein. I hate to say I have a complaint, but I don't know how else to put it. It's about all this fiber optic cables, the visionary.

Thank you, Mayor, and thanks, Mike, for coming to our meeting tonight. Sounds like you visited with Visionary multiple times and got your concerns escalated to some level of management. I was just curious if you've spoken to Ben Hewlings, Kyle Davis, or Jacob Hoffman. Oh, okay. Okay. I do want to make sure, not only for your reference, but also, you know, this is something that comes up a lot, especially in the summer when they're doing a lot of that fiber work. A lot of people have concerns, frustrations with that work. We do have a City of Casper webpage dedicated to the fiber optics work. It's in our engineering tab. I just typed City of Casper fiber optics, and it pulled right up. But there's contact information, email addresses, and phone numbers for three different representatives from Visionary. And so just wanted to make sure you were aware of that and had that information.

So, on the visionary, I thought we did have some license agreements that in somebody at the city I don't know if it was in engineering or that a person could reach out to if they had a problem but I might other than trying to find something on our website because I too had a problem with visionary but they took care of it they had several sewer lines in North Casper, uh, but they, they made it all, all good. Uh, but, um, but I, I happened to be at the right place at the right time and actually had a contractor working and they were just down the street. So I grabbed them and said for visionary to come, but so I didn't have to call anybody. Uh, but I, My understanding was the city had contacts.

Thanks, Mayor. Thank you, Mayor. And yeah, Councilor Sweeney, to your point, the City of Casper Engineering Division contact information is also on that page. Looks like there's their phone number and then three separate emails. I recognize Alex's A calling and D, C Oakley. So it looks like a number of our engineers' contact information is there. So again, maybe in Mike's case, he's far enough along and has talked to enough people that his concerns need escalated. But I refer people to this landing page all the time because it's got the information for Visionary, for Blue Peak, for Spectrum, for Mountain West, the engineering department. It's got pretty much anyone, Wyoming Public Services Commission, anyone that you would need to talk to about this is on this landing page. So again, just for everyone's future reference, I appreciate the fact that the city's put this page up because I refer to it all the time.

Okay, sorry about that. Yeah, I had a brief meeting I met last week with a group of people were to view the submissions for the the traffic box wrap art. We we had three submissions by two different people. And so the the group consensus rather was to wait until we had more submissions to choose from, maybe leave it open a little longer with the summer being kind of busy. Folks may not have had enough opportunity, but we had some beautiful submissions. If you're aware, the traffic boxes near some of the intersections, that's artwork, more artwork to go on those boxes. I met WITH COUNCILOR HASKINS AND COUNCILOR SWEENEY WITH THE GAMING WORK GROUP ALONG WITH THE CITY MANAGER AND THE OTHER CITY STAFF. I THINK GOOD WORK COMING FROM THAT GROUP, I FEEL, MAKING SOME HEADWAY. I ATTENDED THE COUNTY COMMISSION MEETING THIS AFTERNOON REMOTELY, LISTENED TO THE PRESENTATION FROM PROMETHEUS HYPERSCALE, LEARNED QUITE A GOOD AMOUNT OF INFORMATION. AT THAT MEETING IT WAS VERY INTERESTING THE COMMISSION DID NOT TAKE ANY ACTION ON THAT PRESENTATION BUT FOR INFORMATION ONLY BUT MORE TO COME I'M SURE. JUST WANT TO REMIND EVERYBODY ART WALK IS ON THIS THURSDAY. LAST ONE OF THE SEASON I BELIEVE. SO BE SURE TO GET OUT AND SUPPORT YOUR LOCAL GALLERIES. I KNOW THERE'S QUITE A BIT GOING ON AT ART 321 AND I GOT AN INVITATION TO THE RED PEAK GALLERY. It's located in the First State Bank. Thank you. I can't keep the name of it. But anyway, it's an up-and-coming, I feel like, up-and-coming gallery in Casper. They've kind of been able to establish themselves. It's in the bank building, and they do a good variety of different things. And they have some things going on Thursday night as well during Art Walk. So stop by for a little fun and entertainment there. Enjoy some good art. And, oh. Last thing I wanted to mention was I continue to hear stories and get information from constituents about the e-bikes and scooters and so forth. I imagine some of you have too. I heard a, I don't think this is, I don't know if this is true because I don't know enough about it, but this was about a scooter on Wyoming Boulevard that passed the vehicle going 40 miles an hour by a kid in a helmet on the street. So I was like, I don't know if that's even possible, but anyway, summer's almost over, but I don't know. This was a scooter, not even a bike. Kyle, is that even possible? Sorry.

A scooter to go for you? I used to roll on a scooter like 30 times.

Really? Okay. Well, this rider had a helmet on, so who knows if they were a legal license driver. Anyway, that's all that's going on with me. Thank you. Thank you, Counselor.

Thank you, Mayor. So Wednesday, Thursday, and Friday, I briefly attended some of the Casper Police Department area meetings. I'd like to thank the Chief and his staff. E-bikes were quite a popular topic in all of the attended meetings that I went to. I would. So there was one media report that I read where I can't remember the exact caption, but that attendance by the public was kind of dismal. I don't think that's 100% accurate. I mean, some of the meetings only had a few, but Some of the meetings also, there were two rooms going at each night. And I think the most I counted was probably 20. And then, yes, there were a couple, but only a few. But I don't think we were, at least from my perspective, I don't think we were anticipating huge turnout. Obviously, it's great to have more public engagement, but I think it was a great exercise. I hope the chief and I hope Council will support the chief in the continuing mission with that on engaging with the public. But it's also important for our officers and our command staff to have that interaction in. in the continuing. So I thought it was great. And I appreciated the amount of effort that it takes on our behalf with the police department and that ongoing effort. Thursday, I briefly attended the MPO on Amoco Road. I don't think that had very good attendance, but, um, uh, I thought it was interesting in, um, um, worth a few minutes. I spent it, uh, grew the Gruner brothers without, uh, imbibing. Um, and then, uh, cause I knew the chief would check me at my next stop. So, um, but, uh, then, uh, Thursday night, I got invited up on the mountain for the Celtic Festival. Celtic? Oh, thank you. I have to remember that. So I attended an event up on the mountain at Amber and Kevin Christensen's cabin out there and got to meet, and then Kyle met Friday morning with the niece, Kenny, the vice council general of Ireland to the Western United States based in San, at the San Francisco consulate. But he was here because Amber had put in a, for the festival, a grant application, which was granted from the government of Ireland. And so that prompted the vice council to attend. Brilliant young man. And I just was amazed that he would make the trip. Saturday, on the culture stage, former ambassador and governor to Wyoming, Mike Sullivan, had a talk with Davy Holding, who was last year attended in person, but is a historian. And they also had a great... zoomed in this year from Dublin. And, um, so it was really a great, uh, great exchange in Nice. Also, I joined right at the end, um, with a few questions, um, uh, yesterday and today I attended, um, um, uh, the revenue committee via online, very interesting discussions. Um, City of Casper got brought up by a constituent on our lease arrangements on certain properties over one of the bills that they were considering on taxation on governmental entities. And we'll see where that goes in the next session, hopefully in the toilet. And then attended the Just my take. But lastly, I attended this morning a senior district meeting, overall district, and a lot of a few invoices to approve in the normal bookkeeping, but In particular, at our last month's meeting, I just wanted to point out that they had asked if the 50% on November 3rd's ballot statewide will be an action, basically a constitutional amendment for a 50% across-the-board residential property cut. And so at our last meeting, it was discussed, could the chairman, Linda Blackstone, who has just done a tremendous job with the newly formed board and putting the bylaws, great job that board has done. And so what I'm getting at, to begin with, when it was first first form, um, our estimated was about, uh, it's based on one mil, uh, for the County at the time, uh, when we went to the voters and asked, uh, about the senior district, um, it was estimated at 1.7 million based on the one mil on the total assessed value, um, OF PROPERTY IN THE COUNTY. THEN AFTER THE LONG-TERM HOMEOWNER AND 25%, WE WERE TOLD IT WAS PROBABLY GOING TO BE CLOSER TO 1.2, BUT IN REALITY, IT ENDED UP ABOUT 1,480,000. Everything considered, and if the 50% does pass, which I'm hopeful it does not, the effect on the senior district would be take us down to approximately, and these are all approximate numbers at this point, but 1,144,000 down another 300 plus thousand from where we are currently. That's just one mill and countywide. So anyway, at some point I hope people will ask questions about what that ballot measure will do, not just to the senior district, but to all special districts and fire districts and what that will do to any of the municipalities Any of our county, it's all has an effect on that. So anyway, I appreciate it. Thank you, Mayor.

Vice Mayor. Thank you, Mayor. Had a homelessness coalition meeting last Wednesday. Targeted enforcement downtown by the police is yielding lots of positive results. Many crime metrics are down in the area. Casper Fire EMS reported that their numbers were going down as well. Lisa, director at the library, reported an increased partnership with service providers. She said they got one down there at least once a day for two to four hours, so just a lot of collaboration and coordination going on amongst folks. Liz reported from community development that in October we will receive the completed transit study along with some recommendations that will include relocation of the transfer station, which will probably be welcome news to lots of folks, including those at the library. Salvation Army is increasing bed space for their women's program. They're holding their annual fundraiser at the barn by five deuces. I think it's this week. Apologies, I don't have the day and time on me, but if you're interested, look out for that because they're doing some cool stuff over there. We heard a presentation from DFS outlining all their services, and a survey was distributed to the members of the group, gauging their opinion on whether it's worth it for the group to continue meeting, and if so, what our long and short-term goals should be. Reminder, this group has been in existence almost the whole time I've been on council, I think about five years. It was created post-COVID to respond to some increasing visibility and crime from individuals identifying as unhoused in the downtown corridor. We achieved a lot of stuff, including adjustment of our camping ordinance and other stuff. But also the service provider landscape has changed a lot since then. We now have groups like the Natrona County Safety and Justice Group, the Situation Table, and others fostering continued collaboration and coordination between service providers. And none of those existed when we stood this group up. So just trying to gauge the value of the group and whether it's worth it to all the stakeholders to continue meeting. Councilor Sweeney mentioned last week we met with Nish, I think is how you say his name. uh, the Irish console, uh, you did a really good job covering it. Um, uh, so yeah, I didn't have the opportunity to attend the Celtic festival over the weekend, but I hope it went really well. And, uh, again, just really appreciative of the vice console taking so much time as Pat, uh, mentioned he's based out of San Francisco. He covers like eight States or something. So the fact he'd come to little, little old Casper, Wyoming, uh, very appreciative. We had lots of good chats and, uh, Yeah, looking forward to exploring more opportunities for kind of exchange of culture and commerce with our friends across the pond. Had an OID meeting, Old Yellowstone District Committee meeting last night. I want to thank StagePoint Federal Credit Union for hosting us, discussed a wide range of topics related to the area, including the summer window painting initiatives that went really well. Sounds like they're very much going to do that again and probably do it a couple times throughout the year. Discussed moratorium on gaming establishments and also the summer parade, you know, Good, bad, and otherwise. We did some preliminary voting on some banner designs for the fall season. Going to be switching out the banners downtown here shortly. Discussed the recent targeted enforcement downtown. Again, going really well. Gaslight and David Street still got plenty of events coming up, including here in the next couple weeks, so keep an eye out for their calendars. And then Historic Preservation unveiled their new Christmas ornament, which is for Casper. It'll be available during the state conference of historic preservation that's going to be happening here in the next month or two, I believe. And then, as usual, you'll be able to pick it up down at Fort Casper as well. I think that's all I have. Thanks, Mayor. Thank you.

I kind of looked at the city staff in horror, got my ordinances mixed up within the amendments so anyway did not mean to scare you i was completely for it my manic craziness um i gave a keynote to the second annual cowboy kindness award which is formerly the jefferson awards um the casper resident martha wallace won this year's award she volunteers at the shepherd of the valley nursing home amazing woman um it was a great opportunity to go down there um the initial, the original keynote speaker wasn't able to make it, and so they reached out to me, and I was more than happy to fill in and be a part of this. Thank you to the Vice Mayor for filling in. I was out of town to meet with the Vice Consulate in my absence. I appreciate that. Thank you so much for representing that, and Councilor Sweeney, appreciate you for being there as well. I think you were there, right? Okay, that's what I thought. That's fine. Also, and finally, I'll be attending the 50th anniversary of the Senior Center, which will be this Friday at 11 a.m. I think everybody's invited on the council to be able to come to that. So I'm looking forward to being there for that. Yes.
