It's been a minute since we had a meeting, so seeing all of my colleagues' faces makes me happy, and a very, very hearty welcome to our Commissioner, Carlos Guerra, who has been away from us for a while. It's so good to see him, looking well. It's been a long haul, so it's great to have you back.

I'm all right with that. Okay, so I'm looking at some of these, even though there's only one item, I'm assuming that you're gonna be speaking on that item once we begin our public hearing. And that's item number seven, new public hearing, item 7A, We have an item that is for the public hearing. We're going to ask our senior planner, Kanika Pompey, for her report. Thank you.
Thank you Madam Chair. So good evening Chair Thomas and members of the commission. The item before you tonight is for the 2026 modification to the district at South Bay located at 2040 Main Street The entitlements associated with the project is development and site plan review 15-26, amended vesting tenure track map number 83481, CEQA guidelines section 15168 consistency memo, specific plan amendment 4-26, and amended and restated development agreement 1-26. The project site is a former vacant 157-acre site, former landfill, is located in the southeast corner of Delamo Boulevard and Main Street in the northwest area of the city. The torrent's lateral, which is a flood control channel, parallels the southern and western border of the project site, and uses surrounding the sites include residential to the south and west, the 405 Freeway to the east and the Porsche Experience Center to the north. Regional access to the site is provided by the 405 Freeway located adjacent on the northeast portion of the site and the 110 Freeway, which is located approximately half a mile west of the site. So here, you can see that 157 acre site is divided into five cells labeled cell 12345 as well as development district three, which is located north of cell one so that's where the evolve residential units are located. So next, I will be giving a high-level overview of the site history. So in 1959, the landfill began operations, and in 1965, the Cal Compact Landfill ceased operations. In 2006, the former owner, Carson Marketplace LLC, proposed a mixed-use commercial development, which included hotels, entertainment, and residential units. And in 2015, the Carson Reclamation Authority acquired the site. In 2019, a proposed project on cell two arose for the Los Angeles premium outlet. And in 2022, the Carson Goose owner LLC received entitlement to modify the permitted land uses and development standards for planning area three to allow approximately 1.5 million square feet of light industrial development and roughly 34,000 square feet of commercial and retail uses known as the country mark. So the proposed project includes a specific plan amendment, and this amendment would modify the permitted land uses in Planning Area 3, so combine Planning Area 3A and 3B to restore the area into one planning area. as well as removing the country mark and reducing the number of industrial buildings from six to five while maintaining the same square footage and the same uses allowed by the specific plan. So here you can just see a visual that the 2026 modification is proposing to restore planning area three as one planning area. And here's another visual where you can see that the proposed project will be removing the country mark and reducing the number of industrial buildings from six to five while maintaining the same square footage. And uses. The proposed development project is consistent with zoning and complies with the design standards of the District of South Bay specific plan. Industrial uses are permitted use for the specific plan and industrial uses are compatible with uses within the vicinity. Access to the project site will be provided by two primary routes, Leonardo Drive, which the CRA is responsible for its construction, and Stamps Drive. Both will provide local access to the industrial uses. Additionally, buffers between the light industrial uses and the adjacent residential uses will be provided. And these buildings will be set back from property lines ranging from 70 to 113 feet. And the torrents lateral, which you can see highlighted in blue, will provide an additional 75 foot buffer between the industrial uses and the residential uses. So per the specific plan, the project requires 778 parking spaces and the project will actually provide 1,368 parking spaces. This exceeds the requirement of parking by roughly 44%. The project also includes amending the vesting tentative track map and providing revision to the subdivision. So there is one correction with the staff report. The subdivision is actually to subdivide the property into seven parcels, now five, as well as the Landfill Operations Center new lot number is seven, not 14. The project was reviewed against the city's general plan for compliancy and was determined to comply with several of the city's general plan policies. Some policies to note are general plan policy CHE-G-6, which states to explore opportunities and seek funding to remediate and develop brownfields as sites to spur economic development. So the 157-acre landfill is a brownfield site and is being proposed to redevelop with a mix of residential, commercial, and industrial uses. General plan land use... Policy number LUR-G-13 states to ensure adequate buffers and transitions between industrial and residential land uses as sites are developed in redevelopment. And as previously mentioned, the project provides buffers from the industrial uses to the residential uses ranging from 70 feet to 113 feet with the torrents lateral providing additional 75 feet. And lastly, general plan policy CIR-G-5 states manage parking demand and supply through the provision of adequate and convenient facilities. So the project proposes to remove the country mart aspect of the project as well as reducing the number of industrial buildings from six to five. So this will reduce the overall parking demand and traffic to and from the site. So here you can see the proposed elevations for the project. The industrial buildings will be designed in a modern aesthetic, so it's gonna incorporate blue glass, aluminum storefront, and metal entry canopy to just create a visual interest to the property and break the monotony. And additionally, the proposed height, maximum height for these buildings will be 46 feet, which is way below what the specific plans allow. It actually allows up to 65 feet, and they're proposing 46. So furthermore, prior approved mitigation measures for safety will stay in place. Some of those measures include the buffer between the light industrial uses and the adjacent residential uses. Loading areas will be screened by the orientation of the building, as well through fencing and landscaping. And tubes still fenced with acoustic windscreen will be installed to help buffer sound. In regards to truck circulation, there will be no trucks permitted on residential streets, no truck access on Avalon Boulevard, and no queuing on public roads, to name a few. Additionally, no outdoor industrial activities will be permitted in restricted areas between the hours of 10 p.m. and 8 p.m. Again, these are all existing safety measures from 2022 that will remain in place. There are no changes. 8 a.m. So just to reiterate, the proposed project proposes no changes to Planning Area 1, Planning Area 2, or Development District 3. It only proposes modification to Planning Area 3 by removing the Country Mart and reducing the number of industrial buildings from six to five while maintaining the same light industrial uses and square footage of previously approved. So for this project, a CEQA guideline section 15-168 consistency memo was prepared as the project is only proposing removal of the country mark and reducing the number of industrial buildings from six to five while maintaining the same uses and square footage. it was determined that those substantial changes were identified that would require major revision to the 2022 supplemental EIR and overall the project is consistent with the 2022 supplemental EIR and reduces the overall development intensity of the project site. So for the meeting tonight, public noticing was done in accordance to the Carson Municipal Code. In addition, the mailing radius was expanded to 2,500 feet. Therefore staff recommends adoption, recommends the Planning Commission adopt resolution 26-2902 recommending to the City Council approval of DOR amended vesting to new track map and CEQA consistency memo as well as adoption of resolution 26-2903 with the correction of removing conditions 11 through 16 in regards to DIF and CFD. This will be addressed in development agreement, which is under the purview of the city council. And I believe Assistant City Attorney Jones may have some additional requests.
yes thank you miss pompey um madam chair members of the commission we have a walked on revised version of resolution number 26-2902 which has been distributed to you copies are available for the public if they would like and those those edits were essentially to make clear that the Planning Commission's action tonight on the development and site plan review and the vesting tentative track map and the CEQA findings as a recommendation to the City Council. And then we also have some edits to resolution number 26-2903, which I will read into the record. The first edit is there are several blanks you'll see throughout the recitals and the conditions of approval and throughout the resolution for dates and entitlement numbers. We just request the Planning Commission's authority for staff to fill in those dates and entitlement numbers after the fact to fill in those blanks. And also to add Exhibit A, which is the legal description. We also would revise the title of the resolution to clarify that the action is to recommend city council making the CEQA finding as well as approving the specific plan amendment and development agreement subject to conditions of approval. We have the removal of conditions of approval numbers 11 through 16, as Ms. Pompey mentioned. We have the section 3B. We have deletion of the words residential, retail, recreation, and. The phrase residential, retail, recreation, and would be deleted from 3B, the finding. We have section four addition of the words, where it says the planning commission further finds the proposed project. We would add the words recommends and recommends that the city council find. So at the beginning of section four, it would read the planning commission further finds and recommends that the city council find that the proposed project is within the scope, et cetera. And section five, where after A, where it says adopt the specific plan amendment with the entitlement number, we would say, we would add subject to the conditions of approval attached as exhibit B, and then we would delete section six, which is an appeal provision which does not apply because it would be a recommendation, the only action would be a recommendation. And that's it, thank you. That's it.

Good evening, everybody. My question is going to planning areas and development. This is District 3, the country mark. I realize that there's a change in the building size. We're going down what is being taken because that part was of a lot of interest to the citizens. I believe we were to have some. restaurants or some other things over in that area, am I correct? Can you tell me what's left there? The change, how it affects, yeah.
So for Planning Area 3, the proposal is removing the country mart, and then it will be solely light industrial uses.
So the country mart is being removed and it will all be light industrial, right? Correct. Just want to make sure you heard that. Okay.
It will be gone totally as it was presented before. That's what we're hearing, right?
So the new proposal would be for the five industrial buildings, so this is a way for the project to continue to move forward with less environmental impacts and not needing more further environmental analysis.

Good evening, my name is amy Smith, and I am a representative of creed la we wanted to voice our support of this project and of this developer and to show our support with your US votes tonight. The city of Carson deserves more projects like this one where we're going to be taking a grimy hold landfill and some waste, you know land and turning it into modern industrial space that is going to bring. major boost to the economy and consider major growth for the years and decades to come this is a truly amazing development and an asset to the city the project is an amazing step to the right direction that Carson deserves the project and this developer are creating good paying jobs that are not going to just be for a couple days couple weeks we're talking about decades of growth development and and the economy is going to soar. This is a healthier economy and the growth for California that we all deserve. Again, we support this project and the commitments that this developer has made. We have a lot of old industry buildings that are no longer welcoming to the new types of industries and that stops jobs and money from coming into the city. I think that we can build and improve our spaces and that will bring so much growth to us. This project will do all that so I hope that you do more projects like this that come in the area, and we deserve a boost to our economy and the community. And Mays and Expedite bless you in deciding the common good for everybody. I am taking community planning at Trade Tech, so that's why I say my age, but there's a lot of new youth and elder people like me that don't have a lot of technology can also get involved. It shows that the city has been dealing with this particular property for a very long time and we've come a long way I am often asked in the community, will we ever see a development at that site? So the residents are ready. The city is ready. The developers are ready. And I think we've come hopefully to a time when all minds are on the same page, which makes me very happy. Good evening, Chair. Hi. It's wonderful. I feel like we've got the band back together. It's great to see you all. So very quickly, as you may recall, about four years ago, my department, working with the City Council, the Economic Development Commission, the Planning Commission, put together a the city's economic development strategic plan. That was roughly four years ago. We have made amazing progress towards the goals and objectives in that. And I know we'd promised you we were gonna do a presentation tonight on that. Unfortunately, our economic development manager, Chris Palmer, is out of town at a conference. So at our next meeting, we have a comprehensive report that we're gonna be sharing with you. That same report is going to the city council on September 1st. So if you want a sneak peek of what's coming for you guys, feel free to tune in. If you recall a couple months ago, I shared with you a vision for the redevelopment of the Carson Civic Center campus. That request for qualifications and proposals closed two weeks ago, and we got three proposals.
Whoa. Congratulations.
We are, as staff, very excited. I can't share any of the details yet. But I will say I'm excited, too, based on what I've seen and what the potential for this 20-acre campus could be in the future. So more to come, Madam Chair. I'll be sure to keep this committee apprised as we move forward. I do recall, though, before we took our little break, I had requested information about the... You know what I'm talking about. On Main Street, the southern end of Main Street, we do not have a left turn arrow, which... you know slows down the flow of traffic there I know we were talking about having the traffic engineer at some point I just wanted to bring that back up but yeah

Good evening again. I would say ditto, ditto, ditto. And that's truly what it is. Let me begin by saying the professionalism of your department is just so wonderful. I appreciate your being ready and having the answers right there for us so we don't really even have to go to the next meeting. It's much appreciated. It really is. And the country mark, again, A lot of our residents, that was a hook for them. So I do agree and wait to see where those things are going to be added on later on. But for the reporting and for this commission, the way that we huddled together as a team is so refreshing to me. I wait in anticipation to see what it is that we're going to be presented at this workshop that's expected of us I guess we need to roll up our sleeves a little bit more, but it's wonderful to be back and to see everybody and to know that everybody is really ready to answer or dig in and get the answers for us. Wonderful to be here this evening and I think the project spoke for itself as we've stated and we continue to restate that we appreciate all staff's efforts to put these presentations before us. but it's a collaboration also with those developers or those principal folks that bring a lot of that information and somehow or other you're able to work through with those applicants, developers, all the entities. So thank you for the comprehensive report. And again, it's always great when we have good players that we can work with and help make this city even greater. Thank you, I'm complete.
Thank you. So first of all, it's great to be back. It's great to be back. I know everybody's been busy working on, all you have to do is drive through the city. There's so much going on. And since we last came together, if you're driving down Avalon, and you're traveling south on Avalon, and you get past the freeway, you're looking at, what is it called, the Manhattan Square? Manhattan Square. And if you have not had a chance to go and look at those town homes over there, They are absolutely mind-blowing gorgeous. The developer who started that, of course, is a part of the team that's working on this project as well. And then if you look to the east side of Avalon, they're laying – all kind of conduit and things are happening over there. You go through the city and there's just so much going on. We can see our network, our fiber optic network going in all over the city. You see those big what they call wheels of blue conduit that they're putting in. So it's a pleasure to have the traffic blocked because you know that progress is being made. The staff throughout, throughout, Carsons, you here, Planning Commission, City Council, all the staff members who are working on the various phases of the different projects that are going on in this city. It's a lot of work and there's a lot being done. We're thankful to our legal team and all those who participate in making this city great. We will be a metropolis. I've claimed it, I've said it, and that's it. So happy to be back. We have a lot of things going on. As we continue our meetings, we will be making announcements. We have the Jazz Festival that will be coming up October 3rd. Our volunteers are going to begin planning that process along with staff, co-hosting with Carson Citizens Cultural Arts Foundation. And our meetings will actually start this Saturday for the Jazz Festival in October. the meetings for the Women's Conference that also takes place about two weeks into October. Those meetings have already started. So that's happening. We just completed a backpack giveaway with the mayor this past Saturday. So it's nonstop, but that's a good thing. It keeps us active, it keeps us involved, keeps us involved. It is with sad news for those of you who knew Wayman Baker, who was a member of the Carson Citizens Cultural Arts Foundation, passed away this weekend. I'm asking you to be in prayers for his family, his wife, Janet Baker, who also lost her son about two weeks prior to that. So the family is going through quite a lot. They happen to be neighbors of mine on my street, on my block. And so life is just, it's fleeting. It's fleeting. And so we don't have time to really dwell on the negative. We must always be dwelling on the positive and moving forward to make things happen. And that's what I love about this commission and this staff. We keep it moving. So be in prayer for that family and any other families that you know may be going through some hurtful times at this time with the loss of loved ones or maybe economic or whatever it may be during these times, but let's keep each other in prayer so that we can continue to lift each other up. And with that, I look forward to the next meeting as well when you're going to...
