Can you hear me? Is it good? Yeah. Okay. Um, so I'm here I'm Chamilleia Denoi. I'm an administr administrative intern in the special projects division. I'm here on behalf of James Nuen, our special projects manager in the community and economic development department to provide an update on the city's brownfield initiatives. Okay, perfect. Okay. So I will start with a brief background on brown fields which um I think some of you guys are familiar with and our current projects our community engagement efforts and then our future initiatives. Okay. So to give a brief background on brownfields for those that are unfamiliar, a brownfield site is a vacant or underutilized property where actual or perceived environmental contamination complicates reuse or redevelopment. So cleanup costs and uncertainty often deter investments and slow economic growth. Examples of brownfields can include closed dry cleaners, old gas stations and landfills. Um, and it becomes important for us to address brownfields because they're disproportionately found in low-income communities and communities of color and contribute to long-standing disinvestment, vacancies, illegal dumpings, and reduced quality of life. So our brownfield efforts proceeds in four major phases which include site identification on brownfield sites in Carson with support from residents. Um our second stage is developing our site prior prioritization with the help from our various partners. And then step three is conducting the environmental assessments to clean up the property for our final step which is the reuse planning of the site. As mentioned, a part of this effort relies on community input. So, we have um our brownfield nomination form that's

available on the city's website, which allows residents to report potential brownfield sites in the city. And the QR code is also on the slide and links directly to that form if there's a site that comes to mind that you would like to bring to the city's attention um for brownfield cleanup. So, moving into the city's current initiatives, the city is advancing multiple brownfield efforts, including the Brownfield Fellowship in partnership with CalState Dominguez Hills and then also state funded cleanup initiatives through the Department of Toxic Substance Controls Equitable Community Revitalization Grant and then federal program support through the US EPA's assessment grant, the Brownfield's Revolving Loan Fund, and the Brownfield Job Training Grant. to give more information on the Brownfield job training grant. This is our sorry on the Brownfield Fellowship program. This is our first year implementing the Brownfield Fellowship with the Cal State Domingus Hills office of sustainability and the city provides lectures on environmental remediation, justice, and land and land reuse. The fellowship um the goal of the fellowship is to give students hand hands-on experience and help strengthen our overall brownfield efforts. So we've had great partnerships um and partner presentations from partners like Seclair which is center for creative land recycling care which is center for applied recog ecological remediation and um Domingus Hills's department of public health for students to get perspectives from professionals in the field. So students are now preparing their perfect pitch in which they will be proposing a brownfield project in Carson um and will be including information such as site history, remediation strategies, future reuse concepts um and also considering things like funding outreach and project timeline. And we hope for these projects to help inform future brownfield projects and potentially our TCC grant

initiative which I will also talk further about. Um, next is our brownfield job training program. So, the city has received the EPA brownfield job training in partnership with the South Bay Workforce Investment Board who will be serving as our training provider. So, this program is really important opportunity for us right now as um refinery jobs shift following the Philips 66 closure and so this will help us transition to more green jobs um and environmental re remediation. Um the overall goal of this project is to enroll at least 70 trainees and place 35 in full-time environmental jobs. Okay. So community outreach is a critical component of both our grant and our broader brownfield strategy. To date, we have sent out outreach letters to 17 property owners um or brokers of known brownfield sites. And through this effort, we have been able to connect with Progeno Drums um who is the property owner of Progeno Drums to support their environmental assessment and move their property toward cleanup and reuse. And we have also partnered with Elma Backyard Farms who is a nonprofit urban farm organization. Um and they will be opening a new location in Carson and we're helping support their cleanup of that site to transform it into an urban farm. And then as mentioned um community engagement is a key part of our work. So we've been out in the community as much as possible. Recently we tabled at events like the autism 5k. Um we were collecting surveys on the comprehensive development be study. And then we also have several upcoming events as well. So, the city will be um participating in the Domingueus Hills Earth Day where we're going to have our Brownfield Fellowship students present their final project pitches and then our um Domingus Hills partner Tony Jihi will be hosting

a Brownfields meets public health event where we will also be presenting and then finally we're going to be having a booth at the Cinco deio festival to continue gathering resident input for the fe study. Um so partnerships is also a big part of our engagement efforts. We have formed the brownfield advisory committee which brings together community leaders, regional organizations, academic partners, county agencies, city departments. Um and the committee provides guidance on engagement, site prioritization, reuse strategies, and ensures that our decisions reflect community needs and expertise. Um, we have also partnered with Dominguez Hills on the Brownfield Fellowship as mentioned and South Bay Workforce Investment Board on the Brownfield Job Training Grant. And we're also building new partnerships for the transformative climate communities grant that we're working on um with groups like Grid Alternatives, who's an energy provider, APEN, which is the AsianPacific Environmental Network, who is a social advocacy group. Um and then care and alma backyard farms. Okay. Um to guide this work we have developed a community engagement plan that is centered on equity, environmental justice and public health. So it outlines the four phases that um I had mentioned previously which is site identification and prioritization, environmental assessment and reuse planning. And we integrate community involvement in each step through surveys, events, stakeholder networks, and the Brownfield Advisory Committee also plays an important role um in guiding those decisions and this plan um will continue to be refined as our projects progress. Okay. And then moving into our team's future initiatives, which includes the transformative climate communities. So, our team is in the beginning stages of developing our TCC grant application

um which can provide up to 35 million in funding. The TCC program funds climate resilient communitydriven projects um and reduces greenhouse gases and places a strong emphasis on addressing inequities and disadvantaged communities. So, our brownfield work um aligns closely with this to um reduce greenhouse gases, public health improvements um and to have equitable economic opportunity and of course having communitydriven planning. And again, we hope to have our student projects from our Brownfield Fellowship to be incorporated into the city's TCC application. And that is everything I have for you today. Um, our next upcoming event to look forward to is our Dominguez Hills Earth Day where students will be presenting on April 21st. Okay, next item on the agenda, we have a presentation or this project is going to be presented by assistant planner Jacob Collins. Um, and as soon as he he's ready, this is a public hearing item. So, whenever you're ready. Good evening, Chair Thomas, members of the commission. Uh the item before you tonight is for the consideration of CUP 0000001-26, a proposed cosmetic manufacturing operation with um operations consisting of the storage and use of hazardous materials at 2136 East to 23rd Street. The subject's site has a light industrial land use designation in the Carson 2040 general plan. Um the property zoning designation is manufacturing light with a design overlay. Um the site is presently developed uh for general industrial uses. Um to the north is a car dealership, to the south warehousing. Um to the east is a parking lot and to the west is a truckyard with a small training center. The the site is accessed uh via three driveways along 223rd Street. Here we have uh an aerial of the property. Um so you can see the surrounding site context as well and here highlighted is the building in which this uh cosmetics manufacturing operation is proposed. The sub the subject site was recently constructed with uh three tiltup

industrial buildings. Um this was known as the Panaton project. Uh the Pan Panaton project received approval from the planning commission as well as city council in 2020. Um to the right of this slide, you can see a before and after of what the site looked like in 2020 and now what it looks like in in 2026. So the project cosmetics um west is the business they're proposing to operate a cosmetic product manufacturing business that serves as a contract manufacturer of skin care, hair care, fragrance, and other over-the-counter products for thirdparty brands. Uh the proposed operation includes receiving bulk materials, combining those materials, packaging the products, and then shipping them to the um customer. Uh the operation will include 80 full-time employees according to the applicant. Um all deliveries and shipments will occur through the building's loading docks um during normal business operations which is Monday through Friday five Monday through Friday 5:30 a.m. to 11:00 p.m. Here we can see a site plan of the property. You can see all three of the buildings and the top left is the subject building. As mentioned, the site has vehicular access and loading facilities. Um, the loading dock doors are on the south portion of the building. Um, the proposed operation will not include any retail sales or walk-in customer traffic and all deliveries and shipments will occur through those um, loading docks on the south portion of the building. Here we can see a site plan. Um, this this or this is a floor plan, excuse me. This particular floor plan kind of highlights the H3 occupancy areas where the hazardous materials will be stored and mixed. And that's highlighted in red

on the bottom left and the bottom right of this floor plan. So the facility um in in regards to the hazardous materials, the facility will operate in compliance with all applicable federal, state, and local regulations governing the storage and handling of hazardous materials. A lot of that um oversight will come from LA County Fire Department. Um the fire prevention divi division will implement um building state safety standards um including water f water water supply through the California fire code. In addition, the health and hazardous materials division uh will conduct site in inspections to ensure the hazardous materials inventory is accurate and the operations hazardous materials business plan is being followed. Pursuant to Carson Municipal Code 9172.21, the planning commission must make a affirmative findings in support of the conditional use permit to approve given the industrial character of the area, the recent development of the property um through the Panatonia project and the implementation of applicable fire and building code requirements. um staff finds that these findings can be made in the affirmative. In addition, because the project is located within an industrial zone, the commission must also consider um some special criteria applicable to industrial uses. And given that only a limited portion of the operation will involve hazardous materials, um that this the site is generally located in an established industrial area and all activity will occur within an existing building that will be subject to building and fire code regulations. Um staff finds that these findings can be made in the affirmative as well

for the SQL environmental analysis um as part of the the Panaton project in 2020. An initial study and mit mitigative negative declaration was made through the secret pro process. Um this uh ISM andd addressed light industrial manufacturing and hazardous material related uses and determined a less than significant impact. And according to SQA guidelines section 15162, when there's no substantial change or expansion, um there's uh not a need for further SQA environmental analysis for the public notice on this uh that it was posted on site um no later than March 18, 2026. Um notice was mailed um to property owners and occupants within a 750 foot radius. and the agenda was posted 72 hours before the hearing to ensure um so now moving forward with staff's recommendation um to ensure compliance with the Panatonia is M andD staff recommends that a condition be incorporated in the approval stating that prior to project operations the project applicant shall enter into an operational labor agreement with the city of Carson to implement a local hiring program consist consisting of reasonable efforts such as local job fairs. With the inclusion of that previously stated condition, staff recommends that the commission adopt resolution 262901, a resolution of the planning commission of the city of Carson finding a SQ exemption and conditionally approving conditional use permit number 0001-26 to allow the use and storage of hazardous materials associated with a cosmetic manufacturing operation located at 2136 East 223rd Street. I Well, first of all, I I would like to thank you for hearing our case today. Thank you also to the staff. Honestly, since we've been working together, it has been great your your support. So, my name is Gerardo Tufano. I'm the CEO and president of uh Cosmetics West. Uh as um said previously we are um contra manufacturer of premium skin care and hair care products for very well known uh brands here in the US. Our company is also part of the ANA group that is an international uh group and we are very proud to establish our our new home for our North American operations here in in Carson. A small part of our activity um approximately 5% of our business still pretty strategic. Um is is related to hazardous hazardous materials uh involves hazardous materials. Of course those are handled under very strict protocols and regulatory oversight. Uh today we already operate we are not changing the nature of our business. Today we already operate in four different buildings between Elseundo and Torrance. Our company has been founded more than 30 30 years ago. We're proud to say that we have zero uh safety safety accident in our in our so a very successful track truck track record. So this project is very important for us. Uh it's a very important step to accompany our growth. We're really growing really growing and this will allow us to consolidate our operations into a modern stateofthe-art state-of-the-art site um to better serve our customers. Um we have worked with this city throughout the the process. We have already all the plans approved uh fire building uh everything has been already approved. We have of course uh

carefully reviewed the conditions of approval. We are fully aligned with all of them and committing in operating in full compliance with all the apply uh applicable uh regulations. So just in summary, cosmetics is a very responsible, compliant and growing company. So last week, uh, our mayor and myself had a meeting with the owner of the Carson Plaza on Avalon. One of the questions I've been asked most in my short time here with the city is when is our sprouts going to open?

And I'm happy to report per that conversation that we are looking at the end of June. And on top of that, our we were able to connect our newly formed multimedia team here with the contractor who's building the space out and they are going to be doing a behind the scenes tour that will be posted on social media. Uh also for me uh as you recall at the last meeting uh you denied a cup for a BES project battery energy storage system.

Uh the developer has appealed your decision to the city council and that will most likely be heard by our city council and our mayor in the first meeting in May. Landscaping is there and so forth. He's worked really hard and collaborated with our respective units building and safety and engineering to make sure that off street improvements are done as well. Uh, another reason why I want to speak is we have someone that's leaving us. His name is Jacob Collins, our assistant planner.

But yeah, so um this was really my first planning job um out of I kind of did a year in Fullerton as a contract planner other than this is my first full-time position. Um, I've accepted a a good position back in Ohio, which it will be close to my family, which is where I'm from originally. Um, so yeah, um, like I said, this is my first um, it'll be my first and my only professional planning job in in California. So, this will all be I'll consider this like kind of my California home probably always. So, yeah, I I'll definitely keep up to date with what's going on even when I'm in Ohio. So, yeah. Yeah, I appreciate all the team. It's a really It's a great team.

Uh that being said, um I appreciate um you know, the service of my fellow commissioners as well. I do have um two points. Uh, one, I have a lot of neighbors in South Carson, uh, inquiring about the traffic light on the corner of Maine and Lumita. So, this is a very south end of Carson. Um, the light on Figueroa has left left turn arrows, but the one on Maine does not. Uh, which, you know, there's there's a pretty significant backlog there. Is that something that we could look into at all or how does one go about um doing that?
