Ladies and gentlemen, uh welcome to New WSOR's Town Council uh town council meeting for April 1st, 2026 at 7 p.m. tonight. Tonight, this is a call to order. Please join me in the uh reciting of the pledge of allegiance. I pledge allegiance to the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all.
Thank you all and welcome again to our town council meeting. uh tonight's meeting after tonight or at the end of tonight's meeting uh be open to the public to do uh public comment and will be taken at the end of the meeting. Anyone wanting to speak is requested to sign in and shall be a resident of New Windsor. When you speak, please state your name, address, name and address and be advised uh that your time will be limited to three minutes. All right. Um we'll start our first uh item which is should be approval of minutes from March 3rd, 2026. You all should have received those via email from then town clerk treasure Mangus. All right. I will entertain a motion to accept the minutes as written.

Any oppose? Okay. Motion carries 40. All right. We'll start with uh the mayor's report. And I guess I should have had that open. All right. There we go. We have it open over my head. Good deal. All right. Sorry, folks. All right. Events and meetings attended. On March 4th through the 6 uh of this past month, I attended the Maryland Mayor's Association conference held in Annapolis. meetings were held at the historic Governor Calbert House at 58 state circle. Uh March 5th was the advocacy day meeting with the state delegation and uh municipal colleagues. Uh I also attended a legislative sh session on the uh delegate side which was pretty interesting. I've seen them on television but I've actually uh this is my first uh time to uh witness it live. Uh, also on the uh, 5th I attended the governor's reception at the governor's man mansion. Had an opportunity to invite him back to New Windsor and hopefully he'll take me up on that. Um, on the 6th I attended a work session on uh, artificial intelligence in municipal government. Very interesting um, discussion and and education session. Um there's a lot we can learn from that and lot that we could probably utilize to kind of make our jobs a little little easier. Um but uh it was very informative. On March 12th, I attended the Maryland Municipal League dinner at held at Flood Zone hosted by the town of uh Union Bridge. Um the meeting was is our quarterly uh
meeting for community municipalities. on March 16th hel uh held an introductory meeting with the state de state delegate candidate Alyssa Rudolph to discuss uh current uh projects that we're working on and some of the challenges that the town is facing. Uh it was a pretty uh good conversation and she left with the understanding of where we the things that we're facing um on our on a day-to-day b uh basis. On March 21st, I attended the New Windsor Fire Company banquet on behalf of the town. I presented the fire company with the town's annual donation. Um, they were certainly appreciative of it and uh we both uh made a strong commitment to continue to work together and that was uh Chief Kevin or Chief Kramer and I, Steve Kramer. All right. Um on the 28th uh I attended the Carol 250 celebration presented by the historical society of Carol County. Uh this event was held at Sunday mornings at Savannah. The focus of the event was a historical women of Carol County specifically Mary Bostic Shelman. It was uh again another informative session and uh left there with a lot of knowledge that I didn't have when I when I attended uh on the 28th attended the FSK athletic boosters and bull roast uh and that was at the fire hall and for the entire month I attended all uh town meetings and uh internal budgetary personnel and project planning meetings and that's my report for the month of March. Any questions? All right, we'll move on to our council committee reports. We'll start with community enhancement and community
relations. Councilwoman Schultz,
thank you, Mayor. I'll try to talk fast because I have a long report this month. Um, I also attended the um some of the same events as the mayor like the fire department banquet and the MML, but I also went to the HSP board meeting and they just hired a new director and I was on the interview panel for that, Carol County Downtown's meeting, the the ribbon cutting at the HSP's new Stoner Avenue facility and interviews for the new town clerk. Okay, some one of our lovely audience members made this beautiful flyer or gave me this beautiful flyer. So, my first note is about town beautifification day, which is Saturday, April 25th, starting at 8. And um our former council member Sharon Gribbon Lindamman, who used to organize the event, has agreed to help again. And she's going to work with Allan on our public works staff to get the plants and she's going to show up that morning to help us be organized and decide where to plant everything. So, if you want to help, just be here at town hall at 8 that morning, bring your gloves, bring your gardening tools, etc. Um, the Carol County Downtowns group had a lot going on this month. I I've talked a few times about the story map. There's a link for those of you on the council if you want to click on it. This and then this report. Um, I'll put that piece on Facebook. That's the Sykesville map. Um, which is the only one that's already active because they did it on their own. This project is being supported by um the county and the county IT staff and each town was invited to admit to submit information about 10 sites and the idea was to sort of marry history with commerce and I think a couple of people on the council gave me some ideas. Some people in the heritage group gave me some ideas but then I had to do actually quite a bit of research and everything had to be 150 words or less which was
not easy. So, um, all of that's been submitted and then the IT person sent some things back to us. Mostly it's what's called alt text because the pictures have to be accessible for ADA. So, I've got to do some edits on that. Um, it's part of the county's 250 this celebration. So, I want to publicly thank um the county IT and the county economic development folks for supporting the project because without their support, it would really be impossible. They also had a speaker from Empower Maryland. Um, which is I think did Gary did we use something like that when we did the lighting here in town hall? Three projects with
them previously. Lighting here uh the uh tennis courts and down at the plant.
Yeah. So, this is for any small businesses out there. This is a great program that provides um assistance for homes as well to reduce energy consumption and some of the services are free and and all of them are low cost. Um and then there was somebody there from the small business development center and they asked everybody to remind businesses especially to look at their calendar because they offer a lot of free trainings for businesses. Um there's also see if I bring it. There's also the uh county put out their um tourism guide. I did. This is what it looks like. It's got a couple of cute little bulls on the cover here. One of whom we learned since this was done has passed away. But it also has several mentions about New Windsor in it. So you can find it online electronically. And it segus nicely into my next bullet, which is about the the Barn Quilt Trail, which is a um a driving trail where you can see all these quilts that are painted on barns. And there's actually four New Windsor locations featured in that trail. As I mentioned, HSP hired a new director. Her name is Jennifer Greybel, and she's actually been there for quite a few years and was the chief programming officer. I think she's going to be great. As I mentioned, the shelter opened. Um, what HSP does is it provides homeless services, but it also provides a lot a cadre of other things. And one of them is help with utility bills and people can just show up or call them. And they also offer tax preparation for people who qualify. And I have a correction to another minute where we said that the town had applied for this heart of the Civil War Heritage Area Grant, which we actually did not. we changed our minds and I had already put it in my report and forgot to pull it out. So, um, basically the reason we decided not to apply was because you
have to have matching funds and they can't be government funds and every project that we have already has some government funds involved in it. So, that's all I have there. Thank you. Public works, Councilman Hoffman.
Hi, good evening, everyone. Public works high lights for the past month include uh with the winner behind us, uh public works has removed the salt boxes from the town trucks, uh cleaned them, and stored them so they are ready for next winter. The town trucks have been thoroughly cleaned from winter's salt and are ready for the year ahead. The dump bed has been installed and the fleet is ready for duty. Public works stained the boards on our trailer to ensure its longevity. Public works had the Kabota fleet of mowers serviced and they are ready for duty. In fact, public works have already mowed several of our parks. Public Works has readyed the other equipment like sprayers and string trimmers for spring summer use. You may have seen the public works crew around town in the street sweeper. They have cleaned the street several times in Oldtown and the developments as well. You may have noticed public works removed the Christmas wreath. The wonky weather we experienced lately prohibited the removal of the decorations earlier as originally planned. Uh, public works will be installing the veteran banner soon. Uh, public works reinstalled a stop sign and one-way sign at the quarter at the corner of Union Bridge in Maple Avenue. The sign was knocked down by a wayward tractor trailer that was traveling incorrectly through town. If you know where that stop sign is, you can't imagine the tractor trailer being there, but it did happen. Um, to jumpst start the town's beautifification day, I'll foot stop this. April 25th at 8 a.m. uh public works cleaned up leaves in the town park making our job a little easier. Uh the planning commission we did meet in March. Uh the planning commission approved the Carol County 2024 water resource element report. It's on our
agenda I think a little later to talk about. Um the planning commission continued final review of the comprehensive plan. We have a handful of pages and I think it's just a handful of pages maybe five pages yet to review as a group. Uh we are then going to perform a quick individual re read through of the document and then it will be coming to the town council for review and approval. Um, Chairman Schultz, Mark Schultz will be um providing an overview, kind of an executive summary of the things that we've changed in the comprehensive plan to to aid in your review to let you know what has changed. Um, and then we'll go through that process to get that um through and approved. Our next schedule meeting is Monday, April 27th at 6 PM. uh participated uh I participated in all the monthly town council and planning commission schedule meetings. I attended the monthly state highway administration virtual meeting on the town streetscape project. I attended the quarterly MML meeting and dinner. I participated in all the first interviews for the town clerk treasurer position. I attended the lunchon in honor of Dana uh showing appreciation for her service to the town. And I also met with uh public works supervisor uh Toby and I toured uh completed projects around town and we discussed the upcoming projects uh that we'll be doing here in the near future. Good evening everybody. Uh for my personal updates for the month, I attended the council and work session meetings. Um for the water and sewer side, repairs have been made to the town's Atly sewer station after a motor failure costs were $6,000. Ongoing repairs to the town's SPR blower system. A blower failed costing and costs are expected to exceed $8,000. Public works was notified of a sewer backup at the reserves. Crews were deployed twice to breach the clog. Camera inspection revealed a broken Ty. Uh, public works met with four contractors to get pricing based on the depth of 15 feet and the need to remove half of the driveway to make the repairs and that led to a lack of interest. Um, only Mid-Atlantic Utility submitted a bid and they were hired to complete the repairs at a cost of $15,000. Uh, public works will begin flushing hydrants in April now that the water tables have returned to normal. This will require two weeks to complete. Please see the town Facebook page and website for more information. Uh MDE is reviewing the Atly Weld data. Some changes were made on the administrative side of MDE and the town will now need to resubmit an application for a well permit. Once completed, we will receive a certificate of portability for around 20 gallons per minute. Town staff not notified the county pending the sale of 1000 Green Valley Road, which is the old middle school property, uh to ask for assistance to provide clear and defined separation of the public and private utilities. We are waiting on a response to if they will pay for the installation of a concrete vault and meter. That concludes my report.

Good evening, everyone. I attended the town council meeting as well as the work session last month. Also attended the overdose prevention coalition meeting. Also attended the Red Cross blood drive on the 12th. And that night went to the MML quarterly dinner meeting. Health news and notes. For the Red Cross blood drive, we collected 31 units of blood. That's up from 20 units collected at our last blood drive. This represents a 55% increase, which is great. So, thank you to all who were able to get out and donate. Our next blood drive, and you'll hit us a lot, is on Friday, July 31st at the New Wor social. So, please register and attend if you can. Uh on the morning of March 11th, a child was struck by a vehicle in the Snater Summit community. DPW very swiftly installed temporary crosswalks and additional signage to help alleviate some of the difficulties the residents have navigating that intersection. So, thank you to Director Meyers and his staff for their fast attention to this matter. Upcoming meetings and events. We have another community disposal event on Saturday, April 18th, where they'll be collecting medication and sharps, as well as household hazardous waste and document shredding. And like I mentioned earlier, our next Red Cross blood drive is on Friday, July 31st. Public safety and health notifications from the Carol County Health Department. Okay. Uh good evening. Uh the new clerk treasurer uh the interview committee consisted of Mayor Cornick, Councilman Schultz, Councilman Huffman, Director Meyers, water sewer billing, and project manager Hershey, town manager Dye, and former clerk treasure Mangus. uh prior to her leaving on March the 20th. Uh the committee interviewed six candidates and the top two were interviewed a second time. The three references checks were done for the top two candidates. Uh the only one reference for the other top candidate returned questions. Two of two of the three did not. The unanimous choice by all committee members uh except Dana because she had left by then was Virginia Reinhardt. All three reference checks were very good and recommended we hire uh Virginia. Uh Virginia goes by Ginger and she starts next Wednesday, April the 8th.

Um second thing I have is the Army Corps of Engineers planning assistance the states or the PASS program. The planning assistance program is authorized by section 22 of the water resources development act of 1974. Under the program, the core is authorized to use its technical expertise in water and related land resources management to provide assistance with water resource problems and needs. A town manager was contacted by Chris Hine with Carol County about this program in reference to Hyde Quarry as a potential water source for New Windsor. Hides Quorey is a 60acre parcel of land owned by the county located on Jason Town Road. After discussions and several emails, Mayor Cornick, public works director Myers and Town Manager D agreed to give the county approval to submit a letter of interest to the Army Corps of Engineers. Uh the letter uh of interest is from county board of commissioners and the town and request a comprehensive study to determine feasibility and economic viability of developing water supply infrastructure to utilize Hides Corey as a water supply for the town. feasibility study has been ter been determined to be at no cost or obligation to the town or county. So if approved, this would be a free visibil feasibility study that the county will take the lead on working with the Army Corps. The county has all the information related to the Corey and GIS data. they can provide the letter signed by border commissioner president uh Joe Vigliotti and needs to get Mayor Cornick's signature tonight which I've forwarded to him already. And then lastly, uh just a reminder that the SHA Maryland 30 sidewalk retrofit project, the public hearing, I'm sorry, public meeting is Thursday, April 9th from 5 to
7 pm at the New WSOR Fire Department. That's all I have. All right, any questions? Any questions? All right, thank you, Town Manager Dive, public works director. We'll go back to Councilman Brock. All right. Um, Snater's Summit installed new stop sign and temporary crosswalk markings in Town View Circle, conducted field reviews of traffic flow and intersection conditions, identified safety concerns at Maryland 31 access, coordinating with county and state agencies on long-term traffic solutions, notified residents to reinforce traffic control and pedestrian safety expectations. Maryland 31 project conflict of storm water and public sewer provided sanitary sewer mapping and field verified data along Maryland 31 to state highway administration due to storm drain conflicts. Town manager and director to meet with SHA if needed. water main repair at 104 Maine. Issued invoice for about $6,500 for contractor related damage to the town's water system on Lower Main Street after a contractor hit the water man with a drilling rig. Contractor's insurance agent reached out to the town for an invoice after they received the town certified letter requesting payment after we concluded they were at fault. Operations adjusted work plans to address seasonal priorities and ongoing needs. Managed public work scheduling, staffing, and daily operations. participated in Clark treasurer interview process. Continued long-term water resource planning and regulatory coordination. Maintained focus on system sustainability, operational flexibility and compliance. Coordinated with MDE to renew water appropriations, worked on water system issues related to Town Spring Parks and Projects. Town staff worked on RFPs for Lions Club Park painting roofing and roofing project and sulfur springs park.
worked with staff on adjustments to the half court in Atley due to flooding risk. Public works supervised installation of the skate park lighting system and made changes to ask to add dusk to dawn lights for security costs uh for security costs will be covered with a grant. That concludes his report. All right. Thank you, Councilman Fra. We will move on to community deputy deputy McInness. I have the mic. I guess I'll move up to where normally. All right.
All right. Um, so I have two months here for you guys because I missed the last one. I apologize for that. There was some last minute changes that uh I learned about council day. So I'm here with you guys tonight. Um, good thing is we don't have uh too much to get caught up on, but there are some definite uh trends here that uh I'd like to address. Between 2426 and 4126, the Carol County Sheriff's Office had 54 events within the town of Newscl. This included six accident reports, seven alarms, four all other calls, one building check, three civil, one domestic, two frauds, three medical, five parking plates, one recovered property, four suspicious recalls, four suspicious calls, uh, one theft and 17 traffic stops. Out of those, eight calls were found to be recorded. On June 17, 2026 at 3:30 Knock, a collision with a deer was reported on Maryland 31 at Tivis Lane and no injuries uh were observed on the occupant. On June 27, 2026, a trespassing was reported at the town watershed property on Bower Socks Road. Once the subjects were identified, this incident was handled civily per town's request. I know we got a little bit of uh um feedback on that that folks that we made identifying the subjects, but uh you know they were down there passed a posted metal no trespassing sign just so everybody knows um it was a clearly marked sign that was actually in the picture that they posted on that fire. So I don't know what people want us to do. I mean if it says no trespassing means no crowd trespassing. So um it's just plain and simple but anyhow on 3126 at 1:51 p.m. a vehicle rollover uh was reported in the 100 block of Green Valley Road. This was collision involving two vehicles and one subject was transported to shock trauma. I believe uh his condition was was okay. I can't really
release any more than that on that matter. On 3826 at 8 a.m. a domestic was reported on Lambert Avenue. Three parties were involved and all claimed assault. No injuries were observed. Uh proper documentation was completed as well as a referral to the district court commissioner's office for charges and that case still remains open. that's in my hands. On 31126 at 4:43 a.m., a vehicle collision on Maryland 31 in Town View Circle was uh reported. It ultimately was discovered that the vehicle again struck a deer and the driver required medical care. And I apologize I missed this one. Um Mr. Commissioner, I'm promoting you there earlier, but uh also on 3126 at 9:25 a.m. was struck on County Circle. Um, and to my knowledge, it was a juvenile subject that was waiting for the box. Correct. Correct. So,
we uh we're working to address that as well. Um, and with that being said, I just wanted to bring up, you know, I had sent an email about maybe some some measures of doing corrective enforcement there and everything else. Um, I have been at the location, made a few traffic stops there. I've made some observations as well. I want to move the speed signs up, but I really don't have good anchor points for the speed signs. So, I don't know if we can put one in, you know, when you're entering into town where the town of New Winter sign is. Um, I don't want to drill through a state sign uh and and put black holes into it. So, I think if we can put a post in the ground, if there's one available, maybe we could we could put a speed sign up there, but just remind everybody that it's 30 miles an hour, right? I think people forget that it,
you know, it's 30 miles an hour there. They think it's 40. So, um I just I want to get those up as soon as possible. And also the batteries for those signs. I know I sound like a broken record with this, but uh the batteries are not very reliable. I've got I'm down to five now that are currently working. I think five or six, but I have 10. Uh so, I don't know if we can maybe and I know we we usually order some new ones every year.
Yeah. Yeah. We were in constant discussion with them about that, but if um I could get new batteries that might be for that. Um and then on 318 26 at 7:48 a.m. a late reported hit and run was documented in reference to a damage to a retaining wall at 206 High Street right across the street. Um the striking vehicle was unknown. Um on 32726 at 3:54 p.m. a hit and run was recorded in the 400 block of High Street. A delivery truck was observed striking a parked vehicle before leaving the scene. And on 41 26, a fraud identity theft was reported on Hatley Ridge. That was the day that was open name that is open. Um yeah, I think as far as um I think I hit all the topics I wanted to there. I just want to include National Night Out is Tuesday, August 4th from 6 p.m. to 8:00 p.m. I wanted to have the flyers ready tonight, but I'm just going to have to to c next council meeting or drop them off uh in the meantime um because uh it just that that got away from me today. Um but I'm looking this year to maybe get some sponsorship involved with it. I know that the town is committed a little bit in the past. Um but I know Miss Teresa, you're involved with the local business association. I think if I can get a letter head over to that, maybe see if there's any support that we can get from the the town uh businesses and see if they want to participate, get their signs up there. I think that'd be great. But it's it's I got the information packet. We have a lot of uh support from 7-Eleven and other other companies uh within the area, which would be very helpful for um but just just want to get the word out about that as well. Um that's pretty much all I got. Well, we appreciate that report. Um, I would like to say I um in reference to the uh Town View Circle um
uh measures that we've taken. I'd like to commend the public works department for kind of following through on that quickly. I I went by yesterday and right around 4:00 when the elementary school bus came by and it I think I think those measures are are doing exactly what we were hoping they would do. So, um, you know, kudos to our public works department for getting right on that. So, all right. Any other qu any questions for Deputy McGinness? You do. You have a question? Yes, sir. Gary with Yes.

You don't have Oh, she hasn't started yet. I'm sorry. I guess Kim should probably give you a report. All right. Well, can I give you a report? Unofficial.
That's unofficial. She says, "I don't want the job." Chalk chalk it up the habit. All right. We'll we'll have a treasuries treasuries treasurers report on uh May 1. Okay. All right. Water and sewer billing clerk. I I do not have much to report tonight because I have been pulling double duty with the clerk treasurer duties. Okay. Um
and can't report on either one of them. I can't. Um, as far as fourth quarter delinquent accounts go, we are at $4,482. That's 11 accounts. Of those 11 accounts, 10 are on a payment plan with me. So, one one account was passed you. Uh, he's a newbie to town. We've talked on the phone and he now understands. Oh, yeah. Okay. Gotcha. So, we're we're good to go with that. And uh first quarter water bills went out this week. And what was the total for those 11 accounts again, please?
$4,482. Okay. Yeah. Nice. All right. Thank you. Better than 20,000. Oh my gosh. Or or that 45, right? Yeah.
Um I'll mention this. Uh this is just a personal comment. I want to thank uh the town staff for coming together to um cover the duties of our uh clerk treasur. You guys have done an amazing job. I mentioned to the town manager, I can't imagine the stress that you guys have been under to try to get first from uh basically doing the interview process like the next starting the next week and then uh hiring somebody with expediency and then getting them onboarded. Uh town manager Dy, thank you so much for doing that. You've done a wonderful job with that and for the rest of the staff as well. You guys have done an amazing job taking care of the such an important role and I appreciate that from each and every one of you.
All right. Um, do we have a code enforcement for so far? I do actually. Oh, that's awesome. I didn't want to assume. Okay. So, code enforcement officer Amarie Bel. This is your first, isn't it? It is. Wonderful. Let's Let's give her all of our attention. No, no, please don't. Please don't. Um, so I've had two complaints and one of them, um, well, they're both for excessive trash in their yard, either in the front or the back. Um, one of them has been taken care of. I did a driveby on Monday and that one's cleared up and I'm still working on the other one.
So hopefully that'll be taken care of by the end of the week. Spectacular first report. Okay. All right. About two weeks. Yeah. After two weeks. All right. That's awesome. Okay. Yeah, thank you. I say again it's been an honor to still be here in the community and I spent about four months in my role. So again Charles took on the role as a query manager in December and I had opportunity past few months here to start again. You bring about 15 years of experience. So from the southwest down to New England. So environmental issues, you know, mining in New England very similar to what we experience here. So uh we do understand that we're part of the community and um what we do is definitely making sure that we can take every complaint seriously whether it's a daily or weekly, you know, concern. We want to make sure that we're able to get that feedback and be able to act on it as fast as we can. Um, we have long-term concerns as well. Over time, we can get to be on the same page and make sure that we're addressing this concerns as well. In the meantime, you know, feel free to contact me. I'm always at, you know, the door is open, the quer is open. You want to make a quick stop, but definitely we hope to continue to build the relationship that here again big goal is you know number one making sure we're we're safe we're doing what we're supposed to do um either in our side as well as what comes out engage as well my goal ultimately is to make sure that the future of the mind is secure um some things that we're doing as you know expansion on the south is It's been
planned that we would obviously Q4 this year. Um that involves also getting new trucks again new trucks means we have to get what's updated what's environmentally friendly tire for equipment so that we actually receive one this year and next year we're going to get another truck. So basically replacing the old equipment with newer ones and making sure that we can u you know continue to keep the platform as well. I encourage everyone here, council members or even member of the please any concerns at all. It's not just

Kirk Yuri, for those of you who don't know me, been here forever, I think. Been a long time. I think 21 years in this office. Wow.
Yeah. So, I've passed a lot of the management that we um we are still working in the north, mining in the north. We are we Charles, his team are looking at going south and the next five, six years, we'll be going directly to the south away from the town. We're in the planning stages of that now, meaning when to strip, how to strip, where to strip, where to put that material, how to handle that material. Um, many years ago, if you remember the my plan I rolled out almost a decade ago, the north pit is going to be filled with overburning. from the south pit and then whatever overburn is left is going to go to the west along old New Road. So that's all in a planning stages right now. We're still doing concurrent reclamation. Um and we're all internally thinking about going south, but we're still going to be mining the north for another three or four years. Um, in recent months, the biggest complaints I've had where some trucks are sneaking out of our plant and are coming into the town and going where they're not supposed to be going. So, we've addressed that the best we can. Dealing with truck drivers is like good luck dealing with sixth graders. So, we're doing our best there. Um, and other than that, um, there's some internal sinkhole we're dealing with, but that doesn't really affect anybody outside of our BM. So, but we're dealing with some internal sink holes. Other than that, that's kind of the the focus for us right now. Um the plant has seen a significant slowdown in the economy
right now. So, we're looking at putting the kil down here for a week or so. Um our finished mills are grinding way too much cement and we're not selling it. So, we're looking at a little pucker factor and we're going to slow down and and hopefully we we we can put cement and the train rail cars to store that and keep the kill running, but it's not looking very positive.
So, that's kind of where we are business-wise. Um, we really need to get this Iran thing over with and get this kind of going out. Uh, because right now we're not seeing any any big projects being motivated for us to sell a lot of cement. So, that's kind of where we're at. I'd love to feel any questions that you may have. I do have a question. So, when you mentioned that you were going to be moving south, you said five years, you said five months. At least that's what I thought I heard. Well, stripping and mining. I'm talking mining rock out of the ground. Okay. Each spot is stripping and for preparation. Okay. We're on a different plane.
Okay. So, five months for stripping and mining and and what would the impact be for the community with that? Just just we're just you'll see a lot of internal activity of the quarry. There shouldn't be any impact because none of that stripping material leaves the quarry. We store that inside the quarry. So in the summertime,
we got to be careful of dust dried areas. I I hire people to come and spray um mag chloride down on the roads to keep the dust down. So I if if you see if we get a little miss in July with with some dust visual dust out, you know, we'll give us a call. We'll get on that. We do all the roads and all the stock piles. Um, we we we do as needed. So, that's that's that's the only thing I would say. Okay. All right. To that, it's going to help us finish the mask. So, we can
Okay. Right. So, there's no visual impact or anything that you wouldn't know it if you for the stripping. Those guys better be doing um concurrent reclamation or don't get a size t up their butt. Well, hopefully it doesn't get to that point. All right. I have one other question.
Sure. Go ahead. So, the last time you were here, we we mentioned to you when you leave town going south on 31, you start coming out around the curb, you is a huge rock pile and and you you made that same face when I said that to you last time. And we were under the impression that most of the time we wouldn't see anything like that because of the BMS, but it's it's I mean, does everybody else know what I'm talking about? Yeah. So, the county code allows us to have matured for one year. Okay. Before we have to concurrent reclaim it. Okay.
The issue with it's not an issue that the the current reclamation means you you throw stuff down, you build your 3 to1 slope 50 foot high and you put top soil and seated. We have to have the top soil and that material. We always don't have that until the next stripping section we go to. So, as we build that lift, it may be six or seven months until we get to the next top soil layer that we can cover that burn with cuz it's real. I mean, that rock pile is really really high. You're talking on the right here on the northeast side.
Yes. Right. Right in back of what I would call the Barby house. Yeah, Barb. Exactly. Right behind Barby. Right behind Barby's old house. Yes. And I'll talk to about that and that's what the south stripping would help us faster. We just run out of room. Oh, okay. I get it. I mean there's not much. So do that. So let me ask you that. So uh some some residents have joked that we should name it give it a a name mount something. But are you saying that that's going to stay and you're just going to put top soil over top of it and seed it and seed it?
So Reformation is ideally you build a pyramid. Think of the Egyptian pyramids, right? That's concurrent reformation. Okay? Boom, boom, boom, boom. So when you're when he's done the north end of all that waste, when he gets done, it should be just a green hill. Okay. Let's see. Kurt, when when when you first built those BMS all along the property, we were under the impression that with that angle of the burm that you put in, we were not going to see anything beyond that
from center line per MDE 10 foot above the road. Yes. Our stacking goes way above that. Right. We we were we were under the assumption Yeah. We were told that we were not going to see the mounds that you build inside because of those BMS that you
presented during that perming time is I said that we're going to have concurrent reclamation as we build a lift. We're going to stack soil. We're stack burn spread soil and seed it. The problem with those statements were I didn't realize we're running out of material. We we don't have enough good soil in back of the overbur. We have more overburden than top soil. So there's a delay there. County code says we have a year. Anything above the burm above current recommendation within a year has to be done.
So where are we with that? Where were we in that year? So it's still the last we made. It's probably close to seven or eight months and that's when we step status before the end of the year. That should help us how much we need. So by mid summer we should be that that north northeast should be covered with top for the end of the year. before the end of the year it'll be we should have all the tolerance from stripping to complete that contractor if it's good. So what I'm hearing is that it's going to be there. It's just going to be no matter what we're going to see.
It's going to be there but it's just going to be in a form of a yes over time it's going to be seated green. Could we Okay, we're running out of room. Okay. Well, let me ask you this. Um, you guys did a great job putting trees. Could we Could we put Could we put evergreen trees? I don't I just throwing out an idea. Well, we can, but we're going to knock them down at four months, six months. No, I'm not saying today. I'm saying in addition to the green grass that you're going to that'll eventually be
so MDE and so conservation we can't have trees growing out of the side of our lifts because groundwater the theory is it rains you get ground water down the roots of the trees and it erodess the sides of the BMS okay even my my sediment ponds I can't have any trees run out of my ponds because of that theory. So,
we can work at the best we can starting to cover some of that stuff up. Um, I'll talk to Charles and see. He what he's saying is we can't get to the soil until we go south. Let's I'll talk to him and look we'll we'll get together and see if there's anywhere we can steal some soil. It would be nice to have a scenic view out of Councilman How Howard's neighborhood. Well, I'm being I'm being I'm being I'm being very serious when I say that.
Um you know, when I ride through their neighborhood, I see if I stop if I'm at your house, I look out and I'm like, my goodness. I mean, beyond that, I can see it going to Frederick. It just it I'm talking about the beautifification of the town. I'd like it to look as a mayor. I'd like it to look like it's we're not under construction. That is and let me look at the timing, but I'm I'm pretty sure Charles was right. We have to the end of the year per county code to fix that. And we have a plan to fix it, but let me see if we can't get together and see what we have at Union Bridge or somewhere that we can't start dressing it up a little bit. Sure. And that's the best I can do. Okay.

Um we will start with the recommendation to adopt the Carol County 2024 water resource element requested by planning commission uh chairman Schultz. Um that was in our packet of information tonight. Correct. Uh sorry, town manager. Do you want to handle that?
Yes. Um,
the resolution from Chairman Schultz, New WSOR Planning Commission, approving the 24 2024 Carol County Water Resource Element is like mayor said in tonight's folder, recommendation for council approval of the water resource element or to provide any additional comments uh that you may have. Um, the plan element is one shared document intended to be adopted by each of the nine county municipalities. The goal is for each municipality to adopt the entire document uh excluding the system specific sections for the other eight municipalities. So what it is, it's a very extensive Connor, you have it up. It's 330 some pages. So it's all the county uh system specific uh sections and then each of the municipalities uh specific sections related to um current future uh water sewer and storm drain uh product uh projects. Um the development of the 24 water resource element has been a very long process and the county actually hired an engineer to um prepare the current version uh that again is in tonight's folder. Um each municipality reviewed their system uh specific sections and provided comments to the county. New WSOR Planning Commission reviewed and approved the WRE and New WSOR's uh specific sections and are recommending the council approve uh the 24 Carol County water resource element. Uh upon a upon council approval, the council must hold a public hearing. That is new requirement by Maryland Department of Planning. Uh the county's target uh time frame to adopt complete the water resource element is the end of August. So we have a little bit of time and I recommend council
approve the per resolution prepared by New Windsor uh planning commission chairman uh that's in that we have here. Um and and then we'll do what we'll do then is advertise for the hearing in May, allow the two weeks for the hearing to be uh uh in the paper and then hold the public hearing at the June 3rd council meeting schedule-wise. That's where we are. And that should get the adoption prior to when the countyy's looking to finally adopt it. Any questions on that? So, we're looking for approval tonight, right? Yeah. I would recommend.

Um hopefully every one on the council has had a chance to familiarize yourself with the u proposal um in the in the folder tonight for the water reclamation uh resource thing of water reclam um I'm sorry hold on for a sec. Yeah. If if if I may add to all the things that Gary said, um just to make you guys feel feel comfortable with this, this is the the water resource element that we've been working with Carol County on. This is the the public hearing that that our planning commission went to and joined the the county's um hearing on to to make sure there was nothing. But um in in kind of layman's terms, I pulled out that this whole thing for us is to evaluate the water supply, wastewater, and storm water to ensure the projected demands are consistent with the availability and capacity to meet those needs both short and long term while maintaining or improving water quality. So all those capacities that we've talked about in other of our our water um meetings that that we've had, we ensured that New Windsor was represented adequately in in the the resource document. So you know everything that we have and all the situations that we are dealing with are currently listed in here. Um so that it's in the the whole county plan. So everything we talked about is in here. the planning commission made sure of that. We did the public hearings and and that's what we're we're really talking about right now.

Greg, I'm not fully I've read your document. It's being approved today with Carol County. I'm just curious and I know you stated some things tonight about water supply. What did you encompass in that plan for your future water supply? What what did you look at? what future endeavors you're going to pursue for a potable water supply. So the portable water supply are our current wells that we have the the wells that we are looking about bringing online and we also have discussed that we have first right to the quaries long-term
the pond up there when it's we finally shut down right understood that fine right okay so did roof's meadow come up at all in this conversation Gary maybe you want to address roots meadow Um, it's in there as a as a future
future source. Um, specific section here. We can be detail discussious on how that was captured. I know I do know that ropes is is part of our current uh permitted water capacity even though it's been offline for for several years. Um so I I don't see I don't have it here right in front of me with specifically the or plans for that. Um, but I I would recommend that you set up a meeting with Director Myers and myself and we can we can talk about that.

I had a a phone call and an email from a resident who um happened to be at a local nursery and saw these military statues and ended up in a conversation with a veteran who was there and the veteran said he would like to purchase them and donate them to the town. Um I have some information about them. They're 24 in approximately 24 in high. They're a concrete that is mixed with resin. She said that she would guess they weigh about 40 pounds each and they have all four military branches um representative. She was under the impression that I could just unilaterally make decisions about what happens in the parks. Well, you're in charge of parks. I said, "Well, no, not really." So, anyway, I said, "Well, I'll bring it up in a meeting." So, I just that's what I'm doing. You can see the the pictures and um just want to see what everybody thinks. So again, these are going to be if we decide to do this, they would be donated, paid for and donated by um a very generous person in the community. All right. Um if we're interested in doing that, that the they would go into the memorial park right here. We have a few things that uh would probably are being considered for that that area as well. If you remember um we received um a plaque um just to refresh your memory, we received a plaque commemorating the uh Vietnam traveling Vietnam memorial uh event that we had here in October. And one of the ideas was to in uh place that plaque or insert it in the Vietnam Memorial
uh monument position just below the Vietnam existing Vietnam Memorial plaque. This one specifically is from a donation from um Bablin Vault. Uh this one specifically mentions the Vietnam memorial uh c or not celebration commemoration. So um I'm saying that to say we have a couple things going on there. So we have to consider that. Plus we talked about how really we need to do some work on the information that we have there because we've right
had some things happen since the last work on the park. and specifically there are members who are deceased members who are not noted on some of the plaques there. So that said, there's a considerable amount of work that would would need to be done at that park. um placing the plaque in that one monument is going to take probably take a it's going to be a big not an overwhelming endeavor but it's going to be considerable because you're going to have to take the monu monument apart to get that one in there or we could put a smaller monument in front of it. They're just ideas, but um we have some decisions to make on that. And this is just another another item.
Actually, we don't I I don't know that we need to have a motion or anything tonight. I think we can kind of think about it and talk about it uh at the work session if that works for everybody here. Yep. So, um, last year, and I apologize because I basically forgot about this, but we talked about possibly buying some planters and everybody was sort of consensus. It wasn't a motion that we would look into that. And my thinking at the time was we need we have the the fountain park and we our resident donated some planters there and we have flowers that we needed a couple of other places around town where we had something that was you know again my my title is you know community enhancement flowers enhance communities. So, um, I put a note in this document because when I really started originally started thinking about this, I what I thought would really be nice is when you have period lighting, you often have the ability to put hanging baskets on it. And if you've been through some other communities, they have those. And at the time, we did not know when the streetscape project was going to happen, but now it looks like it's actually going to happen after 30. How many years, Dave?
32, something like that. We don't like to Yeah. So, putting that over here, you know, maybe we don't do anything about the planters right now, but I enmarie was very helpful and did some research and um one of the reasons we picked the ones that we you see in the document um is because this first company has free shipping, which was very unusual for um something this heavy. Um, a lot of them the shipping cost almost as much as the item. That first one is concrete. Um, it's pretty simple. I was trying to find something simple. There are a lot of things that are um, you know, sort of fancier and prettier, but we have a lot of architectural styles in New Windsor, so that it's a suggestion. Further down, the second one is the same exact product. It's just a different website that sells it. And then the last one is um basically nice plastic. It's not concrete.
That's the concrete one. Yeah, the other one is this one here. I don't have I'm not scrolling. Yeah, that's the concrete one. Yeah.
Yeah. The very last one on the document, which is round, is the plastic one. Um I have a couple of It is a lot cheaper, but you have to pay for shipping and then it's not a lot cheaper, then it's a little bit cheaper. One of the major concerns I have about plastic besides is the fact that I don't like it how it looks as much is that I think they'd be pretty easy to steal, even filled with dirt. You know, somebody I I had a planter stolen right off the side of my house about a year and a half ago. Somebody just pulled up, opened up the back of their car, picked it up, and put it in the back of their car and drove away. So, that's one of the reasons I'm not a big fan of plastic. But, um, it also I just think that, you know, the aesthetics of the of the concrete are a little bit better. So my question for everybody and the money would need to come for town from the town activities fund which I didn't actually ask Gary to put it in there yet. So um I'm not sure where we would be with um affording it. Um another idea that I had is we would just start with one or two. We went we walked around a little bit. We think we could put one right over here outside the door and I thought maybe one down near the Dealman. Um, I was going to go to the Councilman Wolf Mallow's um, next business roundt and see if one of the businesses would be willing to sponsor filling the planter because that's another cost. We have to put dirt in it. We have to buy flowers. Um, I'm going to ask former councilwoman um, Sharon Lind Ribbon Lindamman because she's an expert to help me pick plants. We need things that don't need a lot of maintenance because, you know, we have the truck with the watering thing on it, but they don't want to be doing that every day. So, those are just some things to think about. So, I really just wanted to bring it to everybody to discuss, see what you all think. And we don't have to absolutely go with any of these designs, but we were trying to find a economic way to do this without spending $600 on shipping,
right? But, you know, when you have to ship something that's that heavy, I'm not sure how they're doing it free, but and we and just just to give everybody and Marie looked for local companies that we could go drive and they just there wasn't a lot of that available. So, this is kind of where we landed for now. And that company has other designs. So, if we don't like that, they they do free shipping. But, what do you all think about the concept? Again, bringing back to we talked about this last year, some of us that were here. Well, I still I I still am in agreement that I think it would be nice to have some of these planters around town with with some flowers in it. I think that always gives a a nice impression. I personally like the ones from Fountain Fool. That that's the one I like that style the best. The the the second one with the pebbled siding. They they kind of remind me of those trash cans you see around that have the the pebble side.
You know what I mean? That's that's kind of what my first impression was. and and I I don't want to do plastic um ones. I don't think that would showcase the time very well. So, I'm still in favor of it. And whether we do, you know, able to do one or two or one one a year and and build build upon it two this year and then maybe add another one next year and so forth and so on, you know, that kind of thing.
Just just so I understand, are we in front of uh Dealman? Are we looking at doing them along the window wall that kind of just on 31? Well, you know, the whole for what I was thinking is if we bought it next, you know, not next week because it's not in this but this town, but this year, but if we bought it like in July, we don't know where we're going to be with Streetscape at that point. So, I don't know if we can where we can put it anywhere, you know. But what I was thinking really was sort of right at the corner is kind of what I was thinking. Oh, you know, okay.
We don't know what we're going to do with that walkway that we just redid with the grant and all that stuff too, you know. So that would be two in a row on this side. It's kind of hard to know what would fit on the other side before the sidewalks get done. Yeah. Glad we're in here. Yeah. It's been leaking. So I know. Councilman Howard, Councilman Frock, thoughts, comments? Yeah, I'm a fan of adding decor to the town. And this might also come into play when we start getting into our sustainability Maryland. We can introduce right this concept into that as well. So yeah,
no complaints personal opinion would be wait for streetscape to get done because we might have a totally different look of where we want things and can't put it where we thought and doesn't make sense elsewhere. So instead of spending the money to Yeah, I brought it back because I said I would but at the time
again we didn't now we already even have a date for the meeting. So I'm fine with putting it tableabling it with again the same thing we did last year which was we're going to do something. I mean, if you think about it, when you drive through small towns that have planters with flowers in them, they just look nicer, you know? It's just it's just attractive, you know. So, I think it's something we should keep on our to-do list at least. I agree with with Councilman Frock about the streetscape thing, but we are not going to be fully out of construction and streetscape till 28 if we're lucky. 28. Um, and it wouldn't hurt to have one here in front of town hall.
Right. Right. We could put one We could think about purchasing one with flowers right here in front of our our town hall building. I mean, that would be my recommendation. Hold off on the others.
Personally, I'm not a fan of the concrete cuz they look nice when they're new. Concrete's going to fade and it's going to change. And moving them things around is a major undertaking. I think the plastic ones with the with the colors and options that they have, it's designed it's designed for weather, for longevity, 10-year warranty on them. They're easy to maneuver move around if you change your change your location. I would go with the the bigger longer 36 or 48 inch long plastic one and fill that with dirt and I think it's going to be pretty hard to see. I would put my my recommendation would be put two right in front of railing here. Can we do that and still have enough sidewalk? Yeah.
Can we do that and still have enough parking because a lot of people park there to drop their water bills off. A lot of people do. Me? Yeah. I don't see I don't see the I don't see how it would work putting it on the sidewalk in front of the deal. I mean, you're restricting then pedestrian traffic. I mean,
I walked down there. I think one would fit. Yeah. I mean, not the big ones. It would have to be something that was just kind of there. But we can go back to the drawing board because we saw a lot of those long ones. I just felt like I mean what, you know, I'm an old house person and I don't want something that doesn't go with the older homes that we have on the main roads of town. So, if we could find something that aesthetically has that look, um, we could start with this website because we know that they they do the free shipping.
Anybody have any strong thought? It is kind of funny. Gary says the thing about the concrete. This um this one comes with a for $24.99 you can get a bottle of stain when you need to touch it up. So, but does anybody have any thoughts about concrete versus I really don't like plastic. I understand what Gary's saying, but I really don't like plastic. Anybody else have thoughts? No. No strong feelings. No strong thoughts either way. Yeah. Well, Gary, can we if we if we just if we found if Marie and I found a a different style, um what do you think about being able to afford it in this in this budget as it is this current fiscal year?
No, no, no. In the in the 27 you all voted to add add money to that line item for mostly for 50 the celebration. And there wasn't any specific okay direction for that but a significant amount of money was added to that line item. So just town beautifification I want. Yeah. Okay. Right. There's only the year to date to the current budget is only $1,528 left for this fiscal year. Yeah. Know I was thinking purchasing it. Yeah. Purchasing out of the next fiscal year. That's why I wanted to talk about it because I know we're getting to the end of this. All right. So it sounds like we could afford it. All right. We'll do some more research. All right. Thank you.

Okay. So, there were a few minor changes since the March work session meeting. Uh, as I mentioned in my town manager report, uh, Virginia Reinhardt will be starting as the clerk treasurer on April 8th. Um, so I ran more accurate estimates still and adjustments were made that uh, now that we know who the clerk treasurer will be, uh, we made those I made those adjustments to the health, retirement, short-term disability, and life insurance items line items in both general fund and enterprise fund. So our our general general fund revenues and expenditures it's like I say each each part of the budget is balanced at this point in time. General fund total is 1,584,850 which is an increase of $42,910 from fiscal year 26. Um so when you those changes I mentioned are are highlighted when you go down to under miscellaneous in the general fund. Um the healthc care benefit increase an additional 3500 since the last meeting. Um the new clerk treasurer has uh indicated to me that she is taking health insurance but we can I can only estimate them now. She will also she will price that out exactly as one of her first uh things she does when she starts. Uh any number any additional changes should be minimal. It's um I'm a lot closer than I was before. I didn't know the age of the person starting. Um the short-term disability and life insurance was a minimal change actually reduced by 50. It was just a rounding thing from the last time. um the retirement um decreased by 500 and
that's because uh Dana resigned and uh Ginger is not eligible until after a year employment to uh uh start with contributing to retirement. And so I ran the estimate based on when she is eligible which is uh 480 hours uh of her time uh and then it would be 3% of her calculate calculated salary for that amount of time. But what I wanted to point out is that the employee must contribute their own percentage whatever they choose to do in order to get the match from from the town. Um so the revenue excess to balance general general fund line item that decreased by $2950 to now that total is uh 90,878 and that was done to balance general fund minor adjustments to those couple liners. Any questions on general before I move to enterprise? Again, enterprise fund is balanced. Um, total is1,840,31. That's a decrease of 82,581 from fiscal year 26. And those same changes in general fund appear under the personnel highlighted in in gray there. I believe um healthcare benefit increased an additional 3500. Same same reason as as uh as in general fund. The short-term disability and life insurance did not change in this case. and then retirement uh for enterprise decrease 300 again for the same reasons as mentioned in the
general fund. So in the revenues for general fund to balance the last line item in under revenues is the uh enterprise fund reserve transfer to balance line item that increased 3200 to 180,931 from last time. Those are the only changes since since we met last time. Anybody any questions, comments?

Public hearing will be held uh the first thing at the May 6 council meeting and then adopt FY27 bud budget under old business at the May 6 council meeting by this ordinance 040126 that we introduce it tonight and then to submit the property tax rate form to the state by third week in May and once again for the 10th year in a row 10 years no tax rate Those are the next steps to finalize finish out the 27 budget process.

last thing is the wastewater treatment plan ENR upgrade the GMBB's proposal for planning design and bid phase bidding phase services. We've been talking about this actually the last couple meetings most recently at the mark March work session and if you recall due to the threat of severe weather on Q uh the meeting was pushed back a day and GMBB could not attend as scheduled. Um, uh, I explained at that meeting that to stay on track with the ENR schedule and MDE funding, it was very important that the council provide any additional questions, uh, on G GMBB's proposal to me by Monday, March 23rd. I didn't receive any additional questions uh, after the work session meeting, but council member Huffman and I think a few other council uh, members agreed they had one question during that work session. Um the question was for more clarification on uh Bradley Hogan with GMBB's email dated 31226 and that number six reads as follows. Based on MD's published equation for adjusting eligibility based on a flow expansion, we can expect expect Bay Restoration Fund grant eligibility to be reduced to 59.52% resulting in a town share of approximately $6 million. Note, this adjustment assumes an allowable capacity of 125 gallons per day to be compared to the plan capacity of 165,000 gallons per day. 125,000 gallon per day is equal to current limits plus infill lots in the existing uh sewer system area only. Uh so I provided you all with copies of Bradley's response to uh uh provide more
clarification and information uh to his question number or his uh bullet item number six. Um both I did confirm with uh both Jason and Bradley they will be in attendance uh at the April 20th work session to present their proposal. If you look at his answer hope you like math. No.
Uh, he explains it as as well as as can be via an email. Um, but that's that's how they end the the equation. Basically um takes the allowable uh capacity which he mentioned at the 123 125,000 gallons per day uh compared to what they uh planned capacity of 165. And then um that comes out to a multiplier that they apply uh to the uh analysis of the 70.71 uh% um eligibility to get to the 59.52. So because we want to go from 125 to 165, they're expecting a 59.52%.
Yeah. And and and again, the reason our current capacity is 115, right? We all agreed to give them directions to submit the peer at the 165. they use the allowable um capacity of 125 uh that covers the the infill lots to lower to reduce that that difference right otherwise if you took the difference between 165 and 115 it's even be greater right then and reduce it by even more if if I'm following his math correctly yeah so because we want to increase we have to pay more of it correct Correct. Yeah.
That's not that we It's not that we're going back to 125,000 gallon limit like was one of the concerns. It's because we want to jump. We have to pay more for it. Additional capacity. Okay. That's the way I understand it. So, you're still confusing me a little. Are we still when all said and done is our what what is our upper capacity level going to be? What number? 165 or 125? If if MDE approves the per it was submitted at 165.
It'll still be 165. That's if MDE approves it. Okay. So just what you were saying, right? That's just Okay. and it's it's 125 instead of the 115 because they're accounting for infill that in their opinion should be counted for to help us out because it's a little bit less of a jump. Right.
Again, that allowable capacity um has to be approved by MDE. I think the I think the 115 versus the 125 was just throwing us cuz nothing right now is 125. So is that going to be a new possible limit? But because what when I was doing my math, the 125 only gives us 32 additions. The 165 gives us 160. Significantly more. Significant difference. Okay. 250 250 gallons per day per EDU. Yeah. All right. That's That's great. Okay. And like I said, they will be here on April 20th, so

Good evening. My name is Jay Lansman. I'm a candidate for sheriff in 2026 on the Republican primary ballot. Awesome.
Um I've spent 30 years of my life in law enforcement, 26 and a half years with Baltimore County Police Department from teenage cadet to colonel of operations. along the way. He served in patrol, investigation, specialized assignments, commanding, everything from vice narcotics to uh tactical aviation, marine, but also employment, hiring, training, um kind of every everything uh within that the Baltimore County Police Department. And uh when I retired, um I took a civilian job with the uh Westminster Police Department for uh for a few months. Uh it was hard to transition from sworn policing into just uh policy review and grant management. Um although we we did some some really good work getting a $100,000 downtown improvement grant approved for for downtown getting new cameras and and uh crosswalk improvements and things like that in that short period of time. But I I told the chief that look, I'm going to go look for an opportunity to put the uniform back on. I did that in the fall of 2022 at Talson University where I served as their patrol commander and later deputy chief of police. Staffing uh challenges uh required that not only needed to be a uh commander but also uh be involved operationally in criminal investigations um writing search warrants, writing arrest warrants, making arrests, directing traffic, anything we needed to do to maintain public safety on the second largest public campus in the state of Maryland. um in the uh in the summer uh this past summer when we got finished spring commencements and high school graduations, I told the chief that look, I'm going to pursue this adventure here and and and launch this campaign uh for sheriff. I believe that accountability in government is important. Uh, my family's been doing law enforcement for 90 years, starting with my grandfather in 1936, Baltimore Police Department,
then my uncle's dad, three of my my four siblings, uh, cousins, nieces, my son, not a dentist in the bunch. This is what we've uh this is what we do. Um, many of us spent a lot of years serving communities off of Liberty Road, 140, Route 30. Um, and we have deep roots in this county. Uh, I was baptized at St. Bartholomew in Manchester. My wife and I met at George's grocery store in 1992. Had our first date at Carol Town Movies. We moved here uh off of 31 Westminster, raised our family. We are now empty nesting grandparents. I do believe that it's important that folks have a choice at least every 12 years. Um, I believe that now is the time uh for for for that that change. uh some indicators maybe the the big raise that the sheriff is going to get in the fourth term. You know, that's set in law and I respect that process, but it's more than I'm comfortable taking as a retired uh commander. And I plan to donate $100,000 per year of my term to qualified nonprofits that support public safety, youth outreach, and victim services. Another indicator is, you know, endorsing other candidates running on a slate while not while completely legal by Maryland law. When you're talking about the sheriff and the state's attorney, just like the the opening credits to the TV show Law and Order, the people in the criminal justice system, the people are represented by two separate but equally important groups, the police and the prosecutors. There's not a line in there that remember we also raise money together and we're, you know, that's they act as checks and balances on each other. two separate arms of the criminal justice system. Both prosecutors uh the candidates for for states attorney that this go around are aware of my position on that. Whoever is running that office, I will work with them to build cases, go after criminals,
and deliver results for crime victims. But those two offices, they're naturally close by virtue of their mutual goal of delivering results for crime victims. They don't need to be intertwined politically. I'm not here to disparage anybody's service to this county. I'm just looking for the opportunity to execute servant leadership as your next sheriff. Um, I know that name recognition and familiarity is a big deal in politics, particularly down ballot races. Leadership is about more than name recognition and familiarity. It is about judgment. It's about accountability, integrity, and a vision for the future. I think I have that, and I appreciate your time. Thank you so much. Thank you for coming out.

flags for the white poles. uh you have to purchase um and she did send me information from the vendor along with her email. Um the only thing I see there is uh public works is getting ready to hang the veterans banners uh here in the next couple weeks. So we don't want obviously don't want to take up any space for the veteran banners that have been around for many years. I mean, we have all the the poles and everything up the probably similar dimensions and everything, but um I think at least go with the the 33 3x 8 banner. And then they also mentioned, I believe in the email that um we have any known events or any of the municipalities have any known events for the 250th year celebrations, I'll let them know and they can post it on their their website. I share that. I just got that So Gary, my only thought would be um yeah, I understand that the public works is is getting ready to put them up. Um it may be it may be good to touch base with them if we have some polls that we don't have veterans banners on and we already have the hardware
uh that we could interdispense some of them. I don't know that we'd be able to get these quick enough and it may mean we have to rent the lift again to do it. But depending on the cost, it it you know may may be okay to intertwine some of them in there. I didn't get a chance to look at the cost of these in the website which certainly can do. Um we're going to have to get the lift to put up any right. I just didn't know if we would be able to get these in time to do it all at once. This is all new, relatively new from based on when the email came out. new to all municipalities. So, I'm hoping that the turnaround if we were to order them will be pretty quick.
I can check in with price and then when he's back next week, see if we have any any extra space. I'd be in favor of that if we had the space.
I just wanted to share a thought about it. They're also going to give us the every community is getting the big one and everyone's going to get like little handheld flags that we could put in a you know like a jar at the the desk here and people could take one when they pay their bill. We could put some art out of music on the main you know that kind of thing. So the the county economic development is paying for both of those and then the the indiv the pole flags because not everybody wanted those. That was why they they just everybody agreed on the little flags. Everybody agreed on the banner. This was all out of that economic development group. So down I mean the downtowns group. So yeah, but I agree. I think it would look nice to have some of those flags up if we can get them.

So I got home. The reason why I'm standing up here now my birthday is coming up. What I want to do in the community uh is help the community and I want to do different things. I want to do um CPR. I want to also do uh month of health. A lot of our young kids today don't have nobody to turn to. And also I went yes today I went to the boys and girls club and then we have on April 22nd and they're going to bring some people there. So if anybody can come you to come to be a part of it to come and talk about the boys and girl club in Westminster and I'd like you to come. at 6:00 and I think we start at 6:30. I like some of them come. So, we need as a community, we all need to come together and help our youth because they don't have nobody to turn to today. And here's why I'm doing because I worked at Gateway for one year and when I left there, let's have a belief in us. So,
the way the world going today is want to teach our young kids and grandkids all about evil. But in the world today, We have to teach our young kids how to love yourself and how to get along with other people. So I thank you town council for let me come. Thank you very much.
