Okay. I'd like to start off, if the board is okay, we're going to move up resolution number nine. But first, Chief Hoffman, I'd like you to come up and present your candidate.

Thank you, Deputy Supervisor Lombardi, members of the board. Thanks for having us here this evening. We are here for your consideration for an appointment to the position of police officer. We have, for your consideration, Mr. Michael Arini. Mike's a resident of Carmel, of the Carmel Hamlet, native of Yorktown, and obviously grew up in the area, was a volunteer firefighter with Yorktown Heights Volunteer Fire Department, an EMT, and most recently, for the past nine years, he's been a New York City police officer. Currently, well, previously serving as a narcotics detective in Manhattan North. Mike would cover the position that was vacated by the retirement of Lieutenant Neil Brown, and as a former current service police officer, he would qualify for a abbreviated field training session about a month, and then we'd be able to get him out on the road and onto patrol. So for your consideration, I offer Mr. Michael Larini of Carmel for the position of police officer with Carmel Police Department.

Resolved that the Town Board of the Town of Carmel, acting as commissioners of the Police Department, hereby appoint Michael Arrini of Carmel, New York, to the position of police officer, effective immediately, at a transfer rate of $72,584 per year, on a probationary basis, subject to the provisions of civil service law and the civil service rules and regulations. So, good evening, Councilman Shannon, Councilman Lombardi, Councilman Kearns, and Councilman Lugo. My name is Liam Mortimer. I'm a left scout proudly from Troop 1 Mayor Pack. and I'm here to request permission to place a historical plaque at the Old Methodist Cemetery in Mayapak behind St. John's Church. The Old Methodist Cemetery in Mayapac is a very historic location and one of the oldest burial sites in Mayapac. It contains several volunteer enlisted Civil War veterans whose service is recorded in the kinship books Putnam County Men in the Civil War. I have this book with me tonight. These men, Felix C. Biven, Perry O'Cargan, Hiram Hitchcock, Charles Tilford, and Jonathan Dean, answer the call to serve and are listed in official muster rolls in our general records. This cemetery also includes John Coleman, who is documented as an abolitionist in the commemorative record biographies and portraits published in 1897. His presence adds important historical context to the site and reflects the values held by members of this community during that era. I would also like to note that according to Putnam County Clerk Michael Bartolotti, abandoned cemetery properties in New York automatically fall under municipal custody. Because cemeteries are tax exempt, the town of Carmel rightfully assumed care and ownership of the old Methodist cemetery when it became abandoned. Regardless of what the deed ownership states, the town is the body overseeing the cemetery. This confirmation helps ensure that my project is being carried out on property legally overseen by the town. As a part of my Eagle Scout project, I'm proposing the installation of a 16 by 20 inch bronze plaque, mounted on one of the stone blocks at the entrance of the old cemetery. The plaque will be professionally crafted and installed. It will be respectful, durable, and will not disturb any of the graves. Its purpose is to identify the cemetery and acknowledge its historical significance to the community. Prior to plaque installation, the location will have to be cleared by moving overgrowth, clearing brush, and improving visibility to the site so it's easy to locate and more welcoming to visitors. My project beneficiaries, Lake Maripak Rotary Club and the American Legion, post-1080, have agreed to assist in the long-term stewardship of my project, helping to ensure its care in the years ahead. If the town board agrees to allow the plaque, here's a sample of the wording I've chosen for the plaque. Thank you.

Do you have a photograph or a drawing of what the plaque would look like?

So... Just for everyone that doesn't have a copy, it has the three symbols for the Boy Scouts, the Rotary Club, and the American Legion in different corners. And the text is a summary of the history of the cemetery, which I briefly summarized in my speech. The plaque itself would look very similar to that, except it'd be all brown and bronze.

that's what that's what my question was so it's going to be a bronze bronze plaque yes raised letters yep just this size a little bit larger a little bit larger yeah what's the 16 by 20. oh 16 by 20. a little bit more than a little bit okay and and this is just one little portion of your of your overall project right this is this is a much larger project just

more than placking the cemetery behind st john's you want to go into a little bit more of what your overall project is because i know you've uh spoken with me in length and i know you've spoken to other board members as well but for the members in the the audience and the people watching at home or the mayapac news maybe you can give them a little bit more in depth of what you're actually trying to accomplish and you know your fundraising that you're going to be having going on in order to be able to install these plaques The mic is yours, so use it.

Okay. So this is the first out of five plaques I have planned. The other sites, I do have sites that I already know where I'm going to put the plaque, but I'm still working on some of the research, permissions, fundraising with the other sites. So this will be the first plaque I officially install. Now, for my project as a whole, my goal is to help recognize some of our local history by finding local locations connected to the Underground Railroad and the abolitionist movement, so we can help recognize some of our local history and preserve it before it's forgotten. How's fundraising going? Fundraising is going great so far. Our next fundraiser, though, is going to be on August 15th over at the VFW, which isn't too far from here. It's somewhere in that direction.

How much have you raised so far, Liam, and what are you looking to raise on Saturday?

Right now, I'm around, I want to say $7,000 and a half. And out of my $12,000 that I wish to achieve, and hopefully my next fundraiser could push me close to that $12,000 and maybe a little bit over. I wouldn't mind that. Were there any other questions I could answer?

So on Saturday, I know, what time does your fundraiser start on Saturday?

Three o'clock, and is there, how can people buy tickets to attend, and if people, if individuals can't attend, is there still a way for them to be able to donate to your cause?

So, I do have flyers around town. I actually went with my assistant here last week, and I went around some local locations. The closest one that I could remember the exact location for is the marina behind the Maypack Library. I put a flyer up in there on one of the windows. Also the CVS, the doors of the CVS, I put a flyer. But hopefully you see some more flyers as you're going around town. On those, I have a QR code to help donate. And also for the event, there are tickets that you can purchase beforehand and tickets that you could purchase at the door. I also plan on putting wristbands on people so they could go in and out because... at the same time which when I was planning my event I didn't know until right after I planned it the town making clubs also have has a big event down the street so that's right the wristbands you could go in and out so it'll be fine yeah and are you asking us for a resolution allowing the placement of the plaque yes I'm asking for permission to place the plaque tonight yes

Quick question, what is that plaque, what is the worth of that, the value? That's gonna be a little expensive now.

So the plaque, I would say between $2,000 and $3,000. Each plaque depends on the site. This site, thankfully, there's really big, nice stone boulders right in front of the entrance that are also like big blocks that put the plaque on, so there's a lot of space. If I'm at a site where, I have a smaller location that I want to put it on. It'd be a smaller plaque, of course. The prices will vary. This one will probably be one of the more expensive plaques for my project, so between $2,000 to $3,000. Thank you.

Do you want to make a motion? Yeah, I'll make a motion, but I just want to give Liam a huge shout-out. I think many of us on this board have witnessed Liam's dedication over the last several months. He's put his blood, sweat, and tears into this project. He's done a lot of work. Last week, he was in... Town Hall here I stumbled upon Liam in the clerk's office with our town clerk Alice Daly going over meeting minutes from the town back dating back to the late 1700s Liam and myself were able to read through those meeting minutes and they were quite fascinating to see how town business was handled back then but it also was an eye-opening experience for both Liam and I to really see how much the town of Carmel participated in the abolitionist movement and helping free slaved individuals within the Hudson Valley. So I know Liam has some more research to do, but I think it's safe to say that the town of Carmel could potentially be a plaque and location, hopefully, as we continue to do more research, correct?

Hopefully if I find anything more than I already have that I think would give me the permission to plaque town hall, I would come straight here again.

Whereas the Town Board of the Town of Carmel acting as commissioners of the Lake Secor Park District has previously sought proposals for maintenance of the Lake Secor Park District property and facilities. Now therefore it be resolved that the Town Board of the Town of Carmel acting as commissioners of the Lake Secor Park District And upon the recommendation of the town engineer, Richard J. Franzetti, PE, hereby authorizes the acceptance of a proposal of Kiko's Landscape in Mahopac, New York, for the performance of said maintenance services for fiscal years, 2027 through 2031. an overall aggregate cost of $24,250 for a set five-year period and in accordance with the annual costs set forth in the proposals received, including two one-year contract extensions in favor of the Town of Carmel for years 2030 and 2031. And be it further resolved that Town Supervisor Michael Kazeri is hereby authorized to execute any necessary documentation required in connection here within. I offer this resolution as read.

Fernzetti, PE, hereby authorizes the acceptance of the proposal of Kikos Landscaping, Mohopak, New York for the performance of maintenance services for fiscal years 2027 through 2031 and an overall aggregate cost of $33,500. for said five-year period and in accordance with the annual cost set forth in the proposals received, including two one-year contract extensions in favor of the town of Carmel for years 2030 and 2031, and be it further resolved that the town supervisor, Michael Gazzari, is hereby authorized to execute any necessary documentation required in connection herewith. Hereby acknowledges the emergency performance of water and sewer district collection systems slash distribution system and treatment facility repairs as fully detailed in the memorandum of Town Engineer Richard J. Franzetti, P.E. to the Town Board dated June 29th, 2026 as attached here to and made a part hereof. I hope this resolution is read.

And whereas such bids were received and opened on June 25, 2026. And a copy of the bid memorandum is on file with Alice Daly, Town of Carmel Town Clerk. Now, therefore, it be resolved that the Town Board of the Town of Carmel hereby awards the bid for Town Hall and Recreation Cleaning Services to Cleaning Services of the Hudson Valley, Garnerville, New York, the lowest responsible builder who met specifications at a contract price for fiscal years 2027 through 2031 at an overall aggregate cost of $266,749, for a said five-year period in accordance with the annual costs set forth in the bid received, including two one-year contract extensions in favor of the Town of Carmel for years 2030 and 2031. And be it further resolved that upon presentation of insurance certificates, bid bonds, and our performance bonds in form acceptable to Town Council, Town of Carmel, Supervisor Michael Kazeri is hereby authorized to sign any documentation necessary to effectuate this authorization on the terms set forth herein. and be it further resolved that Town Comptroller Marianne Maxwell is hereby authorized to make any and all necessary budget modifications and or transfers to fund the acquisition and installation authorized herein. We saw that the Town Board of the Town of Carmel authorizes entry into memorandum of agreement with the Civil Service Employees Association Incorporated Local 840 AFSCME, AFL-CIO, such stipulation to be in general form of contact and attached here to and made a part thereof. Be it further resolved that Michael Kazari, Town Supervisor, is hereby authorized to execute the ever said stipulation and any and all other necessary documentation required in connection therewith. Resolved that the town board of the town of Carmel hereby appoints Samuel St. George to the position and title of maintenance worker in the town of Carmel building maintenance department on a probationary basis effective August 4, 2026, subject to the terms of the civil service law and civil service rules and regulations at a CSEA group five, step one salary level. Resolved that the Town Board of the Town of Carmel acting as the commissioners of the Town of Carmel Lighting District and upon the recommendation of Town of Carmel Town Engineer Richard J. Frenzetti, P.E., hereby determines that an emergency situation exists with respect to certain lighting fixtures and equipment located with said lighting district and upon Glenita Avenue, within which may adversely affect public buildings, public property, or the life, health, safety, or property of the inhabitants of Town of Carmel, and be it further resolved, the Town Board of the Town of Carmel, acting as the commissioners of Carmel Lighting District, and upon the recommendation of the Town of Carmel, the Town Engineer, Richard J. Frenzetti, P.E., hereby authorizes the repair and replacement of three light pole fixtures, equipment, and appliances located upon Glenita Avenue, by Gianfia Construction Hawthorne, New York, at a cost not to exceed $144,111.83, all in accordance with the pricing worksheet dated July 29th, 2026. And be it further resolved that Town Comptroller Marian Maxwell is hereby authorized to make any and all necessary budget transfers or modifications required to fund the cost of the authorization, including but not limited to utilization and or transfers of funds from the restricted sales tax funds lines. Good evening, Board. About a month ago, we received two anonymous donations in the value of $500 each to two local eateries, I guess, to Our Town Bagels and to Four Brothers. We don't know who they came from. I have tried digging and gotten nowhere fast, even from the locations. So this person is really trying to stay anonymous. So we spoke to council and the advice was to go through the board to put these through. So everything is out to the public. So the donor wished to remain anonymous and expressed their appreciation for the dedication and hard work of the highway department employees. upon authorization by the town board the gift cards will be used to purchase food for highway department employees at various times throughout the year attached are copies of the anonymous donation letter the mailing envelope and the gift cards received for the town board's review and thank you for your consideration okay any questions no thank you very much this is great thank you guys have a great night and thanks to the anonymous uh donor that enjoy those bagels whoever it is out there i will find you

Number two and number three is Rich Franzetti, a town engineer. The first of his two items is to consider a request for a herbicide treatment, upper and lower tea kettle spout leak. Hello, Rich.

Hi, Deputy Supervisor. How are you tonight? Good. How are you? Good, thanks. Good evening, everyone. Deputy Supervisor Redd, this is the, we circulated a request for proposal for upper and lower tea kettle herbicide treatments to seven contractors in May 21st of this year. It was also posted on our webpage. RFPs were received by the engineering department on July 9th. Three companies, Pond and Lake Connection, Princeton Hydro, and solitude lake management submitted proposals it's for a multi-year proposal to perform aquatic herbicide treatments for both the upper and teakettle lakes it's effective for three years commencing around on or about may 1st 2027 and ending in 2029 and with the unilateral options sole discretion of the town of cornwall to extend for two one-year periods copies of the course are provided so The lowest bid is Pond and Lake Connection for a total cost of $32,000 from 2027 to 2031, and $37,000, that's for the upper tea kettle, and $37,000 for the lower tea kettle for a total of $70,175 for the five years for both lakes. The others were appreciably higher. have been forming pond the lake connection has been performing these professional services adequately for the teakettle park district since 2013. this will be included in our budgets going forward and we recommend that the pond the lake connection be award given this so is this something that we're mandated to do just uh no we're not mandated to do it but the park districts that the the chair of the park district dan pearsall has asked that we put this together every year and they want to apply it because the lake is pretty has a lot of algae in it this year so but this comes up this comes out the town of carmel pays for this correct no the only the the district in the lake park district the teakettle lake park district are paying for this so specifically similar to cassie or similar to secor they have their own operating purchase so any other questions all right and

Bridge number three is consider request to acknowledge emergency repairs.

So there's a bunch of these on here. Um, so these are in excess of $10,000 Carmel water district, six Shell Valley, well pumped July 1st, B and J plumbing. Uh, I alerted the engineering department that well, number three had failed. There's an invoice in the amount of 11,319 to remove and replace the well pump. There are sufficient funds for the repair. Carmel water district three emergency water supply. on July 1st, and from our key operators of Carmel Water District 3. Boy, I really messed up that thing. That's all messed up. Sorry. And notify the Engineering Department of need for voluntary water restrictions in Carmel Water District 12. In order to maintain an adequate supply, InfraMarket requested deliveries on 72 through 75 from Dirkham Water, and the deliveries for that water was 11,750, so that was just to maintain water during the voluntary restrictions. We have good, obviously with all the rain, water supply is doing much better. Carmel Water District 8, water mains at 47 and 51 Glen Ridge. There's an invoice in the amount of $14,646. To perform blacktop and lawn restoration, it was performed from June 22nd to June 26th. There are sufficient funds. Water District 8, the Allen flock mixer, the variable frequency drive mixer, and the PLC SIM cards and recalibration. Operator for Water District 6 alerted the Engineering Department of storm-related issues at Water District 8. It included the replacement of the alum chamber flock drive, temporary wiring, temporary bypass of filter one, second chamber variable frequency drive, installation of a permanent variable frequency drive and controllers. Overall, the amount of $13,433.60. Carmel Water District 9, pump replacement on 713. B&J, the operators of Carmel Water District 9, notified the engineering department at 7.5. Horsepower pump for well number three failed. Pumper related parts were replaced and sent new. There's an invoice in the amount of $14,572 for the repair. There are sufficient funds. However, a budget transfer will need to be submitted. Those are the ones that I have for you this week.

I'm sure most of you guys saw in the newspaper a couple weeks ago we had a Netflix production onsite here at the Town of Carmel. It was a fantastic operation. THERE WAS NO TAXPAYER EXPENSE AT ALL RELATED TO THAT FILMING. I WANT TO THANK THE BOARD FOR ALL THEIR ASSISTANCE IN HELPING US OUT THERE. I KNOW LEAHM TOUCHED ON IT EARLIER, BUT THIS SATURDAY, AUGUST 15TH, LEAHM IS GOING TO BE HAVING A FUNDRAISER AT THE VFW TO HELP COVER THE COST OF HIS PHENOMENAL EAGLE SCOUT PROJECT. I BELIEVE IT STARTS AT 3 O'CLOCK. COME BY. THERE'S GOING TO BE SOME GREAT FOOD FROM THE EXECUTIVE CHEF FROM THE BRIARCLIFFE MANOR. IS THAT RIGHT, LUGO? Bradcliff Manor. There's going to be swimming, ice cream, there's going to be a ton of cool stuff coming, so come on by and check it out. And the last thing, I want to congratulate the Mayapac Wolfpack Gold 8U travel baseball team. This past Sunday, my son's team, they ended up winning the Greater Hudson Valley Baseball Championship. There was 100 teams that competed in the tournament from Connecticut and from New York. They were a 7U team playing in the 8U division, and they were able to take home the championship Sunday against a club team, the Westchester Fire, from Lower Westchester. They had 16 kids comprised from Yonkers, New Rochelle, Mamaroneck, against 12 kids from Mayapak, and they put a beating on them. So congratulations to the EU team for winning the championship.
