It's been recommended to amend chapter 32 of the city organizations for planning and zoning membership. The city attorney, Sam Nelson has reviewed the ordinance and indicated that he is unsure that the state law would allow for the mayor or city commissioner to vote only in the absence of PNZ commissioner So he suggested removing them from being included in the seven member portion and including the mayor or city commissioner as an ex-officio member instead, so they can maintain situational awareness on behalf of the city commission and provide input if needed. So a motion is made for a first reading. That would be just one, just a motion. Or in discussion on that, you want to talk about that?

And Lisa Hinger with this chamber of commerce has requested for the city commission to authorize alcohol to be consumed but not sold at the corn carnival in conjunction with the wheel and noids where alcohol event cups cups will be sold for the event and the following is the ordinance stating that that is allowable um do you have any questions for uh lisa i do so they buy these cups Any of the noise or the wheel and they fill them with the alcohol there. Yep. And then they have to carry them across the street to be in the fence for the car show. No, it would be for the carnival weekend. Oh, for the heart of a separate weekend. Oh, okay. So is that, that's downtown?

I just don't think in a kid for a kid friendly event that the corn carnival is, and it'll always be a kid friendly event because I remember when I was a kid, I don't like the idea of adults walking around with alcohol in any way, shape or form, no way to control it. No fences. No, I. I think you're asking to open a big can of worms here, and I think that's gonna detract from the kid-friendly atmosphere of the corn carnival. So I would be against this whole concept other than what Commissioner Garner suggested, which is a couple of fenced-in areas. Thank you.

Other thing is, if the streets can be closed, you can't block the alley off. The alley needs to be open behind the businesses. I need to get to my alley. I need to get to my business or have notice. The last time the wheel has done that, I haven't been able to get to my business in the back that night. So for me, it's kind of a double-edged sword. I didn't realize it was going in the back. parking lot is fine. But as the city maps it, half the alley is a two-valley news. So you can't block up the alley to our businesses back there. So it's either the alleys, either the cities and they can block it off or the alley is part ours, part of the cities. We have to come up with agreement there of who owns that alley, who has to maintain that alley. Because if it is half ours, you can't block off our back of our business there for our deliveries, even if it is one night. In the past, the wheel has put up a tent, has damaged our property, supposedly our property, half of our alley that has a sinkhole now that is causing the back of the to sink in and cave in even more every year. And the city's idea was throw a little tar in there, oh, they get a little better. I went back out there again today, it sunk some more. So I said, there's two things, kids, alcohol, do we need alcohol at every event in town anymore? And where the location is, you can't block us off. Thank you. So to answer your first question, I think that alcohol is at this event for that reason. You're trying to promote to companies in this community, to establishments in this community, to thrive on this event.

But if there was a year where we really have to gravel a lot, that could definitely shorten their lifespan.
