Thank you for the way that you work in each of our lives. For the times we recognize you are at work and the times that go by so quickly without us realizing all the places you are at work. Thank you for all the people in this room, for the the mayor and the council members and the administration and the support staff that work hard for the benefit improvement of our community and our citizens. Thank you for our first responders and our maintenance and utility crews who work tirelessly to take care of us and keep us safe each and every day. Mr. Please read the title of ordinance 122026, an ordinance amending chapter 155, personnel regulations, specifically subsection 1554E, full-time schedule of compensation of the codified ordinances of the city of North Canton, to add a full-time parks development administrator and to retitle superintendent and operation manager positions related to streets and sewer and declaring the same to be an emergency. Good point. It's not.

Okay. So, there's two parts to this ordinance. The first is adding the new parks uh development administrator position. The second is where we want to retitle the superintendent and operation manager positions to reflect streets and sewer. So, the recommendation also as you heard is pass this one on emergency. Um but before we hop into discussion, is there anything you want to cover Katherine on this? um just that I did email you um that there was a change that the position originally was going to be titled parks um planning and development and I thought it was a long title so we kind of cut the planning out and I felt like last week when we had conversation in committee we focused a lot on just being called parks development and about like just getting grants and getting money but planning is a key core component of the job really strategic planning and leading a parks department. So, I wanted to uh put that word back into it and call it what the original working title was, which is parks planning and development. I also gave you some information tonight to kind of show you uh we talked also with the consultants leading our master plan. Brand Carol is their name and they did uh kind of site this is uh something from the master plan. I also included a draft preliminary uh improvement projects that they have and again this is just draft preliminary. They will present an entire plan. Um, I also want to say last week I did say, you know, the end of the month. I don't remember where my brain was that it's not the end of I was thinking we were end of we were in April and I think Christina corrected me too that when you came around to you it's not the end of March. So it's not next week that they're doing this. It's the end of April where they will present a more complete draft of the master plan. But this was I gave you just to I think some people asked what have they been doing since November. So, it's a little bit of and you'll see it's categorized into um short, medium, long, and ongoing. So, that's kind of the strategic objectives in each one of our parks throughout our

park system. And in the memo, what they just discussed was in that the position that we're talking about um was just that in cities our size between 15 to 20,000 population, they typically do operate with a professional. They say director level position. This is we're calling administrator, not director. Um they do say that it's uh you know not a simply a maintenance focused superintendent as what Brian Hill was and then he retired. So remember we still did lose a 40hour body a full-time person. Um and like I said on the water distribution side the other half of Brian's job we were able to absorb that you know through an internal promotion over there and not have to backfill his superintendent of water distribution. But in the park side, um, and it does say like that they really do think a system, you know, if you do want to have, um, you know, more of the, you know, community interaction, engagement, uh, you know, consider, you know, time developing partnerships and, you know, largescale capital projects, um, looking at funding sources and and the whole development side that does need to be led by. That was their recommendation. Um otherwise like I said last week we would leave it more just a you know maintenance let our parts just be in the maintenance level. So that's just uh the memo with information. Um it breaks it into categories. You'll see what a director would provide and they have like strategic system management financial operational accountability partnerships community lison capacity community engagement public communication oversight of our contracts. We have one at the municipal golf course and and the other one at the municipal swimming pool. And they kind of sum it up with saying, you know, a director is it's not a luxury. It's a strategic and operational necessity. And um it ensures your assets are functional today. And I'm sorry, it says put simply, a superintendent, what we had before, ensured your assets were functional today. A director level ensures the assets are sustainable into the next 20 years. So just food for

thought on that. And again, like I said, a little bit to go over until you get more of a form of delivery from the from the consultants. Do you think we should add parks and recreation because you do have golf courses, two swimming pools? Yes, I think park planning development and part of that the job of that will be to um you know analyze if we're bringing recreation back and if we are how much are we bringing back? We're going to have to bring it back because we have softball fields, we have pickle ball courts, we have We do have a lot of recreation amenities that we are not really um we're not making our money.

Yeah. Maybe not managing to their full capacity. So, I mean they do notice they they share that with us and it is in here in developing they say in developing the parks recreation master plan for North Canton it became very clear North Canton system is more complex than most cities its size with amenities that include two municipal pools. A lot of cities our size have none. An 18hole golf course, event center, 10 pickle ball courts. Some cities wish they had one. We have 10. Multiple neighborhood and community parks and a high demand for athletic fields and numerous other groups competing for space. So that's some of the preliminary that they have found. So, but that is a good point. At some point, we may want to have that added in.

Any questions for me? I appreciate that you did send that further communication over along with the job description. That was helpful to me. I know. Um and based off of our conversation in committee last week, we have an opportunity here to keep this in the one ordinance as is. We also have a second option was included on the agenda where we could pull it apart into two separate ordinances. So, um I don't know how others feel. I totally understand the need for the role. Um, I do like that comment and hear about it being a necessity, a strategic necessity. I would agree with that. And to your point, we do have a lot of things that a lot of other cities don't have and we don't think about that every day, right? Um, I don't know that I want to pass it on emergencies. So, I am going to lean towards breaking it out and I'll leave my colleagues here to voice their opinions on the same parks. Um, I guess, you know, I'm not I'm concerned that the position gets created. I don't care if it's created as part of um, you know, the block tonight or not. And I guess, you know, one thing that I just wanted to kind of look back on is whenever we decided to move forward with the parks master plan, part of the rationale for that, um, those of you who were on council then, I passed out kind of a spreadsheet of money that had been invested with architects, um, with planners on projects that never got completed, never even got started beyond kind of, you know, paying for the plan for them. And that was roughly $150,000. And so we've just kind of been, I always say, you know, grabbing on to the next shiny thing that we see and opportunity comes, we're like, great, yes, let's do this. Um, but we've left a lot of money out there that didn't get used. And so in 2025, we invested $123,000 in a parks master plan. And so I guess my fear is what are we going to do with

that if we don't have a staff person who's dedicated to making sure that that work gets done. So I guess I just wanted to kind of add a little bit of that history there. Um but I don't I don't have an opinion on I'll go with you know majority on how we get it done. I think it should be separate already at the water and street. He's already in that position. Correct. He's doing it. So that should be you know I don't think she means the position separate but more of like separate or separate or sorry separate ordinances.

Yes, it should be separate ordinances and the the the one uh for the street and water department should be an emergency. Yeah, I think what you're saying is that we don't want to delay the ability to change those titles and pay them accordingly right away. I don't think that anyone's viewing that here. I agree with that. I personally think we need to make sure that we're moving those roles forward. Hang on to the parks thing. I think every week we're learning more and I think so is the public and I'm getting some feedback. I'm sure others are and I just think we keep it going the way it is. The parks.

And just as a point of order, if you do break it out into the separate ordinance, that ordinance will still be an emergency just so that it can take immediate effect. Um, you'll give it a first read tonight. Um, but you're under no obligation to pass it on first reading, second reading, even give three if you want. Uh, it'll just be that once it's passed and signed, it takes immediate effect so we don't have to wait the extra 30 days. So, it will still read and declaring the same to be an emergency.

Any other thoughts? I I was just going to say that I think it's um extremely important as as member war points out that there's a lot of complicated issues that are in front of us and you know John John makes some very good points but I think those points are frankly addressed by a director level person and it's hugely important. Um I I don't quite share member Purp's same concern about about splitting uh the issue here for discussion. I just feel that we need to be moving it forward as rapidly as we can. And I appreciate the fact that that you've given um this preliminary report tonight to give us a little bit more to go on.

Actually, I'll echo what you said about getting this report. So this was nice getting this. we have a little more of a taste of what what they've been working at. And I like I said last week, I I'm not opposed to the position. I was concerned about the the rapid pace it seemed to be moving in. Um and then also moving forward without seeing what they're working on. Granted, we still don't have the benefit of having the full plan, but you know, I believe that it is an important position and I and I and I do support moving forward. That said, I think it's one of those situations where it would be up for, as I would think a lot of rules in the city would be up for re-evaluation down the road if they are not panning out, if they're not economically viable. I mean, I don't necessarily mean to say that this person needs to bring in three times what their salary is. I'm not saying that, but you know, if we get to the point next year at this time and this person's doing a lot of heavy thinking at city hall, um, you know, we would have the flexibility of altering it position down the road. So, as it stands now, I'm okay moving forward. Um, I echo what some of my colleagues have said. I don't know that I'm in love with doing it on emergency, but I don't want to see it held up.

Sounds to me like the majority of council definitely wants to move forward with this, but maybe not tonight. that we can pull that position out of the ordinance, create another ordinance. We can have a council meeting following April 6 committee meeting and have a second vote on the ordinance for this position, allowing us time to ask any questions on the information we've received tonight and the information on the job description. And then if any of the residents have other questions, but I think I think we do need to give it its fair shake in times of time and and discussion. All right. This is another item we discussed last week and uh just as it says in the uh in the title that Mr. read. So, we're purchasing a milling machine, which will complement our milling machine very nicely. So, I'm not unaware of any changes. And with that, I would move that we uh pass the first reading of resolution 11206. How many more streets would that affect, you think? What do you mean on the milling machine?

Oh, how many more? Well, uh they're going to start off by practicing, you know, they this is brand new equipment. They've always contracted out milling. So, we are saving money. Our parks service garage has a very terrible parking lot. We're talking huge holes. So, we did get a price from a contractor um to do that. And then we thought, well, let's wait, get the milling machine. And uh we're going to

practice there. And then they have the asphalt, the the um um machine that we purchased a few years ago, the paper, forgot the word for it. Um I don't know. It does smaller jobs, so we can we'll have to see what their pace what their pace is. could kind of kind of preliminary work the bugs out, see how how fast they move, you know, grinding it up and then coming in and filling it with the asphalt and then going over it with the paper machine. So, you can find out from Matt what his kind of estimate is after they get it. Keep in mind it's brand new. They've never had something like this before. I'm assured, I was very worried from a safety standpoint when I saw what this machine does. It's a lot of grinding. I'm saying workers come. Uh but they said uh very safe, very contained, you know, and they will receive a lot of training on operating it.

Since you brought that up, that really would be neat to see what uh you know what the estimate was from the contractor, what we were able to accomplish it with. So uh Oh, yeah. Start to show the savings. And if I remember correctly, the paper goes what about 10 feet, 11 feet, something like that wide. Yeah, it's not real wide. That's how we used it on alleys. We're not going to go down main street or ever hardware that thing. But um it would be neat to be able to see if we can do smaller jobs or even in place of maybe even some potholes, maybe small sections of streets, right? If you remember, Baker Court was one of the first ones they used the PA machine on. It was perfect. And Baker was their first learning experience. And that was what a couple years ago. So they've been they're more wellversed on the paper. They'll get well versed on the milling machine. And then, you know, we've got our guys doing the work.

Thanks for swearing them in. They were everyone was very excited. We went from a new guy coming in to a current guy that got promoted and everybody likes to see that. So, that was really great. Um, I did want to say something very important tonight and I will give you guys I'm going to give you this flyer because this is going to get posted. Um, as you know, city hall is going to be under some renovation, police department renovation as well as a replacement of a 55year-old HVAC system. So, it's currently 85 degrees in city hall right now. And while you think when it's cold out that might be nice, it's not. We're sitting in there sweating to death. Um, so, uh, that renovation um is starting. And so, uh, beginning Monday, that is next week, the 30th. Uh, we are going to have to shut down city hall. We're going to have to close it to the public. Thankfully, CO taught us kind of the road map on how to do this. Uh, so that is going to be Monday, Tuesday, Wednesday, Thursday. That's April 30 or March 30th, 31st, April 1st and 2nd. We were already closed Friday. Friday is April 3rd, Good Friday. So, city offices were already closed. Um, and this is preliminary. We we have been told hopefully it will just take the five days if they run into problems as with construction projects. You never know. Um, we will keep you posted. We'll let you know Friday if we can reopen on Monday. So, we'll post signs around. Um, some positions can work remotely because we do have our computer VO phones now go to they can call the city main number and reach people on their cell phones from remote remote locations. Their computers can all log on, get emails, they can do work orders. Um, we realize there are some areas that are still very public facing. So, this area of of civic center will be open and that's what it's it's going to have some instructions. There's going to be social media blast. There'll be the text alerts. Um, so as far as like the permitting department, if contractors need to come in or anyone doing a project that needs a permit, the permits office will be in here. Um, our inspectors will still be out inspecting, doing their job, code enforcement, doing

their job. We'll have administration, administrative assistants here to answer if we have any administration questions. Um, utilities, um, as far as if anyone wants to pay, you know, their water utility bills, multiple ways to do that that we've said a lot. We have the Dropbox. We have two kiosks. You can pay online and they will still come in and they will apply payments anyone that's dropping anything off. Um and again, you know, can always call and reach us. And uh so that uh we like I said, we we will post actual physical signs on doors if they come in. The police department's still open on the first floor. All of that still we're just talking the upstairs floors. That's engineering and they can work remotely as well and they're out in their jobs. engineering, finance, administration, and the building department will not be on the second floor. So, and then we'll get that out everywhere, you know, letting people know that. So, I'll give you these flyers in case you get any calls or questions. So, um also wanted to say, uh this next week is April 1st and you may have noticed Lo's open. Lo's Crouses huge success. I mean, the parking lot's packed. He wanted to do an official ribbon cutting on April 1st, but he went ahead to open up kind of get the bugs out. Um, but that is happening. Okay, great. And I'll start with what Katherine mentioned. So, um, we still don't have a lot of detailed information to report yet on the Amler grant, the $3 million grant we received for mine investigation and remediation on our Stratavan and Orian properties. But, um, as we talked about before, we are proud it was the largest award in the state of Ohio at $3 million. And tomorrow, we will have a couple representatives from Ohio Department of Natural Resources to meet with us. We're going to go out to the site and look around a little bit. Um, Mr. Graham, our engineer, and myself are going to go down to Columbus in April for an all day uh, meeting with ODNR to get into all the nitty-gritty of the grant and how it works. And, uh, I'm be able to plug in, you know, our other finance and our other departments that'll be involved with it. But, it is exciting. I think it gives us a great opportunity to unlock the potential of that land that's west and north of Meyer. Um can't tell if the snow is still falling, but I wanted to take this opportunity to thank um all of the personnel in our service departments. I think they did just a fantastic job on snow and ice removal. Hopefully, it's coming to an end soon. Um if you were curious, we average 47 inches of snow in a winter. We've gotten 48 so far. So, you know, compared to our average, this is kind of an average winter, but as you all know, we've had pretty mild winters lately. I think we had a 15 inch snow year a couple years ago. So, um you know, I notice it every day when I come into work the difference in North Canton compared to other jurisdictions that I come through. So, um really fantastic job. And then final thing was I just wanted to kind of build on what Katherine and the mayor said. Um most of my career I've been a director of

planning. So I suppose it's something that is near and dear to my heart. But um I do think having a strategic planning role really having those kind of roles at the city in general. You know, tonight we talked about parks, but being able to have people who can look longterm and I mean, everyone is capable of that, but I think the issue becomes a lot of times, and you all know from your jobs, um it's really easy to get caught, you know, putting out fires or um thinking for the short term, and there's nothing wrong with that. I mean, it's part of life, but I do think it's important that we think about having roles where we can have people on the staff who are tasked more at strategy. And of course, if that roles approved, certainly they're going to look at day-to-day things with um uh Steve Shank and our parks department. But, you know, we do have a lot of potentially momentous decisions about the future of some of our parks assets moving forward. So I just wanted to encourage you again to think that you know having somebody who wakes up every day and is kind of tasked with that function is a pretty important thing as our consultants mentioned in the master plan. And so I just wanted to acknowledge that here and I think the future is really bright by those people representing us. So that was exciting. Um to your point, we did have a really rough winter and I think because of that they're having more work now. I think that you know I saw them out again today around the corner from my house. I saw them on Apple. They're everywhere. So kudos to them um and the streets department. And then lastly, um I I want to join uh member Pratt here in talking a little bit about um our permits and inspection process. And I have a bit of a personal story. So last Friday or last Friday, last February, my wife and I, we had a new furnace and air conditioner installed. And the permit um was was pulled by the vendor. The work was done fine and everything was complete. Well, fast forward to last week and I got an email from our city's permit tech, Julie Durjinski, and she emailed me to inform me that we had failed to have the final inspection of our furnace and uh and air conditioner. Um, probably something that the vendor, who is a very well-known, highly reputable uh company, they just forgot to mention. So, I set it up for this past Friday. Inspector Mike Porter came out um and And it turns out he did uncover a bit of an issue. Uh thankfully not a major safety issue, but some very small portion of the work is not done to code and ultimately would have caused the the furnace to prematurely go put and uh yeah and so um Miss Porter even took the time to to consult with u Mr. Van Gundy uh in terms of making certain that what he was seeing was outside of code. Um, so I just wanted to take a minute to to thank um the entire U permits and and building uh crew uh for

All right. I will just give a little more details about the Easter egg hunt that that several people have mentioned, the Easter egg extravaganza. Um it will be held here at the Civic Center on Saturday starting at 10:30. And the way it works is um kiddos go off in age groups starting I believe with the youngest and do their egg hunts and then the volunteers all rush to like spread eggs at the next spot. Um so there'll be activities. The Easter Bunny will be here. There'll be adoptable bunnies from a hoarding situation who need homes. So that that's special to me. Um and some really great partners putting that on. The YMCA is um doing games. Mission View Church is coming and doing games. Meyer donated eggs and candy. The Chamber of Commerce is involved. The library is involved. So, a really great just kind of community effort. And then that's preceded by a pancake breakfast here at the Civic Center. It's $10 um 9:00 a.m. and you can make reservations by calling Arrowhead if you want, but I think you can also walk into I don't know. I did last year, so I feel like you can walk in as well. Um then since we've kind of been talking parks and recreation, the Lions are accepting um floats entrance for their Memorial Day parade. So if anyone's interested, you can reach out to the Lions about that. And going way way far ahead to July 4th, um there will be that festival happening in the afternoon that Trisha is planning and has mentioned, but booths are available for that now. So, and any nonprofit is welcome to come um at no charge for that if they do a children's activity. So, there are paid booths and and free ones for nonprofits. That's all.

So, um not to be confused with my love of American sports cars and the V8 engine, my employer is uh going to be issuing me a plug-in electric hybrid, which required the installation of a charger. Um the the contractor got the permit, and it was the smoothest process possible. Mr. reporter was lovely when he was out. They inspected it and so but no, I was just going to say because a lot of times um I hear comments from people about the permit process and how heavy-handed in North Camp and when in fact we're following state law or that the process is difficult and um I found it to be pretty easy. So just figured I'd defin you guys a second. Um, the other thing I wanted to share, I wanted to share that uh, Katherine and the administration um, has been wonderful on a couple uh, issues I've had uh, residents reach out to me about. So, thank you guys very much. Um, and I definitely want to thank you guys for that. Uh, the other one is again I want to thank uh, Mr. Enzetta. Um, I I feel like I have shared this already, but I guess I'm looking at the calendar. We had a committee meeting last week.
