A resolution to authorize the mayor to accept a water line easement from Meyers Stores Limited Partnership.

This easement... is associated with the velocity hill road project for browning they are going to be extending a water line over to hill road from the rear of the meyer store and as part of that we need to get a small area easement that runs from the water line on the back side of the meyer store over to the browning property which then will extend out to the road so this is the first of multiple easements that we'll accept on the browning site as well for public utility extensions thank you any questions for mr hare

A resolution to authorize the Mayor or designee to enter into contracts with the Director of Transportation for the widening of US Route 33.

Mr. Peebles, this is you as well.

Thank you. The ODOT has reached out. This is a typical procedure for them is to have one of the jurisdictions with the route runs through to provide consent for this. We've done it on all of their projects previously on 33. Just a reminder, this is a project that will take Route 33 from two lanes in each direction to three lanes in each directions. from Jender Road to, bless you, to 270. The project is expected to begin in the fall of 27 and take about a couple years to complete.

I think we're all very excited for that to happen. Yes. And dreading it at the same time.

Absolutely. Actually, it's not going to be as bad because everything's going to be done in the middle. So we won't have the lane restrictions. It'll be a little bit tighter, but not restricted. That's great news. Mr. Bennett?

If we do not enter into this agreement, do we become responsible for this part of the highway?

We are becoming responsible for this portion of the highway regardless. If we decline to do this, I'm not sure what that next step for ODOT is. The project would still likely proceed, but we would also have responsibility coming much sooner. uh right now that some of the discussions that we've had they are waiting until this project is done and the warranty period is over for us to take uh take responsibility of of maintenance on 33. ah so this project helps push our responsibilities out a little bit yeah yeah yeah okay yeah let's say that forward i didn't officially do that miss emmick i was just saying let's do it okay mr peoples in the um

the resolution section to the second bullet it says the city agrees to assume and bear 100% of the cost of those features requested by the city which are determined by the state blah blah blah as unnecessary for the project do you remember several years ago we voted on the cable for protection between the lanes if it's deemed unnecessary by ODOT and the highway organization.

we would have to put that in this is going to have a center wall down the entire length of that so we we won't have to worry about that but basically what this is is uh we did the same thing on the gender road phase six project where uh we upgraded the aesthetics of the fence and the signage on on the overpass we had to pay the difference they would they would pay for a standard um galvanized chain link fence we we upgraded that um to the the aluminum pick it, I guess, what you see now.

Okay. So they'll pay for the wall that's being constructed?

Yeah, if we wanted to put CW stamps all the way down through there within the jurisdiction, we would have to pay for that. So will there be any... That's not, I'm not advocating for that. That's what I heard. will there be any green space at all in the center there i don't believe so okay yeah there's gonna be a breakdown lane uh in that they're based on some of their other other projects uh they'll leave that that space for um for that okay thank you any other questions for mr people's

A resolution approving the mayor's appointment of Chuck Milliken to serve the remainder of an unexpired four-year term as a member of the Planning and Zoning Commission expiring on December 31st, 2026.

Mr. Mayor. Thank you, Mr. Moore. With the retirement of Joe Wilenthaler, we have an opening on planning and zoning. After looking through several applicants, I thought that Chuck Milliken being on this side of planning on city council for four years would be well-versed in filling that role and being on the planning and zoning side of things. So I brought his nomination forward to you. Any questions for Mr. Steger?

I have a question. How many other applicants did we have? Just curious.

Lucas? About five.

OK. Good.

We have two really strong ones and it seems like we could be having some openings in the future that they could be filling. So we have some strong candidates.

That's great. It's a tough commission, so that's good.

I'd like to just say that I think he would fit the role well, serve the city well. I think that's a good pick. Chuck did a good job on council for four years. He's been an active member of our community. He lives in the downtown area. He's knowledgeable on just how municipal governments are ran in general. So I think it'll be great. So good choice.

In ordinance authorizing the mayor, city administrator, and finance director to seek financial assistance from the Ohio Public Works Commission for funding of the Hill Road Winding Project and declaring an emergency.

Thank you, Mr. Moore. As we've discussed, we are looking to put in an application for OPWC funding for the Hill Road widening project. This will take it to three lanes, basically from Kings Crossing, the future roundabout, up to where Green Gate had put in the turn lane up there. And we're still working through part of the process. This is, there's many different steps as far as the, and the application goes. We'll have a public meeting on this, not a public hearing, just a public meeting. What we did, if you guys remember, for the East Waterloo Street project, we had that, I guess that was probably two years ago now. So this would be for construction in 2028. and the reason for declaring an emergency? It will be a project timeline. We are just requesting that it is first reading tonight and probably at the second reading. We've got to look at the change of the application deadline.

Applications are due August 28th.

So we ended up using our sort of emergency funds to pay for that, if you will. It would make me feel a lot better if we had those back in our budget for the rest of the year, just in case. So we are asking to replace those funds in the amount of $20,000 in the general fund, just in case.

Thank you, Ms. Samick. Um, uh, just to add to my written report, um, just want to say thank you to, uh, the, uh, cannot Winchester volleyball, uh, and coach, uh, Kalina Snyder. Um, they did some painting out at McGill park, uh, and then, uh, went around, uh, and did a whole bunch of cleanups, uh, for us as well. Uh, and then the X church, uh, thank you to them. They did, um, some painting out on the path on grow port road, changing that, uh, that railing out there from the cedar color to the i guess we'll call it dark bronze that we're putting on the cross buck and the uh and like the surrounds around the the heating and cooling here uh and one last thing the four-way stop for high street and columbus street is going to start on wednesday the 22nd please be careful thank you mr people's questions for mr peoples

What time is that four-way? When does that start? He wants to go through it one more time. One more.

When the sign goes up. It becomes law at that point. and then the uh ashbrook drainage uh repair you know uh timetable for that yeah we're still waiting the the the contractor have everything on board with him i don't think we have a the final purchase order or anything done yet but uh we're still waiting on the property owner with the easements uh those were delayed a little bit with um some uh how we we structured them uh with a the engineer thought it was more of a He combined the two together. So we had a little bit of a delay. But they have those and I'll try to get an update from them.

Mr. Peeples, I had a question about the water reclamation grant and I saw that we were denied for the $5 million. Was there a reason or did the funds simply run out of funds? Do you know?

I have an idea of why, but it'll be my speculation, so I don't want to comment. Okay.

So you think there was something about it that didn't go through versus they ran out of it?

There was a misunderstanding about how they were going to be applied. Okay. And we will be able to fix for the next time that happens.

Good evening, Council. I do not have anything. Hopefully, I believe I gave you a statistical form for the month of June, but I don't have anything else. I'd be happy to take any questions.

I just want to say thank you. Your guys were out at McGill Park in the evening. I know there's been some concern about trash being left and just kind of just just not cleaning up after themselves and being kind of jerky about it. But one of your deputies was out there. My daughter just happened to be out there that evening and said they came out and just approached the group and just had a nice casual civil conversation with the kids and just kind of made their presence known, but were polite about it.

Yeah, I've been sending them emails just kind of reminding them to go out there as time allows. absolute try to interact with the kids a little bit. Get that rapport going. So good.

Good to hear from what you're able to tell us. Are strong. Is there been any progress with the gang of criminals that are breaking into cars around central Ohio?

Um, I don't know of any offhand of actual rest that have been made, but I do know we took about a half a dozen this morning. Again, some car break ends. Um, we did spot one of the vehicle that we thought was involved. Of course, it didn't stop for us.

It was a stolen car.

Well, yes. So we observed them leave town, so we don't say that. But it's just kind of been a trend around central Ohio. I mean, stolen cars, they don't stop for the police when they try to pull them over. They'll run every time.

Do you need any budgets for the stop sticks or those little spikes that go up?

We have them. It's just trying to get a little drone.

This, speaking of the break-ins, this one seemed a little different than the ones that were happening at 7 a.m. where windows were getting smashed. this seemed more, at least from what the post looked like, more crimes of opportunity, getting unlocked doors, or were their windows smashed again?

The ones we took this morning, they were left open, unlocked. And they were happening anywhere between like 3 and 5 in the morning. In the past it's been like right around sunrise, 3 or 4, 5 o'clock in the morning is when these were getting hit. I'm glad that the deputies obviously found it, but I think probably they caught him early and it deterred it pretty quick. Got him out there. It was 12 instead of 50.

Sergeant, do you have any tips for people who are worried about their car getting broken into? Is there anything that they should do or think about to prevent it?

I say it all the time. It's a crime of opportunity. Leave your car doors locked. Do not leave anything valuable inside of them. Awesome.

Sergeant Strong, just to follow up on a couple of inquiries that we received about back when the I don't want to call it a team takeover because it wasn't called that by Columbus police. But can you assure the public just with a couple of sentences about preparations for the blues and rip rip us coming up this weekend?

So a few weeks, three weeks ago, we met with some city of Columbus officials and I made some contacts. I'm actually going to be meeting with them this week to do some basically some analysis to see what, if anything's out there to try to, so there is, yes, we're working with that. We have a plan in place and worst case scenario, if something does happen, we have a plan in place for mutual aid to help combat it.

I think you've heard from me this evening, so I don't have anything further to report, but happy to answer any questions that you all may have.

Thank you, Mrs. Amick. I am actually doing work on the 2027 appropriations. So that and just kind of tying up some loose ends pool has been fairly smooth. you know, recently, so we're just waiting until the end of the pool season, then I'll provide you all with some statistics and maybe we can, we'll have an internal discussion on how things went this year and then we'll bring to you, you know, what we believe might be a good plan for next year. I did receive your email earlier with the feedback. I understand we've had a lot of frustrated individuals on the weekends who aren't able to go to the pool. So I think we're going to have to have some discussions on balancing what it is that we were trying to accomplish with accommodating those who are not able to make it here during the week. So we'll put a pin in that for after the season's over. But I'd be happy to answer any questions.

Thank you for the pool thing. We put it on the list that Jordan sends out as part of the packet, so we won't forget about that. I have a quick question, and this is just probably just my ignorance. When I looked down through your expenditures report today, I noticed that all of the lines that said insurance premiums were nearing the 100% of the budget. Is that normal?

That's encumbered money. I'm sorry. That's encumbered money, meaning there's a purchase order written against it. So there's no money that has not already been earmarked for an expenditure. Got it. Got it. Okay. Thank you.

All right. And the next item, anything else for Mrs. Jackson? Sorry. All right. And the next item would be development director, Mr. Herr.

Thank you, Mrs. Amick. A few ground breakings have taken place since we last met. So Browning has broke ground on their velocity project on Hill Road, which will be a 200,000, 200 square foot industrial building. You can see a lot of activity if you drive back behind Meyer there. Molto Properties has also broken ground on their new project. That's 210,000 square foot. That is at the dead end of Robinette Way, so you can see that at Robinette, or if you drive down Bowen Road, you're starting to see the activity taking place there. Both those projects are scheduled to finish up right around the end of this year, early next year. to have those complete. I mentioned earlier the shop property at Bixby Road and US 33. Opus has closed on that property and so you'll start to see a lot of activity happening there. I think it was their intent to start dropping off equipment on that site this week so it'll take place pretty quickly here. Coming up in the coming weeks you'll see a lot of earth moving because there's a lot of a lot of moving that needs to take place on that site so a lot of industrial activity taking place and also wanted to say congratulations to the chamber of commerce on 70 years they're going to have a ribbon cutting this wednesday at 4 p.m so hopefully you can join them to celebrate 70 years of the canal winchester chamber thank you questions for mr hare did you mention mr hare did you mention miller farms i'm sorry Yeah, so the estates at Miller Farms, they have applied for a rezoning of 110, 111 acres just to the west of the existing Miller Farms. And so that went to planning and zoning commission at their last meeting. It has been referred over to city council, which you set a public hearing for September 8th. So that will be considered by city council on September 8th for the rezoning and preliminary hearing. What about development of the current zone of error in Miller Farms? Rockford Homes has closed on the single-family portion of that, so they are moving forward with developing the single-family portion. And then Lowcox is still working on obtaining their final plan approvals for utilities and infrastructure work. That'll take place later this year. We'll start that. Thank you.

And the public hearing will be for rezoning for single family homes, correct?

Yeah, I believe it was, actually I don't recall, 246 or 276 lots are coming to mind, but it's all single family homes. Okay, thank you.

Speaking of which, Mr. Moore, not that Mr. Moore, but Andrew Moore, has a binder.

Mr. Hare, the buildings that you were talking about, the one at the end of Robinette Way and the other one, are those spec buildings? They are. Okay.

So there's no tenants identified. They're just being built on a speculative basis. Okay. There's a lot of activity picking up in Central Ohio again. The leasing activity has been really strong, so the market dynamics for Columbus or the Columbus market are very strong for industrial. So that's why we're seeing a lot of this activity ramping up.

And the first Council report we have this evening is Canal Winchester Human Services, Mr. Shea.

All right, here are the updates from Ms. Anna Ross. For fiscal year 26, quarter four, current year quarter two, April 2026 to end of June. One-way trips provided 1,063, 901 of the 1,063 one-way trips were provided to Canal Winchester residents. And they drove over 8,768 miles to do that. Community food pantry served 1,170 clients. New families served 19. 134 households served 16,140 meals provided. And pounds of food distributed was 24,782. That is over 12 tons of food. Well done, food pantry. And then for senior transportation, one-way trips were 48, This is for the whole year. 4,083, 3502 of the 4,083 one-way trips provided were Canal Winchester residents, and they drove over 34,850 miles. The pantry served 5,710 clients. New families served was 104. Households served was 309. Meals provided was 72,533, and pounds of food distributed It was 85,704 pounds. And I would like to thank City Council and all the members of Canal, all the people of Canal Winchester for their support to human services, and they're very grateful. They help out a lot of people over there. We're lucky we've got a group like that in our community.

Thank you, Mr. Shea. The Canal Winchester Industry and Commerce Corporation, the meeting that was scheduled for Wednesday the 29th has been moved to the 28th, Tuesday. And that meeting will be at 1130 a.m. here in Council Chambers. The next item is Canal Winchester Joint Rec District. Mr. Bennett and Mr. Moore.

Our next meeting is August 11th at 6 p.m. Also want to give a shout out to both Greg and Emily who put together a fantastic community event for our summer party that happened just a few weeks ago. I already forget the date, but it was well attended. A lot of bounce houses for the kids. There were vendors there for food, snow cones. We had some local vendors selling Indians gear. So it was just a great time. All the board members, or most of the board members were able to show up and participate and help out. So it was a really fun event. Mr. Bennett, anything from you?

Thank you, Miss Amy. Destination Canal Winchester is in full swing preparing for this weekend's Blues and Rib Fest. The excitement is definitely building, and the forecast is looking incredible. We're expecting a beautiful weekend. We couldn't be more excited to welcome thousands of visitors to our community for great music, amazing food, and a fantastic atmosphere. As Destination puts the finishing touches on the event, they're still looking for a few more volunteers. It truly takes a village to make an event of this size successful. And we would love for anyone interested in giving back to our community to join us. Whether it's a few hours or an entire shift, every volunteer makes a difference. Lacey Cranor would like to extend appreciation to the council's continued support. And we look forward to another outstanding Blues and Ribs Fest.

Thank you, Ms. Zamek. As Mr. Harris stated in his update, the Chamber celebrates its 70th anniversary this week. Join us for a ribbon-cutting ceremony on Wednesday at 4 p.m. at the Chamber office. That's 57 West Waterloo Street. Light refreshments and networking will follow the ribbon-cutting. Thank you to all who supported our first-ever Canal Winchester Dining Week. Three of our area restaurants, Bellewood Farms, Canal Wigwam, and Homestead Taproom and Kitchen were featured for this event on Good Day Columbus. The Chamber is accepting vendors for the third annual Home Sweet Home and Garden Show on Saturday, August 8th at Stradley Park next to the Farmer's Market. The event will be from 9 a.m. to noon, and it's open to the public. And lastly, we want to welcome our newest members, Local Cantina and Lemons Landscaping LLC. Thank you.

So our last meeting was on July 1st, and we welcomed Mayor Kessler from the city of Bexley to host a workshop to help plan for kind of the overall strategy of the commission. I think it went really well. The members of the commission were great participants. I think a lot of the ideas were able to be aligned in a way that is going to be pretty attainable for the commission moving forward. Big thanks to Mayor Kessler for coming out and doing that workshop. I think it was really helpful for the direction of the commission. And then our next meeting is Wednesday, August 5th at 6 p.m.

Ms. Hamrick, I just wanted to ask that question. and the laws surrounding that. I just wanted to bring that back up for some clarity. So a lot of those restrictions are dictated by state laws on what constitutes a motor vehicle?

As a consequence of many of the definitions for the different types of vehicles being established by state law, that is correct.

and the ability to put restrictions by the municipality are limited because of state law?

I wouldn't say that they are necessarily limited because of state law. You do have to work within the definitions that they provide for the different devices. So there are municipalities that have added requirements for helmets for people of certain ages or riding certain types of these vehicles, limiting their use in their parks or other shared use paths or sidewalks. So there are things that can be done and we can certainly provide more information for Council's consideration if there's interest in pursuing or at least studying more options for how to treat those.
