A resolution authorizing the city of Canal Winchester to enter into a community reinvestment area agreement with Malta Canal Point 2 LLC pursuant to section 3735.671 of the Ohio Revised Code authorizing the city of Canal Winchester to enter into a related school compensation agreement with the Canal Winchester Local School District and Malta Canal Point 2 LLC.

Mr. Boggs, are you going to handle this one?

I am. Thank you. All right. Perfect. Good evening. Thank you, Mr. Moore. Members of Council, the resolution on the agenda this evening would authorize the Mayor to enter on behalf of the City into the agreement with Malto Canal Point 2 for this CRA exemption. CRA exemption exempts the value attributed to the new structure structures that would be placed on the site and includes provisions for school compensation as well as a community benefit payment that would be made by the property owner in this case. So I'm happy to answer any questions that council may have.

Mr. Boggs, did I also see that they agreed to the, I'll call it the community participation agreement as well? I'm not sure if that's the right wording for it. Yes.

Community participation or involvement is also part of this agreement. Okay.

Just wanted to make sure I didn't read that wrong. And 25 cents per square foot at permit, 25% at occupancy for the benefit agreement? Correct. Okay.

In this agreement, I apologize, Mr. Boggs, this agreement follows the property regardless of whoever the landowner is. So if this switches hands, this is intact for 15 years, correct, with whoever the landowner is?

That's right. There is an assignment process, so the city consents to the assignment of that, but it would follow the property.

Thank you. I don't know if you know this, but is Molto held on the other buildings? They haven't sold the other ones, have they?

Not that I know of.

Mr. Shea?

The money per square foot that's going to the community benefit agreement, will that just go into the general fund or will that go into a specific fund? What's going to happen with that bureaucratically?

The agreement doesn't address that, so it would be received into the general fund, and then any transfer or appropriation of that would come through council as part of the city's budgeting process.

Mr. Jackson, will it get earmarked for that community benefit agreement where you say, hey, council, we've got X amount of dollars in it for that, or will it just get absorbed into the general fund?

I think we need to have a further discussion how we want to handle accounting for that. A lot of it likely will come down to how council foresees using the funds. So at this point, we'll just assume it's going into the general fund. We'll tell you how much is there, but it's possible that it could be a special revenue fund. So we'll just have to have a little more conversation. I need to look into it a little bit more. The special revenue fund would be similar to what you do with your bed tax money.

all right and miss jackson correct me if i'm wrong but this is our first one that we would receive because the other one hasn't we have not received anything correct okay the total sum was 450k i believe no no two the first one yeah yeah this this one would be like two something yeah low twos low low hundreds sorry low hundreds math is hard 50 cents.

All right. Our loan resolution passes for this evening. Next up, we have old and new business. or I say wonderful business, from the chamber. Let the record reflect, Mr. Bennett is here at 6.05. Welcome, Mr. Bennett. And I hear you guys have a presentation for us, so have at it.

Good evening, members of council. I'm Elizabeth Wood, the president and CEO of the Canal Winchester Chamber. And our board chairperson, Leslie Thornton, and I are honored to be here tonight to share an update on the chamber. Also in attendance tonight from our organization is Vice Chairperson Greg Hesterman. For our newer council members, just to bring you up to speed, I joined the chamber as executive director in August, and the board voted to update my title to president and CEO in January in alignment with the chamber's bylaws. In October, we were here addressing council requesting 2026 funding, and that was granted, and thank you. The chamber is receiving quarterly payments during this calendar year that total $65,000. Since October, we've been focused on building a stronger foundation, not just programming, but the structure of the organization itself. I'm currently one month into a six month program through the Nonprofit Leadership Alliance working toward my certified nonprofit professional certification. This work involves taking a look at our organization's foundation. For example, a couple of weeks ago, I discovered that we have four mission statements that I found when best practices call for just one. So we're working on things like that. The goal is to build a stronger organization today so the chamber and this community are stronger for years to come. And as many of you know, our organization has experienced major changes in staffing and board members with a lot of turnover in recent years that has affected member retention. And I'm in the process of restructuring our digital marketing coordinator position into a membership and marketing coordinator role, reflecting our current needs. And you may remember one of our past directors, Tara, she was in that role a few years ago, membership and marketing coordinator. We've also added a third staff member for the summer. Hannah Lawson is a Canal Winchester resident and a college student who will spend 10 weeks with us, supporting member engagement, community connection, and helping with two of our signature events that are this summer. Her first day was today. And overall, the Chamber is connecting more deeply with the community, and that is by design. That's on purpose. We've partnered for years with Human Services for Brews and Blankets. It's our annual December event to make blankets for the Adopt-a-Family program. And this year, we also collaborated with Human Services for our golf outing. Leadership Canal Winchester is a brand new program, which will include a service project component, giving participants a hands-on opportunity to uplift our community. And for our first ever Canal Winchester Dining Week next month, 1% of nut sales from that week's specials will be donated to the Fishes and Loaves Food Alliance, which is a 501c3 affiliated with Winchester Farm Exchange. Also for programming changes, we've added young professionals programming, and our regular Sunrise Social and Referral Roundtable events are growing strong, strong attendance, strong interest. Back in October, I mentioned that we were planning a nine-month leadership program, and I'm thrilled to tell you that it's starting in September and it's already sold out. All 15 spots are reserved. It sold out on April 30th during the early bird sign-ups. And this program alone is bringing in more than $14,000 to the Chamber. We are beyond excited. There was some dancing in the office when that sold out. It is our largest program ever, and this program is designed to develop the next generation of community leaders, to encourage them to support our local nonprofit boards, our city boards, commissions, and elected positions as well. A few statistics for you. Annual sponsorships secured in 2026 are at 17,000. It's up from $6,000 last year. That's 183% increase. Our Facebook interactions, we're at 6.8K interactions so far this year, up from 3.1K at this time last year. That's 119% increase. We've had 19 events so far this year, up from 11 at the same time last year, which is a 72% increase. So far this year, the event attendance has been 550 people, but it's 1,200 plus if you count the Canal Winchester Library opening. That was a big one. Thank you so much for supporting the chamber this year with funding and also for volunteering to help and participating in events. Every time you like and share our social media posts, when you refer students to apply for our internship, just for cheering us on in general, it's all noticed and appreciated. Our hope is to come back at the end of this year and tell you that we didn't need all of the 2026 funding and to return some of it to you. Thank you so much for all that you do to keep Canal Winchester thriving. And I'll turn it over to Leslie.

Okay. Well, I don't think I need to introduce myself, but the last time I was here, I was here as the treasurer. Tonight, I'm here as the board chair. And it is an honor to be here tonight representing the chamber and the businesses that help make our community strong. I would like to take a moment and acknowledge the dedication of our board members and staff. They are extremely dedicated to ensuring that the chamber continues to grow and serve our community well. I think I need to, she's a little shorter than me. Over the past several months, our board has been actively engaged in strengthening the organization from the inside out, reviewing and updating our bylaws, enhancing policies and procedures, and focusing on building a strong foundation for the future. In April, the Chamber invested in professional board training through Chamber Professionals of Ohio. That investment reflects our commitment to strong governance, accountability, and operating according to best practices. As a board, we routinely review the Chamber's financial performance, and what we're seeing is incredibly encouraging. So this is the exciting part. As of April 30, net revenue is up more than $52,000 compared to this time last year. Events are selling out, sponsorship support continues to grow, and even without city funding, the Chamber is operating with a financial I'm going to cry. A positive financial position. The Chamber is in the strongest financial position it has ever been. What makes this especially meaningful is that these results represent more than numbers. They reflect the thriving business community, strong partnerships, and a growing level of engagement from our members. The Board is confident in the direction of the Chamber, proud of the momentum we built, and excited about the opportunities ahead for both our business community and the City of Canal Manchester. Now, more exciting news. The Chamber was founded in July of 1956, so that's 70 years this year. Next month we will celebrate. We invite each of you to attend our anniversary open house and ribbon cutting. And we hope that all of you can be there and celebrate and look ahead with us on the next chapter. On behalf of the Chamber Board of Directors, thank you for your partnership, your support, and your continued commitment to the success of the City of Canal Winchester and the Canal Winchester Chamber. You know, I'm always thinking. You know, some of us have talked about this offline over the years, and it's sort of like when a, well I have this whole thing written out, but my laptop died, so I'm going to wing it. The, you know, Cal Winchester is a great place to call home. We all love it, we take pride in it, and, you know, it almost pains us when we work so hard to have such a wonderful town, and then something happens in our zip code but it's outside of our city limits and the news media reports it as our city and kind of makes our city look like it's not uh it's not it portrays us in the light that's not what we are and this has been going on for years and years and years and as the area around us continues to develop and columbus does what they do Can we as a city start to look at maybe hiring a PR firm to help us manage the media and make sure that there's somebody constantly on the media when they say something happens in Canal Winchester, but it's actually in the city of Columbus to just gently nudge them and hopefully educate them? Do we have a staff member that can do that, or can we hire a contractor to do that? There's a council member that does that consistently.

There's quite a few of us that do that consistently.

Well, there is, but I mean, I'm just wondering if there's like a media way to do it to, you know, that's more savvy than general council members emailing, calling and things like that. So I just want to throw it out there for consideration.

Do you know how much it happens?

Every time. There's typically something that's on our border, any time in the zip code, basically. It's confused for the city. I can start forwarding examples every time it happens if you'd prefer, just so you can see.

It might be crime. It might be a house fire. It might be a fight of some sort or something. It's usually negative. It's been a negative event of some sort.

And they go by the postal address. Yeah. Okay. Appreciate the input on that. Thank you.

Yes, thank you. The next item is Fairfield County Sheriff, Sergeant Strong.

I also did not have anything to report, but I would be happy to.

Sergeant Strong, several members of council received a couple of questions regarding flock cameras, and I'm going to ask you those questions so that we all, for the record, know what the response is from the Fairfield County Sheriff's Department. First of all, and this is kind of a joint response, how has Canal confirmed how the cameras are used and are residents aware?

So nothing says we have to make the residents aware. I would love for the residents to be aware that we have them. They're a fantastic tool for law enforcement to use.

I mean, we've we've talked about it and at the state of the community as well along with what we did with the chamber and schools. And we've had many, many discussions on that. We're on our second round on the contract. We added three this year. So it's been discussed quite heavily here recently.

Okay, thank you. And then, Sergeant Strawn, the next question is who audits the police usage?

So Flock himself maintained all of the data. for the for the usage of it okay and who audits what data is captured and shared and with whom so again flock maintains all the data we do share with agencies throughout central ohio whoever the agency basically wants to use it It's a great tool for them and for us and all of that. It's like a mutual aid. A lot of surrounding agencies give us access to their cameras also to help fight crime.

Okay. And then the final question, is any of the data sold?

That I cannot answer. I do not know. I will be honest with you.

Okay. And Sergeant Strawn, simply because we received these questions, do you have any success stories? from the Fairfield County Sheriff's department that you would like to share with us?

So off the top of my head, um, we had a string of burglaries recently. Um, we were able to find a suspect's vehicles, make an act and arrest out of that. And then none of that, we were able to solve our burglaries, but we found out this individual was committing burglaries and jurisdictions all throughout central Ohio. So it broke that little ring up. Um, recently back in the spring, um, One of the flock cameras here in town hit on a vehicle that had just been used out of an armed robbery up in Delaware County area. And I personally, myself, and another deputy were able to find the car. We stopped it and was able to make an apprehension on it. So there's several success stories. And it's not just necessarily for crime, but it helps us locate missing persons. Especially, you know, elderly people sometimes, you know, they get in cars and they don't know where they're at. We can put them in flock. It helps us locate them. I could go on and on and on about a lot of success stories.

We just appreciate all you do for us, and I'm glad that we're able to utilize some extra tools because I know your job isn't.

isn't easy by any means so any little bit of uh advantage that you can get is is helpful for you so i'm glad to hear that and i know on the end from the deputies not just from our deputies but hcs all around appreciate the support from city government and helping to get these cameras because they are very useful yeah technology extends the ability for sure without question so

Okay, anything else for Sergeant Strong?

Well, yes. I'd like to say that as a council member, I think we should, if you want more of them and they're going to be more helpful to you, just ask for them. I'll be glad to vote for them into the budget. And for people that don't live inside of our community to question how we run our operations, that's none of their business. This is our city and we get to run it the way we want to because our voters want us to keep it safe.

have a question is there a good way for people to find out more information about flock cameras would you suggest they look up the company uh should they direct those questions to us and we'll pass them along um as far as i don't know what questions they would have i mean they have a web page i mean if they google that i don't okay thank you okay thank you sergeant strong next up is mr bob's law director

Thank you, Mrs. Amick, members of council. On the question about FLOC selling data, I was able to pull up the city's subscription agreement with them. And FLOC does not sell customer data or customer generated data for their service. And also, apologies, there is a request for a, I do have a request for a brief executive session. Sorry, I did not think of it when we were in work session. Wow.

Thank you, Mrs. Amick. Just a quick update on the pool. So we did open over Memorial Day weekend. The weather, while it's been sunny, has not been extremely warm. And the water is probably not terribly warm either. So things have been slow over there. But from a membership sales perspective, I was able to pull some numbers. To date, we have sold 329 memberships. In total last year, we sold 411 and we keep having people come in every single day. So I'm not worried about the difference in those numbers. We do go live with day passes next Monday. So that is going to be probably a little bit of a challenge for those who are used to just showing up at the pool and being able to get in. So we have a plan to have some city staff over there to help guide people through the process of verifying themselves and getting their IDs so that they can enter the pool. So let's hope for some good weather, see some increased usage at the pool because I know it's, like I said, it's been a little slow and I think the poor lifeguards and the admissions and concession stands workers are looking for some action. So I'd be happy to answer any questions.

I have just a compliment. My neighbor was in in to see the for pool verification and she said that everyone was very pleasant very helpful and that she said it was kind of a pain a little bit of pain in the butt she said but she really appreciated the effort because she felt like it was going to make the pool a much safer place this summer

Thank you. We have, you know, you're always going to have people who aren't going to be happy with the process, but we have gotten a lot of compliments on trying to cut back on some of the issues we have had in recent years. And so people, for the most part, have been grateful that we're doing what we're doing. So I will pass that on to the ladies. Thank you.

anything else for mrs jack mr bennett ms jackson with the new entry sort of portal um the day pass window is there any signage that kind of like helps kind of people understand like you must have an id before entry or or any signage to help curtail are having signs made that will go out we have a sandwich board that we typically put out at the pool so we're going to utilize that and it i've got a mock-up that says stop

Do you have your member ID? And it has a picture of what the member ID looks like. So hopefully that combined with where I'm also going to have having yard signs made so we can put those around the pool parking lot. So the more opportunity we can to get it out to them as they pull into the parking lot and approach the front gate of the pool, hopefully, you know, they'll have passed quite a few and we'll be well aware of it. So we'll see.

The first item is that we do have an appeal hearing at our next city council meeting on Monday, June 15th at 530 p.m. related to Mumu Carwash. We have a work session and council meeting on Monday, June 15th, 2026 at 6 p.m. And Committee of the Whole is currently scheduled for Monday, June 29th at 6 p.m. Our next Council Connect meeting will be June 20th, Saturday from 9 to 10 a.m. at the Columbus Metropolitan Library. That takes us to our report from Canal Winchester Human Services. Mr. Shea.

All right, food pantry stats for May 2026, 363 people were served, 5,037 meals were provided. Staffing updates, Canal Winchester Human Services have announced they've finished up their interviewing process. and have filled both the program coordinator and community partnership coordinator positions. Lauren Vaugh, who was a driver, has now taken on the role of program coordinator. Her new role started today. We're excited to have her in this new role and can't wait to see what her knowledge and experience will bring to our team. They will send out additional program updates later this month and more information about the new community partnership coordinator. No, golf just wrapped up, which we had a really cool first year of kids golf, 20 kids in the program. Finished with 20 kids in the program, so that was a success. And registrations have wrapped up, so we're just getting ready to head into the new seasons.

Thank you, Mrs. Amy. The summer's farmers market season officially kicked off on May 30th at Stradley Park. We're pleased to welcome more than 30 vendors, had a great turnout from the community. And the farmers market continues every Saturday from 9 a.m. to noon. We also kicked off summer Sunday's concert series in May. The weather presented some challenges. But the team worked hard to create a positive experience for attendees, and we were very grateful for those who came out to support the event. And planning is also continuing for Blues and Rip Fest, scheduled for July 24th through the 25th. Destination is currently working through vendor and sponsor coordination, event layouts, logistics, and operational planning. Preparations are progressing well. We look forward to welcoming thousands of visitors to Canal Winchester for one of our community's signature events.

Yeah, I just want to welcome and invite all of the community to a public safety town hall. This is not a city sponsored event, but it's at our community center on June 3rd, which is this Wednesday. Doors open at 630. The meeting will go from 7 to 8 or until when we finish. There will be a panel there to discuss public safety in and around Canal Winchester, including Franklin County Prosecutor Shiloh Favors. State Rep. Meredith Lawson-Rowe. We're going to have Sergeant Strom there and a representative from the Columbus Police Department and our own Mayor Joe Steger will be there as well. So come and join and have a conversation and learn more about how public safety is being addressed in our community and around it. Thank you.
