[Music] okay well thanks for having us mizzle is the waste water circuit writer from this area I'm Kelly governor he assisted easy with the alliance of Indiana for water wastewater and you guys remember with us for many years I couldn't even and Kevin was visiting your facility and talking about the apprenticeship program trying to get more licensed operators in the state so we had developed the apprenticeship program it's registered with the Department of Labor and the veterans of papers many workforce development we are also listed on the ETP L which is eligible training provider list it's an in training so there might be some eligible funding that include qualify for how it all came about was five years ago Congress even during one of our conferences and opening sessions asked the question how many of you plan on retire in the next five years over Alliance Indiana water is an affiliate
of national and Water Association and all 50 states in the US are doing so not only does be happy all the other states to do so it took three years to develop the standards of the apprenticeship program and we got ours approved in November of 2017 in the end was a very first date and we signed our first six apprentices up shortly thereafter and as of today's date we have 14 we have I think almost five ready to start it up January 1st and my goal is to have like 15 signed up by June of next year so this because there's such a need we work with contract operators which were wonderful it's just that small rural community sometimes cannot afford the fees that they charge but we work with organ currently that have apprentices at their location and they're working out really ready however if you would have to pay for their fees per month having a contract after hearing more agility I like to share it or not not all utilities name but I like to share that sometimes it's you know thousands of dollars per month and it's something that you need might not be able to afford that so looking into this program certainly might save you and your license operator can train the next generation and license and then I'm sure the clerk the apprenticeship standards and I think we've got it by email correct and I brought another packet with me inside there's an employer acceptance agreement and this agreement states that
you need to come up with a hourly wage for the apprentice based on the completion of the program so the program is two years working underneath the license operator for on-the-job training the 4,000 hours and then from lines 280 [Music] the press would be someone currently working with you or someone high school anybody that you choose they would go through your hiring process to meet your policy requirements of the job duties and you don't they must be at least 18 years of age have a high school diploma
or GED pass a background drug screen and those those are after you get the apprentice hired they need to go through and sign a few forms that we have from them who I put some on social media we do anti harassment training the Department of Labor requires us to do that every year so you had to do that then we'll do orientation we'll give him a six-month training plan from all the classes that you need to attend your online courses everything that needs to be done will work with the mentor which is the operator in charge so when can the skills that he needs to make sure that each train on a daily basis we provided USB pendrive and a document all that they submitted to us once a month and then we can have that on record for our audit for the Department of Labor and IFA and even Finance Authority because we also have never met them as if you're a legal person bugging you could qualify for training up to two years at seven thousand dollars or you can also qualify for some wages do you know what your median household income is for here at the time what is it for teach other car forty seven five that's 2017 most recent one USDA knows it needs to be under forty one thousand based on ten three median household income under forty one thousand seven forty six that's one of three options to qualify for the IFA apprenticeship reimbursement program and that was the
$7000 for the training for the two years which it doesn't cost that aquifer raise taxes the wages for a water apprentice is seventy four thousand one hundred and sixty nine dollars over the two years and four ways water for instance ninety thousand nine hundred and forty wonderful and how they came up with those dollar amounts is they used our 2015 sours survey so we just do a salary survey this year however we didn't have a lot of participants in it so IFA is having to look at those to see if they might just leave it the same or increase it we met with them last Monday we're piloting two utilities right now and the goal was is to start with two for utilities and January but I submitted for five already have five lined up so hopefully they will approve all five of them to be great because there the goal is to help the industry give them all - operators in the state of Indiana that's the first one that the second option is you look for your water they're drinking water utility applications the water user rate must be greater than forty five dollars per month and the wastewater must be greater than sixty five dollars per month and this is all based on 4000 gallons I think third option is is the average annual residential my including commercial user base on 4000 gallons and must exceed one percent of the community
but what's your color right [Music] if you take off all the others and just get down to the water $50.00 from 12 more than fathers so the average annual residential user rate based on four thousand gallons must
exceed one person of the communities $50 a month times 12 the 600 divided by six hundred dollars on your rate so they can be thanked for an apprentice for two years paid for all their training and their wages [Music] yeah oh great maybe set up right now you'd love it so do we have to adjust that to meet your qualifications well you might want to adjust that because I'm not sure that you would find a candidate you want to find a good candidate but it's going to stay here longevity it's a two-year program you want to get him through it you want to live here in the community I just I'm gonna tell you from my experience from learning abilities I take through the whole state of Indiana and I just say for all ages whether he saw that Medina case which is finished okay and then he goes up to another 50
but at the end of 2020 I think it's even uh what would be okay so let's say be apprenticed as a program and they fulfill be 4,000 hours of 80 and the 288 hours of classroom training and they pass their identification what's the weights going to be because that is what we report to the DL and the program is earned my ear in but is along with the apprentice every six months based on a thousand hours is on track they will get a rate increase okay with the way us our ears is the set up right now and every time he gets a certification that's a true person so we have to figure that out but do you think it would still be true though you know what what is the beginning that for apprentices I've seen in 1995 I've seen in wine is

six agenda with more course depends if it's water or wastewater 107 weeks also even if you don't meet any criteria if we begin to apprentice in here you're just going to have to pay the wages for two years the cost of all the classes around six people now if you hire someone that's a college graduate I don't know if you will or not but if you're lucky I had edited that I had appeared over Lebanon meetings and he is accepting like yeah he won't be interested so you

in those areas office visits and patient hospital emergency early care and then the prescriptions then things will be co-pays and they they still come all that difference between the fifty eight thirty so what you're seeing there is in order to hit that difference they pay 20 percent the visit inpatient prescriptions then we contribute toward being that difference in there but that twenty percent is kind of been entered into that factor this year for the for the 2020 in order to hit that difference between fifteen to thirty if they don't have anything after the people and obviously don't have to meet that difference and then once they hit that twenty percent then obviously the prescriptions would be they hit the twenty percent they would have had to hit the professions as well so silly because the match amount of pocket is 58 there's like it would be above 55 so once they hit that maximum year then that 55:38 would come into play which is everything and what many begin is still covered no had asked me to show another option so that maybe they wouldn't have to and that would be the one I kind of highlighted the lab which would be option one and that would reflects a two point seven percent increase in lieu of
the three point two two and in different areas your deductible is 4500 compared to the bernoulli they don't you are in and then the max out of pocket for this would be 55 as opposed to 58 the nice thing about this option is do you think number one it's a little over increase two point seven four but then it takes them back to the zero there's no 80/20 so the difference between that 45 and 55 that thousand dollars would only be met in prescription drugs only so they wouldn't have to worry about an 80/20 and the calculation or anything like that so that very close to what they have now a little lower increasing Karzai goes but I wanted to only keep a simple one to show you another option to kind of keep their out-of-pocket low keep the confusion down and obviously keep the rates up for you to now the vision say the same no rate increase the dental I've been working on the path for a while and was able to get things approved for that and the devil will help offset any increase that you do receive on the medical and the info is on the back pad has been receiving for whatever reason there's been I think what three had three bills head that have been three bills she gets the billing each month for the medical division which are tied together and she gets a billing for the length and accidental death and dismemberment which is a one bill then she gets Helen for the dental and I've been working trying
to get that changed over well they come up with a new dental plan it's an enhanced enhance that with a lot more covers do it they don't really use the other dental plan yawning or those that habitats grandfather Hannah so I talked him into taking a look and approving you for the newer plan and I was able to get the grades down about 20% over what you're paying now if you look at the back page of that one there you'll see the current rate you're paying for the group which I think's 130 130 789 or something to see that right there and your new Rachel in there under 717 on that front page you'll see there so it's a roughly 20% decrease so enhanced coverage is about 20% decrease which is beneficial not only to the town but also to the employees better benefits so with reduce rates there and then whatever your decision would be on another either a 3.22 or a 2.7 for the track deeper plan is close and then the last lastly is I was able to get that down so that whoever takes Pat's position and it happened to have the term hopefully will get it accomplished by that time of more than one day so you won't have to mess with three bills anymore and three different a complication that's a little complication now if you decide that now the devil that we've got improved you don't have to do anything on that were together approve that's not going to affect so that's good under should get
to your radiator and as far as the medical if you would like to do make a change like you don't want to make any changes you don't leave everything the same it is then you don't have doing that just kind of like that's what you're going to do until they change automatically decide you do want to change to bring this alone and we just require I think it's the first one right here highlighted under that 2.74 and all that would require is to check the box as part of the change when you complete this like you gotta pass let me change plans and then if you would like you can either email to the email below and copy me and I think pass would you just take care of it I'd like to have the answer on that if I could and I want me to rush you but at the end of the year everyone looks at a calendar your deductible they have thousands of people with this and I was trying to get mine in to get my employer my employer taken care of so if I can have this by Friday I'll get it in and I'll really have cards in people's hands and plenty of time and it can shred their old ones and then they don't have their new card they can put in effect and just make sure that they any time to go to a new doctor or the same doctor as far as that matter that or a new visit yet they make the change in January that they make sure that they can show their cars to their new providers as well as the parks because if they don't they'll get something back in the pharmacist or the dr.
