If everyone in the audience could please silence their phones. I'll do an invitation and Ted can lead us in the pledge. supreme wisdom upon our activities so our affairs may reach a successful conclusion. Thank you for being our source of guidance today. In Jesus' name, amen.

1:08Speaker 2

Board Member Langston?

1:09Speaker 2

Board Member Bohak? Here. Chairman Dugal? Here. And Vice Chair Overway will not be here tonight.

1:16Speaker 5

Okay. Has everyone looked over the minutes? Any questions? Any concerns?

1:27Speaker 3

Make motion to approve the minutes.

1:37Speaker 5

Motion passed. Motion passed for minutes.

1:42Speaker 2

Bill, on to new business. All right. Will you please state the instructions for the meeting, please?

1:49 – 2:15Speaker 5

Oh, sure. If anybody wants to come up items that we're going to be covering tonight, please step up to the podium, state your name, your address, and you'll have three minutes to say whatever you want to say on whatever specific issue we're covering. With that being said, the floor is yours, Bill.

2:18 – 3:53Speaker 6

All right. As always, thanks for coming out this evening. Thank you. We'll begin with the first one, which is a petition All city owners, David and Alan Poston, co-owners, are here tonight. So if we have any questions for them, I'm sure they'll be able to answer if I'm not able to. The property is contiguous to the city of Callaway. The waste management property is in Callaway, as well as some of this other area. As you can see, the north city on this line is very jagged along.

6:31 – 7:21Speaker 3

It would appear the property in question may fall within the central corridor overlay. I think it's just out of it. On Highway 28. taxation is approved and it moves into the city, then it would fall under central corridor. Is that correct?

7:24Speaker 6

I'm going to assume yes, but that's going to probably be a city attorney question. Oh, good. Good question.

7:32 – 7:50Speaker 5

Yeah, it's a good question. Very good. I didn't know that it extended that far west on 22, but I guess it does. Yeah, it does. Where does that end, Bill? Star Avenue. Star Avenue. It goes all the way to here. OK. I did not know that. Go to Star Avenue.

7:58Speaker 3

The last time I was reviewing the

8:15Speaker 6

enchilada. And it only goes east to just a little bit past Catherine.

8:28Speaker 5

And that being said, like Mr. Bohack was saying, because these other properties are unincorporated at a time or Bay County?

8:58 – 9:54Speaker 3

That answered my question. Thank you, sir. What does that mean? Thank you for answering my question. Can I make a motion to approve the annexation? Sure. Then I make a motion to approve the voluntary annexation application for 6305 Highway 22. I'll second.

10:20 – 10:41Speaker 6

So we'll move on to item number two, which is, you know, once again, property owner, et cetera, a small scale comprehensive plan amendment to change the future land use map from a Bay County designation of residential to the city of Calloway designation of commercial.

10:42Speaker 3

Highway commercial, correct. That's, I'm glad you asked that because that was going to be my question. So,

11:09Speaker 5

Yeah. All right. All right. Jump ahead.

11:12Speaker 6

But to answer your question, they will be asking for highway commercial. Well, sure.

11:19 – 11:31Speaker 5

And I can understand that. I mean, waste management is going to be next door. So, I mean, yeah, that is where it belongs. That's right. Right. Yeah. Any other questions or comments?

11:36 – 11:47Speaker 3

I motion we approve the small-scale comprehensive plan amendment request to change the slum for the property 6305 Highway 22. Second. Jay, roll call.

11:49Speaker 2

Board Member Hennings? Yes. Board Member Conte? Yes. Board Member Langston?

11:56Speaker 2

Board Member Bohak? Yes. Chairman Dugal?

12:00 – 12:13Speaker 5

Yes. Small scale comprehensive plan amendment is approved. On to the bigger questions. Yeah.

12:13Speaker 6

All right, so our final item.

12:48Speaker 5

Just to remind everybody, highway commercial is the heaviest commercial, correct?

12:53Speaker 6

It is the most intense commercial designation we have.

12:56Speaker 5

Before you would get to industrial, correct? We don't have industrial. Understood. Questions, comments? Yes. Yes.

13:12 – 15:04Speaker 3

Temporary erosion controls will be used during construction, and long-term maintenance will ensure stable drainage without adverse offsite impacts. Question. Can somebody define long-term maintenance? and then identify who's going to be responsible for that maintenance, please? In the absence of that, I have some questions. It's under stormwater control item number four. what's printed on the document. I'll show you the whole packet, but that's what I'm referring to right there. Yeah, that's fine. You need to go back further. Keep on going.

15:04Speaker 6

Right there. Okay. Gotcha.

15:08 – 15:19Speaker 6

Thank you. All right, so this is verbiage that was put in the application by the property owner, the applicant?

15:21Speaker 3

Yeah, that's what I thought, which is why I asked the question.

15:36 – 16:00Speaker 4

So I can detail that for the application, but as the property owner, we would be responsible for maintaining that long term. As far as who's going to do the construction of that or the engineering plans of that, we haven't committed to anything beyond just that initial application. So we haven't identified a civil engineer to come and do all that yet. But it would be the responsibility of the property owner.

16:00Speaker 3

Okay, now tell me that in simple terms. You're going to be responsible for it? Correct. Yeah. Okay. Not the city?

16:10Speaker 6

No. Okay. I can answer that. The city will not be responsible. It's a private property.

16:16 – 17:06Speaker 3

I understand that. But now remember, there are two elements here that kick in. One is the potential widening of State Road 22 that's going to happen across that property. And that widening is going to impact that property, waste management property, everybody along that stretch of road. When that happens, the question of what is private property and what is state, city property, that becomes a little bit muddled. And I'm concerned. That's why I want clarity at this point.

17:08Speaker 6

So Florida DOT has already acquired all the land they need to widen Highway 22.

17:16Speaker 6

They're not coming through later saying, oh, we need another 30 feet.

17:20 – 17:36Speaker 3

That's what I wanted to hear. We're not going to do that. OK. So all of that is depicted on this chart that I'm looking at right now? Yes. Okay, so that black line identifies property.

17:38Speaker 6

This black line right here? Yep.

17:40Speaker 1

Okay, so that black line right there, this is not a survey.

17:43Speaker 3

I understand, but I mean it's a ballpark estimation.

17:47Speaker 6

It's a very ballpark estimation of where the property line is. Yes, sir.

17:51 – 18:08Speaker 3

Okay. So you're going to pick it up, and you're going to be responsible for it. The actual definition of what it entails is dependent upon whatever the engineer establishes.

18:08Speaker 4

Right, in accordance with city mandates and local municipality.

18:13Speaker 3

Yeah, we're going to have to approve it. Is that not correct? Absolutely. Yeah, that'll be in the development order, right? Sure.

18:19Speaker 2

That answered my question.

18:27 – 18:50Speaker 1

So as far as the highway commercial, if they don't go through with leasing it to waste management for parking, business, whatever, that kind of opens the door for them to do a lot of things with that property or try to do a lot of things with the property.

18:52Speaker 3

That's interesting that you would ask that. Yeah.

19:01 – 19:23Speaker 4

Do you understand the question? I do, I believe. So with the rezoning, if a lease to waste management doesn't work, it seems that the property would be most feasibly utilized by someone needing yard space, either a contractor or having to lay down yard at this point. So that is a possibility.

19:28Speaker 3

That's a lot of acreage right there, front to back. It's a deep lot.

19:36 – 20:03Speaker 4

Not too wide. It was on the market for what we thought would be a residential sale for a year with no one willing to pay what we thought it was worth. And we thought that probably was due to being next to waste management. Our best next guess was maybe we get a rezone commercial and find someone to lease it to make use of the property.

20:04Speaker 1

I mean, my only concern is what it opens the door to.

20:09Speaker 5

Well, we'll find out. I can't see how much worse it can be than waste management. Right, yeah. Waste management, yeah, right.

20:18Speaker 3

highway commercial, I don't, can't think of a better place for it. Right, exactly.

20:22Speaker 5

Make some dumpster next door. I'm surprised you had no interest in that property. I've seen it.

20:28 – 20:41Speaker 4

The house on there is brick, and it looks huge. It is a nice house, but the interior is, um, uh, it's, is a, um, no subfloor, so the flooring's falling in and on. Sure. But I mean, you know, it's a

20:49Speaker 5

So essentially, if this goes through,

21:06 – 21:22Speaker 3

they're going to be able to do whatever they want to do that fits within the highway commercial designation. Right. But whatever they decide to do ultimately, it still has to come back through here.

21:23 – 21:41Speaker 5

Sure. And plus, it's got to follow because it's in the special zone where it's going to follow even different rules. So yeah. OK. Any other questions? No.

21:44Speaker 2

I make a motion. And I have someone call, or can you call for public participation still, please? Sure. I'm sorry, sir. You just still have to do it.

21:52 – 22:14Speaker 5

I know it's very difficult. Really? Yes. Is there anyone in the public who would like to speak on this? If anybody does, they have three minutes to step up, state their name and their address. Talk about the issue. I guess not. All right.

22:17 – 22:29Speaker 3

Then I would make the recommendation to approve the rezoning application for 6305 Highway 22, parcel ID, yada, yada, yada, yada, yada.

22:29Speaker 2

Can you rephrase that as a motion, please? Motion. For technicality reasons. You said recommendation. You've got to say motion. Motion.

22:40Speaker 3

I'll make the motion.

22:41Speaker 2

Thank you. I'm sorry. I'll second.

22:45 – 22:56Speaker 2

Roll call vote, Jay. Board Member Conte? Yes. Board Member Langston? Yes. Board Member Bohak? Yes. Board Member Hennings? Yes. Chairman Dugal? Yes.

22:59 – 23:10Speaker 5

Rezoning application passes. Nothing exciting, crazy, or anything going on in the area?

23:14Speaker 1

Nothing new or surprising.

23:16Speaker 6

I'll make a motion to adjourn the meeting.

23:19Speaker 1

Second. Second.

23:20Speaker 5

All in favor? Aye.
