Call this meeting to order. If everyone could please silence their phones at this time. Um, just want to go over uh rules of public participation. After the planning board has debated these agenda items, the public may give their input to these proceedings. Please step up to the podium. Uh state your name and address and you'll be given three minutes to give everyone your input. With that being said, I will do invocation and Mr. Hennings can lead us in the pledge. Lord, we are meeting today to conduct matters of business. Guide our hearts and our minds in the spirit of fairness, right thought, and speech. impart your supreme wisdom upon our activities so that our affairs may reach a successful conclusion. I would like to also let everyone know, um, on item one, I misspelled variance, so I made it I amended it, but that was the only change to it. Okay. All right. Good evening as always. Thanks for coming out. Our first item tonight is uh 10:15 South Gay Avenue. Mr. Bruce Kevin Kilpatrick, who is the property owner, has requested a small scale comprehensive plan to adjust the future land use map. It is currently has it currently has a designation of low density residential. He is requesting that it be changed to high density residential. I'll show you kind of on the map here where it's located. right here across the street from pretty much the largest mobile home park on this side of the county. Future land use in the area. is high density across the street and pretty much low density in every other direction. There are some spotted high densities in the area where uh multifamily properties are located. Uh Mr. Kilpatrick is out of town I believe through email he has given Mr. Don Davis permission to speak on his behalf. If you have a question that I'm unable to answer, perhaps he'll be able to. Mr. Davis is over here in the corner. Um, if you have any questions, we'll do our best to answer for you. Okay, I'll ask questions. She normally asks any phone calls.
So, I I was ready for this. NOT FROM YOU, BUT LISA CY who works with me in planning. She did receive one phone call. Um it was a general questions who, what, where, when, why, and uh the uh main concern out of the conversation was that their property taxes would go up. I'm not sure how they made that connection, but that was it. Just one. Any other questions? Yeah. Any other questions or comments?
I have one comment. Go ahead. That's We're going to situate a quadriplex in a low density area. that quadrlex. In fact, two quadrlexes if I read the request correctly, right? Eight units. Eight units
in an area that is largely residential. May I ask why we would have zoning if we're going to be willy nilly about that sort of thing. Okay. So, it is currently zoned or designated as low density residential. Yeah. So, they're requesting that it be changed.
Yeah. We're going to change it. My question remains You're going to put two potlexes in there. Multifamily in a low density residential area. There are houses on both sides. There are houses down that STREET ALL THE WAY TO WALLACE. There's one vacant lot or one vacant area down there all the way to Wallace. There is one really nice estate.
Yeah. On that stretch of road. There are three brand new houses on that stretch of road. And now we're going to go in there and we're going to put two quadruplexes. I'm trying to understand why we would do that. Yes. You have a question. Can somebody answer that? The money. Yes.
Yeah. Well, how does that benefit the city of Callaway? That's what I want to know. I want to understand a rationale that represents a benefit to the city. Somebody give me one. More housing. There is a need for housing. Yeah. I cannot give you one. That's reasonable, right? That's not where that's not the zoning for.
You know, there is a need for housing. I'm a landlord. I get calls all the time. Do you have anything for me to rent? And I don't approve a lot of low res. You want to keep military families home. I understand the need for housing. Believe me, Theodore, I understand that.
I've lived here long enough to and especially after the effects of Michael. Lord knows the need for housing went up tremendously after that storm. So, I can't I can't argue that. But look at what we're talking about in a low density residential area. We're talking about two quadriplexes SMACK IN the middle of that block. I don't understand that. that that seems to be contrary to the concept of zoning.
I mean that that's my opinion. I'm I PLEASE SOMEBODY convince me to the contrary. Can't I can't I can't argue that with you. I would not. No. I want to keep our military families local. I was a military family with kids. I would not want to live in a lot. I wanted a home with a yard to raise my children.
They're going to go to Linhaven, which is a lot of them do. They're going to go to other areas if we don't provide the houses that they want. Not that what developers want to provide for them, but what if you if nobody wants to argue with me, then I make a motion that we deny this. All right. That's not how it works.
Now, um that being said, uh is there any comments from the public? Can I speak on that? Yes. Please come up to the podium. State your name, address.
Hi, how are you folks doing? Uh, my name is Don Davis. My address is 361 Emerald Cove Street, Panama City Beach. Um, what what the the builder is looking to do, he's he's not a developer flipper. Uh, this is something he wants to hold longterm. uh the properties that he does build um he puts a lot of money into a lot of time. Um he keeps them wellkept, well-maintained. Um and what he's wanting to do with the two quadlexes in that area is put something nice for affordable housing for military families. Um specifically targeting military families to bring them into that area. Um, and we we thought with the mobile home park across the street that it would definitely, you know, improve the area what what, you know, with with with what he's wanting to put there. Um, and we're flexible. We can go twotory, we can go one story. Um, as a matter of fact, I as the builder was discouraging him from, you know, putting as large bedrooms as he planned on putting. um where he wants larger bedrooms because he doesn't want people his saying is he doesn't want them to walk out of the room to have to change their mind basically where a lot of like developers in this area are trying to squeeze as much into the square footage that they have to work with. He wants to actually put something nice there that would attract families that would keep the area thriving. You'd get more tax money. You'd have more, you know, commerce from them shopping in the area and stuff like that. So that's really what the goal of of this project is. So
has he ever lived in the area? Uh he he's from Hal City. He uh after college he um got an internship in Philadelphia. Um and they just kept him there basically. But he he has a lot of um developments in this area, a lot of rental properties and stuff. And this is where he plans on retiring one day. So yes ma'am. Any other questions? Already got tear a house down there now. That's the plan. Yes, sir.
I understand everything that you said. I appreciate the sincerity of the builder. That does not detract from my concern about two quadruplexes smack in the middle of a low density residential area. And I hope you understand that. I I do. I I I I'm hoping that we can find some common ground there with with, you know, across the street and and I I appreciate that. But it is like you say across the street, right?

Um so the the first one is for the future land use map which is small scale comprehensive plan amendment and item number two will be for the reasoning right which is city of Callaway specific right same property same owner y
same subject um but we do need to address both of them okay um well uh any questions or comments So I have a question on the proposed land future land use. We're going to do high density residential and on the zoning application you put residential, multif family, medium density.
That's two different things. Future land use designations are uh different than the zoning designations. The densities are the same though as how many units per acre. Mhm. Okay.
Yeah. I have to make sure I keep it straight myself. I want to let you know that in the event this were to pass, it would not look like this. They would not be allowed to do this. See how these are different parcels? Yeah.
And this would actually cuts through the middle of the building. We do not allow that anymore. It would all be remain one project, one owner. Could I speak to that also? Um, Mr. Patrick has no intention to ever sell it. Um he's putting together a trust for his sons. So everything that he owns property-wise will will stay in that trust for his boys. So um it's not something, like I said, he's not trying to chop this up and and you know, ease it out and stuff like that. It's something that he actually wants to hold on to long term. I got a question. We approve this thing. Well, we voted against the first one.
No. What's happened? Well, he can't do one without the other. Okay. Yeah. And the future land use map. We can't change the zoning without the future land use map. So, they go hand in hand. Okay. So, approving one and not the other makes no sense at all. Yeah. Okay. Okay. Any other comments from the public? Can I get a motion? Make a motion. Okay. Well, thank you guys for your time. All right. So, item number three, uh, this is great subdivision in my opinion, Grand Oak subdivision. This is just a review of the plat. Let me Can I clarify something real quick? Mr. Fry, this is just to recommend that we give you authorization to do the plat review. This is for your department to do the review, right? It's it's the review's done. This has been vetted or to publish the review or whatever. This has been vetted by our attorney's office. Y
um also an independent surveyor. Um the surveyor that drafts the PLA. They they submit a draft and I submit that draft to our attorney and our independent surveyor and they bring back comments and it kind of goes back and forth a few times and they iron it out and it is it's just right. including staff. So, you got three different agencies really kind of looking at this thing really hard. And uh I want to brag on Mr. Steel. I met him out there several times. One day he was complaining about the back burning.
I said, "What's going on?" He said, "Well, I'm out here doing my own uh silk fencing and all." So, he's a hands-on developer, working real hard out there to bring some quality homes to the city of K. These are individual lots and houses. And Mr. Bohawk, I I can offer to larger Oh, I got a pretty good picture of it from what I had the UPS store do.
I mean, we have the ability to print them in that size. We used to print everybody a packet delivered to your front door and now everybody's gone digital. So, but not me. I'm old school. I can hear him now. So, this is Grand Oak. The Walmart's kind of over here. Ricky Woods right across the street. Um, ready to go. They're ready to build houses. He's already got a builder uh ready to pull permits. Is it Holiday Builders? Centric builders.
Any discussion? I have a couple of questions. No way. There is a magnificent tree on that piece of property. I want to know how they were able to leave it there. Yeah. In the midst of all that clearing, they left that tree. That was impressive. Yeah. Uh just good planning, I guess. I know that that property was a victim of Hurricane Michael. Yeah, I do too. That's why I was asking
cuz I remember driving down there. The fact that it survived was remarkable. The fact that it was preserved was even more remarkable. So, my compliments to whomever that be Mr. Steel right here. Thank you. question though, where is there a wreck area here? It is in the in the corner and also there's a walking path that goes right around this pond. It was all approved during the development order process.
Well, how come it's not listed on the plan or plat or diagram that I'm looking at? I'd like to see it. It is part of this area. Okay. And the area that goes around the pond. Okay. Well, again, I didn't see that listed and that's why I was asking the question. Yes, sir. If you if you look in the dedication portion, I couldn't find it. Tell me where. It's hard to see.
I I I want you to tell me where it is. because as many times as I read it, I could not find it. So, they're dedicated to the city of Callaway, all of the utility, drainage, easements, etc. Yeah. Which includes the retention area and all this. Yeah. But I don't think that's three or that's not more than three acres in size. The common area No, that that entire plant. Do you happen to know how large it is?
Seven acres. Seven plus seven plus acres. That means that 5% of that land has got to be devoted to a park. 5% of that covered in that. All that was addressed in the development were process. Okay. That's all I'm trying to do is to confirm. Okay. I'm just looking for it. It wasn't spelled out in there. I'm just seeking confirmation, sir. We're going to pencil in right here. Open space.
