Good evening chair, members of the commission. Thank you for being here this evening. Tonight I will be presenting two items for your consideration. Um the first is an extension of time and that is ext26-01. This is a request for a 12-month extension to tenative trackmap 38354 for the project known as summerwind common phase 2. Okay. So here I have the project location. Um as you can see this project is located in the summer ranch specific plan area specifically planning area TC7C. Um, it is adjacent to the Summerwind Commons phase one project, which as many of you know is the retail shopping center that is currently undergoing development. Okay, so here we have the map. Um, this map was originally approved by city council back in April of 2024 and is set to expire in April of this year. Um, the approval did allow for a 24.6 6 acre residential subdivision in 268 numbered lots and six lettered lots for single family development. Prior to the expiration, the applicant did submit a request for the one-year extension which be will be the first of up to six possible discretionary extensions allowed pursuant to Kalamisa Municipal Code. The justification for the request is due to delays in sewer sewer infrastructure, specifically a required lift station that will service um the broader specific plan area that is delaying the project. Staff has reviewed the request and determined that no changes have occurred to the general plan or municipal code um and no significant physical changes have occurred to the site. Therefore, the project remains consistent with its original approval. With that, staff is making the recommendation that the planning

Okay. There's like no certain timeline at the moment when it's going to get resold. Um well, if they don't um complete development by April 15, 2027, they have 30 days prior to that expiration to submit an application to the planning department. I think it's four. Yeah, I think they have four.

Uh the municipal code allows up to six discretionary extensions. So, this is the first of six. I would like to note that um the state legislature often will grant automatic extensions for subdivision projects specifically also when they are housing um entitlements. State is very supportive of housing projects. And so um where the project has the ability to avail itself to up to assuming this extension is approved it would be five additional discretionary that means you can say no. Um there is a possibility for statutory exemptions that are typically automatic in nature. The de developer wouldn't have to submit an application or come to the city or take any action whatsoever. They would just as long as they were qualifying um be able to avail themselves to any potential future statutory extensions as well.

Thank you. Moving on to this item. Um, so this is a public hearing for development plan review 24-04 for the tractor supply located at 1060 Calamea Boulevard. So this project site is located again 1060 Calama Boulevard and it currently sits on a developed lot that is approximately 4 acres in size. Tractor Supply has been operating at this location since its development in 2016. Um, so here we have a aerial of the surrounding land uses. As you can see, it is within our downtown business district and has a downtown village commercial zoning designation. Um, and it does sit adjacent to our future city hall. Um, there is commercial development around this site. Um, and commercial retail is a permitted use in this zone. So, the existing use is consistent with the general planning zoning. So, for some background, um, this project was originally developed and approved in 2015 under site plan approval DPR15-03. That approval allowed for um an 18,800 ft building and designated outdoor displays areas for merchandise like fencing, feed, and storage items. The request tonight is for approval of major development plan review 2404 to modify the 2015 approval which would allow the addition of a 1,800 ft² addition um 14 additional parking stalls um and adjustments to meet the updated parking requirements because the addition exceeds 10% of the existing floor area. This triggers the de the major development plan review requirement.

Oh, and then also an interior rem interior remodel of the existing 18,800 foot commercial building. Okay. So, this slide shows the existing site plan. As you can see, it includes the building, the parking areas, and the designated outdoor merchandise display areas. And here we have the proposed site plan. So the main change is the addition which is located within the existing fenced area um highlighted there in blue. So overall you can see the site plan remains largely the same. Okay. So for design guidelines the addition is designed to match and complement the existing building. It includes similar materials, matching colors, and has architectural features like red accent banding and metal roofing, which is consistent with the city's downtown design guidelines. The addition is also designed to remain smaller in scale to the main structure, matches the height of the existing walls, but stays below the primary architectural features, so the main building remains dominant. As for the environmental assessment, staff has determined that the project will not have potential impacts on the environment and is found to be categorically exempt from the California Environmental Quality Act pursuant to section 15301 class one existing facilities. With that, I would like to make make the recommendation that the planning commission adopt PC resolution 2026-05 approving major development plan review 24-04 for the proposed addition um subject to the conditions approval and also find

I do have I do have one based on the discussion that's happening with the planning commission. Um, I think it would be prudent to add a condition of approval restricting hay sales um in the new outdoor area. Should the commission agree to make sure we read that? Yes. So, if the commission um agrees, we can revise the resolution to include a condition of approval restricting hay sales in the new outdoor area. Okay. And uh Mr. Chair, I would recommend reopening the public hearing so that we can get consent from the representative to the condition. I'll reopen that.

Thank you, chair. I do have a couple of updates I'd like to share with the commission and the public. Um, you mentioned our podcast. So, I want to plug the city manager's podcast. There's some really good updates. He does those bi-weekly. I encourage everybody to check that out on YouTube. A number of um items of interest are covered on the podcast. So, um, I was a a guest on the podcast on the last episodes, episode 71, and I'm bringing it up because, uh, we presented a Argis story map to the public. Um, and I want to make sure that the commission knows, um, about this cool tool. It is a development update map. So, if you go to the city website um, on the initial page and on the planning department page, we have a link to our story map and it provides regular development updates. So, what you'll find is an interactive uh map tool that has dropped pins for each of the development projects in our city. You can navigate through those, click on them. There are images, elevation, site plans, project status provided. Um it's available to the public, to the commission, to the council, and it's meant to provide as a rolling um latest and greatest development update. At any point in time, if you think to yourself, where's the Mesa Verde project at in the process? Where's Summerwind? Where's, you know, any number of development projects that you've um approved or considered over the years, you can take a look at the story map, and there's going to be information on the status of grading, construction, and entitlement. Um so, please check it out. Um we'll be updating it um very often. Um after this meeting this evening, I'll update the the pen that's dropped on Tractor Supply. So, it's meant to be, you know, as as upto-date as possible. So, I hope it's a good resource for the commission. And as always, if anybody has questions, you can reach out to me at any time.
