Good evening, Chair, members of the commission, public. Thank you for being here this evening. Tonight we are holding a public hearing for, coincidentally, a new Kwik Kwik Car Wash project. This one is located at the corner of Cherry Valley Boulevard and Desert Lawn Drive. The applications that will be presented before you this evening are Development Plan Review 25-04, Conditional Use Permit 26-02, and Environmental Assessment 26-03. So starting off with the project location, as I mentioned, it is located at the corner of Cherry Valley Boulevard and Desert Lawn Drive. It is generally within the southeastern area of the city, and it is also within an existing commercial retail shopping center known as the Marketplace at Cala Mesa. So as you can see here within the shopping center, there is an underutilized pad area that Quick Quack is proposing to develop. So moving on to the zoning and surrounding land uses, this project site is located within the Summer Wind Ranch specific plan area, with a zoning designation of TC8, that is short for Town Center 8, that is a commercial land use. To the north, we have also TC8 zoning designation, that is a 711 with fuel cells. To the south, we have single family residential uses, That has a bungalow zoning designation, also within the SP. To the east, we have more commercial. That is a Panda Express TC-8 zoning designation, also within the SP. And finally, to the west, we have more single-family residential uses, and that is villas zoning designation. So just to kind of summarize all that for you, everything that is outlined there in yellow, that is all within the Summer Wind Ranch specific plan area, except that parcel to the east that is in residential low medium zoning. Okay, so as always, we do like to give you guys a little bit of background. The shopping center was originally approved back in 2018 under separate site plan approvals. That allowed for a subdivision of approximately 16.75 acres into nine lots. It allowed 111,000 square foot commercial uses. It approved conditional use permits to allow operation of a fueling station, drive-through facilities, and alcohol beverage sales. A variance was also approved as part of a signed program for this area. So some of the tenants in this shopping center, again, is the 7-Eleven with fuel sales. We have a Stata Brothers as the anchor store, Panda Express, and a Starbucks, just to name a few for you guys. Okay, so again, the project does consist of three applications. So the first will be a major development plan review, which is for the site design and architecture, conditional use permit for the operation of the drive-thru car wash use, and an environmental assessment for a sequence consideration. So we're starting off with the development plan review application. Quick Quack is proposing to construct a 3,366 square foot automated express car wash tunnel. It will have a three lane vehicle queuing area, 25 vacuum stations with a canopy structure, a 234 square foot quarterback station, a trash and vacuum station enclosure, and parking and landscaping improvements. Okay, so because the project is located within the Summerwind Ranch at Oak Valley specific plan, it is subject to the specific plan's design guidelines. Because of that, the project did incorporate metal roof elements and tree focal points. And overall, it does maintain compatibility with the existing center. So there we have the elevations. Okay, moving on to the conditional use permit. The CUP would authorize the operation of the drive through car wash use. The automated car wash facility is proposing to operate daily between the hours of 7 AM to 9 PM. It will employ approximately 18 individuals and two to three employees will be on site per shift. The proposed project is consistent with the Kelamesa General Plan and the Summer Wind Ranch at Oak Valley specific plan. It complies with all the development standards of the Muni code. Staff has determined that proposed drive-thru use is conditionally permitted within the zoning district and appropriate for the subject site due to its location within the established commercial shopping center, its prominent location in the corner of Cherry Valley Boulevard and Desert Lawn Drive, and its proximity to the I-10 freeway. So lastly, for the environmental assessment, EA 26-03 determined that the proposed project is within the scope of the certified Summer Wind Ranch at Oak Valley specific plan environmental impact report. Staff found that the project would not result in any new or significant environmental impacts. Therefore, no subsequent environmental review is required under CEQA guidelines section 15162. Staff determined that the project also qualifies for the class three new construction and class 32 infill development categorical exemptions, excuse me. In support of these findings, a noise study, an air quality memo, a traffic memo were also prepared and included in your planning commission packet for review. That staff is making the recommendation that the Planning Commission find that the proposed project is within the scope of the previously certified Summer Wind Ranch Specific Plan Environmental Impact Report, and that no further secret review is required, and adopt Planning Commission Resolution Number 2026-17, approving the proposed project. This concludes my presentation. I'm happy to answer any questions the Planning Commission may have. The applicant's team is also present this evening and available to answer any project-specific questions.
