So, I didn't know what to do about that concern. So, I went on out and did the rally and everything was great out there. It was peaceful and things like that. Um, remember a couple of months ago, last month, the month before, y'all talked about closing the square and whether it was a good thing to close traffic off for events and uh y'all decided not to do that for that event that you were talking about. And I kind of agreed with that. like this thing. One of the cool things about the rally was waving to people as they drove by. So, I was all in favor of that. During was all peaceful. Um, even the locals who drove by, we were waving and everything like that. And then there was like a an altercation and a guy who'd been circling several times um ended up having an interaction with a guy in a crosswalk and it was a bad thing. So we talked to Chief Ukuchan about that the other day, but my concern is so how do we gauge whether um an event is a risky event and whether there might be some violence that comes out of it um from the event people from other people and how do you gauge whether there needs to be like a a police presence or something like that? Okay, thank you. All right, everyone had an opportunity to look over the minutes from the regular and special the regular meeting on June 5th and the special meeting held on June 25th. Yes. Um just quick update on the projects you have uh this month's FEMA uh list that Leslie has prepared. Um and can see where we're at uh a couple of updated things. Uh if you move down that first page where we've got in blue the raw water intake system permanent work and the Pine Swamp wastewater treatment plant permanent work. We have received the engineering funds on that. the FEMA has versioned those projects. So, they're going to pay engineering first and then as they get the design and the designs approved by FEMA, they will obligate future more funds for actual construction. So, we do have those funds. Um, and we are under contract with McGill and Associates on the raw water uh intake system and that will be um uh they've already started working on that. We're working on uh contracting with Withers Ravail on the Pine Swamp. They're doing the work that's already underway out there for the county. Um we have the part that wasn't damaged during the storm. Um so that's just a quick update there. You can see where we are. pretty much all of our small projects, which those are projects under um $1,ion37,000 in FEMA land, um have been obligated, meaning the FEMA has said, "We're going to give you the money and they've sent the money to the state and we've got
most of it from the state." Um that's how it works. goes from FEMA to the state of North Carolina, North North Carolina Emergency Management, and then they pass it on to the applicant, which is us. Um there's the project uh capital financing interest um for for the bank. Um that was put on there because FEMA will now allow you to recapture cost if you have loans with interest uh for any of the work that's being done pending their payments. that is being withdrawn as a project because the loans we have are no interest loans from the state with be it DEEQ or the Department of Treasury. So there's no reason and it's just kind of holding up the works with the state. Uh so they were pushing for either come up with something or get rid of it. So we didn't need it, we got rid of it. Um if anybody's got any questions about any of those. So if you look that the third page bottom line, we've almost got onethird of the money asked for back in. Is that how you read that? Yeah. 6 million versus one. Yeah. Correct. Yeah. Yeah. And we have, you know, a big portion of that obviously was the expedited project that's on the the second page down near the bottom 765419 for the temporary raw water system. um we expedited that project. They give you 50% of those funds up front and we have already filed the amendment um to request the additional funding for that project. That's usually about a six week pro a six-w weekek process. Now FEMA has or DHS who FEMA is under has instituted a new policy. We understand that anything over $100,000, even once it's approved regionally by
the CRC, has to go to Washington and somebody up there has to check off on it. So, that's delaying some stuff from moving along. Um, and we're hoping that's kind of what the delay is on our uh Cane River waterline repairs because we've been told EHP Environmental Historic Preservation has already their queue has already finished it, but it keeps showing up on the grants portal as it's still there. We keep asking and they're like, "It's not still there." So, I mean, in my mind, when I saw Texas, I thought, man, I hope they get us done out of the way because there's no telling how much money Texas is going to cost. But there's going to be a lot involved for sure. And I'd like to thank Lizzie. Yeah. I love this. This is good. Yeah. Well, instead of just makes my report easy. Yeah. I mean, instead I remember what to put on there. Yeah. And I was going to say this though is version down, you know, some of those big projects like the redundant. So when I do my capital project update, it's going to still be those big numbers. Yeah. Yeah. That's fine. Yeah. And I mean because we don't we don't know yet on the anything you're seeing in blue our larger projects we don't know a final total once they once their estimates get over that 1 million 37,000 then they pay on the actuals and they become a large project. So that's when we'll have some lag time because we'll have to get the invoices. We'll have to pay the invoices and then we'll have to submit for reimbursement. And at that point, we feel like the state is going to reserve their 25% until we actually close the project out. So, it it's going to change as we go along because the rules change as you go along. Um, so the next um our ARPA projects, if anybody's been down Cherry Lane, they're seeing that they're they're starting the line work, the line replacement work
there. Um, those are for the side roads. They're going to start on the the west end and and move eastward. I think our start date, Shane, am I right? August 24th for the main line that's going to come for that line that's going to come back come from the east. I think they're going to start on the east side of town. Hey, when that gets done, we're going to put a nice shiny new piece of pipe right there and say what we've done. It only took us 125 years, but it's replaced. So that that project will start. We did get notification from DEQ that they're going to allow us to replace some very old line uh that what's it called? AC line that's going up uh Long View Drive. So we're going to get to include that in the project which is is huge. the more line work we can get knocked off our capital improvements plan, the better because all of it's old enough to be replaced. Um, and then I think we finished up at the water treatment plant phase one of those um, upgrades. Um and then we had the close out last month for the CDBGI West interceptor um project which is an ARPA but it's another DQ funded project. Um and then after this meeting the approval of these minutes it can officially be closed out which means we will be eligible for more CDBGI money coming up in the next year. Um then we had oh the best news I got today was our we had one bidder after two attempts on opening for the east interceptor project. So, we'd been talking with the engineers and the the um the the winning bid construction
company about, you know, what we could do on and the the only way they could really make the project work was to cut out what we felt like was the most important part, which was some replace digging replace work down on the east side of town um in the Little Crab Tree Creek where that manhole the creeks moved and the manholes kind of in the middle of it. So anyway, uh I had applied for an additional $540,000 in ARPA funds. They had some left over that had been deobligated and uh found out this morning that we were approved for that. So we should be fully funded on that project and that should get underway pretty quick and that'll be one that'll move pretty quick. Um the 118 North Main renovation project has been on hold. We had uh after the demolition, they found some structural issues on the south um wall of the building. Uh and we needed to go back with the architect and the um structural engineer to to get a plan for that. And as of this morning, Shane, Ronnie, and myself had a a regular meeting um update meeting with the the contractor and the architect. And I think they've come up with the plan um that that's going to work. And so we hope what was the date? Did they say by end was it end of next week? I think so. End of next week they should have, you know, finalized what what they're going to do to correct that situation and and move. Actually, the south and the west, wouldn't it? Yeah. I think the south the south wall had a crack in it and and the west wall was compromised because of that. So, what they're going to do basically is beef up that staircase
um and put two landings in it and do some steel structural steel stuff above um that should they feel like will take care of the issue and that's really not going to affect the interior as far as moving forward, is it? I don't think so. I don't think so. that that was what the architect seemed to to feel like it wasn't going to you know it'll pro it'll probably affect price a little bit but I mean when you're rehabbing a building that's built 1959 you're you're going to find some surprises but once we get through now that we're done with the demo I think the plumbing has gone in on the lower level that's been trenched out um and and gone in the retaining wall that needed to be built has been built um so they once Once this is figured out, they should get back on schedule pretty quick with the rest of the renovation. And we're hoping that we won't really have any more surprises because everything pretty much has been demoed now. And so far, that's been that's been the only thing that's kind of put a a slowdown on it. Um so procurement policy update in October on October the 1st of 2024 the federal government basically updated their uniform guidance which is their procurement regulations for anybody receiving federal funds. In our written procurement policy, we had obviously pretty much a mirror of what their regulations were. Um, but they made some changes and I went to the school government for a procurement class uh procurement policy class uh on June the 3 this year and you know they brought that up. they had revised and done a new model policy that they're
encouraging everybody to adopt, replace what they had with the old. Um, the changes, Chad and I kind of looked at at what we had and what they're proposing. They weren't major changes, but it made it easier just to switch out what was old with, what was new, what stayed the same would stay the same. But instead of going line by line and saying, "Okay, we're going to mark this out. I'm gonna add this here. Just adopt their model policy. In addition to that, within our procurement, our fed the portion of our procurement policy that that dealt with the federal regulations, um, we had the federal conflict of interest policy. And I know you guys remember I had you sign when we did some of this FEMA work, you know, that you weren't related in any way to any of the contractors we were using, that sort of thing. So they also had a model conflict of interest policy. I felt like ours was fine before, but they the model looked good, too. So we're just I'm just asking that we adopt both of those. Y'all have a resolution adopting them. we'll get them in in place and then we'll be all up to date as far as that goes because there is quite a bit of new federal funding that is coming down for infrastructure and we want to be able to take advantage as much of it as possible. So I've been going to several trainings um with COG with DQ I've had pretty much meet weekly meetings for the past month six weeks. That was kind of what that guy with DQ said that they Yeah, he was here talking about that and then so I've been to a to a training an information system or uh information session. I'll have an application training. We've already had DEEQ looking at our CIP to see what we could qu what qualifies. had a meeting last week to go
over the new priority rating system that the SUIA board, which is the board that oversees everything that DEQ uh does, will hopefully adopt next Wednesday. Um, and so we're looking for those applications to come down pretty quick. Um, and we want to be ready to roll whatever we can. So, and then there's also EDA money um that we're looking at. We had a meeting with Hillary Sherman from ADA. We're looking at that for some infrastructure improvements. Um there's CDBG disaster recovery money that the state's letting out. Um we were on their information system yesterday. Day before Monday. Yeah. What is today? Monday. And um we're already working on on working with the COG to get some applications ready to go for them, too. Um so hopefully I know I have free money. So as much as we can as much as much as we can get in here to fix stuff that needs to be fixed, we want to get it. Um so I just need a motion. motion to adopt a resolution to amend the procurement policy. I'll make that motion. I'll second. All in favor? Okay. And this this time my tax reports a little bit longer because we have to do our annual tax settlement and order for collections. Um you guys should have that doc that documentation I guess on your computer. Chad, put it all on there. Um basically, you know, it's just reporting to you um what has been collected for the past uh year. Our collection rate was 99.9%. So good. Which is is is excellent. Is excellent.
I was I've been here a while. Everybody was excited about that. Long time. Um Wow. So, we have and then you have the list before you of unpaid taxes for the 2024 levy. Um, which is with personal and real. You're you're at 8,160. We have a couple of these outstanding which are larger numbers, not big fl, you know, nothing in that amount. Nothing's real huge. a lot of it. Um though, but we're we're gonna start uh I think Jackie sent out final notices of letters for people to get that paid and if if we don't hear from them quick, we're going to turn that over to collections. Um and then the last thing is the insolvent list which is basically a mechanism that the the state will allow us to if people have personal property taxes that have not been paid uh and we've not been able to successfully collect over the past five years then we can put them on an insolvent list. our current software that we use will not let that those numbers or those people come off of the list that we generate each month for these meetings, but we can still basically cease enforcement activities. Um, this year we had eight um and that's in your in your thing. We can only uh declare insolvent for the principal amount. So that's $138.3 that that we're that we're missing out there. Um but it at least relieves, you know, us a little bit as we do these each. So that would be for 2017 and
2018. Um not that much, but other than that, y'all got any questions about the Yeah, while you're right there, I got two or three phone calls from over on the east side. We've not took any action against a piece of property over there, have we? Where on the east side? Uh, Indian Trail or Bone Ridge actually? I don't think so. I I think it's somebody spread. No, there was a piece on that one. That one went through and actually the only property owner that anybody could find said, Yeah. He called and said foreclose on this because there were I think there were some other heirs or something involved and they didn't this was somebody that's deceased and I don't think there's anybody to take that piece of property over and it's one of those that like me and you talked about the one on the west side. We don't have any we don't have anything pending. Okay. That's all I The county might. No, it's our what's their question? They wanted us to take the property over. I said that ain't how it works. Oh, no. That ain't how it works. No, that doesn't not not how it works. So, do we need to make a motion to approve the you will annual tax settlement and Yeah. and the order of collections and then a separate one for the insolvent. As Heather mentioned, this uh CDBGI project Westman interceptor is technically not closed until the minutes that we just approved or send with the other closeout documents. Uh so Michelle thought it best that I go ahead and read one more self-report into the minutes. So if you'll bear with me just a moment. Um there have been no section 504 Americans with Disability Act complaints to the town during the last six months. There have been no fair housing complaints to the town during the last six months. There have been no limited English proficiency translations request in the last six months. Hopefully that'll be the last thing we need to do on that project after I send these minutes in tomorrow. That's all I have. Thank you, Chad. All right, move on to Mr. Shane Dale with the public works update. Thank you, Mr. Mayor. As Heather stated, a little work starting to work happen on Cherry Lane. So, that's a a wonderful thing. I've had plenty of phone calls wanting to know they're still going to have water and all that during this. So, there's going to be a lot of work that takes place that yes, everybody's still going to have water unless by some odd reason they catch a line or something during this work. You should have water except for we will try to let you know of of course when they start tried to do these tieins and everything. So that would be about the only time anybody would be out going to do the text messages. We'd probably do the text messages. I mean, that's the best thing. Put it on Facebook and you know all all the normal channels. And the other thing would be uh our water geyser that we had at the beginning of the week started on Sunday. We got that repaired and fixed and life is all normal on the raw water index
side of things. That was repaired on Tuesday morning and now all road is dry for the time being and really I guess we've started on trying to get things cleaned up a little bit for craft fire and try to get some things situated and we'll try to round up all of our pieces and parts and be ready. That's pretty well about everything that I have. Thank you, Shane. Miss Leslie Crowder, finance report. Thank you, sir. Okay, you should find your new budget at your place and there really was no need to print out a budget versus actual because I mean where we toggled and it's only, you know, few days into it and all I've done is run payroll and the AP that goes with it. So, um, and we did print out a overtime report and just because it's the end of the fiscal year, we've added all those up. So, I kind of do that at the end of the fiscal year and the end of the calendar year. Um, and the next thing I have is this capital project amendment update. Um it is a lot you know it is the the theme and as I said I've left the big I've left the big money in because we just don't know. I mean um but what I did this right here is all this loan the second paragraph is loans that is ava are available to us and so that's not being bothered but up here I increased the theme of reimbursement funds by a million234,978
to cover our catz money which is what we're hiring our consultants and they're they're doing a great job and working hard, but they've just they just build us and we need to pay them. And then I I just have and it's I mean it's small. Yeah, it's not bad. I mean this is so so cat is 5% of your total project cost. FEMA will pay you 5% for management fees and that's what will fund what they do. I don't think we'll get anywhere near $1.2 million in fees, you know, with them. Um that but they have been Tracy has been very very good to work with. He's been on top of everything and he's very very very knowledgeable and he is extremely knowledgeable. Um, Billy Poche was here today actually having a meeting here with I think the Double Island Fire Department about some of the issues that they've had and uh, you know, they they know they know about everything there is to know about FEMA and their mitigation funding and stuff like that and it should be extremely valuable to us. Um I know of another we we have you know our projects have pushed to the point where we're getting funds obligated and we're getting actually money and I know other units that have not seen a dime yet in nine months and I feel like that they have been worth worth the small amount thus far. Oh yeah. That we've paid them. Yeah. Outstanding work you and Elizabeth did. Well, we just got to have we got to know how to speak the FEMA language and they're they know it backwards and forwards and they have estimators. One project we had I mean we had engineers
estimate it and then they took the damage description FEMA's damage description and had their estimators and it was way more you know so we're going to end up with better projects I think. I think so. But I did just take the whole total up here and just do 5% I feel good about the two millions when I seen 25 million. I know. I know. And I mean really this is probably way more than it'll ever be. But you just don't know about that redundant. It's the redundant one. It's going to be the biggest one that drives it up kind of. So do we need to take action on that? We need a motion to approve to approve the We have a motion to approve the capital project updated. I'll make a motion. Second. All in favor? Thank you. Thank you, Miss Leslie. All right, we'll move on to Chief Hal with the fire department. Thank you, Mr. Mayor. We do have report for June. It's quite a bit less than us. We only had 21 calls in the month of June and it was a little bit of relief. Thankful for that. Uh we did we have started our annual host testing and we do that in the department. So we started that got couple trucks done with that. We also have had the ladder test annual ladder test done on our quant and it passed and actually did better than it did last year. So that was a good thing. Also have a schedule of the ground testing which has to be done as well. So that's coming up later in the month. uh the grant that I applied for the 60 or the the uh $10 million grant, the disaster recovery grant that state logged the $10 million to 20 I think it's 28 counties. I was notified
that we did receive 68,000 of the 100,000 I requested to buy a side and a wildland skid unit for that side. found out today there's a phase two of that from a House bill 2526 that's going to make an opportunity for us to get an additional $50,000 from another appropriation for uh things like enhancing wildfire response and preparedness. It's it's the only thing we qualify for since we did have any damage to our equipment or facility. They will let us spend it on that. So we'll see how that goes. They're still reviewing a lot of the applications. They had application had 201 applications that $10 million and uh had a request for $44 million from those department. So they're having to weed through those. So they may fund some more of what we requested earlier. They may not. It's just we just don't know. They know where it's coming. Yeah. The other thing is uh we have uh began to look at the possibility of buying a new truck. It has been almost 25 years since we bought new apparatus. And so uh we have a little bit of uh money that we saved over time. And so we kind of put a truck committee together to look at some specs. And with your approval, we'll kind of move forward that and try to do a down payment sort of thing on a truck and probably finance part of it along the way as we get into this. But I would seek your approval for us to continue along that line to give us a newer truck to be our first out engine particularly for the for primary district engine only. Well, I'm looking at thousand gallons of water. I'm trying to get it so we can do
upper tanker kind of thing and try to cover a lot of bases with it much as we can. I'll make that most does that need to be I don't I don't think it does. I just ask either I think we right now y'all are just exploring it. Right. You'll bring it back when you've got they actually got specs and so when we get to that point I don't know what the precedent is. We need to go ahead and get pricing from them before we come back to board or what we need to do with that. We were Were you talking about first talking to banks or Well, you know, we've had that conversation about how that goes hand in hand. How that goes hand in hand really until we know how much how much going to cost it going to be tough to ask them to give us a rate when they don't know what they're financing. I guess I think you come back here when you have pricing, you know, and then probably the next move would be to see if there was any installment financing that needed to be done. Well, they're they're almost the point truck committee is almost points ready. So, we'll be ready to put that out to bid to see what we get back on it. Yeah, it's kind of a chicken and egg thing, but still I just think after this long of time, it's probably time to look trying to get some a little newer in there. We've been buying new trucks for a few years now. I feel a little better about us having a really decent engine for primary district anyway since we've got some bigger structures in it. And you need to replace 20, right? Well, NFPA recommends 20. That's always been a guideline. We We usually ride the 30-year mark. 20 is what they recommend, but it's not mandatory, but they recommend it. We've got some that we've got a few that are over that. So,
does any of the board have any discussion on that? I mean, I feel like N has okay to go ahead and proceed with with shopping. Uh just a few things. I passed that activity log for everybody as well. Uh we're getting through vacation season. These these two months are always popular for officers to be gone. So, we've been having to see more fillins and that for this for this little stress with most of them having younger children. It's when they take their reation and we are preparing for the craft fair. It's they'll be here before you know it. So making preparations for that as regards police department side. Um zoning code enforcement. Uh we did cancel our planning board meeting for this this month. We didn't have anything on the agenda pressing. U so we still have uh request and permit applications coming in, but most of them are normal residential type things that we've been doing. as planning board. I will say I like the increase in the side street patrol. I mean that's where we I know everybody wants to stay on a bypass, right? I want to see them on the streets. We've been trying to emphasize that. Yeah, it looks good. Second line. All right. Thank you, Chief. Tell them all be careful after the other day. Just we skip over. bit of a slow month with 21 events this month. Um, that being said, we still uh still filled up nicely, mostly with private events, not any public events to inform you about right now. Um, we as well are prepping for the craft fair. You notice how everybody looks at Elaine. Elaine, you're you're the one that has to do all this. We're just we're just support we're supporting you staff. Yes. I appreciate that. They're going to take as many people to put this together, but um other than that, things are moving along as they always do. Thank you very much, Gordon. All right, council member reports. Anybody have anything you want to say report on? All right, we'll move on to Mr. Lane. Tell us about the crossfire. Oh gosh. I think you guys have pretty much covered that, so I don't even have to talk about it. Um, as usual, we're continuing to support local businesses and try to engage the community and bring in everyone from around the region. We're sort of focused on three to five hours from here in a circle, a diameter, drawing people in from that just to make sure that even without our parkway, we are doing everything we can to keep this economy alive. Um, a lot of that's vent focused. I think the stars, stripes, and sparklers fourth of July event was a success, thanks to very many people, but uh it seemed to be a really nice time for the community to come together. And I think I don't know how many people were there, but I heard it was crazy full. So that was good. Uh yesterday we hosted our second Empower Her Connect lunchon. That's really aimed at bringing women entrepreneurs and
business leaders together from around the area for networking and professional development. Really good event. I was really that was our second one that I just felt like it really blossomed even from last the last one we had. Um, want to say a special thank you to Corbin and his staff at Town Center for hosting us for that at this wonderful event. Um, and membership continues to remain pretty strong given the hit that we've taken over the last nine months. We uh are continuing to get new members every month. So, that's exciting and get people back on board as well. So, want to keep that momentum going. Tourism downtown development obviously remained priorities. The visitor center had just under 600 guests in June or yeah in June. So that's a significant uptick over what we had seen in March and April. That was really starting to worry us or April and May I should say. Um we placed several regional ads. The Blige Digest that goes out to 50 is 50,000 copies strong and goes out to visitors center all centers all over. carried a discover Burnsville ad right inside the front cover um with the feature of the waterfalling fork waterfall on it. And also Southern Flavor, the summer issue of it that goes out to 65,000 had a feature of live featuring live oak restaurant with their corn and pablano hush puppies recipe in it and which I still haven't tried but sounds really good. And also a come for the day for the lifestyle ad featuring Burnsville and some of the things that we do for that. And that's just a couple. I mean, there's a lot more out there, but that's just a couple that we've gotten in. Um, obviously planning's in full swing for the crafts fair, so it's scarily three weeks away. Um, we anticipate strong attendance again this year. I know that's I that just hit me today, too, Heather, and I
was like, "Oh my gosh." Anyway, we have called in a um a an expert in craft fair. Pete will be showing up tomorrow to work with Sam to see what we've missed or if we've got everything on track. So, we just want to make sure we don't drop the ball anywhere. Um, we're also really excited to draw people in this year because there's just been some awesome changes to downtown. New Ray's fully operational at this point. We've got some new restaurants downtown and I think following the hurricane, people are going to see that we're back open. We're really strong and there are a lot of exciting new things happening in Burnsville. Um, looking ahead, we are preparing for our women and business leadership lunchon in October. that will be at the town center as well. It's a half-day summit that we'll have a keynote speaker and women leaders from the region. Um we're going to draw from various uh counties around the region for our panel for that. And we're going to do a mini taste of kind of like we do at our annual gala just to feature some restaurants so the people that we draw in from the region for this summit can also see the highlights of our restaurants. and we'll be announcing our fall chamber after hours series in the next couple of weeks. Really focusing on trying to get our last six months of events put in place so we can get those out to everybody and make sure we have those rocking and rolling as well. Um and other than that, we're just excited to be partners with the ch or the chamber's excited to be partners with the town as we always are. And if there's anything we can do for all of you from our side, please let us know because we're always here to help. Just take care of that crossfire. That's a whole Yeah. I can't remember. So, one of my of course I've got two N new staff members and one of them said, "Okay, so I think we should do some event on August like 7th." And I was like, "And never promise you not happening. You'll be lucky if you're awake by
