City Council - Regular Meeting

It is now 5.30 and I'll call this regular meeting of the Burnsville City Council to order. It is our tradition to start with a moment of silence followed by the Pledge of Allegiance and we invite you to join us. I pledge allegiance to the flag of the United States of America and to the Republic for which it stands, one nation under God, indivisible, with liberty and justice for all. The clerk would also note that Council Member Keeley and Council Member Schultz are absent. And members of the public are always welcome to attend our meetings in person. They may also choose to watch us at burnsvillemn.gov slash meetings or Comcast channel 16 or 859. The public can also participate through Zoom by joining us at zoom.us slash join. More information is available on our meetings webpage and in the council agenda packet. The next item on our agenda is the announcements and proclamations. Our announcements have to do with all of our upcoming meetings. Regular council meetings are scheduled for Monday, August 3rd. That meeting is canceled. And then Tuesday, August 18th at 5.30 p.m. We have a work session for elections on Monday, August 10th at 5.30 p.m. And then we have a special work session Tuesday, July 21st today at 6 p.m. And that will be held in Dakota B. The next item on the agenda is citizens comments. This is an opportunity for anyone in the audience to address the council on an item that is not on a printed agenda. and not an application form that will be coming before us at a future date. Is there anyone who wishes to address the council? City Clerk Collins, is there anyone online? Okay, we will move on. The next item is additions to the final agenda, and this is for emergency items only. City Manager Lindberg, are there any emergency items to come before the body? Nothing from the staff, Mayor. Members of the council? We will then move on to the consent agenda. The consent agenda is considered to be routine and will be enacted by one motion. However, an item in a consent agenda can be removed for a separate discussion and vote. Is there anyone in the audience who wishes an item to be removed for a separate discussion and vote? And we do this on a quarterly basis. But tonight there is an item that I would like to pull and to just for information for our community. And this is the item that has to do with the FIFA 26 US Inc. soccer balls for our youth program. And I am pulling it because I am grateful to share that Burnsville is receiving 200 official World Cup soccer balls made possible through the partnership between the US Conference of Mayors and the professional athletic communities. At our winter meeting in January, FIFA President Gianni Infantino spoke about the power of sport to strengthen communities. Following that conversation, FIFA committed to providing every mayor with 200 soccer balls to bring home. Those soccer balls arrived just today, and here they are, so I am really happy that we are doing that today. And I want to express my deep appreciation to the US Conference of Mayors and to FIFA for making this gift possible. These soccer balls are more than equipment. I believe they're an investment in joy, connection, and opportunity for our young people to feel supported and encouraged. And I can say that my affiliation with the US Conference of Mayors have benefited Burnsville in many ways from grants, to free intern service made possible through the US Conference of Mayors partnership with Harvard, where Harvard paid for the intern being here for a whole summer and doing work for us. And there's also a partnership with MLB, the Major League Baseball Association, where we have participated in play ball programs for about 10 years paid for by MLB. There is so much more that our city has benefited through our involvement with the U.S. Conference of Mayors. And members of the council, with that, I move to approve the resolution accepting the donations and grants to the city for the second quarter of 2026. Second. There's a motion and a second. Seeing none, I will move on to item two, which is our consent agenda, which is the approval of the minutes and the resolution to approve emergency hotel voucher policy in area hotel contract. Is there anyone who wishes an item to be removed from the consent agenda for a separate discussion and vote? Seeing none, may I have a motion to adopt the consent agenda?
