Item number 3A, public hearing and request that the Planning and Zoning Commission recommend approval to the City Council of a rezone of approximately 1.52 acres, generally located at the northwest corner of South Watson Road and West Rosa Road, subject to conditions A through G. Miss Patricia.
Thank you. Good evening, chair and members of the commission. I'm Trish Cooley, planner two with the city of Buckeye. And tonight I have before you case PLZZ-24-0003. It is the Buckeye mini market rezone request. So the applicant, Kamlesh Patel, is requesting to rezone approximately 1.52 acres. This is located at the northwest corner of South Watson Road and West Rosier Road. So requesting to rezone this property from an obsolete zoning district, General Commerce, GC, to Neighborhood Commercial, C1. This is to facilitate development of a neighborhood-scale retail-type development. So this site is located within a largely residential area. The site does abut a city of Buckeye Well site to the north and the Sonoran Vista residential community to the west. There is a small commercial site occupied by a barbershop just to the south on that corner, on the south corner. And then you also have Riata West and Ventana Ranch subdivisions surrounding it. So the site and the surrounding areas are designated by the general plan as neighborhood. This is intended to accommodate residential type neighborhoods along with neighborhood scale commercial uses that are complimentary to neighborhoods. So such as the neighborhood scale shop that they are looking at. So the site indicated by red and the darker shade is zoned general commerce, as we said. It is bounded on the east and west sides by residential uses and residential zoning. That's represented by those tan colors. There's a small site to the south, that barbershop, that is commercial center CC zoning. And then the well site to that north will remain General Commerce, GC. And that's indicated by that darker red. So GC is an obsolete district that is being phased out by the city. That site is, the zoning district rather, is intended for general commercial, employment, and industrial type uses, which is not consistent with neighborhood general planned land uses. THE PROPOSED ZONING DISTRICT OF NEIGHBORHOOD COMMERCIAL OR C1 IS CONSISTENT WITH THE GENERAL PLAN LAND USE DESIGNATION OF NEIGHBORHOOD. SO THE APPLICANT HAS COMPLETED ALL PUBLIC PARTICIPATION AND PUBLIC NOTICING. NO RESIDENTS ATTENDED THE NEIGHBORHOOD MEETING HELD IN SEPTEMBER AND THERE HAVE BEEN NO COMMENTS RECEIVED TO DATE REGARDING THIS PROPOSAL. A pre-application conference has been held for a site plan for a small retail center anticipated to include a small market and several other spaces for retail and service type uses. The submittal is pending. So we don't have a site plan in at this time. The developer will be required to provide infrastructure improvements for this development as determined at site plan. So staff recommendation is to conduct a public hearing and recommend approval of case PLZZ-24-003 to the mayor and city council subject to conditions A through G. It's working a few things tonight I'm pleased to announce that the planning division is fully staffed for the first time in a little bit of at least six to eight months, so We're excited about that. There's enough work for for everybody So it's great to be full We have two new permanent planners, one who you've met before, Bailey Paczynski, who was our intern, has been promoted to Planner 1, so she's now full-time. She's a great addition to the team. And then we just hired a new position, a planner too, Sylvia Willem, who comes to us most recently working with the City of Surprise, prior to that with the City of Avondale. So she brings good experience too, and I'm sure you'll be seeing her in the future. So excited about having a great team. We will be starting, in fact, on Thursday, two days from now, um we will be interviewing the three finalists for the consultant role for the city's general plan update so as you likely remember or know every 10 years the state requires us to update our general plan which is a major process probably the most time intensive extensive process takes a couple years typically that we do so we have what we believe are three good firms that are competing for that job and excited to see who we choose. Nothing for the commission to do at this moment, but we certainly will have future workshops with you all on the visioning and all that. We'll also request probably two volunteers from the commission to participate more regularly on like a advisory type of committee, probably a monthly type of commitment. More to come on that. Nothing you need to do right now. And then lastly, our next meeting on August 11th. As of now, there is nothing on the agendas, and we're pretty much too late to get anything scheduled at this point. So I would plan on having the 11th off.

Well, I just have an update on the flags that we put downtown. We were able to put them up for 4th of July, but we have several that were not in good shape, so we're having our workshop to fix the flags. So by September 11th, the Daughters of the American Revolution should have all the flags flying on Main Street. Proudly. Proudly, yes. Thank you.
