City Council - Regular Meeting

Joe, thank you very much for the presentation. It is a heavy lift. One, just supervising that many youth. I did have the opportunity to go and speak just a little bit to them, and it was electric in there. And you have their attention, and thank you for all that you do, and showing them a better path forward.

First time we had ever done anything like that. for it to work out as well as it did. Like, I was so amazed. But it couldn't be possible without the city, without the fire department, the police department, all the organizations coming together to really show up for the kids. Borrow's Pizza donated 35 pizzas to us. I mean, that's amazing. Yeah, wonderful.

Yeah, thank you, Joe. Okay, council, we are on to item number four, consent agenda items and new business approval of items on the consent agenda. All items with an asterisk are considered to be routine matters and be enacted by one motion and vote for the city council. There will be no separate discussion of these items unless a council member requests. This section may include the approval of minutes from previous meetings. Council, what is your pleasure on the consent agenda?

Mr. Mayor, I'd like to make a motion that we approve consent agenda items 4A as in Adam through 4Z as in Zebra.

Second. I have a motion for approval of the consent agenda and a second. All in favor say aye. Aye. And opposed? And the consent agenda passes unanimous. Thank you. Item number five, public hearings, non-consent, and new business. 5A Council will hold a public hearing only related to the annexation of four parcels of land totaling 49.617 acres located approximately 1,350 feet south of the southwest corner of 269th Avenue and the lower Buckeye Road alignment. Mr. Ken Galicka, you're presenting. Yeah, you sound fine. Yeah, that's good.

So the annexation is just under 50 acres, 49.617 acres in total. You can see the aerial photograph as the property highlighted.

It's roughly located southwest of I-10.

specifically located just south of the southwest corner of Lower Buckeye Road and 269th Avenue. All of the surrounding properties, with the exception of a few lots directly to the north, located within Maricopa County, are undeveloped, either previously used for agriculture, currently in agricultural use, and or Desert. Undisturbed. Desert. There is plans, of course, to develop that and I'll talk a little bit about that. Currently, the general plan designation for this property is Business Commerce and the zoning of the county is Rural 43, which is the acre lot single-family residential zoning district. We do have future requests in. And potentially ready to move forward to you guys on July 7th for three different items. A minor general plan amendment for this property and one other in the city to change the designation to master plan community. That would allow the sidearm request, which is the West Park CMB community master plan to be amended to include this additional land. as well as some additional land that is currently part of different CMPs. And then lastly, a Silver Rock CMP, which is sort of tangentially related. So tonight's action actually is no action other than holding a public hearing. But when council does act on this annexation, there is no obligation based on that to approve any of those future applications should council want to go in that direction. This particular annexation does meet all of the eligibility requirements as outlined in Arizona revised statutes. The ruling petition has been recorded in accordance with those rules and regulations. We have no outstanding issues from a staff level at review. The good news about annexation, the number one thing to take away from annexation is we have a much higher standard for development in the city as opposed to a property in Detroit. So we prefer to get everybody in, and then we'll work with the owners to develop the standard that the city expects. So with that, Mayor, my only recommendation tonight is to conduct that public hearing, and we will come back for approval, whether it's at the July 7th meeting or potentially after summer break if we're not late.

Okay, vice mayor. Yeah, is Rob Roach still here? I saw him in the back a minute ago. Anyway, just for those of you that take a look at the agenda, we have close to $18 million in grants and grant applications. So on the heels of passing our budget a couple weeks ago, what Rob and his team do to go out and look for these grants and then hopefully get awarded for these, Just how much more resource comes into the city to be able to do incredible things. So I always want to call that out It's more than just your tax dollars at work, but looking to bring those resources into the city and do good things So if you see Rob tell him and his team outstanding job

All right, seeing none, we'll move on to the City Manager's report and summary of current events. Thank you, Mayor. Every year, US flags are placed along Monroe Avenue by the Daughters of the American Revolution. These flags are placed on Memorial Day, Flag Day, Independence Day, Patriot Day, which is 9-11, and Veterans Day. Due to the road construction on Monroe Avenue, flags were unable to be placed yesterday on Flag Day. However, they will be out on the roads on the 4th of July. The Daughters of the American Revolution tend to install the flags, and the flags are typically displayed from 6 AM till 6.30 PM on those days. So it was noticed that they were not out there this last time. They are absolutely going to be out there for the rest of the remaining days coming up. uh this is our last council meeting prior to the 4th of july so just wanted to go through a few things that to support and celebrate america's 250th anniversary we have several upcoming educational events and patriotic activities taking place through the fourth in america 250 educational presentation was held at the downtown library on june 4th and a second will be at the coyote library on june 30th on june 27th we're going to have an independence day hike at skyline regional park beginning at 6 30 a.m where it will just be a little above 100 degrees when you get started and plenty of hydration will be happening all members are welcome to attend and it'll have a patriotic hike featuring an America 250 entrance experience, a flag procession, and a commemorative Skyline 250 pin. On July 1st, America's 250th birthday celebration will be held featuring patriotic activities and refreshments at the Senior Center, and all of this will culminate on July 4th, with our annual 4th of July celebration, which will include patriotic signage, history scavenger hunt, family-friendly activities, and, of course, fireworks. The Aquatic Center will also be open on the 4th of July and have special activities going on throughout the day. More detail can be found on our website. So we've got a lot of activities coming up for America's 250th.
