Call to order the City of Brunswick Planning Commission meeting for Monday, August 24, 2026. Bruce, would you care to do roll call?

Thank you, you may be seated. First item of business is minutes from last meeting. Has everyone had a chance to look at, review, any comment, discussion? No? No old business, so on we go to items of new business. Bruce, did we decide the first two could go together or do we need to handle those? No, we can do them together. Okay. We got two items of new business that are related, BRSP IP 2604, Brunswick Crossing LLC, Taco Bell and Chipotle site and improvement plan. And item B, BRFP 2601, Brunswick Crossing LLC, Plat 144, lots three and four, block ZZ. Bruce, would you care to review the committee report on that?
This particular proposal is looking for site improvement plan and final plot approval for two lots, lots three and four, on the Brunswick Crossing marketplace property. These will be two new lots just to the east of the Weiss Market at the corner of Dutchman's Creek Drive and 17th. So there'll be, if you were... facing if you were facing the highway with your back to waste they'll be on the right hand corner of that parking lot just to give you the land use on this this is proposing a taco bell chipotle restaurant and office inline pad site related parking sign location and landscape on approximately 82 640 square feet or 1.9 acres the property is zoned or i gc with a mixed development overlay. Plat 144 includes lot three, which proposes a 40,980 square foot of track area, and lot four, which proposes 41,660 square feet, totaling 82,640 square feet, or the 1.9 acres, both being part of block ZZ. Recordation of this plat will establish a new SDAT real property account and address for each lot. This plot is subject to the Commercial Association documents recorded in the land records of Frederick County under Library 12593 and Folio 176. The applicant has submitted architectural drawings. These two documents, do you have those up? One for the Taco Bell and one for the inline Chipotle and office space. This one is lot four and the Taco Bell is lot three. They are east-west of each other. Both will have drive-through lanes. We'll get into architects a little bit more in this question. Signage plans were not included as part of this submission. They will be reviewed as part of the zoning certificate and building permit process. Adequate parking has been provided in accordance with the approved MXD plan and commensurate with the requirements related to the building square footage and proposed use. The required parking is a 40 space, taking into account the shared reduction of 15% allowable in an MXD. The provided parking is 63 spaces, one loading space, and four ADA accessible spaces. The parking areas must be adequately screened and landscaped from the residential properties and are detailed on separate landscape plans. Two types of site lighting are shown. Both comply with the dark sky principles. Light fixtures were type labeling blue are proposed at 18 feet in height with extended three foot base. for use of service and area lighting light fixtures for the type labeled red are proposed at 10 to 12 feet in height for use of street and pedestrian area lighting. All lighting fixtures must be directed downward and shielded from adjacent residential properties. Buildings and site lighting will be approved by staff prior to the final approval. All ADA requirements must be met for the access and parking. Stormwater management and sediment control. Stormwater management was reviewed previously by the county and the state and approved and is controlled by an existing pond facility and the whole site was taken into account when that was done. Water and sewer will be private on site. All public lines shall have recorded access easements and will be accepted into the city system after inspection and approval by Public Works. Public Works agreement shall be executed for the water line located in the street. APFO requirements have been satisfied for the site under the original traffic study and the water and sewer infrastructure. Forest conservation for the site was approved by Frederick County for the approved development. The open space, green space, open space has been addressed and satisfied as part of the overall PUDMXD, adequate screening and landscaping. Open space must be provided on site to screen from residential properties and are further detailed on a separate landscape plan. So staff is recommending approval of the site improvement plan on final plat with following conditions. Satisfy, address all comments from the TAC meeting, discuss the meter size and FDC needs. must be finalized discussion and landscape species change the change and inlet location must be finalized address all reviewing agency comments related to slight improvement plans elevations and renderings must be reviewed by staff prior to finalization of the plan execute public works agreement for waterline location into the street The final plat must be signed and notarized. Final plat line table must be corrected for the TAC meeting. The final plat must identify the parent parcel for the Hope and the Enfield SDAT purposes and approval of the recordation of the final plat and the applicant is bound by their testimony. So I'm just kind of curious. Is Taco Bell and Chipotle, are they the same owner?
for separate, you might as well just stay up there.
So the answer to your question is Taco Bell, excuse me, Taco Bell, its own franchisee of Taco Bell, ground lease for that lot should you approve the lot. And then in a separate building, two occupants, nothing to do with each other, Heartland Dental and Chipotle.
Okay, so it's three separate, Three separate tenant leases. OK. All right. So I was the individual who emailed regarding some suggestions around biking, bike locks, bike stations, maybe some picnic tables or things like that. I'm not sure you had an opportunity to see that.
So we can probably address together. First of all, I wanted to say that the Pleasance organization through our various entities will be the owner of all of these. So both the Taco Bell lot will remain the owner. and the separate building for Chipotle and Heartland. I heard, I think yesterday, or maybe it was Friday, that there was a desire to have some seating outside. I believe that that's something that we were gonna leave for a conversation after this meeting, make it an item to go over with staff, but I think that that is feasible and that we'll be able to accomplish that. I'm not, again, speaking for Chipotle, they're not here. We would put that in front of their space. I think they'll probably like that idea, and so we'll run with that.
As far as the bike goes, Howie, Jerry, we have a rack, bike rack, or no?
We don't show a bike rack? We don't have an objection to showing a bike rack. I mean, they don't generally get used. But sure, if somebody feels like we need a bike rack, we'll find a spot for one. Well, Nick will use it. I'm sorry. Bring your Chipotle bucks so that you can.
So let me just give you some. One is I'm thrilled this is coming in. family and six kids will probably be the main users of Chipotle. We spend over probably thousands of dollars just in Chipotle a year. Let me just expand a couple things. I know when the Holiday Inn Express lot was initially brought up here, there was some discussion and it was really a very, very nice park that was put in as a buffer zone. I really want to applaud Pleasance for doing that. I think you guys went above and beyond on that. That's Jerry.
And staff.
Yeah, and I'm always very complimentary of Pleasance. I think you guys always do a really great job. So thank you for the investment and the continued investment in our community. Regarding this, I think it's a great opportunity. I don't know if you've had an opportunity to take a look at our Brunswick Forward vision for the city. I mean, a lot of it includes a lot of pedestrians, a lot of biking, a lot of EV, really trying to take us into the future from that perspective. There are fortunately bike racks in front of Weiss, which is great. It is used on occasion. I am one of the people that does use it and I do bike back with my groceries. But just for color commentary, I've had kids go from kindergarten through graduating from this community. After a football game or a soccer game or whatever, plenty of kids, high school kids, they go to McDonald's. It's pretty much the only place in town that you can go after a game, right? And I know that demographic is really big into Chipotle and there will probably be nothing you know better than them hanging out outside of the chipotle taco bell in an environment that they could just hang out in so i just want to keep that in mind you know as you guys are going forward in this you know it would be great you know nothing really crazy but just an opportunity to to eat outside and hang around outside would be fantastic we don't want your bike to not have a place Great, great. And then, but even on that, like even as a pedestrian, like just think about it, you're at Chipotle, you're eating at Chipotle, and then you wanna walk over to Baskin Robbins and have an ice cream afterwards, right? So as you're just thinking through this, I just encourage you to think about the pedestrian traffic. How would they be walking from one location to the other? As I looked at that plan, it just looked very car centric. And of course I'm very pro car. I couldn't survive without my car, but I would love our community. And I think we are a much more pedestrian friendly community. So I'll just leave it at that. And again, I'm very pro-pleasance.
If you have a comment. While she's coming up, what you have to be a little bit careful of is this lane right here is gonna be the main lane to the drive through. for Taco Bell. The drive through window is right over there in this location. This is the order menu board. So the traffic that's gonna be coming here, albeit relatively slow, hopefully, we don't want a lot of kids necessary flocking back and forth between this because also Chipotle has got a drive through that's right here. You're going to have a drive-thru that's coming out here and a drive-thru that's coming in here and coming out over here or out over here. we got to be careful with that crossing of those two lanes of traffic especially if it's in the evening after a game and it's darker out um we want to have a safety safe environment yeah kids so we can take a look at it but we're gonna that's why we're trying to keep the the seating up up front close to the door so they don't get out wandering around in the parking lot
It's a pretty large parking lot. I'm sure you guys can be creative. Maybe there's another location. I go to Duncan and I literally will bike over there with my kids and we'll get a donut and we'll eat outside Duncan. There's like one table outside. Creating a community where we don't have to get in our cars and drive home or we don't have to eat in our cars would be pretty neat.

So this is a property adjacent to our home, and we have very much enjoyed a lot of what Pleasance has done, and we are so grateful that they are supporting our community. And as I'm hearing the discussion about biking, I too bike twice, and I bike my grocery bag, and I have quite a few neighbors who do the same. We really appreciate that it's a walkable community. And your concern about the children in the parking lot, I have high school students that would be part of that.
They don't think about that.
part of that community that would gather there. I just remember when we came to this area about 10 years ago and we were shown the development, that particular area and the adjacent one that hasn't been fully developed, there's still Baskin Robbins and Nail Salon and Frederick Health. unit always had been shown to us with a perk area, sort of an experience area. And if you remember nothing else of what I say today, I hope you remember this. We live in an environment and in a time where everything comes to our homes. We can get DoorDash, we can get Amazon, we can get, you know, anything is shipped to our front door. And for us to make these very successful businesses, they need to become an experience. And going through a drive-thru is no longer an experience, right? Sonic with skates, eating in your car with a tray on your window is no longer an experience. So if we can have a small green space that is protected from the traffic, sort of what Pleasance had shown at that time, I think would be very welcome to sort of be reflected again. I think it would provide that communal space, that third space that Brunswick Forward still focused on, having that third space for our children and families, I think would be very important. And I really appreciate all of the greenscaping that has gone in to shield the housing area from the commercial area. And I want to thank you for that. It makes for very pleasant walks at night. And we often think, oh, we're going to go for a walk and be healthy, and we end up eating Baskin Robbins or Burger King or whatever, because there are places where we can sit and enjoy the community. So if you could just remember that, having that third space that is protected, that allows the community to gather, I think would be important. Thank you.

Good evening, Jerry Connolly with Pleasance Development. Sorry, I missed my button. Jerry Connolly with Pleasance Development. I too am a biker. I actually drive or ride from Pittsburgh all the way back down every year and stop in at railroad days. It's always our stop on Sunday, so really big on biking. i think we did take seriously when we designed the community i've been involved from day one i was the first person involved from our company and so you know now you get mr fryer and you get morgan etter better people that you know but as you know we've created a very walkable community we've actually added more trails than were originally planned i will point out that The commercial area has a minimum green space requirement. We have more parks coming The issue is moving things around and still being able to attract You know people who will come and build and I will tell you that drive-throughs are important But they do introduce a safety complication, you know as we go through the design process so we're doing a balancing act of between you know, where do we put those connections and And then where do we put our parks? And so I'm a big lover of parks. I love all the parks. I've been involved with every one throughout Brunswick. If you haven't been to our latest where the slides are on the slope, you've got to check that out. So I will say, but I want you to feel that there are more parks in the commercial area coming. We're working on future planning right now. We're kind of excited about it. And I think you're gonna see a lot more good things to come. So appreciate the comments. And we're happy to work with staff on what's being brought up. We just, I will tell you need to take safety always as a paramount.
Well, to that point of safety and possibly the desire for a pedestrian starting off at one of these two restaurants and then heading over to Baskin Robbins to get an ice cream. How would said pedestrian go about that?
Bruce, you want to show there's a sidewalk network.
Yeah, there's a sidewalk network here that comes along here. There's a crossing. Burger King sits here. Dunkin' Donuts is like kind of over here in the title block. But all in this area is where the Burger King and the Dunkin' Donuts sit. and the nail salon.
And there are sidewalks on both sides of the driveway into Weiss.
And there's sidewalks on both sides of Dutchman and the sidewalk that runs out here too. And there'll be one over on this side. once the medical center is built.
So, ma'am, does that meet your expectation?
Well, I was thinking of a green space where they might be able to sit, like go inside, get to both.
Why don't you stand up? Yeah, I just added, we're going to look at putting a sitting area. It just won't be a green one. It'll be seats and possibly umbrellas and a seating area. There'll be landscaping. buffering it because there's a whole landscape plan for this. So it'll have greenery surrounding it, at least partially surrounding it. But it won't be a dedicated park if you're thinking of a dedicated park.
Multiple tables, yes. Taco Bell does have outside seating. It's right in front of the doors. There'll be a canopy that goes over top of it.
I appreciate it. And I think just the incentives. it's friday night and it'd be great instead of driving to asia star and picking up asia star and going home you know just taking the whole family walking over to chipotle and just eating dinner outside right i think that's that's what we're looking for and i think that would actually um bring more business to to both those properties um so just just throwing out that idea and maybe to your point it's not it's not necessarily there but just i i look i i The park that you were referencing, you guys did a fantastic job. The new gym set that you put together there. That was a new one for us. So I actually took this picture this morning. I had no idea you were going to bring it up. So thank you for bringing it up. I wanted to, because I knew Pleasance was going to be here. If anybody hasn't seen this before, so this is the new... It's cool. That's the word. And I just want to compliment Pleasance because... I don't know what your legal requirements are. I don't know if I just said the word park on the plans, but I do think you guys went above and beyond on this. And I do really applaud you. I had the opportunity to talk to the person that was doing the installation. I understand that you have like a landscape or a person that just specializes in playgrounds. There's a specialty contractor for that playground. Yeah.
Is this for Olympic ski jumping?
It's for adults. It's probably one of the prettiest locations in the town. It's got a beautiful backdrop to it. So anyway, I just wanted to applaud you for that.
You really should thank Dan Pryor and Morgan Edwards. They were the creative force.

About the crosswalks, I mean you showed the crosswalk up there by the traffic circle, but I could tell you as someone who's in and out of the Y's a lot, there are a lot of people crossing right there. So I think we, especially if you're adding more reasons for people to be crossing back and forth between those two properties, you're gonna need another crosswalk there.
Yeah, because there's a handicap ramp there and there. They're going over there now.
Yeah, actually, just from memory, I don't think there's a path. There's not a striping across the street there. And I don't think even going up to Duncan, I don't think there's a path. I think at least my kids have just biked in the middle of the road. Okay, yeah.

Jerry, I don't wanna put you on the spot, but in context, how many other commercial entities are actually proposed for this side of the parking lot? I mean, how many more potential pad sites? I'm just trying to get a handle on what the total parking yield is gonna demand.
Well, I think we have to break down, Bruce, what is anticipated pad sites versus what is more inline retail pulled up against the street. And as you come down Dutchman's, it's anticipated that on both sides of Dutchman, that's going to be pulled up against the street.
Yeah. But I mean also there is an inline. But Wise has its own piece left. Has its own piece and has that parking been accommodated in the existing parking lot or are they gonna need to add more as well?
The parking was all, I'm sorry, the parking was all analyzed from the start based on square footage. So as we present square footage, unless we come for a variance, we need to meet our parking requirement. Pardon me? Yes, and then we do have one other pad site out front that's just down from the sheets. That's a remainder. That was one way we brought sheets in and annexed it into the city.
There's another piece out there just to the east side of sheets for another pad. And there's also two pad sites between the hotel and Weiss.
Right, because there's the pad site by the end of the Y's retail. Right, and then the one in between.
Well, what I'm hearing is that there's adequate sidewalking around all of this, but it could stand a little striping for pedestrian crossings.
Potentially, yeah.
So is that you and the rest of the city, or is that these folks?
I don't have a paintbrush.
But you know people who do.

I think we could probably look at that and get something done. Okay. Thank you. Striping-wise, you're thinking. Yeah, we'd be willing to look at that with you.
So I'd like to piggyback on, I think it'd be great to have some outdoor seating associated with Chipotle. I think there's definitely space for it there. It's not at all unlike what the Chipotle down in Urbana has. And you just need four or five tables would be successful there. Looking at where the drive lane goes back behind the dental place, it looks like we probably need curb cuts and striping to cross the drive lane. Doesn't appear to be curb cuts there graphically. To bring that around, definitely agree with adding striping across probably the whole four square at the intersection of the Weiss entrance and Dutchman Creek. Questions, are these both grease interceptors? So outside of the dental office, is that a grease interceptor? There's one up here. There's one up there, and there's a box shown outside the dental office. It's not identified as a grease interceptor.
What was the question?
It's a grease. Grease interceptor.
Yeah.
And? I mean, unfortunately, I don't do civil for a living, but I do enough for a living to know that trying to put a grease interceptor in an accessible parking space and trying to get that all level and flat and going half in concrete and half in asphalt, it's going to be a pain and going to be very difficult to pull off well. Is there a better spot for that grease interceptor on the Chipotle Heartland property? Is that the grease tank right there? either moving it up, moving it down, putting it in, is there a better spot for it than half in and half out of the accessible space, or can you move the accessible spaces one way or another? My comment would be I'd have to look at it in detail because so many things are at play here.
And if I told you I could just move it, I would probably be lying to you and I don't want to do that. But I'm happy to look at it with Bruce and put it in the best spot.
I've had too many projects where those kind of things are just, oh, yeah, it'll be fine, and then they can't pull it off.
so uh those kind of things and then i will say as a company throughout the history of this we paid a lot of attention to detail to try to do things right and then make them the maintenance of them you know as easy as possible and i say that as possible because yeah and then uh with the chipotle and the taco bell
How do they get deliveries? Because there's no loading zone called out here. With the strip retail, everybody goes in the back. How are they doing that? Does Taco Bell only get them in off hours? Because I don't see how they can do it without blocking the drive-through.
Would you like to address that comment? No, no. Yeah. So nothing's perfect in this world. We own a number of shopping center properties that even have rears where people could load. And it's not always where the loading takes place. It comes in the front door quite often. So yes, I mean, it's going to have to occur with some complication. the tenants who are having their parking and their access compromised will control the hours that those deliveries come and go. So I'm sure that it functions like the rest of our properties, it works out, but there wasn't room on the site to have a dedicated loading area. It's often done before opening for business. So they stay open pretty late. So generally the delivery people don't wanna work late. Generally those deliveries come earlier. And it depends on the size of the truck. So with a tighter site, you're not gonna get a semi-tractor trailer. You're gonna get a box truck or something just a little bigger than that that is coming in for the deliveries. We found that with all our properties, it always works out. We have lots of rules in our leases. If we have to enforce them, we will. But generally we don't have to, they behave.
And then the only kind of additional thing would be to get crosswalks or a pedestrian path between the two buildings, because right now the Taco Bell is somewhat isolated. Right, I think that's something that staff will look at with us. Yeah, and I'm sure there's a way to do it.
have i don't have an answer right now but just it seems like that would be nice to have that is somehow more delineated in the process and the taco bill is reasonably isolated in a parking lot it's kind of like the gas station you wouldn't necessarily need pedestrian access to the gas station, but they do have soda pop and other stuff and the kids are going to want to get that.
And yeah, that's, it's just, if we're trying to have a walkable community, that's an additional feature that would be nice. And I know nothing is perfect. Everything's a challenge, but it, you know, at least consider is there a way to.
A lot of thought went into the plan. There are a lot of good comments that we've heard tonight and we'll try to do our best to accommodate.

Did we find out whether or not Taco Bell had to be sprinklered? They were talking about that they might have to have it sprinklered because they were talking about FTC and all that and the size of that. So I think it's going to shrink down the size of the meter. Right.

So next items of new business, items C, D, and E, Brunswick Crossings, section five, first is C, Brunswick Crossings, section five, BRFP 2602, 17 lots on Plat 145, Item D, BRFP 2603, also Brunswick Crossing, section five, plat 146, 15 lots. And item E, BRFP 2604, Brunswick Crossing, sections three and five, plat 141, and the parcel with a whole bunch of Cs. Five. Bruce, would you care to review?
Yes, these three applications are... Or turn in my mic one. There are three plots in Section 5. As we mentioned, these are the next section. These are the final section, so we are getting ready to... move into the final section of development and we need to get some lots recorded so that they can keep on building. The number two plat did not have any comments on it. It just needs to be signed and notarized for final approval and recordation. The plat number 146 also just needed to be signed and sealed and recorded. and plat number 2604. There was one correction that needed to occur in the water and sewer curve table and also needs to be signed and sealed before recordation. Staff is recommending approval of the final PLATS 145, 146, and 141 with conditions, address all comments from staff review, address the comments from the tag meeting, PLATS must be notarized, surveyor must sign and seal, owner must sign PLATS, and the app is bound by the testimony. There's all kinds of stuff coming. We are working on the zoning rewrite. We just started with the work group. The past two months we've had meetings. We are working kind of like four sections at a time, seeing how that goes. We got through almost three complete sections in the first meeting. But I have a feeling some of that's gonna slow down as we get into some of the more controversial issues. But I think what we need to realize is we need to come up with a direction where we think everybody can move forward with it. know that it's a fluid document that we can always tweak if something's not working. But I think we're happy with the comments we're getting and it's a good discussion and I think we're gonna end up with a decent product when we're done. So that's moving forward. We've got a couple housing things that we're dealing with. and the kind of short-term rental issue and how we're gonna deal with that, how we wanna regulate, where do we wanna allow it, and one of the concerns that came up, and it is a valid concern, it's one that we've had, is that we don't want Airbnb is taking away from long-term rental options as a housing element. We're looking at house sharing and stuff like that because it's more that particular practice is more for older residents who might want help by having someone rent from them to help them do the lawn or help them do errands or whatever. So we're working with the advocacy group out of Frederick with that kind of stuff, and we're gonna be bringing that to the housing committee group. So there are a lot of different things that we're looking at to try to find affordability, find programs that we can offer seniors and young adults, putting them together in a house-sharing type scenario. and they all get, the advocacy group screens them all. They do the management and the administration and kind of try to match people up based on their checklist of things that they ask for. Thank you for the rundown.
