We'll see. Good evening, everyone. We will now call the Planning Commission, meeting to order. I would like to welcome those in attendance at tonight's meeting. The City Planning Commission is a nine member commission whose function is to make recommendations to the City Commission regarding requests for land use classification changes, subdivision plots, conditional use permits, zoning ordinance amendments, and other matters.

The commission makes their recommendation based on the adopted comprehensive plan for the physical development of the city of Brookings and the surrounding area. As a matter of policy, all motions are made in the positive. After a motion is moved and seconded, it is open for debate. Those supporting the motion shall, in turn, give their reasons. After everyone has been given a chance to be heard, the commission shall review the testimony and information presented, making finding a fax and forward their recommendation to the city council.

Notice is hereby given that Brooke Burlage, apologize if I missed, has submitted an amendment to a final development plan within a planned development district on the following described real estate, Lot 1 In 3 B in Prairie Hills addition, also known as 2021 Tallgrass Parkway. Notice is further given that said request will be acted on by the planning Commission at 05:30 on Tuesday, 08/05/2025 in the chamber room on the 3rd Floor of the Brookings City And County Government Center, 5 23rd Street, Brookings. Any persons interested may appear and be heard on this matter. Ryan, would you like to introduce the topic?

Thank you, mister chair. This item is a final development plan amendment for 2021 Tallgrass Parkway. The applicant is Brook Birledge from Madison Avenue Dance Studio. This property is located within a planned development district with a business B2 underlying district. The request is to add an access drive to Goldenrod Trail along with four additional off street parking spaces.

With this being located within a planned development district, the initial site plan for this required an initial development plan and a final development plan, both of which have been previously approved. Once a final development plan is approved, a number of potential changes to that site plan would require a planning commission review, two of which we'll be discussing tonight. Any time an additional access drive is added to an approved final development plan, an amendment is required to go to the planning commission. Additionally, any time an additional parking space is more than 10% of what was originally approved would require an amendment to go to Planning Commission for review. So we're discussing those two items tonight as an amendment to the previously approved final development plan.

The staff recommends approval of the found on plan amendment and planning commission's action would be to approve or deny and that's the final action for this found on plans do not go on to city council. 2021 Tallgrass Parkway is located at the corner of Tallgrass Parkway and Goldenrod Trail just south of 20th Street South in the area outlined in the blue box. The original final development plan was presented for the original phase of Madison Avenue Dance Studio. It showed the original building along with the parking lot and access drive to Tallgrass Parkway. We have actually previously seen one amendment to this final development plan, added an addition on the north side of the dance studio.

We have now received a request for another amendment to the final development plan, the site plan, which would add that access drive onto Goldenrod Trail to the south and at the same time adding four additional parking spaces on the south side of that parking lot. Along with the proposed amended site plan, they have provided an updated landscape plan showing that this does meet compliance with the landscape ordinance and works with the original landscape plan. The proposal for the additional parking area and access drive, it does all meet city ordinances. This would have been approved with no issue but did require planning commissions okay, maybe that is located within that final development plan. And that ends the staff report and we'll stand for any questions.
