I'd like to call this May 4th council meeting to order. Everybody, please rise for a moment of silence. And let's remember D. Brown, who was one of the founding members of the Bucks County Rescue Squad. She served on the Silver Lake board, the hospital board, and really was a pillar to community. She was born and raised in personal burrow. And let's also remember Kevin Ever, our public works director, who is going to go under major surgery again on Wednesday. So, let's keep Kevin in our prayers. Please salute the flag to the flag of the United States of America and to the republic for which it stands. One nation under God, indivisible, with liberty and justice for all.

Before we get into public comment, we have I think three people here are going to have a quick presentation. So Joe, you want to start? Sure.

Go to the podium. Dr. Joseph B. Downey, um, music uh, consultant for Bristol Bar School District. Uh, let me ask first before we start anything here cuz I've heard this for years and naturally I didn't come from Bristol. My dad did, but I came from Ty Town. Okay. Uh, I always heard Mr. Bachman, Mr. Bachman, Mr. Bachman. Now, I got to be honest. I saw Mr. Bachmann when I was a young kid. I saw the band. I saw the football team. I saw the parades and you know Mil Street and all of that and the days of Mr. Bachmann who I who I rever people like that because the guy became a legend and Bristol Burr respected all that he did. And then we had this long gap you know a little bit on a little bit off mostly off very little on and uh through through a lot of reasons and you know [snorts] blameful it can go anywhere and it's not even worth discussing because everybody right now with the school district is pro music and the town is pro music. So first of all I would like to ask how many people played Mr. Bachman's band? Got to be somebody here. 11. One. Two. Anybody else? Come on. Seriously? Cheerleader or something like that? No. Okay. So, you you're an eating boy. That's right.

I said you're on the clock when I clock. Okay. So, anyway, I want you to know that music is alive and well. I've spent three years of my life. If I live in this town and I've given my all. And I know there's people here that have been to our concerts. If you thought it was good the year before and you thought it was better last year, wait here this year. We have so many people we can't fit them into the LGI or whatever it's called. Okay. Over at Snider or Jardy. Uh we turned probably at least 50 left. They cannot get in. So we decided and we did some experiment. We're splitting the concert. The jazz band's going to do its own next Wednesday. I want to see all of you there. Please support us. You waited for this for all of these years and you haven't. I'm telling you, it's better than ever. We'll hear a full jazz band. It will be a short concert on Wednesday and that'll be at the high school time

Uh 13th. May 13th. May 14th will be the high school concert. And that'll be not the high school, the grade school concert at Snider Gard. The high school concert is at the high school on Wilson Avenue. So there's two locations and the grade school concert will be in Snider Majority and Alam Choir. We have three bands now great school. We have two mini bands at the high school which are combined into one. Next year we'll have three. If you can believe this or not, if I saw Mr. Bton's band, we're already there because by next year we're going to have close to 55 kids in the high school playing music. And that is a miracle. Okay. So I just want you to know they're using my system. That's a blessing that and and and I'm glad that they are and I and I appreciate that. Uh I hope that uh someday that uh you all will look at Dr. Downey or Joe Downey or whatever you want to call me. There's other names here that have been called through the years. You can uh hopefully remember the fact that that we establish music and put it back on the map of this bur. And I'll tell you one thing right now. I'm guaranteeing this. In about 2 years from now, this band's going to be able to compete with the largest of the high schools in this area. We are going to compete this year for the first time in all these years at Hershey on uh May 28th or 27th, whatever it is. Okay? So, I just want you to know we are alive and well and it's really sounding good. I would not lie to you. I would not even in front you didn't think it it was sounding great. Any questions?

Can I just say one thing? I wanted to give my band teacher, Mr. Collins, A LITTLE CREDIT. OH YES, he was very small jazz. Mr. Mr. Collins went through a lot of lot of you know you know all the shifting over the years and they never had an opportunity to build this. We've hired another teacher. They're a full-time teacher in a great school teaching instrumental music. We're now putting choir back in the high school for next year. I've worked that out. So we're going to have a full choir, okay, in the high school. It's going to take a couple years to develop. I mean, like I said, we actually we're doing great.

And I and I also thank my principles at the high school, you know, we have Julie Basser, we have Nick, Nasty, and Danielle. Um, they they've really been good to us. And I thank all the board and I thank anybody that supported us because I'm telling you, you're not going to be let down. I want to tell you something. I witnessed your bands and amazing. You're doing a fabulous job. school board is thrilled with you. I know. I know. But but it's not about me. It's about all those kids. But I'm just one of you. I just want to get to the town. I live here. It's the kids. The kids are great. What time is that? On the 13th.

I just have one comment being you mentioned Mr. Bachmann. Some people went to school back in the 60s might remember Pas Colt writer who was the vocal the choir teacher and he passed away last week at at 93 years old. God bless. God bless him. And up until that year he was still playing the organ at uh Harman Methodist Church and another church. So he was still very active. But

Um Oh my god. What's her name? She used to work at the polls all the time on a wheelchair. Gail Am. What is it? Is it Gail Ama? No, it's not Gail. I forget her name. She gave me a picture of her in the band. I guess that would be 50s. God knows. And it's this huge marching band or whatever. I'm going to have that completely blown up into an old bass drum. I I got this all figured out. So if you want to donate to that, we would love it. Okay. Thanks, Joey.

so I'm uh here on behalf of the uh coaching staff of the cross country and track team for the high school coach again. Um Nathan Edings is our new head coach for the uh outdoor track due to some issues and he stepped up to the plate and also you know some past guys like Jimmy Jones who was really the track is awesome. It just got done. I want to thank council for helping out uh with all you guys done. I know state senator Cero and Tina Davis donated uh got secured some funding for that and couldn't have done it without them. The the Gilmore Associates were great. Amanda and I were out there a few times and Kurt's team was great. Um, we actually got to practice a little bit these, you know, uh, today um, uh, which is great because we have our BAL changes are on Wednesday and Thursday this week. So, we got to actually practice some baton exchanges in in a zone instead of on grass. Uh, and I just want to say it track feels great, looks looks great. It's incredible and we're really happy with the result and I just want to come back and thank you for all the help you've been with it.

That's disappointing. We had a wonderful video, but you can use your imagination and actually you can get on Facebook and you'll see the video you would have seen tonight. It's only a minute and a half long. Lou, just before we begin, uh, ninth grade music appreciation class with Pas Colriter. He's playing William Tel over Shikowsky's William Tobure. Right in the middle of the movement, Joanne Levarov raised her hand and said, "You think Ray Charles is a genius?" And that was it for the rest of the class. That's what we talked about. Uh [snorts] [clears throat] well, thank you for for having uh here for a minute. You know, you you get a steady stream. Uh we're blessed with a lot of uh nonprofits in town that work together with a perfect synergy and do a lot of good stuff. You know, every year you hear from the AOC, you hear from the Bristol Cultural Historic Foundation, you hear from the theater. Uh and now it's my turn for through the uh raising the bar. uh we have to raise money to for not only for the good things we do but for our normal operating expenses like insurance and plowing the snow on on [clears throat] the uh mural property of Market Street and so on. So this year we decided to do something we think is going to be really good. It's being wellreceived so far. We're creating a book called Voices of the Brow. And basically you make your contribution and for that contribution you get to submit 500 words and a photo that tells the story either either of your family or your business or your organization. and and we think this this is you know we we always praise all the big things we do and all the what the burrow does and what big accomplishments that people have but this is a town of everyday people all of whom contributed to the fabric that we are so this is an opportunity for everyone and anyone to submit their 500 words be part of be part of this book and uh that's it basically we we uh once you submit it when you submit there's a form so it

won't let you submit it incorrectly in terms of the number of words and so on. Then we ship it off to a proof reader. We put it together. It's going to be in a beautiful hardbound book. We expect it to be about 400 pages because we expect to have about 200 participants. So that's it. Uh please uh give us some thought and again if you see the video you would have more of an understanding of it. I apologize for the technical difficulty but have any questions? Did you say how much itund 125 and with that you get you get the book and you get your family in the book and you can purchase additional books for $20. Is it two pages or

Okay. I'm going to open up public participation. So, anybody on this room side of the room want to speak on anything? Go to the podium and state your name and address. Good evening all. Tim Sman, 254 Madison Street. I was here last time last year asking about the or discussing about the speeding in the barrow up and down mostly. You'll see it a lot on Wilson. I mean, the police have done a great job to the extent they can, but it's still people blowing a lot of stop signs on Wilson and Monroe, Wilson and Madison. They're coming up. They're blowing right past it. The workers are out there now digging up the street in that area, putting the new gas lines in. and I heard them yelling a few times at some of the people blowing was hitting them and their vehicles. So, I just wanted to bring that up. Um, also too, I believe the proper name is called zebra stripes that are going across the street. If I looked it up correctly, we have them on um Pond Street and they pretty much stop at Pond and uh Wilson at that intersection. We don't have them going any further down. I'd like to ask if we can get those put down at where Madison and Pond is, right where the memorial is. And then also too at in the intersection where the stop sign is at the end of the memorial where there's no street where the corner comes out, as well as too, I think there's that the limiters down at Monroe where the stop sign is. But I think something of that nature might help slow some of that down too where people are trying to cross the street there. I know we have to hustle at times and we see people running. Cars don't stop. They're still blowing that stop sign too right at the end of the memorial going there too. And I know Yardley Burrow, they just installed uh recently within the past few months blinking lights where people can actually push the button where they're crossing and it's they're actually a neon color sign. It's very bright. You can catch it. They're not ugly. I would like to see if the bureau can look into

something like that too for a little more uh public safety for the area at um where the crossing guard is over at uh Wilson and Pond. Put one there too and then one up closer to the memorial because as you know coming off Monroe heading towards uh Mil Street that way. There's a stop sign at Monroe and that's the last stop sign. The only other stop sign coming down going towards Green Lane is the one at the end of the memorial there. It's a lot confusing for a lot of drivers too, which I'm I'm sure too, but also too for pedestrians trying to cross. Um, there's also no ramp to go down. There's one that goes from Madison across the street from Madison. There's one on the other side of Madison from my from the on the odd side of the street, but there's none that goes on the on the um I'm sorry, on the even side of the street that goes across memorial. you have to go down cross where the little island isn't over which isn't too much but if somebody's trying to cross there and get across I would ask too if we can look in we can put a handicap ramp in there as well. So, so just so you know that that island has always been a problem.

Last I don't know it [clears throat] was last year or the year before we put up a temporary cattle shoot to try to kill Gilmore. We tried everything at that intersection. The we don't want people to cross in the middle of a street. That's the problem. Like the the school and Mandy, you can help me with this. and Kirk at the administration building. They wanted us to put a crosswalk in so the kids could cross safely, which after they did a study on it and the cost of it was it was dangerous. So, we want them to go to them corners like they're saying. We don't want them to go cross in the middle of an intersection. Yeah. Well, technically at the end of Madison at the end of Madison Street or to be top of Madison Street,

I'll have our engineers look at it again. That is truly across. But I mean that is a corner to corner so it's not cut in the middle of the street. But you also too is coming it's a it is a corner going into the middle of a block at where in between Madison and Monroe where that stop sign is as well.

If I could just comment on that. Um we did and Karda may have access to this or not. There was I think there was some specialized people from Gilmore on the traffic side. did a comprehensive study of that entire [clears throat] area and those stop signs that you're speaking of, which I I I hear you. It feels like they they could or should be there, those were very much on the docket as like should these be here and you guys could correct me if I'm wrong or maybe we could look into what the findings were there, but it was deemed that that would be counterproductive. I I I hear what you're saying. when you see it, it feels like it wouldn't be. But I'm also not a traffic engineer, so I I don't think we have enough traffic to where it would be blockage or stopping or anything.

yeah, no, I appreciate I just want to also thank to of course all the uh law enforcement officers in the bar first responders. Thank you too for all you all do. Um one more I do apologize. On the corner of Madison and Pond, vehicles parked way too close to the end of the street. I know there's no markings. there is not much f further from the sidewalk. I'd ask too if we can look at that. UPS trucks can't get down the street at times. Um fire trucks, I know at Christmas time when they come down the street, they only have the pickup truck come down now. They can't they won't risk bringing the fire trucks down because it's too tight for them to get down. We had the trashmen before the guys even start on the street had to come down and take our trash cans halfway down the block and then they came back on and took our trash cans on the other way and came down and collected it because they couldn't get their trucks down the street. Well, we'll talk with Kurt afterwards.

You want to say something? Um, just to give everybody some context, yes, we did do a comprehensive study in that whole area. Um, and there's there is no, you know, home run solution for that intersection or those that couple of intersections. Um, part of it is we we really don't want pedestrians crossing Pond or Farragate in the in an area where it's a very wide open intersection. Even if it is at a corner, it's still a long distance for a pedestrian to cross. Um, so we wanted to at least follow locations where it's the shortest distance um to cross the actual road surface itself. I will say too that there are pendot regulations that we need to follow for any sort of traffic um improvement that we would plan to do regardless of whether it's a state road or not. Um you had brought up those um kind of blinking um crossing lights that they're installing in quite a few locations now. Pendot does consider that a traffic signal of some sort. So it does require a pendot permit and a pendot warrant analysis. there is kind of a lot of um leg work to do with those to get approvals through PENDOT with u for the for those improvements. So, you know, we could look into it, but um it is kind of a heavy lift to to get pendot approval for those.

Yeah. And again, we can we can certainly look into it and pull out the studies that we did in previous years. Um but it it's not completely up to the burrow because it is you know requires pendot approval too. So give us some kind of date in the next 30 days. Okay. Good question. We put something up. Sorry. We put something up the industry like we used to have those little crossing or whatever. Can we maybe start putting some of those at those inter is that a possibility or is that an obstruction? Uh yeah. I mean, it's not an actual approved signage um that we can install, but we we can take a look at some other options, right?

Is there a uh a type of sign you could get that would uh you know uh direct people to cross at a certain area instead of across that wide spans there? Yeah. Again, yeah, we can look at directing pedestrians in the shortest path to to cross, but again, we really wouldn't want people to cross those wide open areas. So, we can try to direct them. We want them to cross at the crosswalks. Yeah. Well, right. That's what it comes down to. And to your point, is there a place we could add in a certain crosswalk or curb ramps? We can certainly look into that as well.

Good evening. My name is Alan Hermley. I live on Pond Monroe and I see a lot of this. I see I hear hear a lot of breaks and a lot of screeching at that corner we're just discussing. My suggestion is is that you block off that short section of Farragut in front of Pennies and create a true four-way stop between Monroe and Pond. And that way, you know, it it avoids the conflicting traffic on that it comes off Farragate and and Pond where it merges. And I I think it would be a lot less confusing. Uh cuz often enough drivers coming from Green Lane in the other direction never see that far stop sign by by the veterans uh memorial. And there's been multiple uh closed calls. So again, I think suggestion is is close off that section uh Farragut in front of Finny McGee and create a true four-way stop. I don't know what you would think about that.

I think we even had a drawing of what you're re recommending and it just I don't remember exactly the insides and outs as to why that didn't work perfectly, but I'm sure that you guys can just dig that stuff up at least and just remind us of you know maybe we missed something or we could at least just look at why we went through so many of these possibilities that just didn't work. Uh, I just wanted to check with Gilmore to see if we're still on target for the crossing gates uh in the flood area over lane. I know I know they were back ordering until May. Uh, however, we're getting into the season where we're going to see the water rescues under there. Uh, [clears throat] I just wanted to check.

Um, so we do actually have the gates. They're ready to go. Um, we were waiting on a grant agreement for um, some grant funding that we received for the project. I have a couple things tonight. First, I want to start and I'll try to make it short is the issue that we're having with the electric scooters, the motorized bikes, some of the bicycles, um, juveniles in town riding down the middle of the street, pulling wheelies in front of the cars, um, causing hazardous conditions. We've through education through the schools officers driving around with the uh PA microbility information sheet which is the state law on these electric scooters, motorized bikes, ebikes. Um but I just want everybody to know that we are enforcing these laws. They are state laws and I'm not going to go over every one of them tonight, but I wanted to just mention a couple. The electric scooters that you see riding, people standing on, riding through town. [clears throat]

The electric scooters that you see [clears throat] juveniles and adults riding through town or standing on them, they are completely illegal in the state of Pennsylvania other than on private property. The motorized pedicycle, you have to be at least 16 years old. It's under class C. It's got to have registration and insurance on it. And the other one that we're dealing with are the ebikes. [clears throat] Got to be 16 years old and it can the maximum speed on ebike can only be 20 miles hour. So those are the three major ones that we're dealing with that we have been citing. We have seized some of them. definitely had an incident down there Sunday on Mil Street. Um, and the other issue is is the regular bicycles. You'll see four I had videos being sent to me four, five, six, seven kids riding down Ratcliffe Street, Bowling Wheelies, playing chicken with the cars, Pond Street, the same thing. We're not going to tolerate that. And I encourage the parents that are watching tonight to call their other their friends parents and parents and parents and work with us before we have a horrific tragedy on their hands in Bristol Burough. So the sheet that I'm talking about, we posted it again on the police Facebook page and it was posted for the longest time on the burrow website. It's going to be reposted if it hasn't been already on the burough website and we have them at the police department if anybody wants to come in, stop in and grab one um to get educated on what you can do and what you can't do out there.

So, Chief, you've been meeting with the school over this too. [clears throat] Correct. Correct. We have officers that are driving around with them in their cars and when they see the the scooters and ebikes, we've [clears throat] been handing them out if they stop. And the the last thing I want to mention is we are not going to chase these bikes. It's against our police policy. So you're not you may see three dirt bikes riding around when we pull up and they take off. We're [clears throat] not going to chase them for safety reasons, right? But you also have other tools to identify these people.

We do have other tools. I don't want to mention what them tools are, but we've been successful recently. Um, plus we're going to have the body cameras coming out probably in the next week or so. So, we have do have other tools that we've been successful with in identifying the riders on these bicycles and the ebikes. How about the loud I don't know if they're motorcycles or cars that late at night are speeding all through town with just loud mufflers or whatever? Because I've been getting calls from the Grundy Towers.

Yes. So I I've been getting the same calls and I I hear them all times all hours of the day and they they're complaining about the night. So [clears throat] them mufflers are not stock mufflers. to put on these cars aftermarket. And there is a law and we do have a couple officers that do um that are knowledgeable of this and do site people for that uh violation of the aftermarket muffler when we can when we can stop it. Okay. Any questions for the chief?

Yeah, I just wanted to um ask a favor. when we hire new police officers, which we've done, we used to bring them in so just that introduce them to the public, can we go back to doing that or is there a reason we're not I know they get sworn in at the courthouse, but if they can just pop into one of our meetings so that we can introduce them to the people, the town, you could swear them in at the meeting. Yeah, we used to, but

I I can do that on some occasions. I like to keep their identity um for a little bit if I'm doing an investigation and I don't want somebody to know who they are. Um a lot of times we post it on Facebook the pictures, but we can do that. I can start bringing them in. Um well, at least let me know when they're going to the courthouse. I'll go down there. Okay. I just I'd like to I'd rather do that. I'd rather go down there and they want to meet them. Yeah. I've been with. So, if you don't mind sending us all an email when you when you're going to be sworn.

Yeah, cuz I used to like that. And then I know like somebody got hired that that I that I know of. I didn't know they were hired until they told the family member. That's I don't know. And uh I also want to thank Steve Boji senior and Paul Yezzi who were the uh burough employees who worked that day and really made it they they really made it easy for us. Um and then municipalities are eligible to apply for that competitive grant funding for various improvements. Um this year their their um priority projects were pedestrian improvements. Um they also have bike safety improvements, school zone improvements, um or upgrades to your traffic signal equipment. There's a whole list of eligible um uses for the funding, but I I think there might have been maybe some confusion between that grant program and the actual installation of the red light cameras. Um so that grant program I think was um what the the email and the question was from is is the actual you know traffic signal improvements themselves, pedestrian improvements and that is funded through the proceeds of these red light cameras not necessarily the installation of the cameras themselves if that answered your question chief. And on our first night, we are just going to let the kids play. We'll have it organized. We're going to have a lot of activities for them where we evaluate um the numbers of the kids that we have, the ages of the kids that we have, whether we have to divide them by skill level or not. Um and so that will be the intention of tomorrow night. you can sign up as soon as you arrive tomorrow night if you have yet to do so. A number of kids have signed up. So, we're really excited about that. Um, but if you haven't yet and you still want to, you can just come right on in to We're still high school tomorrow night at 7:00. And, uh, Brian Mars, our um, our rec director right now, will u register you on site. He will also get you signed up for reces, which is now live, and it's really fantastic. Um, it's going to really allow all of us to kind of keep a lot more organization when it comes to fields and and programs and and all that other uh fun stuff. As we mentioned before, we are collecting a minimal fee. Um, moving forward now, very minimal for so for basketball as an example, it's $20 if you were in town, it's $35 if you are out of town. um that money will be used to just continue to improve the program whether it be through t-shirts or officiating or whatever it else whatever else it might be. Um if you haven't signed up for reces yet even if you're not going to participate in basketball but you know your your um your kids will probably participate in something in the future uh create a profile on reces. Also if you're just a citizen of town you can still create a profile. We're going to have plenty of

The whole design of our basketball program was to make sure that we do not interfere at all with the flag football program, which kids in the burrow love and it's been a really great program and will continue to be. But again, if you get your profile on reces, you will get emails about that as we speak. The only thing I do want to clarify is there was some confusion. Some people thought we were starting tonight because the program is going to be Monday and Tuesday. We did put it out on every avenue that we possibly could have over the last couple of days to indicate that that's not the case. But we are starting tomorrow night 7:00. Um 8 years old to 13 years old basically. I think it's third graders to about 8th graders. Um and uh it should be a fun program. So come on out. And I would like to say one more time too that Brian Mars, who is really been the spearhead behind getting this recesses program up, has been great. And now that that is up and running, we're all meeting with the rec board next week so that we're all in

Um, and from our review, we have concluded that Councilwoman Lorraine Cullen is uh a resident of Bristol Burrow as she is a tenant of the property located at 1324 Wilson Avenue and accordingly is therefore eligible to continue to serve in her role as a Brislboro Council person.

What I was wondering about on Mil Street, I don't believe we have crosswalk signs, you know, the signs that show somebody crossing. That might be a reason why majority of the people that travel down Mil Street don't think that they have to, you know, uh, relinquish the right away to, uh, people crossing. So, something we might think about putting signs up down there, you know, drivers are aware of that. Um, and that's pretty much it. I had questions about uh, um, Councilwoman Cullins um residency issue which you cleared up. So there's no need to say anything about that at this point in time.
