So before we get into public particip participation and everything, we have uh Jamie Gilpatrick here from the new director of the Grundy Foundation and we have a couple proclamations that we would like to present to the Grundy Foundation for uh library week. So Jamie, if you want to come up here, uh we'll slowly just wait one second. We'll start we'll start with Congressman Fitzpatrick's presentation. So Brian, if you want to come up, do we have a mic? All right. Put this up here for a second. So, we are in library week. Probably the one of the more unrecognized weeks of the uh of the year. and library week started in 1958. Um, and it started I was researching the history of this. So in 1958 the book publishers got together and they were concerned about a bleeding away from the libraries with the advent of radio and television taking a lot of their readership away. So the book publishers all got together and said how can we start this PR campaign to get people focused on books in the library. So they actually take pulled their money and they started buying ad time on the radios and the televisions channels to get people away from them and back to the library. So that's where the history was. Um and you all know the history of uh the amazing history of Grundy Library. So it was a Bristol Free Library. 1916 I believe it was uh Margaret and Joseph stepped in and gave it a permanent location. Um and in 19 uh 52 was when Margaret passed away. 58 was the first library week and of course in 1966. 60 years if I'm not mistaken. We're in the 60th anniversary of the Margaret library. So um it's it's one of these things that doesn't get a lot of attention. Um libraries are all part of our childhood. Uh we were talking about how when you actually used to actually write book reports, you had to go to the library, use the Dewey decimal system. That's right.

Check the card out. actually read through the library book, write things down, cite it. Not like that anymore, is it? Now you go to Claude or Chat GBT and it does it all for you. But we like to think we grew up in the good old days. And um you know, we got to make sure that our library stays strong because they're not just a part of our childhood and upbringing, but they're a critical part of educating our kids, educating our adults, bringing our community together. So um I just want to present the Grubby Foundation on behalf of the US House of Flight over the capital uh in honor of the library on your 60th birthday. Um 60 years going strong and I know um the legacy that Margaret started uh way back in 1916 although the the library the Margaret Brundy Library officially opened its doors in 19 uh 66. Um you've been serving this community for a long time with great distinction. So, just want to say we respect and honor and thank you for all you do.

Zeppy, all of our council members, the mayor. Uh we're so grateful that you recognize the importance of libraries and what they do for our community. I do have to add one note to this that libraries are a cornerstone of democracy. It's free access and that is so critical because anybody can go in the library and feel welcome and read and have access to everything you just heard now. But we do have some other exciting things to share with you. It's not just National Library Week. I want to introduce Megan Marks, our library director. Megan,

I think I can speak on behalf of myself and all library staff that a good library is only as good as its community and we feel so grateful and truly honored to serve Bristol and its residents. Um Bristol has long championed their library and we are so excited to celebrate our milestone birthday, our 60th this summer. Uh we are going to have a slew of programming and celebrations uh that will end with a panel exhibit on our history as well as a short film that will cover the entire history of libraries in Bristol from the 1850s all the way to our opening in 1966. So again, thank you so much for embracing us and for letting us serve you. And we just we truly have the best job and the best community and we really appreciate everything that this community does for us. So thank you.

Thank you for allowing us to speak tonight. My name is Mike Crossson and uh Allison Mchugh, Joe Degan, and Susie Anteneelli. Uh and I are all on the board of BCHF and we're also the chair people for the historic Bristol day this year. Um and as some many of you know, we're gearing up for a pretty large celebration. It's our 50th historic Bristol day and with conjunction with the 250th uh anniversary of the U United States. Uh planning is well underway and our goal is to make this year feel like a true celebration of Bristol. Uh we're building on what worked, adding some new elements and creating experiences that bring more people into town and enjoy what Bristol has to offer. Just wanted to speak tonight. We have uh a couple things on a fundraising side of of the event. We have two fundraisers going on right now. One is our road to Bristol Day raffle and it's um tickets are $100 each. There's only 200 being sold and it's a really good chance to give back to um our community. And um the tickets are going quickly. We have uh posters up around town uh QR codes how to join. Um we we're hoping this will allow us to bring some extra uh entertainment and things to our 50th anniversary. Uh also we have um our shirts we sell. Um Susie's wearing one too. Uh and they can be purchased online. uh they're they're being made to order, so we're not going to be selling them uh besides the orders online. We'll have a few for Bristol Day, but we're really trying to to drum up the business beforehand. Uh so that anything that you guys can do to promote it, um you we we're working um with the the council

on all the safety and all of the um logistics of it, and we appreciate all your help. Um, so I just here to to really talk about the event. Another thing we're really excited about is we got a um Bucks $250 grant for $950 that we're hoping to work with the the council with to replace all the banners in town to now be the 250th anniversary banners instead of the Lafayette. So, um hopefully we we can get together and work in conjunctions to replace all those banners that we have in town. Michael, yes.

thank you. Uh, it's been a unique experience so far. But um there's a p I'm waiting on Buckley not near the Del Canal uh trail I guess it is. It was like a paper road next to my house. And so there's a path there that everyone takes in my neighborhood to get to Mil Street. And uh it's really unsightly. Um there's crap is litter everywhere. And I just want to see I mean I'll spearhead it. I'll help. I'll get a dumpster. I'll get the volunteers. But I just really like to clean it up. It's between my house and the school is wooded area, small wooded area, and there's little kids playing back there and stuff. And there's couches. There's just crap everywhere. And um um I just found out the other day someone feeds 40 cats a day. Some guy walks around. I don't know if that's a good thing or bad thing, but he's got cats living back there. Yeah, I I cuz I I've been talking to my neighbors that I just met literally like in the last couple weeks about, you know, caring for the neighborhood and trying to make it nice, you know, and u he's telling me he feeds cats back there and he has Tupperware containers with hay in them, you know. So maybe we could leave that stuff. I don't know. But all I'm all I'm saying is I'm I'm I'm part of the community now and I I care about the looks of my my street. I'm on a I'm on a you know unique street. I'm a minority on this street and I my and it's uh I I love my neighbor so far, but it's not a great looking street and I want to do my part to make it nice. So

I'm handy. I can do a lot. So Chris, I'm trying to think if you're on if you're going down Buckley, you're on the left. If you come from here, from here? Yeah. But, uh it's it's just something we got to do all the time. Do it once a year or once every two years and think it's going to stay. I'm sure I need the clean up. Well, I think I'm what I'm thinking. Sorry. Uh so I apologize for not being here last week. I was uh pretty sick and um I wanted to discuss a couple of things that are going on with Burough Wreck last week. Um but I would like to uh kind of bring them up tonight. So, first of all, Ryan Mars, as we've uh mentioned his name here a couple of times, he's now our part-time uh head of of uh parks and recreation here in Bristol B doing a great job. And the thing that he is um most zerally focused in on right now is something called Recesk. It is it's a it's a software program basically that is going to help us manage all of our recreation programs. Um, one of the goals that we had with Brian coming in here is just to streamline and make more professional some of the systems that we have to offer, which we think will also then eventually help the programs themselves uh, continue to grow and to flourish. So, Ryan is in the very late stages of of finalizing all that. He's taking a training on it. I bring that up now because it looks like it'll be uh, completed uh, that we will be fully able to go live and active at the end of April or the beginning of May. And I would like to kind of prep parents, guardians, you know, people that have kids that might be participating in some of these things that we are really going to try to encourage everyone to start to get familiar with the system. Uh eventually we'd like to have 100% of our registrations come through that system. Totally recognizing that that's not easy to pull off right away, but I did want to put on your radar that uh it's going to be called WC Desk and our programs and offerings will be there. It's also going to be so beneficial for you to actually use it because you know in youth sports especially like communication is really tough. There's like 10 different places that people communicate. Um this will be a great place where an email needs to be sent to everyone. As long as you're on it, you'll get it. Schedules, uh payments, um uniforms, all that kind of stuff. We're going to be able to manage through

Reces. It's really going to it's going to correlate well with all the big projects that we talked about uh a month ago about what we're going to be doing here in the burrow. So reces is the first thing I wanted to discuss. And then the second thing I wanted to discuss is um not that there's a complete law in the action, but a couple of us have gotten together a couple times and said we would love some sort of spring summer option for basketball as well. Um, so there is going to be a uh spring summer league uh basketball program. Again, the details of which will be coming out very shortly. Right now, it looks like it's going to be ages 8 to 13. Uh, we have secured the Bristol High School gym for Mondays and Tuesdays. Um, starting in May. Uh, again, we'll put all that those details out. And another thing I did want to bring to your attention that is new um is that we are going to charge a very nominal fee. Uh a couple of the reasons why I want to make sure that we're getting that out there beforehand is we're used to things being um that we don't charge for rent, which is very very very rare if you look across the county as to how those things um go down. But couple of reasons why we've had a few issues with just participation, right? someone signs up and then you build a team around a couple kids who signed up who just don't come. Um, we think that a small fee might eradicate that to a certain degree, right? If you're invested, you're going to come. That's that's the first theory. The other theory is um we want to be able to get some nice shirts, nice uniforms, and I also find in youth sports that if you have real officials, it solves lots of problems, right? because a lot of the uh just controlling the environment, just being able to be in charge of the gym. It's a lot to ask of high school kids sometimes. And we'll still have programs where high school kids will get opportunities to officiate and be part of the program. Um but it's going to help us just keep things a

little more streamlined, keep things a little more serious, uh and just orderly. Um so we are going to start charging very minimal fees still compared to almost every other place I've looked around. um too. Um but we did want to put that on your radar. And as always, if even this minimal fee is going to be too much for someone, but they really want to participate, we'll obviously work with you. We can find ways to deal with that. Um but we just wanted to put those couple of things on your radar. Check the web Bristolboro website. Check the Facebook page. Um Craig Whitaker will be putting out very specific details about signups for the upcoming summer uh fast uh spring summer. We also made it very clear that we're going to do everything within our effort to not um to not overlap with practices when it comes to uh baseball and when it comes to flag football which is coming up as well. Um over the weekend, Saturday morning uh was opening day for Little League and there were a couple of us there uh council people, Ralph and Betty and I and it was a very nice day. Uh the kids seem to enjoy it. My nephew is playing this year and and I'm excited about that. He's playing T-ball and uh I'll be going out to see him play. Also, I was able to bring my uh grandson. He's not playing on the league, but he came with me and he enjoyed the ceremony. It was different than the one he has in his town and he really liked it. So, um you know, it was just a really nice day and the kids really enjoyed it. Thank you.

It's it's about us working together as a team to clean up uh the town. So, um and you know, my suggestion would be to help a neighbor. That's an opportunity to help your neighbor. If your neighbor is elderly, um you know, you can actually help them by, you know, cleaning up their area. Um so but whatever area you want to you wish to clean come to the school and sign up um because I have to track uh the number of people that uh participate. So, um, you know, it always turns out to be a good turnout. Um, and it's for good causes for our town. Um, also a reminder that the blood drive for, uh, in honor of Gabby Divine is also on May 2nd. Um, which will also be at the uh, Snider Dat. So, um, that's it.

Um there's a lot of um digging up of the streets and moving cars back and forth and I really do appreciate the uh the time and patience of the residents to allow uh our workers to uh do their job and do the job to the best way they can. Um just uh just be mindful in terms of you know in around town moving up the cars and things of that nature. Someone's got to park here, someone's got to park there, but just be mindful of your neighbor. Um and that that's that's all I have to say really.

Um I just want to remind everybody this month super has been going around. Um, they're not giving out tickets to you yet, but the best part of it is if you move your vehicles, we can clean the streets better before we actually get on it because they're very dirty and full of debris. Um, and another thing is that u me and Mr. Lee had to go check out Luc. Joe, apparently there's trucks parking on Lucas Street and the residents there are upset there are big trucks. So, you might want to take a ride over there and check it out and see what we can do about that because uh the residents are upset they're blocking the street like a big truck. And just so everybody knows that our our cleanup is important to Miss Maria and the whole staff here because we just want to keep our town clean and with the winter that we had, we really need to do it. So, um I saw the other day I was really concerned if you're going up the hill to Mil Street, there's that deep grass area. I when I was a kid, we used to play under there, but I saw a bunch of people, maybe volunteers or people that are on probation or something, but they were cleaning it up and I was excited because it's a really bad dirty area. So, um, anything that anybody, like Maria say, anything that anybody could do for your neighbors, for the elderly, you know, jump on in and help them because, you know, we're proud of our county. We want to keep it that way. We want to keep it clean. So, that's all I have.

I have a couple things. Uh, first off, for council, uh, if you would consider strongly consider the email that I sent you today with regards to the automatic, uh, red light enforcement program. It makes sense for us. I mean, it's not going to cost us anything other than the officer who would have to be reviewing the violations, but if you look at it from standpoint that Bristol Township has locations that have it. So, the people that are driving recklessly know they got to slow down in those areas. And once you get past Green Lane, uh Lord knows we've had enough uh fatalities and violent uh accidents in that stretch from uh Beaver Street to Bath Street. So, I think it would be a benefit to everybody if we would do that. And the other thing is I have a question for the solicitor. Uh, Mr. solicitor with regards to uh when a council person sells their house um and moves out of that doicile. Is there a a uh a set uh plan or or uh the way it's supposed to be handled with regards to vacancies on council?

Well, the fact that someone sells a property doesn't measure what residency is. You don't have to be an owner of property, be a resident. Okay. Well, if you if it's a if it's a temporary movement or to another location, uh does it require any kind of documentation? Have I have documentation? Don't worry about it. I'm sorry. Well, I would if you could enlighten me, I'd appreciate it. Yeah, I'm I'm leasing that property, but it's being renovated right now. Okay. I did sell my home, but I am leasing it and I have the paperwork. Okay. You have a lease that Yes, I do. Okay. Great. Lease and I have rental insurance. I just wanted to make sure for transparency.

before this even took place, Mrs. Cullen discussed this with the bar solicitor. It's like the solicitor said, it's not about where you are. It's about what you declare as your residence. She has also as a shore home. I have so it doesn't you could have multiple homes. You could live in multiple locations. You just need to declare where your residence is. She has a lease. She has renters's insurance. Her license, her mail, everything goes to where she is. And she's moving back in off and on whatever she wants to do. It's her business uh as she sees fit. But as long as she declares that, am I right, Mr. Gardian?

Well, residency is not one factor. It's what her intent is. And with all those factors, she remains a resident of Bristol Burough. So, that should clear up all the misperceptions. Thank you very much. Appreciate And as far as your camera, we talked about this months ago, and the problem is, and you said it tonight, you have to have a police officer review all these tickets. Bristol Township dedicated to two police officers to re That's how many there are. And from what I understand, the money collected goes to the state. It's a pend. We talked about this on the floor. I'm almost sure.

Yeah, we do. So, the money goes to the state. You only get reimbursed for the officer's time. So, for us to devote two officers maybe to this intersection to review cameras all day, I don't know if it's worth it, but that's something we could talk about and look into. Certainly, if you use a a part-time officer to do that, the cost would be less or even the lieutenant I know, but I'm saying we still have to put somebody and I mean I asked the township chief because he's on the rescue squad board with me and they have people reviewing these cameras before you could send a ticket.

Yeah. You need to make sure that ticket was legit. Then then they asked for hearings. So now you're sending a cop to hearings at $200 and some dollars every time somebody appeals it. Well, I I don't believe the hearings are at the district court level. I think the hearings are administrative level that the officer handles.

If I may, the first level is at the officer proceeding, but then someone can file an appeal to that decision. You go to district judge thereafter. All right. So, the only thing I want to just update everybody on is the personal high school track. I don't know if anybody walked by. It's under construction right now. It's coming out beautiful. We were here the other day. We made some modifications to sidewalks. Uh we took out the two long jump shoots in the back. We put in all new grass and sod and the tracks been black top today. They started melting the the red onto the track. Amanda, why don't you just go through? We have some pictures for everybody at home. Uh we're planning I think about another week or so it should be done. Okay. Um All right. So, I'm going to run through these, but um as Ralph mentioned, they did start pouring the actual red um synthetic track surface. And so, this is kind of um go through a couple of pictures of what the actual process was. So, here they are um pouring it on top of the black asphalt. This is the two new long and triple jump areas. So, um if you can picture, we're kind of standing on the Trenton Avenue side looking back towards the woods. We're actually in the center of the field. And so those two triple jumps run opposite each other and are now on the inside of the field where before they were on the far side by the woods where the bleachers are.

And this was it was milled out and the contractor the contractor came through and did an evaluation of what the actual subbase condition was. Um and then was able to rebuild the asphalt back on top of that so that we have a strong subbase, a new layer of asphalt, and then it'll have that um thinner but the the actual rubber track red surface on top of that. So again, this is um we're on the far side. The the former bleacher area is to your left. And again, that's where the long and triple jump used to be. This is the high jump area. Um so that was existing. It was already there. So again, we resurface that. And then um we have new sod that we had regraded and placed in between that black high jump area and then the surface of the track. So again to orient yourself to your right is where the recently completed pole barn is that storage area and then the concrete standing area. Um, if you recall at your last meeting, you had approved a change order to add a sidewalk path from this concrete pad. Then going again behind the track to where the bleacher area will be. So, if you can can kind of see that dirt with the blue bucket, it's going to be right off of that area where the the sidewalk will be. This is the long and triple jump before the red track surface was poured. saw some

this is the subbase for the new um sidewalk path. So they have a stone base and they're setting up the formwork. I believe that's getting poured tomorrow. Again, we're on the back side of the track where the the bleachers will go. And that's the sidewalk path area. The grading for that path. This is grading out where the long and triple jump used to be and was removed. So now we'll have a nice grassy area back there where the bleachers are. We're laying the sod in between the high jump and the track. thing. There it is completed. And this is kind of standing at the pole barn looking out at the track in the high jump. Where's the paper? Um and we are expecting that they'll be finished um with the track surface and then they'll be able to stripe in the next few days. So we hope by next week this is all kind of buttoned up and we have brand new track surface that we can enjoy.

So the extras that we did, I always said if you're not going to do it right, don't do it. So, you know, you go to other schools and other townships and you know, the kids go here, they're running on state-of-the-art facilities. Why shouldn't we have it? Why shouldn't our town have the best that we could put out there? And that's what I have tried to do. And so, the council, since we've been sitting here, always make sure that we do everything first class. So, that track is going to be unbelievable when it's done. We move the stuff from the back to the front so people can see it. Uh the bleachers are really only there from what I understand for field hockey, which that's what they sit on. Uh the other day we're out there, we even talked about since we're redoing the track, maybe we could curve it a little bit and put two sets of bleachers or three sets along the Trenton Avenue side so people can watch the meets also. So, uh a lot's going on. A lot's going to keep going, uh continue to go on. But I talked to uh Angelo Katrochi today and Dave McIn McGlenn and they're ecstatic and you know the kids are all excited to seeing this track get done. So we're going to have a nice celebration or opening ceremony when this you know at some point when this is all done. So again I think that our kids deserve this and maybe we'll get more kids running track.

Um and then you know part of the reason why we really decided to go with this contractor is they have a pretty good maintenance program going forward.
