Id like to call this regular council meeting to order. Let everybody the police rise for a moment of silence and let's remember all those who passed away during the month and also the tragic fire that we had last week where there was a life lost in that fire. Let's remember her as well.
And also the state trooper who lost his life last night in the line of duty. Please salute the flag to the flag of the United States of America and to the republic for it stands. One nation under God, indivisible, with liberty and justice for all. Mr. Dilling, you want to do roll call, please? Mr. Peza, here. Miss Cohen here.
Miss Rodriguez had a medical emergency with her. Her grandson got hit in the face with a ball and I think got a tooth knocked out so they were taking him to, you know, urgent care or whatever. Mr. Cousins here, Miss Figerero here. Mr. Johnson here. Mr. Petrochi here. Mr. Peaches here.
So, uh, Let's open public participation first. So, anybody on this side of the room want to speak on anything? Go to the podium and state your name and address. Anybody on this side of the room? Easy enough. That ends public participation. So, our new uh director is here for recreation. So, Brian, you have the floor. and Greg, you and Brian anytime you want to intervene. I just that we just asked Brian to come along and we're gonna ask him routinely to just give an update on um the progress that he's made on Wreck and put some things together and get organized and I think we're off to a great start.
Great. Thank you very much everyone. Uh first and foremost, I had a chance to meet with um three of our leaders, Jose, uh Brian, and Tyrie. And I can tell you that I think you guys are blessed to have three great leaders who do a terrific job with their programs. Uh some of the things we discussed were um practices, fields, schedules, coaching, volunteers, parents, so on and so forth. And um we all have similar backgrounds and similar opinions on that. Um for some of the programs, what we're going to do next year is have a parent meeting prior to the program starting. I think it's really important to kind of get it out there and uh the lay of the land and let them know why we do the programs. Um, a lot of our programs, obviously, majority of them are free and and the burrow takes care of that stuff. And I think if we can get the message out now that this is about the kids and not that these guys aren't already doing that, but if I can go to that meeting and we have a parent meeting and we go through the code of conduct. So, it's not like we just hand them a paper and they just sign it that night. Um, you know, some of them don't even look at it. And then, uh, we talked about things like that. Uh, we talked about scheduling. Uh we talked about the leagues. Bryan's just had a very successful another successful year with the basketball program. I know that uh flag will be starting soon and Jose's done a terrific job. I've known him for a long time. So coordinating with those guys is important to me and we're going to work on um you know fields and schedules together so we make sure that all the coaches and everyone knows um practice times, places, and so on and so forth. The big thing that we've really been working on is a program called Recesk. I think it's important that you, the board, know what's going on. So, uh, with Reces, I had a, uh, phone meeting last week and then I had a Zoom call this week and they're working on a pricing structure. I have experience with Recesk. And what that affords you is the opportunity to create a membership with a login. And when you go in, you'll be able to see through the website. It'll break everything down to you as far as, you know, if we're charging for a program,
what it costs, how to sign up, so on and so forth. And if there's a league schedule, we can put a league schedule in there. Uh, we can put practice schedules in there. The beauty of that program is that there's a scheduled practice at say six o'clock on a Wednesday and we have to change it to 8 o'clock as the person who will be in charge of that. I literally put it in and whoever's in that program an email gets sent directly to them so they already know. Uh I think paper trails are important also. We had talked about that with the group. So, I know uh the coaches having that information and us being able to put this on rec desk to do calendars, flyers, all the different programs is going to be a big benefit for the programs in the future. So, my next step with that is to get um you know the pricing on that and there's certain things with recesses that we don't need. So, that would make the pricing you know different. And because I have the background in that, if we're not at that level yet, there's no reason for us to get certain things on rec desk. So, once I get that, I'll make sure I get it to Greg and everyone and we'll present it and um if it's something we feel that would work for the recreation program, I think it would be a huge benefit. I I just wanted to reiterate with what uh Brian has come in and done very well is what we wanted to stress with all the program coordinators is that um he's not here to ruffle feather, shake things up, just really just trying to pull things together and organize things. Um we are determined to make sure that that happens. Um, and uh, that is the priority, just getting things streamlined and organized. And it's easy to do that, like I said, when when you have good leaders. We had a great meeting. Really enjoyed talking to Brian and Tyrie the other day uh, Friday just about what they do and how they handle situations and um, you know, uh, I'm just looking forward to working with those guys uh, throughout the year and through the programs and building on other stuff. just a couple things. We're continuing to install smoke alarms in along with the Red Cross program and we continue to see an increase in Fume Falls parts where everybody sensitized to gas. I just want to mention the fire that we had on 338 Darn Street. When the fire department arrived, there was two dwellings fully involved. Truth being directly affected by the heat and the flames, and the burrow's unique uh neighborhood layout and construction provides a significant challenge to the fire service. And the guys that night did a tremendous job in confining it to the buildings and structures that were damaged and not allowing it to get further than it could. Well, I know the response time was amazing because we were getting ready to start a meeting when the chief got the call with people trapped and I think they were there within two to three minutes trying to get in and uh I know they did an outstanding job. The fire companies responded and so they all deserve a well-rounded credit. I don't think we realize how fortunate we are to have the group of men and women that we have really.
And one more thing I want to mention that um within the past two weeks um the rescue squad, the police and the fire department were uh involved in a CPR save on Rapid Street. So that's good. Yes. And and brought him back and Yeah. and brought him back and I understand to the hospital and he's home and he's doing fine. Yeah. So I know Rosie was there very quick so you deserve a lot of credit on that one too. All right, that's Frank.
Just to pick it up on uh what was saying, I was at the fire meeting uh last week and uh they're asking for a little bit of help from the police department uh at times with lifts. Okay. Apparently, um they're not staffed enough. Am I correct in what they were saying that that they needed they needed sometimes for the police to respond to assist the rescue squad police and I told them that I would make make that known to the chief and see if there's a way we could encourage our guys to to give them a hand. Yeah, we there's some areas some residents in town that need uh multiple times sometimes in a night a person falls out of bed or whatever and they're bigger than what the rescue squad can handle and instead of having the fire get out of bed for every one of these um if it's possible that the policeman are available that they can help the squad to cut down on some of that load on the fireplace. Well, I guess chief you'll discuss it with Marty and yes, you guys can work out. Yes, we'll work on it with one other thing. Um, I had a call from an elderly uh person today uh who said that they were told that the uh concrete barriers at Beaver and Prospect were supposed to be removed and asked me to check on that because uh she claims that's the only way to keep the tractor trailers from going up that street.
I know, but we're we're Is Kurt here? So, Amanda, why don't you and Kurt explain what we did? Now that we did all this stuff, we're able to remove these. Look, we're not going to prevent this from happening, but we that was a temporary uh my son worked with Kevin Ever and the council to put them there and they've been very successful. But we spent how much money now on signage? Yeah, I forgot what the invoice amount was from the sign company, but with the study, you know, it was tens of thousands of dollars um to put in as many uh deterrent signs as possible. And we also approached PennDOT to try to get deterrent signs on 13, keep people from turning onto uh Beaver Street and finding their way down into the burrow. Uh but now that those new signs have been put in, you know, we can test removal of the uh temporary barriers that were put in place uh in the interim to see if the uh situation improved. Um but we've done everything we can without, you know, going into very expensive and costly modifications to intersections. And even then, there's just no assurance to keep these truck drivers um from following their GPS and just getting completely uh you know barricaded in uh to the center of the burrow.
I mean, some of the problems people are hitting them and they're one lady it's wiped out the whole side of her car, you know. So, it's you know, it's a catch 22. What do What do you do? So, we do have they still come by. We still have we now have a tower in town that can tow big rigs. So, if they make the turn and they're illegal, they're going to break them down and tow them. I'll uh get with the chief and maybe we can have uh when they remove the the concrete barriers there, have a directed patrol there for a while. Just uh keep an eye watch watch out and then people will get used to it after.
I agree. And the chief was going to discuss that tonight to let the residents know that they're coming down this week with the snowstorm was insane trying to trying to plow around the the barricades and all. So, you know, like Kurt said, we spend a lot of money. There were studies done, but there are signs. They still go through them. I don't know how to prevent it, but I don't think we can reach out to GPS companies. We tried to get them to, you know, put in truck restrictions so that these trucks don't follow it. You know, we've really done everything we think we can uh to get to this point.
We met with the Utopia, whatever it is, we met with them to try to explain to them to put better signage to make their drivers know to turn in. They got sign. So, we did everything you can and none of the signs have them turning. It takes you all the way to from Beaver to Pond and then left and back out again. Yeah. If they end up in town, we're trying to get them out of town safely without getting down these one-way streets where they can't even maneuver. They get they get boxed in. Thank you. All right. Chief? Just one comment on motion number five. When you get to it, authorize the hiring of Dale Walton as a part-time police officer with the request that council support this. Dale has 17 years of law enforcement experience and is a veteran, four-year veteran with US Army with US Army combat action in Iraq. It's going to be a great fit for our department. Okay. Uh, at this time we have a presentation by Congressman Fitzpatrick. If you want to go to the podium, sir, and discuss. Uh, Steve, if you want to go up with Brian, I got to stand next to a Reeves. Are you kidding me?
Thanks for the time, Ralph for the council. This is really for uh for Mr. Dylan. Um just to kind of walk you through the machinations because the rules um they change every year with federal appropriations. So I want to make sure um we're going to the municipalities um that we're granted uh awards to make sure that everyone's clear on what the rules are and how this is going to work. So we are for those of you who don't know on the on the federal level, we're limited into the the actual number, not the dollar amount. dollar amount is limited per item, but there's no aggregate dollar amount, but there is a a project uh numerical limitation. So, we've submitted um several for Bristol Brow that came through this year. We ranked the fire company for Bristol Burough as number one. Um Mario Diaz Bolard, who chairs a subcommittee that oversees our region, um he asked me, "Where is Bristol Burrow and why do you keep submitting for them?" Um, I said we'll get used to it because we're doing it again this coming year. But, um, you guys have submitted for a lot of really, really good projects. I just want to commend the council for submitting the one you did this past year for the fire company. Um, I can't think of a more worthy project. I really can't. Uh, we all know how much strain the volunteer fire services are under. Um, I actually looked at the numbers. So the year I was born, 1973, in Pennsylvania, we had about 340,000 volunteer firefighters across the state of Pennsylvania. That number stands at 31,000 today. Wow.
So you have less than 10% of the firefighters, not to do less work, to do more work. Fires have not gotten simpler, they've gotten more complex. And yet we're doing it with 10% of the people. Um local budgets are under strain. Their lives are strain. they're dealing their their co-responders are not just fighting fires, but they're also dealing with everything else that they have to encounter at the scene. So, one of the things that we are doing um in addition to getting the grants, I wanted to let the fire companies know this as well that we're about to introduce a piece of legislation called Fight the Fire. Much like you waited for the police officers, uh it's going to be $100,000 in tax-free income for our volunteer firefighters, above the line tax deduction. So, if you're in the 20% tax bracket, that's a $20,000 benefit. We're trying to reverse um the bleeding that's occurred with recruitment and retention both with police officers and with firefighters, particularly volunteer firefighters. Specific to this grant, um it's for $2 million. Um some of the grants that were submitting are getting tied up in this home security battle because not all the government is funded right now. DHS is currently not funded. But the grant that this was submitted under, that part of the budget has passed. So that's a done deal. So the $2 million is coming. You're going to get notified within the next few months and I believe Kyle if I'm not mistaken it's got to be spent within a certain period of time. Is that right?
Correct. Usually within a year.
Yeah. So I know you got money from Tina Davis as well. Just so you all know the council knows we are going to work collectively with Tina to try to get you all the way there to the $6 million amount. Our goal is to not have a dime come out of the Bristol B taxpayers pocket. SO, you know, I forget who I was talking to over here, but um the hope is that this is not just a fire company. It's a it's a substation for the rescue squad. It's a hub for the community. Um I think it's going to be great and I'm really really looking forward to it. I think it's going to be a game changer in this burrow. And um unfortunately we're reminded this week right here in Bristol Burough and then also this past in this past week uh Percoy Burough had a really really devastating fire as well. Um fires are not, you know, decreasing in frequency. They are as uh prominent as they have ever been. They're tougher to fight. We're doing it with fewer people. So um it's really got to be an all hands- on deck uh situation and response for a firefighter. So Kyle, do you have any further instructions for Mr. Dylan? I know you guys communicate.
We just want to make sure that nothing falls through the cracks here when it comes to the administration of the grant.
Absolutely. So, I know we're still in the early stages right now uh just because the annual budget was just passed probably less than a month ago or so. So, next steps wise, as you probably know from the previous um uh earmarks or CPFs, usually takes about a month or so. you'll hear straight from the committee and then it from there certifying the use of the funds to make sure that you know um it's going towards certain things. Uh it's a very traditional grant. I'm sure Mr. Dylan and Kurt over there have done them hundred times. Um so I know they're experts in that. So as soon as they complete that process then you'll be able to draw down the funds and then you're good to go and off to the races from there. So one thing I do want to say is it's truly amazing working with you all on these applications. Um, it's amazing because Bristol Burrow, you guys always apply for the economic development initiative, also as I call it EDI. Um, but, uh, you guys managed to make stormwater projects economic drivers, fire stations economic drivers. So, I really commend you for that, but it's been a pleasure.
That's all we have. Thank you guys. Thank you. Steve, you want to say anything on behalf of the association? Well, I had a tough day today at work. Uh so I I ran here from work. I didn't really prepare anything, but again, uh thank you very much for your support in this and again uh our state uh local and federal officials. Everybody realizes that this is a uh you know very financially responsible uh project and not only just that, but it's it's going to enhance uh public safety here in Bristol Bar. So again, we thank everybody for your help with this. Thank you. Thank you.
Just just for the record, we don't have a firehouse design yet, but we're very close. Uh we're working on a few issues, but with the 700,000 and the 1 million between Tina, as Brian mentioned, and Santa, and 2 million from Brian, we now have 3.7 million to get this project started. And we're going to get it started sooner than later. We're not going to sit here. Me and Paul are getting old. Like, we want to see this thing to fruition. So, uh it's going to happen. It's going to happen sooner than you think. The funding's in place. Brian already put in for more money as well as Tina and Steve. So hopefully we, you know, we get this, we hit this goal and if we do or we don't, no matter what, this town needs a new firehouse and you guys are going to get one as long as I'm sitting here. So, and that's how council feels. So, working together, we're on our way.

Yes. First of all, I'd like to say thank you to the fire department for what you're volunteers. Volunteers and you come through every time and we're really proud of you. Thank you. Um, also I want to talk about uh the basketball league that Brian handled. Um Brian, not talk about volunteers. He was there every day. Him and Heather Bearing. Um it takes a big commitment. It takes a big commitment to work with little children and sixth grade children. Right. Well, six. It's a lot. And these people do it so calmly. They don't get upset. They don't holler. They're they're teaching them the actual um fundamentals of the game and the kids are learning so much. Um there are a lot of coaches also that are involved. Um Brian has their names but I don't. Uh I want to especially thank Nick Waldron. He is amazing with kids. He's he's a teacher, but he what he teaches the kids about fundamentals is unbelievable. Um, but I'm just so thankful for Brian, Heather, and the way they handle the crowd, everything. He refs every game. Every game he refs.
Not every game. Come on. Yes, you do. And I I was there a couple times and it was just amazing. And then they gave each child a medal. You had to see the kids. They were smiling from ear to ear. They had they gave them pretzels and Gatorade. And you might have thought they, you know, that was a big banquet. They were so happy. It's a wonderful thing what you've done and I really appreciate it. Thank you, Brian. IS

Um, I would mostly like to reiterate everything that Councilwoman Cullen said first about the fire department. Um it was uh I you know I've never been a firefighter and it was probably the most surreal experience I've had from seeing Chief Moors get the call while we were here and then us just a couple of us just going to check it out a couple minutes later and man I mean you guys were there I mean in such lightning fast um form and to see such an intense fire only I think solidifies for us what what it is we're here doing tonight. Um, you know, it's tragic when anyone loses their lives, but it could have been far more um a far bigger tragedy had it not been for these firefighters. And I think uh when we get this firehouse done, it'll equip them with everything that they need. Uh, god forbid if there's ever a bigger fire or a bigger situation in town. So, thank you to the firefighters. Thank you to Congressman Fitzpatrick for uh being there for this project and many projects that the burough has um undertaken over the last couple of uh many years I should say. Um and I would like just to reiterate that uh in in a world that is very polarized um which certainly is one I still believe that that Bucks County and Bristol Burough in particular can kind of set a standard and does set a standard often on how things should be. like we don't always agree on everything, but we find a way to get to consensus and get things done and get important and big things done. And you know, it really I really do think that this this town and this county can serve as a model for maybe how sometimes this country can come back together a little bit because we're not going to agree on everything, but we can build consensus and get important things done and not just argue. Um, so I I appreciate that. And then the last thing I wanted to say to also reiterate, Councilman Cullen,
uh, this guy doesn't say a whole lot up here, um, but Brian would, I think, be the case study in how actions speak louder than words. And, uh, he does a fantastic job with our program, um, basketball program. And again, it further reiterates for us, uh, why we brought Brian Morris on board to really streamline and professionalize our wreck system. We've had so many volunteers so willing to dedicate their time and effort and and Brian and Heather and many others uh being case study in that uh that I don't think we've been doing them a service if we're flying by the seat of our pants which we are sometimes to be perfectly honest with you. That's how we were for the la I mean the grand that's how we were in the last couple of years and we are getting that organized and streamlined and it's going to benefit every kid in this town first and foremost and every volunteer that's willing to put themselves out there. We need to make sure we're protecting them appropriately. We need to make sure our kids are uh protected appropriately and that they have all the programs that they need and that we're a professional organization because that's what we are. So that's all I have. Thank you. Uh Brian.
Uh yeah, I'll say something tonight. I just want to say thank you to the firefighters because you guys like you say you're volunteers, but like thank you for your commitment to the job and without you guys, we still wouldn't know where we would be at. Like thank you. That's it. Maria,
um I too would like to say thank you to each and every single firefighter. um and first responders um for their dedication and hard work. Um I am honored to say that we have you guys here. Um you are the best. Um so thank you. And with that, also I would like to say that our cleanup date is going to be May 2nd, Saturday, May 2nd with a a rain date on May 3rd, and it's going to be from 10 to 2. Uh further information will follow.
And that's it, Lou. Again, I'd also like to thank the firemen and the first responders. We've had a couple rough months here in the Bristol area, but you guys have certainly come through. And I also want to thank you for your programs that are inviting young people to learn how to be volunteer firefighters.
I think this is really a it's a great project and it's well needed and I'm glad to see so many kids in Bristol have stepped forward and and are really enjoying the program. So, thank you very much for that late. I guess it's like kind of beat a dead horse, but I'm going to say it too again. Thank you from the bottom of everyone's heart here in this in this town um for the work that the selfless work that you do for our community. um putting families aside, your own things aside to drop whatever you do on the dime and and go and and and and help and protect. Um I'd say thank you and I know that everyone in this council and everyone in town would say thank you as well. Um also I would like to say thank you to Brian. Thank you to Brian. Um the the basketball w program was was amazing this year with volunteers and coaches and I mean my sons are a part of it and they enjoyed every single minute of it and it starts with leadership for for a program like that to to uh to to grow and to and to gain the uh the traction is gaining. It starts with leadership and creating the excitement for the for the children of the town to want to be a part of it. It starts with leadership. So, um I would like to say personally thank you. Thank you. Thank you for that. Um also also as the uh as the weather begins to break, nice warm weather, I'm going to urge the uh the citizens of of the town to talk to the children about being safe. Um you know, they would get on their scooters and run around and do the weather's just uh remind them being safe and you know, crosswalks and things of that nature. So, uh it makes your jobs a lot easier as well. So that's all.
Thank you. Uh Brian, everybody's saying how great you are with sports, but you also do a great job here. He does.
And I was in the building last week and this week, and you were at several meetings. You attended meetings on Friday with the rep committee with Tyrie. And so a lot of people don't realize what you really do, but you may be quiet, but you're effective. Uh there was somebody was telling me about an a write up or something I don't know how you do it on Facebook about somebody talking about New Town and they were saying that there was somebody writing something that lives in New Town that said we're losing New Town. People should go to Bristol Burrow and find out what's going on in Bristol because it's got everything that you really want in Bristol and New Town should start following Derby. How ironic is that where everybody used to say look at New Town now everybody's looking at Bristol Burough. So it's a tribute to everybody sitting here. Uh I Anna Lari is texting me our tax collector and if you didn't get your tax bills yet they were mailed out late. She said you could call the tax office at 2157881600 2157881600 but the bills were mailed out and you should be you know the mail's pretty slow right now. So, they're in the mail. Checks in the mail. So, it's the check. The other thing is, uh, March 24th, council wants to mark their calendar. At 700 p.m., we're going to hold a special meeting here to discuss some recreation projects throughout town. We want to unveil some projects that we've been working on for the last year and a half or more. Uh, so it's March 24th at 700 p.m. I don't know if we're going to have everything ready
for you at that meeting, but we will have some things to put up on display. It's a public meeting. Maybe hopefully we get public comment on some of the things we want to do. If people are interested, feel free to come and voice your opinion. And the last thing is on on again to go back to the firemen, a lot of people understand the nuts and bolts of how things work, but you know, if you guys were all in one building, your response time and your equipment time and everything comes out as one instead of running from different buildings and you do an outstanding job doing it. But what it would mean to this town to have everything under one roof, you know what I I think it means so much. And then when you get done, whether it's freezing cold outside or whatever, all these hoses have to dry out and wrapped up and the new buildings have things where you pick the hoses up and they drip dry and then you roll them up in in a heated area. And I remember during the snowstorm, you guys stayed in different buildings. I don't know what Waw Was I call the fires next to Wawa. And and I talked to some people and Ally was one of them. that they had no heat and these girl these kids stayed in there and they were freezing all night long, but they stayed there to protect this town. And that means a lot when you guys are putting your life on the line and your safety on the line to come and protect us. So, we are going to build a firehouse. I can promise you that. And I I know what's going on and what you guys do. So again, this council appreciates it and everybody else. All right, with that, nobody has anything. No more public comment, anything. to accept the council uh meeting minutes for February 2nd, 2026 and February 9th, 2026. To accept the treasures report for January of 2026, to accept the police chief report for February of 2026. to accept the fire chief report for February of 2026. To accept the inspection report for February of 2026, to accept the public works report for February of 2026, to accept hard report for February of 2026, and to accept Gilmore report dated March 2026 for February 2026 work. Mr. President, I'd like to make a motion to approve amending the provisions of chapter 1, Administration and Government, Part 15, responsible contractor ordinance to eliminate and/or resin in its entirety the provisions of part 15 related to the responsible contract ordinance. Second by Mr. Cousin. Questions or comments? All those in favor? I opposed. Number four.
Mr. President, I'd like to make a motion to approve the memorandum of agreement with the police benevolent association and authorize the council president to sign the contract incorporating the terms of the memorandum.
Second one, Mr. Groce, questions or comments? The only thing I would like to comment on that this was a long long drawn out event and I really want to thank uh Sergeant Palmer for getting involved in this and really bringing it to fruition because we were nowhere we were so far apart it wasn't going to work. But they say cooler heads prevail. He took over the leadership and I want to thank the uniform police officers downstairs for voting for him to take over the leadership of the PBA and I can't thank him enough for making this happen and I think both sides are very happy with the agreement. We have it being uh reviewed by our attorneys but if you're authorizing me tonight to sign it if it comes back fine. Council discussed it in executive session tonight so everybody knows what the terms and conditions are. So again, I want to thank Chucky and the team that came up and negotiated this contract and we did it in two meetings. So it shows you how quick you can get something done. All in favor?

My sister lives in Bristol Township. They tried to put me in federal prison. They couldn't do it. They brought over to Bristol Bur. I had nothing but problem with the police. Actually, they took my wife out of a house and flew her to Florida for 6 weeks. I knew where she was. Nobody would tell me where she was. So much has happened that Johnson, he was supposed to shoot me. All this stuff went to the FBI and I I'm trouble. So now it's in court again. The judge retired. We're trying to get the taxes straightened out. We was in court uh February 25th. The tax office wants me and the tax office see if we can come up with some agreement if we can remove the taxes so I can get the taxes paid. Uh penalties and interest from the taxes so I can get it paid. uh before the judge make a decision. So that's why I'm doing what everything everybody wants. That's why uh I got to go through this uh school board's got to be notified in the county. So this is I guess phase one. So
