SINCE THIS IS APPLICATION 25-PZ-18 IS A SPECIAL USE PERMIT, I HAVE A LIST OF THE CITY'S EXHIBITS THAT I WOULD LIKE TO READ FOR THE RECORD RELATED TO THIS APPLICATION LOCATED AT 1300 AND 13010 TOSSIG AVENUE. They include a copy of the report to the Mayor and City Council from the Planning Commission dated October 28, 2025, a copy of the staff report to the Planning Commission dated October 8, 2025, a copy of the Planning Commission minutes from their October 13, 2025 meeting, a site plan for the proposed use, and by reference, Ordinance Number 70-25, the zoning ordinance, with amendments through November 19, 2025. And I've had those.

Would you like to enter those into the record?

10:35Speaker 17

Recording clerk, please enter those into the record. Thank you.

10:39 – 18:54Speaker 5

Thank you. As stated, this is a request for a special use permit to allow a concrete batch plant at 1300 through 13010 Taussig Avenue. The property is in the M1 Manufacturing District Limited. This went to the Planning Commission at their October 13, 2025 meeting. The Planning Commission recommended approval with conditions by a vote of 11 to 1. I've got some maps and pictures, as well as the applicants, some screenshots from the applicant site plan. Also, I know five of the council members are pretty familiar with this from when I gave this presentation last November, but for the benefit of the three new city council members, I'll run through. This is essentially the same presentation from November. This map shows the property. 13,000 and 13,010 TAUSIG. They're highlighted in yellow. The property is currently undeveloped. Wooded, it had previously, the 13,000 TAUSIG property was previously MoDOT right-of-way, which was sold to the current property owner in the last several years. It is surrounded by a mix of land uses, including a warehouse and distribution facility directly to the north. To the east is Missouri Route 370 right-of-way, MoDOT right-of-way. And to the south, southwest, is an asphalt manufacturing plant. Along the southern, just to the south of the southern property line, that's a tributary that flows into Cowmire Creek. the zoning as stated is m1 manufacturing district limited it's surrounded by b2 zoning to the north to the east of missouri route 370 is the city of hazelwood and then to the south southwest is also m1 manufacturing district limited some background so this started in late 2024. The applicant proposed a concrete batch plant at this location. It is not listed specifically in the zoning ordinance as permitted or special use permit. So staff denied their request. They appealed that to the city's Board of Adjustment. The Board of Adjustment upheld the applicant's appeal with the condition that They would have to go through the special use permit process and prepare a traffic impact study. Also a little bit of background because it applies to the southern portion of this property. The asphalt plant located to the south that was approved by a special use permit in 2016 There were two conditions related to the screening of that use and buffering for the stream So those were also referenced in the staff report to the Planning Commission there was also mentioned that if if approved they would construct silos related to that use that could possibly be over 45 feet the maximum height for structures in this district is 45 feet that would require a variance to exceed 45 feet The comprehensive plan on the future land use map shows this area as commercial and also logistics industrial type of land use. The traffic impact study that was prepared for the property owner, for the applicant, ultimately stated that the proposed use would have minimal impact on the surrounding right-of-way. I have a summary of the recommended conditions if this is approved. And I'll just run through, just briefly touch on each one, summarizing them. The special use permit would be for operation of a concrete batch plant and accessory uses. Any future expansion would require an amendment to this special use permit. A floodplain development permit would be required due to any portions located in the floodplain. A site disturbance permit would be required to be approved and issued by the city. Documentation of MSD, Missouri DNR, U.S. Army Corps of Engineers, if applicable, shall be submitted to the Public Works Department. That is done through the site disturbance permit review process. A building permit shall be required for any buildings or structures. Final site plan for improvements to the property, including buildings, silos, foundation pads, stockpiles, and landscaping shall be submitted to the Public Works Department for review and approval. I stated earlier there was a reference to conditions from the asphalt plant special use permit from 2016. Number 7 addresses that. Any portion of the 75-foot stream buffer that was approved through Ordinance 16-23 shall be maintained. And I just want to point out on the This slide, this shows that light blue. So the line, that's the tributary, and the light blue around it, that is the FEMA-designated floodway. So that's why there was a 75-foot stream buffer required in 2016. That would have to remain intact. Number eight, a setback of 75 feet along the southwestern property line shall be required, providing for screening for the asphalt plant free from any grading and tree removal. This also was to try to keep that screening intact. So the Planning Commission recommended approval to amend this condition. THERE IS A SLIDE LATER ON, BUT ESSENTIALLY ON THE EASTERN AND WESTERN SIDES OF THAT PROPERTY LINE, IT WAS A 75-FOOT SETBACK AND IN THE CENTER IT'S REDUCED TO A 30-FOOT SETBACK AND THAT'S SPECIFIED IN THE CONDITION IN THE ORDINANCE. AND THIS WAS TO ALLOW THEM TO DO SOME GRADING FOR THEIR STORM WATER DETENTION BASIN. Yes, that's shown here. So if you see the blue lines along the southern property line there, the two on the western and eastern side, that's a 75 foot setback, and the one in the middle, that's where it would be reduced to a 30 foot setback. That was approved by the Planning Commission in their recommendation. Condition number nine, 20-foot parking lot setback along Missouri 370 and Taussig Avenue shall be used for landscaping buffer. This condition established a specific number of trees per linear feet, one deciduous tree per 40 feet, one evergreen tree per 20 feet. And any dead trees shall be replaced in a timely manner. This tenth condition, this last one, this was not addressed through the Planning Commission, but this came up with previous discussion with the City Council, and the proposed language was in the new bill, but essentially that signage shall be installed to direct exiting truck traffic to the east towards Missouri 370, except for local deliveries. and that it shall be installed prior to commencing any deliveries from this site. So it's added since the November council meetings. I do have some pictures of the site in case anyone hasn't been there. This shows some of that existing screening between the subject site and the asphalt plant behind that screening. This is the view from Taussig Avenue. And this is the view from across. across 370. That's 370 in the foreground with Taussig Avenue on the right-hand side of that picture. And then the open area in front of the trees, that's the location of this property. This is the site plan that was submitted by the applicant. They do have the applicant's engineers here to run through some slides as well. And I've got those in case anyone has any questions about that for me. This is the proposed buildings and then the proposed concrete silos. Are there any questions from the council for me?

18:55Speaker 17

Council members, any questions of Mr. Grayton's?

18:59Speaker 5

Council Member Norris?

19:01Speaker 11

Mr. Grayton, they're planting more trees? Is that what this indicates? The block 370? That's correct.

19:13 – 19:29Speaker 5

The way the way it's written that setback and none of these slideshow. Well, I know that the applicant does have a slide showing a draft landscape plan, but the landscape plan would be in accordance with the numbers that were specified in that condition.

19:29 – 19:45Speaker 11

OK, OK, and I do appreciate number 10. Turn. And the only local deliveries that was an issue that I certainly had all right, thank you okay.

19:48Speaker 17

Councilmember Sotillo.

19:50Speaker 10

Yes, thank you, Mayor. I guess you basically set a shortened version of number 10 because in our thing it says located along Taussig Avenue, exclusively along Taussig Avenue. Correct.

20:01 – 20:36Speaker 5

Yes, this is just a summary. The objective of that condition was that when the trucks are exiting the site that they turn east towards 370 and that's an attempt to just keep as much of that heavy truck traffic off of tausig avenue we understand there might be some situations where that's unavoidable if it's exclusively on top if it's going to be mac it's going to make the left turn and go that direction yeah yeah it will be like what's in our ordinance though right correct where they can't cut all the way over to just say st charles rock road though correct the way it's written in the ordinance yeah this is just a summary of that

20:42 – 20:54Speaker 17

Council, any further questions of Mr. Graydon? I see none. Thank you. Is the applicant in the audience? Would you like to come forward?

20:54Speaker 11

I have to swear you in?

21:01Speaker 17

Do you swear to tell the truth, the whole truth, and nothing but the truth? Yes. Please state your name and address to the court reporter.

21:08 – 26:23Speaker 4

My name is Hayden Ginsberg, civil engineer for Cochran Engineering, 8 East Main Street in Wentzville, Missouri, 63385. Continue. Thank you. So my name is Hayden Ginsberg, as I just said, representing Eastern Missouri Concrete and BMC Enterprises. Also with me tonight is Willie Rose with Eastern Missouri Concrete and Sandra Cupp with BMC. So I'll go over the site plan for you a little bit. So I put this together What we were looking at is a concrete access road to tossing Avenue about 250 feet west of the signal interchange with the exit ramp from 370 and that would be a concrete access road that comes down to the south goes over to the east to connect to a gravel lot for the concrete ready mix plant we have three Concrete wash water basins on the east side along the eastern edge of the gravel. We also have batch plant structures in the southern central portion of the site. That includes a building, a bachelor silo, and a storage silo. Also some aggregate bins in the area as well. Material stockpiles are planned to be on the western edge of the gravel. We are providing utility connections for this site Obviously storm and sanitary coordinated with MSD and any others coordinated with their respective utility owners We do show on this site plan the stream buffer area As well as the the floodplain areas and do want to point out that we do not have any proposed improvements within either of these areas I'll skip over to the next slide. It's a colored site plan just you kind of see what the Landscaping and what the proposed improvements are going to look like So the darker green areas that's vegetation the lighter green areas are the areas that are planned to be cleared and then eventually seeded and strawed at the end of construction for a vegetative establishment the lighter gray in the middle is the gravel area and then the darker gray on the north side would be the concrete access road, and then the darker kind of smaller rectangular structures, those are the batch or silo, building, aggregate bin, et cetera. We do, I'll go back, we do show the co-compliant parking. We have eight spots for any of the on-site workers to park their personal vehicles and then also 10 spots for concrete trucks on the northern edge. That's going to be between the two concrete road connections to the gravel lot. We'll have 12 employees on-site full-time, two, sorry, two on-site full-time and 10 would be the concrete drivers. The hours of operation are generally about 7 a.m. to 4.30. That's limited more in the winter whenever there's a lot less concrete being poured. Also limited to 7 a.m. to about noon on some Saturdays, depending on need. So I'm going to skip forward a little bit here as well. This is the screening buffer exhibit that I put together, which Mr. Green's actually already kind of went through with you guys. So I had drawn this as a red line for the 75 foot the whole way. And then there's also a blue line there that shows the 30 foot in the center. This is in line with the language in the ordinance. And then I also want to put this on an aerial view just to kind of see what the vegetation looks like there as well. And then this next slide, this is a landscape plan that I had put together after the language of the ordinance had come out. So I don't know the language verbatim, but I believe it was a certain number of evergreen and a certain number of deciduous trees along Taussig Avenue and Missouri 370 as specified spacings. So this plan outlines what that would look like. And those would be within I believe it's a 20-foot setback within that boundary there. Just to touch on the conditions, there are no issues with any of the conditions. We're happy to meet all of those. My other slides here. I believe you've already seen just from Mister greetings presentation as well as just some similar photos to what he had shown you just views from the site the first one on the left that's going to be from the bottom of the access there's currently a gravel access where we're going to put ours and so it slopes down and this is from the bottom of that slope and then the picture on the right that is the view across 370 from the east looking West at the site. building elevations from the architect. Preliminary, I will say. And then with that, I'll open it up to any questions you have.

26:24Speaker 17

Okay, ready? Yeah, of course.

26:26Speaker 14

Council Member Luther. Thank you, Mayor. And you may have covered this, and my apologies if I'm asking you to repeat. About how many trucks do you think on a daily basis going in and out of the facility?

26:36Speaker 4

Two to three trips a day. So 10 trucks, two to three, so about 20 to 30. Okay, thank you.

26:45 – 27:06Speaker 10

Council Member Satou. Yes, thank you, Mayor. I know there's quite a few trees you're going to be planting. Do you have a means that you're thinking about how to keep them watered so they stay alive? I mean, the ground isn't the best always right now. Are you recycling some of your water that you use in your process for your cleaning where you could actually use some of that water to make sure you put some way to water the trees? I'm just trying to follow up so we don't have half of them dying.

27:07 – 27:31Speaker 4

I don't know the specifics of of how the the developer would treat their wash water specifically, but I do know that they do recycle plenty of the wash water and reuse it either in in concrete mixes or I mean, if it's suitable and it's not going to hurt any of the vegetation, then I'm sure it definitely could be used for that purpose.

27:36 – 28:51Speaker 17

Any further questions with the applicant? I see none. Thank you, sir. All right. Thank you for your time. Is there anyone in the audience that would like to come forward and speak in favor of this application? I see none. Is there anyone in the audience that would like to come forward and speak in opposition of this application? I see none. Public hearing for application 25-PZ-18 is closed. Next, we have a public hearing for application 26-PZ-05. Again, Mr. Greitens. You swear to tell the truth, the whole truth, and nothing but the truth. Yes. Please state your name and address to the court clerk.

28:51 – 29:41Speaker 5

Zach Greitens, Planning and Zoning Officer with the City of Bridgeton, Missouri, 12355 Natural Bridge Road, Bridgeton, Missouri, 63044. Thank you. Continue. Thank you. I have a list of the city's exhibits that relate to this special use permit application. They include a copy of the report to the mayor and city council from the Planning Commission dated May 28, 2026. A copy of the staff report to the planning commission dated May 7th, 2026. A copy of the minutes from the May 11th, 2026 planning commission meeting. A copy of the site plan for the proposed use. And by reference, ordinance number 70-25, the zoning ordinance with amendments through November 19th, 2025.

29:42Speaker 17

Would you like the exhibits entered into the record? Please. Please enter those into the record. Thank you.

29:47 – 38:37Speaker 5

Thank you. Application 26-PZ05, this is a request to amend a previously approved special use permit. That special use permit was approved by Ordinance 16-20 to allow outdoor seating and dining area at the restaurant located at 12207A Natural Bridge Road. The amendment is a request to expand that previously approved outdoor seating area. The property is located in the B2 Community Business District. This went to the Planning Commission for a public hearing at their May 11th, 2026 meeting. The Planning Commission recommended approval with conditions by a vote of 11 to zero with one abstention. And I've got some slides that show a map of the, some maps of the area and some pictures as well as the site plan materials submitted by the applicant. And I did want to point out there was some documents on each member's space. So that was some updates, some revisions to two to three of the sheets that was sent to me by the applicant this afternoon. And I was able to do some screenshots of that in my slides as well. So the property 12207A, that's in the lower level of this building with the fronts on Natural Bridge Road. The upper level, the parking area for the upper level is on the east side of the building. And the parking area for the lower level is on the west side of the building. Where it says 12207A, that's the location of the restaurant. And then the current outdoor seating area is shown in the yellow circle on that map. This property was previously one large lot. It included the two parcels of land to the northwest. It was subdivided about five or six years ago. So this is the... There's cross-access easements providing access to Bonfils Drive and then also out to Natural Bridge Road. It's surrounded by a mix of land uses, including commercial land uses to the west, the area to the north that is formerly residential, that's in the airport buyout area, to the east and to the southeast, that's multifamily residential, and then to the south across from Natural Bridge Road is a vacant building and a commercial business, and the lot at McKelvey and Natural Bridge is undeveloped. As stated, the property is zoned B2. It's surrounded by B2 zoning to the west, south, and north. The buyout area, that's still zoned R3, and then the multifamily residential area is zoned R6. So as stated, this is a request to amend a previously approved special use permit. The existing outdoor seating and dining area was approved by council in July of 2016. It was approximately, it was a 480 square foot space with a perimeter fence, 12 by, 12 by 20 foot area, I'm sorry, 12 by 40 foot area. The proposal is to add approximately 250 square feet that's shown on the site plans later in the slides and that were also included in the material. And the proposal is to also add fencing to match the existing. New ADA parking is proposed. As you may have seen on the plans or if anyone had a chance to drive by the property, some concrete was removed. This was the location of previously of a ramp to the sidewalk in front of these businesses. The applicant is proposing to replace the ramp, so there's ADA compliant parking on the site. That concrete area was removed in late 2025. On review of the proposal in terms of traffic and parking, Existing circulation and parking is sufficient to accommodate any Anticipated parking demand and the parking currently meets all zoning requirements as stated this area is a mix of commercial land uses retail restaurant and service uses multifamily residential to the east and undeveloped area to the north I do have a summary of the conditions that were recommended by staff if this special use permit is to be approved. I'll run through a summary of those now. And I do want to point out there was one added from the Planning Commission. So first, the first condition, the limits of the seating area would be as delineated on the site plan with perimeter fencing to match the existing fence. Finished with a concrete surface, a building permit would be required for repairs to the concrete and for the proposed fence. Number two, outdoor seating shall be maintained in an orderly manner, free from trash and litter, provide sufficient spacing around any tables and chairs, and that they are to remain in the fenced area at all times, and that they would be allowed to be left inside the fence area during non-business hours. Number three, ADA-compliant access to the building shall be maintained at all times with suitable markings and striping. This would address the proposal to replace the ADA access that was removed. For the sidewalk area in front of the establishment, an area around the fence shall be kept free of trash and litter at all times. The parking area shall be kept free of trash and litter, paved surfaces properly maintained, including landscaped areas and areas set aside for dumpsters shall be properly screened. Liquor license approvals, any changes to liquor license with this expanded area would be the responsibility of the business owner to get those approvals as necessary. The planning commission at their May 11th meeting added condition number seven. And part of that was because this was included in the 2016 ordinance. No amplified music would be allowed except for through a special event. And that's a review process that's handled administratively. then adherence to the st louis county noise code at all times the i've got a few pictures so this area you can see the the entrance door to the business and then where the cones are on the right hand side that's an area where the concrete was removed there's some guard rails in place now that would be the place for the proposed new fence the or this shows a little more close up so on the left hand side you see the main entrance to the business and then the proposed outdoor seating and fenced area would would wrap around the corner it's shown on um some of the site plan uh slides later in the in the slides This shows it from the other angle, that area that has the guardrails in front of it. On the right-hand side, you see the existing fence. And there's a pergola. I've got a better angle, too, because the sun wasn't really working with me on this picture. This shows it a little better. This is taken from the upper level. So you see the existing outdoor fence. Seating area with the fence and the pergolas and the tables and chairs and then this would be on the end of it On the end of this existing outdoor seating I had mentioned that there was Some revisions that were provided by the the applicant So this shows the current conditions, and then this shows that dark gray area. That's where the proposed outdoor seating is, and then their proposed location for the ADA parking to replace what was removed. What the applicant submitted in this one, you see the addition of the dumpster, and they add the proposed enclosure. And then this shows a little bit more close up. The existing there as labeled, the existing with the pergola and the proposed seating area. So this shows the proposed addition and the fencing. I included this. So this was included on the revision that I received this afternoon. So these came out of discussion at the Planning Commission meeting. Planning Commission members asked about if there was a certain number of new seats that would be allowed. Based on what the applicant submitted, that this area would be set up for 10 additional seats. And as they stated, they have seating for 40 in the existing, and adding the 10 would bring it to 50. So this was the revised layout that was sent today. That is that's all my slides. Do you have any questions for me?

38:39Speaker 17

Council. Any questions of Mr. Great and Council Member Luther.

38:43 – 38:58Speaker 14

So with the addition. So just clarifying with the addition to the patio area is an additional ten seats. Correct. Correct. And then how many parking spaces are being lost with the addition? It looked like three or four, maybe.

38:59Speaker 5

Actually, there would be none because. And I think this slide shows it best. Oh, I see the there would be no loss of parking spaces.

39:09Speaker 14

It looked like it was biting into that.

39:10Speaker 5

No, no, it would be replacing the concrete that was removed. Yeah.

39:21Speaker 11

Councilmember Norris. So you're telling me that there's a total will be a total of 50 outside seating.

39:30Speaker 5

Correct, based on the information provided by the applicant. 40 currently and 10 proposed.

39:35 – 39:49Speaker 11

I don't want to, but it's not in any of this information, and this add-on stuff can get lost. Is there any way that we can have that in the records? The following conditions, outdoor seating.

39:49Speaker 5

To add a condition that.

39:50 – 40:11Speaker 11

Well, I mean, you've got it on this piece of paper she has or whoever presented this, but this kind of stuff can get lost in your office. Sorry. So is there anything we can do to have that in there that we can see that?

40:11 – 40:25Speaker 5

City Council can propose amendments to the condition, can propose deletions or changes or new conditions. So if the council wanted that in there, you would need to come to consensus on that and add it. Okay, thank you.

40:25Speaker 11

And again, about the parking. So for this big parking lot that's only two ADA are required? Parking?

40:37 – 41:15Speaker 11

Okay. And so what you're saying is the parking, these are this extension, there's going to be people parking right here, and there's just a fence between the parking? So there's going to be people sitting on a couch, it looks like, and then just going to have a little fence, and then cars could be pulling up there? Is that what you're saying? As proposed, correct. All right. Thank you. Oh, and is she restriping the parking lot? Is she doing any improvements of the parking lot? It looks pretty. You can't hardly see parking lot.

41:15 – 42:08Speaker 5

So there are some requirement. So yes, so there are some. I know in this parking lot, some of the spaces are more visible than others. The zoning ordinance does require that. parking lot shall be properly and clearly striped so that's not only is that addressed in one of the conditions but it is a requirement in the zoning ordinance as well and also in this diagram you indicated the dumpster is the dumpster being located like where the grassy area is so in the revised plan that was submitted that shows that dumpster location i mean there's no the zoning ordinance doesn't state exactly where the dumpster has to be, but it does think that it has to be screened from view from any street. So if they wanted to shift that closer to the building, they could. I think that was just a spot that they thought might be a good spot for it.

42:09Speaker 11

I kind of don't want a trash can by your door. But the barbecue grill also out in the middle, is that anything that?

42:18Speaker 5

No, the zoning ordinance doesn't address any screening of that. Okay. All right.

42:28Speaker 11

Oh, and I'm one more. I'm sorry. Sorry, Mayor. Did do you have the occupancy of the indoor out the inside building?

42:36Speaker 5

I do not know the occupancy load of the inside of the building. No, right?

42:40 – 42:54Speaker 11

So the outside is 50. And I just I'm kind of beaten, but I just need to. It's kind of awkward. There's no access to that outside seating from the they have to go into the business, correct?

42:55 – 43:13Speaker 5

OK, well there is a small opening. I think there's a small opening on the right hand side of that image. I think you can get through to the concrete area at the bottom of the steps. But other than that, no.

43:16Speaker 11

OK. OK. Thank you. I mean, should we not have that enclosed?

43:26Speaker 5

I might need to let the applicant address that. All right. Because I'm not sure how enclosed it is at the bottom of the steps.

43:32Speaker 11

Okay. But if public can get in there.

43:41Speaker 17

You further?

43:42Speaker 11

Yes, sir. I'm so sorry. Thank you.

43:45Speaker 17

Council Member Thornburg.

43:47Speaker 7

Yes. Thank you. With the existing parking, has there ever been overflow parking on that lot during the business hours?

43:56 – 44:50Speaker 5

I think there has been, but where does that overflow parking go? Let's see. I'm trying to go back to one of the Maps. Sometimes when there's overflow parking at any of the businesses. people choose the closest location. I think sometimes there's been maybe parking across from Bonfils in front of the large, there's a large parking area in front of the, it used to be a banquet center, the bowling alley, and that temple there. I think sometimes when it comes to outdoor seating, There's no way that we necessarily can track it. It just depends on where people choose to park. The current parking for this site does meet the zoning requirements. But I'm sure there's some situations where there's some overflow parking.

44:50Speaker 7

And if there is overflow, would that infringe on any of the other businesses that are open at that time?

44:57Speaker 5

Businesses in this building?

44:59Speaker 7

The surrounding areas that might accumulate the overflow parking.

45:03Speaker 5

It could. It could. I have not heard any complaints on that other than if there's a special event. Okay. Thank you.

45:12Speaker 17

Council member Luther.

45:13 – 46:20Speaker 14

Thank you mayor. Yeah, that was my question about overflow parking particularly for special events because I could see where That people would walk and then they'd be crossing streets and such so that was the question. Thanks for asking that I have a couple of other questions and they have to do with so to get to the outdoor seating and the current outdoor seating as well as the proposed additional outdoor seating, people must come into the restaurant, correct? Correct. So you go into the restaurant. Okay. And then I have comment and this may be better served by the applicant about will with this increase will there be any need to increase staff security lighting and then secondly after that looking at some of the concerns brought up that you know it's kind of going out the fence is right by parking what has anything been discussed about bollards or something like that and I say that because when we had another applicant with adding outdoor seating there was just a little concern about safety and we did talk about bollards around that area so I don't know if that's something that had been discussed.

46:21 – 47:24Speaker 5

That wasn't discussed at Planning Commission. I know we did discuss that for a previous outdoor seating special use permit application, and it was built into that special use permit. So that, again, as I had mentioned to Ms. Norris, I mean, that would be at the discretion of Council. If Council wanted to add a condition about that, they could. I did want to mention, too, regarding overflow parking. So special events. We have businesses that apply for those throughout the course of any given year. There are some limitations in the zoning ordinance on special events. They're required to submit a detailed plan of their proposal. I know that for this particular location, there was a recent special event and they provided written permission from the property owner across from Bonfils for that specific day. So that's how that was addressed in that situation. Just to make sure we had something in writing that showed that there was permission for that. That was applicable to that specific event on that day.

47:28Speaker 17

Mr. Greitens, will you cover who approves the special event permits?

47:34 – 47:52Speaker 5

Special event permits. So planning and zoning staff, myself, I get input from the police department through the police chief. We also circulate around public works if there's any other concerns. And ultimately, it's approved just through a simple letter of approval, and that's issued by staff.

47:54Speaker 17

Thank you. Did you have more questions?

47:56 – 48:10Speaker 14

Yeah, I did. First, I just wanted to thank whoever put this together. It was very helpful to see because that was one of my questions about what it looked like. What about will there be a need for additional staffing, security, lighting? That was just one of my bundle of questions.

48:11Speaker 5

I would defer to the applicant on that in terms of demand for staffing.

48:20Speaker 17

Council Member Wishing. Thank you, Mayor.

48:23 – 49:02Speaker 3

This is just more of an observation slash comment than anything else. I was just knowing that one of the things I hear from residents on a regular basis whenever I'm going around my neighborhood and area is looking for outdoor seating at restaurants in the Bridgeton area. I also know I've been seeing Terminal 3 advertising quite a bit lately for lunch specials and things like that on Facebook, so driving business, and also just wanted to point out that this was approved, well not approved, but recommended as a vote of 11 ayes, zero nays, and one abstention. So I'm excited about the opportunity that this could propose. Thank you.

49:05 – 49:28Speaker 17

Any further questions of Mr. Greitens? Thank you. Is the applicant in the audience? I need to swear you in. OK. Do you swear to tell the truth, the whole truth, and nothing but the truth?

49:29Speaker 17

Thank you. Please state your name and address to the court reporter.

49:32Speaker 12

I'm Adam Pickett. I'm the principal of Benton Design Group. The address is 1520 South 5th Street, Suite 304, St. Charles, Missouri, 63303.

49:42Speaker 17

Thank you. Yes. Continue.

49:46 – 51:13Speaker 12

Yeah, I think Mr. Creighton's did a very nice job of explaining what we're trying to accomplish. I think to start to address some of your questions regarding additional lighting or staffing and things of that nature, I don't think there's really any anticipated changes plan for additional staffing for this additional seating. It's really just taking more or less advantage of the space that's there. And also this came from a byproduct of correcting or trying to remedy, I don't know the history of the non-compliant accessible ramp that was there. But I do know from seeing photos of that just prior to it being removed, and I don't know if it was damaged exactly or not, but I do know it was non-compliant. Also, the existing accessible parking was not compliant that's within this parking lot. As the applicant, we're representing the business owner specifically for this space. But this parking, the access to it, the lack of ADA parking that was there and we're proposing to correct, as well as the dumpster enclosure, that serves the entire lower level of that strip mall. So it's, I believe, four tenants right now that are using the current parking as well as the current dumpster. And in regards to the location of the dumpster on our site map, which you don't need to go to, but just to reference that, I think it's on the printed documents that you have. That is essentially where it is today. The dumpster is just sitting on the parking lot sort of in that corner. So our proposal is just for the screening of that just to give it a better aesthetic and to comply better with the requirement.

51:18Speaker 17

Council questions?

51:21 – 51:44Speaker 10

Councilmember Sotillo. Yes, thank you, Mayor. I like one of my co-counsel's recommendations about putting bollards out there since your fence is going to be so close to the parking. Is there some way you can make the fence a bollard and making it more hit-proof? I don't know how flimsy the fence is going to be. Or do we need to put steel with concrete bollards so somebody doesn't just... happen to have their car in reverse instead of forward and all of a sudden back into the fence and somebody said.

51:44 – 52:40Speaker 12

Yeah, I understand the concern there. And I would be adverse to saying the fence could be a part of it only because it's the intent. And I believe one of the conditions was that it matches the existing fence that is there. So to accomplish that, that's not stout enough to resist a car. I do think we could have the conversation if that was an adopted condition to have bollards at least along those parking sections there. If curb stops would be considered as a condition, I think that could be viable. We would just want to review that spacing to ensure that the curb stop is far enough back that the front of the car wouldn't hit the fence as well. The concrete area itself is going to be elevated six inches, which isn't really a mechanism for stopping the car from hitting it, but some inherent safety to that, then I think also, though, whether it be curb stops or bollards, we could have that conversation, too. I do want to note, whether it be the dumpster enclosure or the parking improvements, there's going to be some coordination between our client, who's the business owner, and the actual landlord property owner. So there's some back and forth that we're handling with her.

52:41Speaker 10

Maybe the curb stops might be at least a first step.

52:43Speaker 12

Yeah, I think that's a good start.

52:45Speaker 10

Otherwise, they're right up against the fence. Yeah, they're very close.

52:48Speaker 12

I think human nature, especially on an evening, that makes perfect sense. All right.

52:52Speaker 17

That's all. Councilmember Norris.

52:58 – 54:01Speaker 11

Why we brought that up, you can see there's a panel that's out of one of the windows and I was told that that was a car that ran into that. It's down from her business. So, you know, we're a little concerned and if someone is you know um my being that close at least they have a sidewalk away you're going to have a the side the fence is going to be right there by the parking lot so that's what we're very concerned about safety yeah for all of us you know so that's what's brought up but it has happened a car ran into that window so and that was a hair salon okay so you know that was and could you reiterate where did you say that dumpster was going was it going next to the building or is it out in the oh i see d so i'm sorry are you enclosing it yeah that's actually our proposed enclosure um okay so it's been going on for a while so you are where we drew that that's where it sits today okay all right but it but it's not enclosed yet

54:02 – 54:15Speaker 12

No. There's another one, I believe, at the business to the northwest in the back of their building, which I don't know offhand if that, I think it's a dog-eared cedar kind of fencing around it, but there's two, but the one that we're referring to is strictly for this.

54:15 – 54:30Speaker 11

Right, yours, yes. Yeah, this is another business, so they have to take care of their own. Yeah. Yeah, their business is the front of the building is the back of the building that kind of sits, it's an awkward setup. Yeah. Okay, all right. Well, we'll see what's going on. Thank you.

54:30Speaker 17

Okay, yeah. Any further questions of the applicant?

54:35Speaker 11

Is your mother's name Judy?

54:37 – 55:25Speaker 17

I see none. Thank you, sir. Thank you. Is there anyone in the audience that would like to come forward and speak in favor of this application? I see none. Is there anyone in the audience that would like to come and speak in opposition of this application? I see none. There's no further questions. We will close the public hearing for application 26PZ-05. Next up, we have a public hearing for 26-PZ-06. Mr. Greitens again. I have to swear you in again? Yes. You swear to tell the truth, the whole truth, and nothing but the truth? Yes. Thank you. Please state your name and address to the court reporter.

55:25Speaker 5

Zach Greitens, Planning and Zoning Officer with the City of Bridgeton, Missouri, 12355 Natural Bridge Road, Bridgeton, Missouri, 63044.

55:35Speaker 17

Continue thank you.

55:37 – 1:02:19Speaker 5

I have a list of the city's exhibits for this special use permit application They include A copy of the report to the mayor and city council from the planning commission dated May 28th, 2026. A copy of the staff report to the planning commission dated May 7th, 2026. A copy of the minutes from the planning commission's May 11th, 2026 meeting. A copy of the site plan for this proposed special use. And by reference, ordinance number 70-25, the zoning ordinance with amendments through November 19th, 2025. like those entered into the record please please enter those in the record court recorder thank you thank you uh application 26-pz-06 this also is a request to amend a previously approved special use permit the that ordinance was approved or i'm sorry ordinance number 24-27 was approved in 2024 to allow the indoor pickleball and badminton facility. Their request is to expand the previously approved facility with additional courts and including the sale of liquor. The location is 11333 Blake Drive and it is in the B2 Community Business District. This went to the Planning Commission at their May 11th, 2026 meeting and the Planning Commission recommended approval with conditions by a vote of 12 to zero. The property, this was formerly weekends only up until just a couple years ago. It's approximately 110,000 square foot building with a large parking area to the south and to the east, access to Fifi Road, two entrances to Fifi Road on the west and one entrance to Blake Drive on the south. There is a surrounding mix of land uses, including single-family dwellings to the west, Missouri Baptist Children's Home located to the north, Scott's Power Equipment also to the northeast. To the east, across from Lindbergh Boulevard, is a mix of retail, restaurant, and service uses. And then to the south, BioLife Plasma and the baseball and softball training facility is currently under construction. As stated, the property is zone B2. It's surrounded by R4 zoning to the west, R4A to the north. That's specifically for Missouri Baptist Children's Home. B4 to the northeast, and then B2 to the east and south. As stated, the special use permit was approved in 2024 to allow the indoor badminton pickleball facility. It was limited to 80,000 square feet with 30 total courts. The 30,000 square feet that we're discussing this evening was left vacant at that time. The property owner, the applicant, wasn't sure what he was going to do with it. He's now decided that he wants to expand the facility for more courts. I did want to point out too the reason for the reference to the sale of liquor in this particular application. So when this was approved in 2024, There was no requirement for a special use permit when a business owner was going to sell liquor accessory to their use. We amended that in 2025. So since this proposal is for an expansion and now falls under the current code, that's why that was added on, that it's a part of the special use permit. So their proposal is to add nine pickleball courts. They did point out addition of a small commercial kitchen. The commercial kitchen is permitted by right. It doesn't require a special use permit. But then also to continue the existing liquor sales that they already have a liquor license for. While I'm on that topic, I did want to point out that prior to the planning commission meeting, we did receive a written public comment that was included in your packet from the property owner to the north, Missouri Baptist Children's Home. They expressed concern about an old deed restriction on this property related to the sale of liquor. I did have an extensive conversation with the city attorney's office about this. That deed restriction is an issue. It's a matter between private property owners. It's not something that can be addressed through a public zoning matter or a special use permit. It's just something that they brought to the city's attention, raising their opposition. But again, that's not something that is a public zoning matter. private landowners. Just wanted to mention that was the reason that was in the packet, and that was discussed briefly at the Planning Commission meeting. Regarding traffic and parking, there was an explanation in the staff report about this. There is sufficient parking on this lot to accommodate parking demand. Their parking current exceeds the zoning requirements currently, and it's staff's opinion that that would not be an issue with this expansion. I had mentioned the surrounding land uses. It's a mix of commercial, residential, and institutional land uses. I've got a summary of the recommended conditions if this is to be approved. The maximum number of courts would be 39 courts. Any future expansion would require an amendment to the special use permit. The sale of liquor is permitted. Liquor license shall be maintained in good standing. Property owner shall abide by any requirements of that liquor license. All landscaping shall be properly maintained, and the parking lot shall be kept free of trash, litter, pavement well maintained, and landscaped areas well maintained. There was a discussion at the planning commission. Someone mentioned there. They had seen in the past some accumulation of trash on the east side of the building where there's a covered area with a canopy. The applicant did state that there had been a homelessness issue over there, and he'd been working towards keeping that cleaned and well maintained. I do have a... This is the site plan. I'm sorry. This is the building layout. This is their proposed expansion He hasn't marked as phase two you can see in the back There's a reference to the small commercial kitchen proposed and then this is the overall site plan. I Thought I had some pictures but looks like they're not in there and I think most of you was probably driven by the site Here's the site plan any questions for me?

1:02:21Speaker 17

Council, any questions for Mr. Grayton? I see two. Council Member Wessie first.

1:02:26 – 1:03:16Speaker 3

Thank you, Mayor. Excuse me. Arch pickleball has been a great neighbor to have in ward one. I love what they've done with the building. I feel like they've been doing a great job keeping it up. And I was very excited back in 2024 whenever we ended up approving the original special needs permit for it. And I'm even more excited now to see phase two happening because I know back in 2024, a lot of us were crossing our fingers that there would be a phase two to see this happen. I think this is a business that Bridgeton should be proud to have, and it's definitely a benefit to the community. So I just wanted to express that I'm really excited to see this happening and express my support for it. Thank you.

1:03:17 – 1:04:40Speaker 10

council's member satele yes thank you mayor uh well first of all i i do know exactly what my co-counsel just said about ward one and uh the benefit to the neighborhood and a building that was very vacant for a long time a couple things i want to bring up is like i'm kind of curious why they didn't also volunteer to do something towards maybe phase three they have a covered patio area out there that we just talked about just a minute ago You know, is that possibly going to be for outdoor pickleball at the same place or something like that? I mean, I know that was going to be probably the next question on that. You know, because that's also popular, especially when the weather is just perfect. Or will that require another special use permit again for a third time? And I think that's another big benefit for that side spot right there. The other thing was to talk about the liquor license. I know for years, I'm going back as far as 1964 when I lived right by there, they never allowed, the children's home couldn't, K-Mart couldn't have liquor at the store, all the stores and stuff like that there. That's why they moved out there. Overland Dairy was there, and then they got moved out because they couldn't sell liquor at that. If it's on a deed, are we approving something for liquor licenses that then you're putting two landowners to go to civil court over? And I'm just kind of curious where that stands and what side we have to be on. So on that, maybe our attorney can talk about that. Thank you.

1:04:40Speaker 17

I'm going to recognize our city attorney tonight, Mr. Tallis.

1:04:44 – 1:05:20Speaker 9

Have to talk about that. I think the short answer is the city does not need to take a position on whether or not the deed is enforceable. I did speak with Mr. Grayton's at some length on this. We took a look at the deed. I spoke with counsel for Missouri Children Baptist Home. They called the deed to the city's attention. We told then that the council would be made aware of it, which is why it's in your packets. But as far as whether the deed is enforceable or not, that's between two other parties not involved in the city. Does that answer your question?

1:05:20Speaker 10

Well, I guess it goes to county then, right? The two go to county court, not Bridgeton Court, if this has a suit involved?

1:05:27Speaker 9

If either party wanted to make an issue of it, yes, it would go to the county court, not to Bridgeton.

1:05:31Speaker 10

All right, thank you. That's all.

1:05:34Speaker 17

Thank you. Council Member Norris.

1:05:37Speaker 11

Mr. Brighton, just to verify, 39 courts? Is that what the total will be? Yes. It's still badminton?

1:05:45Speaker 5

The badminton courts are still there, yes.

1:05:47 – 1:06:10Speaker 11

OK. All righty. Yes, I also appreciate the business. I said that parking lot is quite crowded. and I'm pleased. I hope they're spending some money in the other areas of Bridgeton. And I do have a question for the, will the owner come up? Yes. When I'm done, yes. Okay, thank you.

1:06:15 – 1:06:53Speaker 5

Oh, and Mr. Sattel, you had asked about the area to the east of the building. The way this is written if special use permit approved if council approves this special use permit amendment any expansion into that area would require another special use permit amendment because we'd want to evaluate it at that time even if it's outside correct if if the property owner wanted to do that any further questions amongst your greetings comments i see none thank you mr pam would you like to come forward

1:06:54Speaker 17

Please state your name and address for the court reporter.

1:06:59 – 1:07:11Speaker 1

Marshall Pan, residing at 132 and Mosley Road, Creve Coeur, MO 63144. 63141.

1:07:13Speaker 17

Thank you. Would you like to say a few words?

1:07:17 – 1:09:06Speaker 1

Yes. Since we opened business last year, since things have been going well, so we're experiencing overcapacity in some instances. That's why we want to expand. the additional space for nine more courts. That will give us the ability to host larger tournaments, have an area, because it's divided by a wall, have a relatively private area for events. Also, it will give us the ability to expand our badminton courts, actually. We have six badminton courts. But it's not enough. We just found out that a larger community of badminton players we are attracting right now because of the quality of our courts, the high ceilings, the lighting, everything we provided for the courts. With the nine courts, pickleball courts will have, like, we can convert a couple of the pickleball courts in that area into badminton courts also. And maybe Padel courts is in the planning also. We can add, convert some pickleball courts for Padel courts also. And as Councilman... mentioned. Although we really want to do that, but because it's a larger investment for us, we'll try to postpone it maybe until next year. And I understand we'll have to submit another special use permit.

1:09:10Speaker 17

Will you entertain some questions from council if they have any? Council, any questions of Mr. Pan? Council Member Norris.

1:09:19 – 1:10:19Speaker 11

I do appreciate you being in Bridgeton. You've brought a sport that evidently is going crazy. So I do appreciate that. but i do have just a request on your not on the number three request about the landscaping i know you have removed some dead trees but there's quite some trees up on blake that if you can take either take them down it looks like they were oak i know the business had been vacant for a while so it probably got when you got it but it is what we're trying to do to the city is our code enforcement and beautification and that is one of our busiest roads coming down through there so i don't know if you can trim them or if you need to cut them down because it looks like they're oaks with those galls so i would appreciate that if you could be do that for us but other than that keep handling.

1:10:20 – 1:10:47Speaker 1

Sure, yes, we have. We've acquired a couple quotes for both trimming them or removing them because everybody telling us those ash trees, these ash trees are dying. But they still have, you know, part of it is still alive. So we try to make a decision to either trim them or cut them down, replace with some more beautiful trees.

1:10:49Speaker 11

I'd appreciate that. It would help us. Thank you. All right. We'll do that.

1:10:54 – 1:11:42Speaker 17

Council, any further questions? I see none. Thank you, Mr. Pan. We're happy for your success. Thank you very much. Okay. Is there anyone in the audience that would like to come forward and speak in favor of this application? I see none. Is there anyone in the audience that would like to come forward and speak in opposition of this application? I see none. We will now close application 26PZ-06. Next, we have a public hearing for application 26PZ-07. Mr. Gratens. I don't believe I need to swear you on for this one, correct? OK.

1:11:43Speaker 5

Thank you. And do we need her? We're finished.

1:11:49Speaker 17

Thank you. Nice seeing you.

1:11:55 – 1:16:45Speaker 5

Application 26-PZ-07. This is a rezoning application. The property is located at 4209 Gallatin Lane. It's approximately three acres in area. The current zoning is our three single family dwelling districts, and the proposed zoning is B2 Community Business District. The property is owned by the city of Bridgeton, so the city is the applicant. This went to the Planning Commission at their May 11, 2026 meeting for a public hearing. The Planning Commission The recommendation the motion to approve failed by a vote of six to five with one abstention and as was noted in the material the reason even though there were more votes in favor the reason it is still a Not a favorable recommendation is due to the charter language where at least seven votes are required for a recommendation of approval. I The property shown on this map as stated, 4209 Gallatin Lane. It is in the airport buyout area. It's surrounded by a mix of multifamily land use, multifamily residential to the south-southwest, additional buyout area, undeveloped land to the east and northeast. This area is currently used as the city Carrollton disc golf course so it's currently a part of our parks and Recreation Department they manage this area and then to the north Interstate 270 right-of-way on the other side of 270 is a mix of industrial manufacturing land uses As stated the current zoning is r3 so it's zoned r3 because this area was previously a single-family subdivision and the zoning has just remained since since the time of the buyout and R3 zoning is also located to the east and to the south. The multifamily residential development to the south and southwest is zoned R6. There's some B2 zoning further to the west, and on the other side of Interstate 270 is Zone m1 manufacturing district limited I did I wanted to include this that if this rezoning is approved This is how the city's official zoning map would be amended Parcels the zoning extends to the center line of the adjacent right-of-way so the the map would be amended to look this way and Following up on some of that background information, so this was previously 12 separate single-family dwellings. They were consolidated, and the ownership was transferred to the city as part of the buyout. It's currently used for part of the Carrollton Disc Golf Course since 2010. It's the intent of the city to continue using the property as part of the disc golf course other than the proposed lease area for the digital billboard that was addressed by city council in January and February through the ordinance that was passed by council in February. Billboards are regulated by MoDOT, permitted within 660 feet of interstate or national highway, but it does require commercial or industrial zoning wherever they are to be located, so that's. So B2 zoning would be a commercial zoning district, but again, the land use of the property would continue to be the disc golf course. The B2 does allow for public park as a permitted use, so there's no issue with continuing that park use. As stated, the proposal is not for a redevelopment project. It's simply to address the digital billboard and the need for commercial zoning. Now, taking sort of a bigger picture look, this area is no longer suitable for residential development. Residential development is not permitted in this location, but the proposed B2 district would be consistent and compatible with the surrounding zoning and land uses. As I mentioned, public park is a permitted use in the B2 district. I do have some pictures of this area. This is looking towards the east from the condominium parking lot looking down Gallatin Lane this is looking back towards the west from the nearest intersection I believe that's Carrollton Drive And then this is looking back towards the west from a little bit in the middle of the property. This part of the road that the picture was taken from, this is essentially parallel to where the digital billboard would be located. Are there any questions for me?

1:16:46Speaker 17

Council, any questions for Mr. Graydon? I got one. Council Member Sotil.

1:16:54 – 1:17:07Speaker 10

Not really exactly on the zoning, but what was determined where the sign might go? I mean, it looks like it's in like one third section instead of being like at one end of the other in case we actually did develop something on this B2 strip or something.

1:17:09Speaker 5

I don't have that information.

1:17:10Speaker 10

Is it minus site from the highway? Is it because of certain trees? I'm just asking. I don't know.

1:17:16Speaker 17

I believe the sign company chose the location, if I'm not mistaken. Is that correct, Mr. Booker?

1:17:26Speaker 19

That is correct. Can you put the cursor exactly where?

1:17:36 – 1:17:58Speaker 5

It's further, so on this map, it would be further east. If you go where the R3 is located, then go right back towards the 270 right of way. Essentially there, slightly to the east, that's the location. I do have the, so this was also, this was done by Sterling Engineering, and they prepared the survey and they included that location.

1:18:02 – 1:18:20Speaker 10

just kind of curious why why it wasn't one i understand not to have it next to condominiums correct maybe it could have easily been at the other end but just kind of curious on that that's all it is at the other end the next parcel is owned by the airport okay so it is on the end of this partial then essentially yes

1:18:23Speaker 17

Councilmember Norris, did you have a question?

1:18:26Speaker 11

I just didn't know we were... I thought it was just strictly zoning. I didn't know that was... Correct.

1:18:31Speaker 5

This is a request for rezoning.

1:18:36 – 1:19:30Speaker 17

Next item on the agenda, we have a discussion item, and that is regarding the second council meeting in September. And why are we discussing this? Because council has the Missouri Municipal League Conference from the 13th of September, which is Sunday, through Wednesday morning, the 16th of September. So it's hard to get back from the conference in order to meet the seven o'clock obligation. Also, probably a bigger issue is our finance department, finance office, doesn't get the tax rates for next year until that week, the following week sometime. So we want to schedule the council meeting, reschedule it from the 16th, which is on the calendars now, to the 23rd. And we probably need to set that schedule as a going forward every year to the fourth Wednesday because of the tax rates coming in. So moved. OK. Council Member Sattel is making a motion to move the council meeting of September 16 to the 23rd of September. Second. And Council Member Wes, she seconds that. 1:28:38 – 1:29:06Speaker 14

Thank you, Mayor. Well, first, thank everyone for being here. And congratulations to Mr. Swartner. Well-deserved honor. And thank you to our newest council members, a couple of our newest council members, who went through the gauntlet of reading tonight. So thank you for that. It's a little intimidating up here. So we got through a lot of business. Several of us attended the St. Louis Metro. What did we attend last week? Metro.

1:29:07Speaker 17

Municipally. Municipally, thank you.

1:29:09 – 1:30:09Speaker 14

Yeah, well, I was there, really. So it was wonderful to see so many elected officials there and to be in the same room. Our mayor is on the executive committee. Do I have that right of that board? And so wanted to say congratulations for that and it's great to be involved. And then you meet people and you share stories and you compare notes and you figure out how to do things just a little better, hopefully. So at least that's what we try to do. We did have a meeting prior to this to talk about a compensation study, so we're looking at that in addition to a personnel study, looking at ways to be leaner and meaner here, not meaner, I guess better, leaner and better here in Bridgeton. So with our staffing, which is terrific. And then just a note about the upcoming July 4th celebration. Lots going on. It's our 250th. So we hope if you're not in the parade that you'll be along the side because we'll be happy to greet you and say hello. That's all I've got, I think. I'm not used to being first.

1:30:12Speaker 17

Council Member Bozzano.

1:30:15Speaker 8

I'll keep it short. Thank you guys for coming. That's a long one. That's it for me.

1:30:22Speaker 17

Council Member Norris.

1:30:23 – 1:32:26Speaker 11

I'll take his time. Thank you. I do. I'm glad to see everyone. I attended the Cardinal ball game May 21st. Why I say this is, you know, I just want to brag about all our departments and how devoted they are. Attended the picnic in the park, which was May 27th. Both events were organized through our senior division. of our parks department. It was a great time, and I want to thank Denise. The Cardinals did lose, but it seems like they are losing now all the time. Anyway, I guess we started it. I did also attend the Municipal League dinner that night. It's a great opportunity. We got to see the new staff for the 26-27. But when you look around the room, you see how many people, there was over 10 tables, with 10 age, so there was over 100 people there, how all these people are so devoted to their cities. So I was very proud to be able to come. And also I attended a first summer bash on May 29th at the Boston Farm. They had a bubble machine and a cone of ice, so it was wonderful seeing some neighbors. And Mr. Bazzato is there because his grandmother lives on the corner, so she probably got a free meal. Oh, anyway. Kiwanis, and I do want to thank the Bridgeton, the city of Bridgeton to help sponsor the Kiwanis Fishing Derby. It was held at Hellebush Park on May 29th. It was very successful. The pond was so very pretty. Many smiles, no crying this year, so I was real happy about that. And I also want to remember the installation and celebration of our new chief, Bryce Loveall, will be Friday. June the 5th at 2 p.m. I hope everyone can come and wish him well. That's all.

1:32:30 – 1:33:20Speaker 16

Council Member Shearer. Thank you, Mayor. uh i got two things the historic commission of the city of bridgeton um they are they got two busy weekends back to back this weekend they are representing the city of bridgeton at the st louis county parks and recreations historic event it's a showcase we have two tables and all the ladies will be there representing us the following weekend here at our very own paying gentry house they are having a garden show and a cult show on june 13th from 10 a.m to 3 p.m um and i learned i've never been involved with the star commission uh them ladies are really dedicated that is a dedicated group of ladies that i'm now proud to be involved with so back to you thank you thank you

1:33:21 – 1:33:42Speaker 7

Council Member Thornburg. Thank you, Mayor. I just want to mention that I'm going to be attending the newly elected official training in Columbia, Missouri, June 11th and 12th. I'm sure there's way more information there that I'm going to be able to comprehend, but I'm going to do my best to catch up and to learn as much as I can. So I just wanted to mention that. Thank you.

1:33:43Speaker 17

Thank you and welcome again. Appreciate it. Great addition.

1:33:46Speaker 7

Thank you so much.

1:33:48Speaker 17

Council Member Sattel.

1:33:49Speaker 10

Yes, thank you, Mayor. I'm going to keep it short since we had a very long meeting, so I'm just going to hopefully see everybody here Friday also at 2 o'clock. Thank you.

1:33:58Speaker 17

Council Member Wessie.

1:33:59 – 1:34:12Speaker 3

Thank you, Mayor. Like I say every week, thank you to everybody that came out and the people watching online. Thanks for taking the time to keep up with local government. I actually don't have too much to add, so back to you, Mayor. All right, thank you.

1:34:13Speaker 17

Staff reports. I'm going to start with Mr. Gunn, Public Works Director.

1:34:22 – 1:34:48Speaker 15

This week we received several phone calls. We're having some retaining wall issues at Planet Fitness. I know our inspectors have had several meetings with the property owner and the person who manages Planet Fitness along with the contractors. So hopefully they'll see that rectified in the very near future because we're getting about two or three phone calls today from pretty scared people parking their cars right on top of that retaining wall. So depending on your question, that's all I have.

1:34:49 – 1:35:13Speaker 17

Council, any questions of Mr. Gunn? I do have one request. I know I asked you the other day about the street survey, which some council members have asked me about. They haven't heard that we got it back, but we have. And if you would, there's an electronic version of that. Would you share that with council? No, we can make it available. OK. Thank you. Council Member Norris.

1:35:13Speaker 11

Just one. Mr. Gunn. Is that the owner's responsibility for that wall?

1:35:20Speaker 15

It's not our responsibility.

1:35:21Speaker 14

Okay, that's all I want to know.

1:35:23Speaker 15

City's out of that one.

1:35:24Speaker 11

Okay, that's the good words that I want to hear.

1:35:27Speaker 15

It's not the city.

1:35:28Speaker 11

Okay, that's perfect.

1:35:37 – 1:36:31Speaker 13

Parks and Rec Director. I just want to mention we're having our season pass holder pool party next Friday, June 12th at the outdoor pool, 530 to 730. And that's also for employees and boards and commission members. We sent some communication out last week on that. So hope to see a lot of people out there. Then we have our Cardinals clinic coming up on Tuesday, June 16th at BMAC. It was the first time they'd been back in a little while last year. It was a huge success. You can see the picture there of Mason Lynn. The kids were just in awe, and he was really cool. This year we've got Michael McGreevy and Jordan Walker as special guests. So there's still some spots you can go. We've got a link on our website, and you can go to the Cardinals website as well to sign up for that. And finally, our summer day camp starts next week. Staff have been busy training this week, so they will be ready. That's all I have.

1:36:32 – 1:36:48Speaker 17

Any questions of Mr. Kane? Did everybody let him know that you want a golf cart or you don't? If he didn't, please do. Okay. Thank you. I'm going to go with Mr. Book out next. City Administrator.

1:36:48Speaker 19

Mayor, I have nothing at this time. Okay, thank you. Thank you.

1:36:52Speaker 17

All right. Chief Bryce Lovell.

1:36:55Speaker 1

Thank you, Mayor.

1:36:56 – 1:37:47Speaker 6

I just want to one more time mention the public CRACE training that's coming up June 17th. Multi-purpose room at 6 p.m. Civilian response to an active shooter event. Just gives you ideas and things to think about if you ever find yourself in one of those situations. The week of... June 15th through the 19th, there's an event going on called Camp Fury that will be hosted at the St. Louis County Police Academy. It is an event for high school-aged girls so they can gain experience in both the fire and police professions. All instructors are female firefighters or police officers, and Bridgeton will have an instructor there teaching the police portion of that. And then finally, I've received letters of intent from, not unexpectedly, but both Lieutenant Dan Martin and Lieutenant Kevin Linhart intend to retire on June 27th this year. And that's all I have.

1:37:49Speaker 17

Any questions of the Chief? Council? Council Member Norris.

1:37:55Speaker 11

I'm sorry. Chief, the names again, please.

1:38:00Speaker 6

It's Dan Martin and Kevin Linhart.

1:38:03Speaker 11

Okay, thank you.

1:38:05Speaker 17

Officer Lenhardt is detached to the DEA?

1:38:08Speaker 6

No, that's Eric Lanham.

1:38:11Speaker 17

Oh, okay, Eric Lanham.

1:38:12Speaker 6

They're both lieutenants on the patrol division.

1:38:14Speaker 17

Okay, thank you. Council Member Weshey.

1:38:18Speaker 3

Thank you, Mayor. Just out of curiosity, what's that going to do with how many officers we need to get to what we want to have?

1:38:25 – 1:38:37Speaker 6

We're actually doing pretty well. We were only one short. Now some of those are still pending the academy process. But on paper, we were only one short before that. So this will put us three down.

1:38:38Speaker 3

Do we have any, are we currently actively looking to hire on since we know they're going to be retiring? Yes.

1:38:45Speaker 6

Our recruitment efforts are still ongoing. Okay. Thank you very much. Appreciate it.

1:38:53 – 1:44:20Speaker 17

Mayor's report. First of all, I want to explain a little bit about what I asked for at the beginning, the moment of silence for Mr. Zerbe. So several of us, council members Norris, council member Luther, our city clerk, Bridget, and our executive assistant, Crystal, City Administrator Kevin and myself are at the Municipal League of Metropolitan St. Louis installation dinner and awards ceremony last week at the Renaissance. Right before the ceremony started, there was a call by the MC for a doctor in the house. One of the participants was having a medical emergency. That's Berkeley District, so Berkeley Fire Department. and a medic showed up. We also had some Moline Acre police officers in attendance and they assisted as well. I found out the next day from, and that was Paul Zerbe that I asked for a moment of silence for, that had a medical emergency and then I talked to one of the other Alderman the next day Marlene Owen and she said he did pass away. So there is a service for him Saturday at Collier's it's on their website if you're interested in attending he had been on council on as an alderman for four years, I believe was just reelected in April and He was 46 years old and left behind a wife four children and other family members So, thank you I've been talking with Ali or Allison Garrison from Leonardo DS, who is the manager of marketing and communications and business development. And so when Leonardo Leonardo first opened up, they did offer to give a tour to council. However, it happened. So that's been put on hold. So right now she gave me some dates, possible dates. I want you to consider these. And I guess please get back to Bridget. Thursday, July 28th, Friday, July 29th, or wait a minute, let's see, Tuesday the 28th, Wednesday the 29th, or Thursday the 30th, these are in July, and two other dates, Wednesday or Thursday, August 5th or 6th. We're only going to pick one date. What time? She said it depends on the day that you choose. So keep that in mind. And there are visitor instructions, which she will provide once she gets confirmation of who's attending. One of the instructions is you need to prove US citizenship either through a birth certificate or a passport. So get that ready to go. Somebody mentioned boards and commissions. I think Council Member Norris, I have four openings on the historical commission, three on the IDA commission, one more on the park board, one on personnel, one on the senior citizens coordinating commission, and two openings on streets. So please let me know if you have any residents that are interested. I already talked about the street survey. So we transferred the majority of our funds from the old pension fund from U.S. Bank Wealth Management to RBC. There was one account that could not be transferred. It had to be cashed in. It was a bond, a $25,000 bond. I confirmed that today and approved it to be cashed, and that money will then be transported over to RBC either this Friday or the following Friday, and that will complete our transfer of our pension funds to RBC. Our t-shirt order is in. We have the t-shirts on hand. For those of you in the audience, if you haven't seen them, you can look through the window out there at the reception desk. There's one hanging on a coat rack out there. And they are reasonably priced, $12 for the use sizes. Adult sizes small through extra large or 15 and XXXXX and 4X are $18 per shirt. I think they're real nice looking shirts and I'm going to be proud to be wearing one myself. The banner is in circulation. Look for that coming in your mail if you haven't got it already. A box showed up here at City Hall today. And don't forget, again, start thinking about charter amendments for April of next year for the ballot for constituents to consider. We passed a resolution tonight, and that is in regard to our paper shredding and electronic recycling event, which is in October. We were getting a grant from St. Louis County on that, so that resolution needed to be passed. That has to be opened up, since it's a county grant to all county residents. The shredding will be done on site. And electronic recycling, you can bring in up to two large items. Anything over that, they will have a small, minimal fee for, correct, Mr. Gunn?

1:44:22Speaker 15

I'd rather they just bring two large ones. I don't want to deal with any money or collect any money.

1:44:25 – 1:45:04Speaker 17

OK. All right. You heard it from him. OK. I want to remind council, please put the microphone up to your mouth when you speak for the audience and also the audience that will be viewing the YouTube video at a later date. Let's see here. The 15th of June is the drop dead deadline for parade entries. So keep that in mind. And Chief, congratulations again. Looking forward to your swearing in on Friday. And I think that'll be a great day for you. Appreciate all you do for the city. That's all I have. Motion for adjournment. I think Council Member Norris has a question.

1:45:04 – 1:45:18Speaker 11

I know, Mayor. I'm sorry. Have you done all the renewals on these commissions? Because I have people saying that they haven't been renewed. So are they getting renewed on the boards? Are they due on the boards?

1:45:18Speaker 17

So all the renewals have been done. So ones that are up for renewal this year will be done in June. And their new term begins July 1.

1:45:28Speaker 11

OK. So June, you're advising them? Correct. OK.

1:45:32Speaker 17

Thank you, sir.

1:45:35Speaker 17
