Good evening, everybody, and welcome to this joint meeting of the City of Boynton Beach City Commission and the Boynton Beach Community Redevelopment Agency Board. Today is Tuesday, August 11th, 2026, and the time is now 716 p.m. The CRA August board meeting will start at the conclusion of this joint meeting. Before I continue, I'd like to remind everyone of the rules of civility and decorum. Public comments must be addressed to the commission as a whole and not to any particular individual on the dais or in the audience. Insults, personal attacks, and disruptions will not be permitted and you would be asked to leave if you violate these rules. We will now turn to the city clerk for roll call.

Thank you. I don't know why no one is saying anything about the last affair that we had downtown here. I'm just saying I know it was a while since we had it, you know, but I can still remember it. I just want to say to staff, you know, it was two days long. It was awfully hot, but thank you for doing a job well done, very well attended. Everybody had fun, and it was, I don't know how many people you had, but the crowd was astronomical. I kept sitting there. I didn't move. I just said, look at all the people. I had no idea we had so many people living in Boynton, but thank you.

Yeah, I heard nothing but wonderful things about it. Unfortunately, I was out of town, but I'm still upset I missed the roller skating rink. Next time. Next time. We are now moving on to public audience. If anyone would like to speak, now is the time to come on down.

Okay, Harry Woodworth, Boynton Beach. I just wanted to bring up a real quick thing. It's not really a topic. It's come up the last couple weeks in our neighborhood. We got an Airbnb, and you guys are making decisions about what's coming with the overlay and other things, and I'll do the same thing when the commission meeting comes up. We've managed to address the parking. We've managed to address the trash pickup and done exceptional in both those areas. The thing we're really failing at in my neighborhood and I've talked around the community is the noise thing. So I had an incident with my $4 million B&B next door. They're paying $1,000 a night. They party hardy. That means I can't use my backyard, my patio, and this weekend it meant I couldn't sleep in my house with double-pane storm windows because we couldn't have a conversation. Fixed that problem. Same thing happened the week before, 12.30 in the evening. This time I let it go until 11.30. I wasn't as benevolent the second time around. I talked to the owner who says, oh, you should call me. Yeah, at 1230, I'm going to call somebody in the Hyannis Port in a $4 million mansion up there, and they're going to do something. What? So we talk. She's cooperative. I'm not complaining about that B&B. The issue is with the way we have that structure, it is not workable because the noise has to happen. There has to be this series of events. A bunch of people have to jump through hoops, and you can't get there from here. Fort Lauderdale has a much, much more effective system. Short-term rentals are required to put a sound sensor into the rental unit, interior, exterior. They're 150 bucks or 10 bucks a month. Some are cheaper. They have agreements with the rental agencies, the Airbnbs, they get discounts. The thing makes a noise. It keeps a record for 180 days. If there's a complaint, they can check it. The code guys can come pull the data and you can set the levels to the city code. They're calibrated type A, D, B. No brainer. The results, the peer reviews, the owners, the renters, everybody loves this stuff except the jerks that make all the noise. And there's nothing we can do about those people and there's more of them born every year. But, you know, we got to do something different. That way, that setup is not working, and it's never going to work. This thing with the sensors, nationwide, it's all over. It's the way to go. It works. People love it. It's not even expensive. If you're spending $1,000 a night to stay at this place, she can afford $150 for a one-time installation and $10 a year. So maybe think about that as you're doing things. Noise and light, we got to fix it. What we got ain't going to work. Thanks.

Oh, we're not CRA yet?

Yeah, we're on the joint, so it'd be the next one. I don't think there's anybody. There's no one online, so we're going to close public comment. We are now moving on to item four.

Chair, excuse me, before we move on. I'd like the staff to get me some information in regards to what Mr. Woodworth spoke about. I'm just saying so that we can all be abreast. That might be something that we can really look into. I'm just saying sometimes good things come to us and we kind of overlook them. Thank you.

I know that the state changed the law, too, and I know we had to push back some of our Airbnb regulations that we had put into place, and so I just want to look into that and see what we can change and add.

We'll do the research and we'll make sure that we send the send the follow-up to To item for a staff Thanks madam chair April 21st the The board made a decision to move forward with a transition of leadership from RMA to moving in providing a dual role as a city manager and put, uh, myself along with my, um, executive staff of Adam temple, uh, Andrew Mack and also, uh, Amanda Radigan, uh, in that leadership role since then over the last, I want to say 105 days, 106 days. We went through, we did the analysis. It was a 30-day analysis and overview, and what we came back with, we provided both, and from a financial standpoint, there was top-line adjustments with the money being invested into an interest-bearing money market account of 3.2%. That's gonna be moved to 3.75%. So on average, we're pulling in around $150,000 just in interest monthly on those funds from a passive standpoint. That's gonna be a difference of right around two and a half, $3 million. Also, from the bottom line savings, we made probably about $700,000 in both cuts and adjustments to overall operational staff. In addition, our human resources department, along with executive staff, did a complete overview of purchasing card practices as well as standard operating procedures. We worked hand-in-hand with Catherine Rosmel, a lot of long phone calls. And we got to a place now where we've streamlined all those processes. We're capturing those dollars that are coming from the taxpaying citizens. And what we also did was we looked at the CRA agenda as well, and we made some adjustments to those. And what we're looking at doing October 1st, as the board is well aware, is incorporating CRA meetings into our city commission meetings so we can be even more efficient and still make sure that we're operationally moving the CRA as an organization forward. In addition to that, we've taken more of a aggressive stance in some of our real estate assemblages that we've had as far as 480 West Boyne Beach Boulevard. We're also looking at the post office site. There's countless numbers of goals and initiatives that we have moving forward in that short 105-day time frame that we've taken this interim role in the CRA. We've empowered the staff that we believe have the appropriate character and competency to move that organization forward in both Bonnie and Teresa. We've gave both those individuals leadership roles. We've brought in individuals such as Dave Weir that goes out, and he's the point person when it comes to actually making those real estate transaction introduction. So we actually form those informal relationships and formal relationships when we're talking to our residents. that are interested in selling their property. So there's countless initiatives and goals that we have and a lot of objectives that we've already accomplished in this 105-day timeframe. And from that standpoint, we're looking at moving forward. Obviously, with the board's approval, you guys are going to have questions. We're going to provide and articulate those answers from both myself, Adam, and also Amanda. We're looking at going forward with the same compensation package, but it's going to only include a $75,000 annual compensation for myself as a CRA oversight. And from that point, I would look at however the money is going to be divided amongst the rest of the executive staff that is part of that leadership role within the CRA. Okay. and I'll open it up to questions.

I don't have any questions. I just want to say as the chair, when I first came in, newly elected and I was dealing with the old CRA, there was things that just took a lot of time and things that for years as living close to the CRA district, as a resident, I would be asking questions or wanting things and when I became the chair, I started looking into the books and realizing that there were some things financially that concerned me and that the CRA was just losing money hand over fist and with the event. So since we've made this transition and I'm still a huge supporter of Chris Brown and it's unfortunate what happened in that situation because I think that he had the knowledge and the experience that we needed. We tried for years to find a CRA director and it did not happen and the people that did apply had no proven track record in a municipality for the challenges that Poynton faces. I have been nothing but thrilled of how it's been going since we've had to make this transition. Having the staff to be able to respond right away. Things are happening literally in the same week, not taking four and five meetings that we were dealing with. So I think the community definitely is seeing the benefits, too. I mean, we've been able, I think, to help Inka a little faster than what we've ever been able to. And so I know you guys are working super hard. I know I work you to death. um, with everything going on. But I think, uh, looking back now, the transition has actually been more beneficial to the community than, than what I thought it would be.

It just, uh, the Marina is also profitable. I know that was a question that the board has. The, the Marina is doing very, very well. And I think we provided all those profit and loss statements to everyone.

Good evening. My name is Christy Petrie. I was hired the day after the last meeting, July 15th. I spent a few months at the warehouse working on the city side. But I have about eight years working with nonprofits as an executive assistant. And so working for the city, I fell in love with the city. I got to know a lot of different people as you work with a warehouse courier, basically. So I worked everywhere from... to the police, to communications, everyone here in City Hall. I was the one dressed like a highlighter. If you ever see me around, that was me. So maybe you don't recognize me now. My hair is down and I'm wearing office clothes. But yes, I used to park the big old van back there. We used to see each other a little bit. So nice to meet you all and thank you for having me on this wonderful staff. Thank you. Welcome aboard. Welcome.

But don't go anywhere, don't go anywhere, but I want to make sure that was you that was passing me in the hallway with the mail part and all that, making the deliveries.

And then lastly, if you remember, there's been conversations or intents for the CRA to hire a development services specialist to support our land acquisition efforts with Teresa. So this is good news and bad news for me because I have Nicole Johnson here. She is currently one of our superstars in our building department. She's been with us for a very long time. She applied for and competed for that position on the CRA side, and so she will be joining us in the next couple of weeks working for the CRA.

That's so exciting.

Meeting with Rodney Mayo in Delray, who owns Dada's and Subculture Coffee. So he's always working a lot. So he has some unorthodox hours, but he definitely is working on bringing a lot of businesses into the city with pedigree and brand.

So we need It's appropriate to amend his employment agreement to recognize that these are additional responsibilities. So I'd like authorization to do that to reference back to the ILA.

No, thank you, Mayor, Board Chair. This will be very quick. There has been a legal matter in which the city and CRA have brought in as defendants. We have discussed it between the attorney's offices and recommend that we, at this time, enter into a joint defense agreement and a joint payment agreement such that the CRA pays for now and we sort it out on the back end later. As that becomes appropriate and apparent through the case. So we're asking for your authorization to enter an agreement to that effect And if you could do one from the city and one from the CRA that would be great.
