Today, the purpose of this procedure is to clarify and simplify the procedure, and to eliminate or duplicate trends that fall behind the times, and to adjust the procedure to the current rules and laws. Last February, May, and two weeks ago, we held a meeting with the Board of Directors. We met with the City Council and reviewed the proposed proposal proposal and adopted both sides' opinions. I will briefly explain how the previous opinions were reflected in this proposal. First, we decided to maintain the process of the City Council and the Council of Directors. You will remember that there was an offer to reduce the public hearing to two to one. Second, it clearly stated that the development requirements for each stage of multi-generation housing density are applied to large-scale or step-by-step development projects, not small-scale projects. Third, we added an extension process by shortening the 90-day correction response period for the application to 181 to 91. We made it possible to extend if necessary. Finally, we made it clear that the Judiciary Committee is in favor of the change in certain subordinates, and the final decision is in the House of Representatives. We divided the proposed amendment into three categories in order of importance. The first is to organize the smallest change from the biggest change in order to the largest change. The second is to improve the existing procedures and maintain the purpose of the policy. The third is a major change in policy changes, regulations, and decision-making processes. We also discussed the project permit system stated in the 11.04 of the BOSEL era. This amendment updates the permit classification, changing the non-specialization change from the existing 5-type to the 4-A type, adding specific 2-type measures, including deleting non-used 4-B type permits. Therefore, if there is a change of purpose, it will be changed to 4a in the existing 5-type legislation and the final decision will be made after the evaluation of the judge, not the planning committee. In relation to the second step, we are planning to proceed with an administrative approval process by adding independent SAPA review and public institutions and utility exceptions to the second step. Currently, independent SAPA is already being processed in the second step, and public institutions and utility exceptions are very similar to reasonable use exceptions, and this is also being processed in the second step. Next is the approval process, which corresponds to administrative improvements. The changes, which are stated in 1106 and 1110, contain the content of shortening the period from 180 days to 90 days for the applicant to submit an answer to the opinion. However, we will prepare an extension process for projects that need additional time and set standards so that the period of 90 days can be applied to other cities in the area. Next is the accounting procedure, which is a detailed change. The accounting procedure is standardized so that the City Planning Committee can hold the City Planning Committee before submitting all the proposals to the City Council. In the case of the existing measure, the City Planning Committee omitted the City Planning Committee procedure and used the final decision-making method at the City Council. So, we are standardizing the process for all code accounting. Next is the announcement related information. This belongs to the improvement crime and updates the announcement requirements in Code 11.18 and deletes the selected announcement method that falls behind the times. This is also part of the improvement crime, and the low-density stage is recommended until the high-density stage is completed. For example, let's assume that there is a project with two types of density, such as apartments and townhouses. In this case, the low-density stage until the high-density stage is completely completed, and the townhouse above the townhouse is limited to at least 50% to up to 50%. Therefore, it is to check whether the code is satisfied with the minimum density requirements stated in the code by the comprehensive plan of 2024. Next is the plan review, which is an administrative change. This is to update the relevant conditions to maintain consistency with the important region standard, unit registration division, and parking permit. This is to ensure that the corresponding part of the code maintains consistency with other conditions. There is a requirement that the important area must be marked within 300 feet of the important area in the sub-area. Therefore, the area of the sub-area plan will be marked in conjunction with the sub-area plan review. However, there is no need to go through the sub-area plan review because the written division will go through the division process. Therefore, this clearly states that it is a exemption, and the minimum parking space requirement of the code is no longer there, so the requirement to mark the number of parking spaces is also deleted. This is the last main policy change. According to the 12.34 Act of the Bo-Sel-Si-Jol, a specific sub-district re-localization and a separate sub-district re-localization are divided, and a specific sub-district re-localization is approved by the judge to make the final decision, and two types of re-localization standards are set separately. A specific sub-region designation generally starts with the applicant, including one or several notes. The entire region sub-region designation starts with the general plan modification in the city, which means that a significant part of the city or the entire region is changed for use. The reason for separating these two is because the specific sub-region designation is a legal procedure that judges can review according to the law. The judge reviewed the existing criteria and conducted a public hearing. I was trained to apply the principle of fairness. Therefore, this responsibility is entrusted to the judge. The hearing maintains final decision in the non-public hearing. And we're not trying to change the legislation. The relevant case will still be held in the City Planning Committee and the City Council. Next is the TIPA, which is related to the City Planning Act. This is stated in Code Section 142,250 as an administrative summary. This section clarifies the case in which an administrative amendment can be applied to the SEPA, the Environmental Protection Act decision, and the application of an amendment according to the law. In the existing Code, it was modified because it was not clear that an administrative amendment could be applied and that it should be returned to the Growth Management Commission. Next are public institutions and public facilities exceptions. In this section, these exceptions are redefined as type 2 applications. Currently, the code requires the approval of the trustee, but this is very similar to a reasonable use exception. The main difference is who is asking for a relief for an important area or a complete area. In the case of public institutions and public facilities, public institutions ask for a relief, but in the case of a reasonable use exception, the owner of the land asks for it. Since the two application types are very similar, it is recommended to follow the same approval procedure. Next, I will explain in more detail what I did not cover in the last video. In the current order, the anti-fraud resistance is scattered in several resistance groups. We are trying to increase the flexibility by combining these resistance groups in 11.14. Next is the resumption, but additional public records can be included in the current request. Although resumption does not often occur, for example, when a judge makes a decision to apply for a three-type application such as a conditional use permit, the applicant can request a resumption or submit a resumption application. And then the judge can refuse to make a decision, modify it, or submit a written opinion. Currently, there are provisions that allow public records to be added to the regulation. The reason why we want to delete these provisions is because public records are limited to one for the application of business permission, such as a conditional use permit, according to the law. Currently, the regulations have the option to hold one more public record hearing. We are trying to allow only one public hearing to be held. In addition, this re-evaluation is to allow the judge to modify the decision, not to restart the process of the public record hearing. Therefore, the right to refuse re-election, correct original decision, or submit additional written opinion remains the same. In other words, there is still a chance for relevant parties to present their opinions or request them. As a result, this clause prevents repeated public record hearings and provides more efficient procedures for applicants by following the law. Next is a guide on how to get project approval, which I didn't mention today. This is a simple summary. Some code sections will be changed through the revision I mentioned. Therefore, some of the existing code references are no longer used. For example, we are going to delete the reference related to the optional public request, and we were referring to the relevant reference in other parts of the existing code. We plan to delete these parts as well. This is to remove interrelationship that is no longer used in the code and maintain consistency between other code sections. For example, the work completed in 2024 is equivalent to this. The second is the annual update, which is an annual revision of the comprehensive plan, and generally includes small changes in size. In 2025, the annual update was carried out in terms of land use elements to increase the number of medium-sized homes allowed in low-income residential areas and residential preservation areas, and the annual update was limited to the same content in 2026. These amendments are divided into three categories. The first is a summary or consistent item for the clarification, modification or update of existing provisions. The second is a small-scale policy change to limit policy changes, and finally, there is a major policy change. These changes are actual changes to policy or lower areas. These small policy changes are derived from the housing implementation plan.
