The proponent, Pat Mone, is also on the call, along with legal representation by George Maranci. While the presentation is being pulled up, I can quickly give a quick recap of the project. The project is located at 50 Congress Street in downtown Boston. The proponent is seeking to convert the existing office space into 169 residential units. The project is located within the groundwater overlay district. And therefore, to comply with the requirements of Article 32, the proponent is seeking to install a stormwater tank in the basement of the existing building, then out of which they will pump up and out into injection wells within the public right of way. which will be on the south side of the sidewalk on Exchange Place. The applicant is also seeking to install, or sorry, the applicant is also seeking to upgrade the existing ramps at the intersection of Exchange Place and Congress and Exchange Place and Kilway.

OK. Ann McKinnon. I don't really have a comment on the proposed work. My comment is procedural. I was here less than a year ago asking about the legal notices. They really need improvement. First of all, I'm here because there's no indication that this could be done online. I've taken time off work to come in to make this statement again. The legal notices... describe this project as doing specific repairs. And again, I ask you, how would you like it If you read in the newspaper that your street was going to be subject to specific repairs, which could be, as in this case, new pedestrian ramps or repaving or repainting those pavement markings or widening or removing parking, who knows what it means? And I shouldn't have to come down here or participate in this meeting to find out that you're making an improvement to a pedestrian ramp. So please, what would it take to improve the legal notices so And I'm speaking for many others, so people know what the proposal is. It was stated at the beginning of this hearing by GOV what this was. That could be easily, in my opinion, could be easily added to the legal notice instead of specific repairs. That means nothing to anybody. So I request that you modify the legal notices. to include a clue about what the project is about or what the action is. Apparently, one can participate online. There is no indication in the legal notices that that is a way to participate. I guess I'm the only one who doesn't know that because I'm the only person here in the hearing room. But if you're going to bother, and I assume the proponent pays for the ads, if you're going to bother with the ads, please tell people how they can participate. During COVID, it was listed. So I assume that you all went back to in-person gatherings. It's a little stunning that even very few representatives from the city aren't even here. My request is simple. I don't care about this project. I would like to see the legal notices improved so they give more information for people like me in the public who want to know what's going on. Thank you.

Hello. Good morning, Chair, members of the Commission. My name is Thomas Jay with the Public Works Department. I'm here for this public hearing on the specific repairs at Murray Street and Mount Ida in Dorchester. I'm also joined by our design consultant who's sharing the screen for the plans from GPI. Just as a quick background for everyone, this project is a subsection of our ramp repair program, specifically looking to address constituent requests for new crosswalks throughout Boston. this specific location. We're looking to provide an accessible access point to the City of Boston Road and Park as requested by the public. And I'll let Dan take it away with the plans if there's any specific questions.
Yep, just to reiterate what Thomas said, this was requested by the community to improve safety along this crosswalk, this crossing here, to run the park. This is the same plan that was shown at New Business about two weeks ago, where we have not received any additional comments from communications with city departments or utilities. We're bumping out curves, we're improving drainage based on geometry design, and creating a raised crosswalk. Pretty straightforward. I'll open it up to any questions.

Sorry, couldn't unmute myself. Thomas, I believe last time we talked about a community meeting that was going to be held. Would you mind just briefly discussing how that went? Yep, correct.
So we held a meeting with some of the members of the community, specifically two members we were able to meet with. They had some questions on general surrounding area. We kind of tried to showcase how we were addressing their concerns, especially some safety issues. We're looking to have a follow-up organized with the ONS reps in the area for a follow-up, potentially onsite, just to kind of talk through design, showcase how we're looking to address some of their concerns. But we don't expect any major impacts or changes to the design coming out of that. And that was that meeting. The next potential meeting would probably be in a couple of weeks, but to be determined as of yet, when we got there in the field with constituents.

Good morning Mr. Chairman and Commission members. My name is Joe Cappellino. I'm the engineer and project manager from VHB representing the proponent and the project team. This morning this is the easement plan for the project as described. It's a residential project at the northwest corner of Queensborough Street, Kilmarnock Street. This pedestrian easement is being provided on Kilmarnock Street to provide a wider right of way for the pedestrians. And this geometry was coordinated directly with planning and Todd uniquely to make sure that this curved corner was provided to have a and easy passing for pedestrians trying to travel westward on Queensbury. So seeing there were no comments from new business, I'm happy to answer questions, but there have been no changes made to this plan since new business two weeks ago.

Yep, apologies. All right, we'll jump back to number four. On a petition by 69 Kilmarnock Street Properties LLC for the making of specific repairs within following public ways in Boston proper consisting of curb realignment, sidewalk reconstruction with structural soils, as well as relocated pedestrian ramps, street lighting infrastructure, street trees, landscaping, bike racks, driveway curb cuts, and wayfinding signs. Kilmarnock Street generally... Address is number 65 to 69 Northwest of Queensbury street in Queensbury street Southwest of Kilmarnock street as shown on a set of plants entitled city of Boston, public works department, engineering division, specific repair plan. 65 to my street to my street in Queensbury street. A public road in the Fenway 2 sheets dated June 22nd, 2026. Back to the proponent apologies for the skipping.
Thanks for that. So, um. This specific repair plan, we had made two minor changes based on comments we received either at new business hearing or from planning in between hearings. there are if you might recall or some of the documentation that's submitted we did coordinate with planning to off-site seven short-term bicycle racks so 14 spaces to to 125 jersey street or public way in the vicinity of 125 jersey street which is memorialized here on a schematic plan, but also through a more in-depth planning document with field measurements and photos and orientations of racks, which has gone through planning and been approved. The project is responsible for 9 total short term rack, so that would leave 2 on the site. The plan that was presented last week had 1 rack between the mailboxes. And this 1st retreat planning was really. Adam it and prioritizing this greenway for the first this green furnishing zone. So we removed that bike rack, which, you know, would have had to been on a on a paved pad for access requirements. And we move that here to where there was already a bike rack plan. So there are two racks here. The first one is four feet from the landscaped area which has an existing tree that we're maintaining and then this is again per the bike parking guidelines eight feet away from the first rack and that's still four feet away from the apron. And so we were able to fit those racks. I submitted communications with the planning department that memorialized this change and their acceptance of this plan. They did say they had no further comment in that communications that I submitted. The second change was based on this driveway apron. As you pedestrian may be traveling northward on Kilmarnock Street on the west side, you would be leaving our site, which now has a pedestrian easement and around a 10 foot clear walking zone to a more constricted sidewalk based on the frontage and facade of 55 to 57 Kilmarnock or the Fenway used condominiums. You know, currently there's this radial stone that's probably sloped in the field to make this kind of flush, but also I would assume visually you can tell it would not meet ADA cross slope requirements, so we kind of looked into how to fix that. And then as I was looking into that, there is there are some direct access units on the ground floor here and there is a gate that swings inward for the residents to use, so the gate does not swing outward. But what we decided to do was really look at this, the topography here that we have in detail and realize that this apron isn't providing a six inch delta from the street level to the level sidewalk. It isn't now and it won't in future conditions. So what we did was kind of limit the size of the apron based on the design slope in the city details for a this is the residential driveway detail for this alleyway to kind of limit that width to provide a four foot flush zone to get through the sidewalk here, which is an improvement versus what is out there today. And I think it's a best case scenario as far as accessibility requirements and cross slopes and whatnot. And so part of this stone will be flush with the sidewalk above and the apron will be able to be limited to about two feet wide here instead of the three foot 10 that's on the detail. It's just based on the vertical delta we're dealing with here. So that is a change that was made. And if there are any questions, I'm happy to answer them.

Yeah, for that, for that driveway, right? Like, appreciate the dimensions there. But if instead of having curved corners, we could just have slopestone so that we're not introducing granite into the right. Like, I understand that the intent here is to be flush, but it's still right. And a different material there in that corner. So if that four foot path could be continuous cement concrete, that would be desirable to have. Slope stones did not occur.
So when you mean slope zones, you mean like a transitional?
Yep.
So what I discovered, I did look at that, Amy, and sorry to sketch during a public hearing, but if this was to slope at all, you would need a transitional panel. And then I felt that that wasn't appropriate for residents to walk out into where in this scenario, everything behind the curb is level. So like, you know, residents are using that direct access pad. I mean, I'm happy to do that, but I did not want to introduce like a. An extreme cross slope on a on AM. Panel here that you know residents would step into and it would really it would really eat into that with because there's no way to have anything sloping here that's not going to cause this width of level. Area to be reduced, even if it's even if it's smaller, you know, I mean. So I was more comfortable with this. I'd be happy to change it for you.
No, actually, I will defer to Sarah. Yeah, no, I see what you've done there, right? Like with the entrance, I guess that's additional complicating factor.
Yeah, I think without the gate there, that probably would have been the better way to go. And again, Sarah, I'm happy to take your comment, but I thought this was more appropriate because of those direct entry units here.
Yeah, it sounds like you have a lot of complicating factors, including the entry into the other building, which we don't want to impact as much as humanly possible. So I think we're OK with the approach given as proposed, although recognizing a material change could influence kind of the maintenance ongoing, but I think as proposed, it makes sense just due to the door and the furlough landing outside that gate.

The project involves the demolition of an existing three-story mixed-use building to allow for the construction of a four-story mixed-use building providing approximately 10 additional residential units for a total of 12 proposed, ground floor commercial space, and a six-space surface parking lot accessed from New Hill The proposed work within the East Broadway right-of-way includes sidewalk reconstruction, two Japanese tree lilacs in tree pits, associated structural soil, and two visitor bike racks shown here. The project is located at 736-742 East Broadway in South Boston, founded by Newell Place to the rear, private parcels to the east and west, and East Broadway to the south. uh project involves the demolition of an existing building to make way for a new four-story mixed-use containing 12 residential units ground floor commercial space and six spaces of surface sparking accessed from new wheel place at the rear the proponent is seeking a projection license along East Broadway to allow for the installation of a canopy along the facade of the building. The canopy extends over the public way a distance of approximately 3 feet 4 inches to 3 feet 2 inches for a length of 50 feet 8 inches. We are looking for permission to make specific repairs, including replacement of 467 linear feet of concrete sidewalk, relocation of light poles, closing of existing curb along St. Molotov, replacement of approximately 196 linear feet of concrete sidewalk, closing of existing curb cuts, relocation of light poles, reconfiguration of approximately 208 linear feet of existing curb along Gainesboro, and reconfiguration of approximately 228 linear feet and new driveway curb along Public Alley 823. We've received some comments from from Disabilities and Accessibility Commission requesting to provide some construction tolerances on our pedestrian ramps, which we have reduced those slopes and provided that tolerance.
