This is the site that you can see on screen for Mildred Haley. We just ribbon-cutted phase one, and now we're doing phase two. This involves, as you said, some curb adjustment on Center Street across from La Martine with the appropriate amenities required by the City of Austin which we've provided included. We've also gone through I think the last open item was a tree hearing which we went to on June 4th. The tree, one tree was requested to be removed and that was approved. I believe we're still waiting for the formal approval from the tree warden but it was closed out on the June 4th hearing. I have nothing else to add to the presentation, but if there are other questions from the Commission or members of the public, happy to answer them.

So I don't, these aren't exactly my plans per se, although I helped develop the landscape components. So what you see in front of you here is the pedestrian easement plan and So this project is related to a 14,000 square foot parcel located at the corner of Center Street and Park Street in West Roxbury. The proposed project is a construction of a four-story mixed-use building with about 20, I think it's 21 residential units and ground floor commercial space as well as off-street parking that will be accessed by a curb cut off of Park Street. The proposed pedestrian easement here in what you see in red is proposed because there's an existing ADA sidewalk ramp whose clear space behind it is not sufficient. So we're proposing about 14 square feet to be added or included in a new pedestrian easement to pass by that handicap ramp. I can go on to a specific plan related to this project or do you want to look at this? No, we'll stop here.

Thank you. Before I move on, it's easy to see here where the existing curb cuts are located that will be revised or closed up in some fashion. On the bottom left-hand corner on Center Street, there's a curb cut. In the middle of the frontage on Center Street, there's a curb cut. And then out on Park Street, there's a curb cut. So on this following specific player plan, we are closing up on both curb cuts along Center Street. And we are revising. changing the size of the curb cut on Park Street to a 12-foot wide curb cut. We are proposing to replace approximately 135 linear feet of concrete cement concrete sidewalk and also reset the curb along Center Street. There's one existing tree the one in the center here along Center Street that we will preserve and its tree well will be enlarged slightly. Currently it's about four by six we're going to make it four by eight and then we're adding two new street trees within four by eight tree wells which will be mulch surface. There's an existing band of brick paving along the curb line and the furnishing zone which will replace or reset and we're also proposing to add three hitch bike racks within that frenching zone and two single bench benches out in that area on park street we are proposing to reduce the existing curb cut from 28 feet to 12 feet and replace the 100 foot length of concrete sidewalk that's along that frontage and lastly throughout the site we're upgrading some existing street lighting there's two existing lights along Center Street, one of which needs to be relocated slightly, and at least one along Park Street, which will remain in its current location. And finally, we will be upgrading and improving four pedestrian ramps and crosswalks, one across Park Street, the one that's reciprocal across Center Street as well.

As we presented at the new business hearing last week, the museum is subject to flooding because of the four-point channel and the sea level rise that's expected to impact the building. As a proposal to deal with those impacts there. Planning to install concrete shelves, waterproofing and new break along the Congress street and sleeper street facade. So, what you have before you, as we presented at. The new business hearing is the expected plan.

The discontinuity area is one foot above, excuse me, one foot off of the building and will run to an elevation of 11 Boston City Base to 21.1 Boston City Base, which is about 3.4 feet below grade and 6.6 feet above grade as shown in the detail. The project is aware of the Sleeper Street improvements planned by the city and has had multiple meetings with the public regarding the redesign and the drainage and has received support from the Office of Neighborhood Services. And since our new business hearing, the appraisal has been completed and submitted to PIC staff for review. And that's the improvements for this discontinuance at this particular time.

hi chair coding uh commissioners uh it's just a question is their neighborhoods in full support of what's uh what's being proposed here um obviously it's uh pretty integral that this gets done in coordination with them before sleeper street work starts in july so uh the process by which it goes in front of city council can somebody enlighten me as to how that's done um and what the timing of that typically is is that weeks is that months um that's really just my question right thank you

I can try to shed a little bit of light into that. Chung Lu, our attorney, may be on and may be able to provide some additional insight, but I'll give it a shot. So after the PIC approves the discontinuance of the public's rights within this little bit of airspace here, the project will then submit a bunch of paperwork to the city council, and they will consider basically releasing the fee interest Of that air of those air rights, which became kind of unencumbered city property. The appraisal that was conducted determined the fair market value of those of that space. And that would be remitted from the project to the city through city council. And at that point of deep would be recorded the registry and all that good stuff. That can take a few weeks or more. I think we can be flexible in allowing some of this work to begin while the project is going through that city council process, just so that we're not delaying anybody's work. Chong, if I stated anything, please feel free to correct me.

Yeah, I don't know whether you guys can hear me. This is Chong Liu from the law department. I'm the legal counsel for the PIC. We can hear you Chong, thanks. You are right. Once the commission approves, I have to draft a surplus legislation on behalf of the mayor and the file. before the city council and the council will run its own process. So that's a different process from the PIC. You have to individually follow up with them. And then assuming they approve that, they will kick back to the city clerk and then the city clerk will sign and the mayor will sign. And once they sign, I will draw a release deed and the release of the city's public interest. to the commissioner. So as you can tell, you know, since the paper traveled, it's gonna take a little bit of time. It's going to take a little bit of time. So I don't know if that answers your question. I'm the president and this is the legislation. In the very short term, I pretty much dropped a city ordinance to transfer this parcel to the patient.

absolutely yeah kevin and his team have been working very closely with public works on their design you can actually see public works is intended final curb line shown on these plans that was intentional um in in the drafting of those plans so um i will make sure that everybody who needs to be talking with one another is talking with one another and that this project is making good progress um in a timely fashion so that we can get shovels in the ground both for this project and for the Public Works project with plenty of time so that nobody has any delays. That's something that we've been working on. We've been very cognizant of that, and we'll continue to work on that as this progresses.

No, it's a good question. The legislation is actually filed on behalf of the mayor. It will be signed by the mayor. And we draft the legislation. And I will keep you guys posted on how that works through the city's IGR in regards to affairs. So once it gets to the point and if you work with a particular city councilor or Anyway, I really encourage you to work with them to get on the same page with IGR, with the mayor's office. And then once they get to the city council, I really, really, really encourage you to work with whoever the councilor is to go through the council's whole process. Thank you.

Uh, I can maybe respond to that as well. Um, yes, doors. Climate change and sea level rise is definitely an issue that we are seeing. Throughout the city, especially in neighborhoods, like South Boston and Dorchester and downtown Charlestown, East Boston. Combated that with a number of different ways, deployable flood barriers, permanent reconstruction efforts. This is the way that this is the best way that the. Children's museum has identified to protect their own. Building in their assets, and we're seeing. Other buildings take a similar approach to protect their own buildings individually. The Office of Climate Resilience probably could offer a lot more information than I possibly could. I'm happy to put you in touch with them if you're interested in discussing some of the projects that they're working on. I can do that offline if you'd like.

Yeah, good morning. My name is John Moser. I'm with PHB and the civil engineer for the project. I'm here with Brian Meyer from ARE and Rebecca Lee from Mintz. So to provide some background on the project, Aberdeen Street improvements reflected on the specific repair plan are part of offsite mitigation for the landmark phase three project or 421 Park Drive. And just to give you kind of a background of where that is, in red here, the Aberdeen Street is highlighted and the 421 Park Drive project is highlighted in blue. and it's separated by the MBTA Green Line. So switching back to the specific repair plan, during the Article 80 process, the proponent committed a fixed number of funds to support neighborhood beautification in this area. The proponent had coordinated with the neighborhood and has provided the following plans. The summary of the plans is the replacement of all streetlights within Aberdeen Street, This has been coordinated with the street lighting division. And then at the end of Aberdeen Street, which is a dead end, abutting the green line tracks, we're proposing a new planter, guardrail, and privacy fence. One additional note from new business is on last new business hearing, we heard from Sarah Leong about some replacement of sidewalk panels. After reviewing the request and going out there and seeing everything, the proponent has agreed to replace some of those panels in this general area.

Um, in which this project is taking place in Audubon Circle section of the Fenway. And, uh, and especially staff from San Jose and associates has worked with our neighborhood association over the years. And in this case specifically on how some of the impacts of the 421 Park project might be mitigated and certainly these public improvements on Aberdeen Street are welcome and important asset aspect of that. We're particularly pleased about the new planters and the trellis that will be installed at the end of Aberdeen Street right at the dead end. I think a new guard rail is to be installed, which will be helpful for public safety and also a trellis to help screen, create like a vegetative screen of the facade of the building, which is quite large, of course. So we're just here in support and appreciate the PIC's support of the project and also ask if a written comment from the neighborhood association would assist in any way.

Good morning commission. This is my name is Brian Tim. I'm with RJ O'Connell and associates. We are the civil engineer and land surveyor for this project. The project is located at the intersection of West 3rd. E street and Bolton street in South Boston. We're here with new business, the last meeting, and we made some modifications since then just to address some comments that came up during that meeting. basically to create a wider consistent ADA path of travel on the new sidewalks, the expanded sidewalks. We did have three separate pedestrian easements. We have now been able to make that one continuous easement along West Third Street in the hatched area on the screen here. It's very narrow along E Street, approximately 0.4 feet in width, and then it continues around on Bolton Street here. Again, the purpose of these easements are to increase the width of the sidewalk in association with this project.

This location At this location, Public Works and Transportation Department are looking to provide a safe and accessible access point to the City of Boston Road and Park at the top of the hill, which is located on the plan southwest here, basically at the bottom of their stairs. We're looking to install a new crosswalk across Mount Ida Road. And to do that safely and accessibly, we're looking to propose a raised crosswalk, improve the existing pedestrian ramps across Marie Street, and address these concerns brought to us by the public. Additionally, these concerns, there was concerns about school buses making turns with the existing parking, and there were some modifications to that. Specifically, these plans, obviously, like I said, they include a raised crosswalk, curb extensions, sidewalk work, pedestrian ramps. and some minor drainage work as well as relocation of a couple street lights. There are some existing street trees and some proposed street trees that we can look at on the specific repair plan, but this obviously makes this path of travel much more gracious and wider. So we were happy to provide this easement We did work with Todd to work on the geometry and actually provide this corner around this landscape planter that is on the site, but to ensure that this turn around this amenity here, this planter amenity, will remain open access for pedestrians. So pretty straightforward easement. If there are any questions, I'm happy to answer those.

No, you're good. Um, I, I'm, I'm hoping, you know, we did have extensive coordination with many departments, um, specifically planning and some with BTD on this specific repair plan. So, um, obviously on the last sheet, Kilmarnock street was rotated to be, um, planned. west to east, but Kilmarnock Street is north on this plan as is closer to the true orientation of the site. So what you see is obviously Kilmarnock Street, you can see our easement here. You can see some proposed street trees, a street tree to remain. And you can see, I think the main feature of this specific repair plan is the movement of the existing curb line to provide this bus bull bout. So obviously there is some entree parking here that would be reduced for this bus bull bout. It is the MBTA Route 55 bus. This is very close to the terminal, and the bus does make a right turn onto Queensbury, which is one way, and the final stop. of the route is I think a little bit beyond Jersey Street. So it was requested very early on when we were doing our notice of project change with the BPDA to, you know, look into providing this bull bound. We obviously had no objections since this is on-street parking that we could take this seven feet from and the geometry did work out. So we did coordinate everything, the placement of the trees, the existing hydrant to remain. with the loading and alighting zones that are required for this bus pickup. And I think it's a great feature of the project. Obviously, we'll be rebuilding an accessible curb ramp, which I don't think there are any details that I'm concerned about there. We'll be restriping the crosswalk and stop bars needed. These things were just recently installed the idle project across the street at 60 Kilmarnock Street, but obviously we're willing to do some of this flat work to provide this bulb out. And then as we get to Queensbury Street, obviously the Queensbury Street sidewalk is in existing condition. It was wider. We didn't need to provide an easement. We were just maintaining this really what's a seven foot four inch width with the grass treeway, I'll call it, which we worked very hard with John Fishback and planning to maintain. Obviously, we had some issues with short-term bike parking, and really, you can obviously see that this site is a smaller site, and we needed 18 short-term bike parking spaces. We initially were proposing to pave concrete pads intermittently with these street trees to... Provide that, but we ended up coming to an agreement. And coordinating with. You know different Louisa gag to be specific to offsite some bike racks, which I know this is, you know, the plot thickens as we move around the corner here, but we do have a plan to show that we do have a planning document that we coordinated with some field work and some field measurements. Obviously we don't have survey at this address. This location was. recommended by Louisa Gag. So we went out, we did some field investigations, took some measurements. There was a separate document that was submitted, but you know, I'm not going to bring up as part of the new business hearing, but to show that, you know, these proposals for these short-term bike racks being at in vicinity of 125 Jersey Street is going to work and be installed. So we moved 14 spaces to that location and we kept four spaces, two bike racks, one on Kilmarnock Street and one, I'm sorry, one on Kilmarnock Street and one down on Queensborough Street near the Hydrant mailboxes that are there, Postal Service mailboxes. So again, if there are any questions, I'm happy to answer those, but that is, I guess my initial presentation of what we're proposing to do.

One is, as you can see here, along Washington Street at the intersection of Winter and Summer Street. Macy's is to our plan south here. So this ventilation structure supports two of the three elevators. There is one at the corner of this building here, as well as one within the station underneath the sidewalk, kind of adjacent to Macy's. So both elevators are supported by this ventilation structure. kind of adjacent to Macy's along Washington Street here. And just elevations and a simple rendering illustrating the location and the appearance of the ventilation structure. Through the design process, there was feedback on simplifying the structure itself to enable various Boston departments to mount their informational signage or information in general To this structure, so the, it's just a framework structure that contains the ventilation and plumbing ventilation within it. So this is the 1st location again, adjacent to Macy's. Along the sidewalk in this grand paper area. The 2nd location is at the. Close to the intersection of trademark street and winter street. The Boston common is up on the page. North Northwest. So, it's adjacent to an existing and BTA Park street and entrance stair. and between the stair and an existing street level elevator entrance. So this is supporting our third elevator of the project that is at the kind of the intersection of Park Street and downtown crossing, again, between our elevator and stair entrance. And similarly, the elevations and renderings of the ventilation structure, again, same concept here, to enable the mounting of various Boston departments for informational signage or maps as needed.
