Lee, City Council District 1, Police Jury District 12.
If you could introduce yourself and sign in and just kind of tell us about your project.
Hi, my name is Latonya Mister and I am a physical therapist here in Bossier City. Our plan is to purchase land in South Bossier so that we can open up a daycare and extend our second location in physical therapy practice. We have one that is located on Swan Lake and Viking Drive currently for pelvic health physical therapy. And I know that there is a severe need For daycares in the area, being a military spouse myself, I understand that when we first PCS'd here, it was challenging to find childcare. I will say, with my association with the Shreveport Chamber, they've even put out surveys saying how there is a need for childcare in the area. And there's a spouse on base that I follow in the spouses group who's doing a survey as well, talking about the difficulties of finding childcare in this area. So that's our goal. We need to change. The land is currently zoned as Residential, we need a change to commercial.
Jeff, there were some unresolved issues. Did you get those resolved?
Yeah, we're going to need eventually a detailed site plan. I think we'll need a traffic impact study. You know, those drawings are nice that you put in. I think they were probably AI-generated, but the entrance and exit will have to be evaluated through the traffic study, and whatever comes of that would need to be, I doubt very seriously, it would have three entrances most likely.
And the middle one looks like it does align with the median, cut in the median in Robert E. Lee Boulevard, so I think that might be important to have.
avoid having to do a new median cut would be to make sure that that center driveway would be aligned with it could we make that last driveway for egress only for exit only when you say the last one the one that's closest to the railroad track well i think what will have to happen is in the traffic study they'll they'll make recommendations and those would have to be followed okay yeah And that very well may be the result.
That may be the one that they want to not have, just because of its close proximity to that intersection. OK. Yeah. But the traffic study would make that recommendation. And I think my sense is that the city council would probably want to see a traffic study as well anyway. So let's go get that out of the way then.
So just the traffic study, did you say something else prior to that? You said more details on?
Well, a site plan. Right. And I guess your site plan will be after you get all these traffic deals figured out, and that'll show us where everybody's going in and out and how the properties, you know, functions.
Yeah, and, you know, parking calculations and things will have to align with the UDC guidelines. That addresses that. How many kids do you think you were going to use? We're setting it up for at least 150 kids. So quite a bit of traffic. You're talking about 150 cars twice a day.

Yes, absolutely. And these would be requirements that would have to be met at such time that she applies for a planned unit development or permit if the zoning passes. There was a question that came up about how many units would be required if it or be allowed if it remained RMD and it would be roughly 214 residential units if it were to remain RMD.
But, Carla, that's a good point. Today, we're really just addressing the zoning. The zoning today, yes, sir.

I had mentioned on one slide we inadvertently put Bossier Schools property as customer parking, and since we don't have a... use facility uses agreement probably take yeah we can take that out we don't we don't really use that area so great again I would encourage support and approval for this have any other comments just make it a condition pardon me just make it a condition if that's the board's choice yeah okay this is public meeting if anyone would like to come forward and offer an opinion see no one moving so entertain a motion here and we need to make sure that we address that okay so I recommend that we approve see use 130 dash 2026 with the exception of no customer parking on the Bossier Parish property, at least from your aspect, no parking on Bossier Parish School's property.

Yeah, it's pretty simple. Right now, if you go at that racetrack, he's wanting to add alcohol provision right across the street from First Methodist Park. So if you go straight across, it's within that 300-foot no-go zone. So the proposal is to have an accessible path from the front door of the raceway create a build a new sidewalk to go to the intersection and across and we'll get just over the 300 foot which which that was the intent

Okay, so I went out and did, just so everybody's aware, I went out and did the survey to make the measurements. It's always been the intent to use that sidewalk in front of the building going towards, westerly towards the Waffle House, hitting the crosswalk, going across the crosswalk to the south side of the road. That was always the intent.
Okay. Is there a sidewalk there now?
There is not. Okay. But... for approval for approval contingent upon what you just said if it's contingent upon he's going to be okay with that i'm 100 sure because we've been discussing that for probably 18 months okay okay so if you want to approve it contingent upon him putting that sidewalk in that little 15-foot green area to the crosswalk and then so those pedestrians who would walk from the south side to the north side or vice versa allows them to go across the crosswalk and it hits that 300-foot ruling, he's going to be okay with that because that's what I told him a year ago.

One more quick question. The alcohol is required for B3. B3 is required for alcohol. Yes, that's correct. So we can't sell it anyway.

We are requesting the rezone for our portable building structures and outdoor structures, carports, cabanas, greenhouses things like that they're all portable so nothing is built on-site it would just sit there strictly for sales yes so no no manufacturer no none at all Carlotta has there you've been able to share some of the
requirements, unresolved issues.
Um, we would need a minor plaid, which she has applied for. Um, we would need the site plan submitted, demonstrating compliance. Uh, currently, um, she's requesting gravel parking. Um, we would need a landscaping plan, a 25 foot compatibility buffer on the east side, since there are residences on the east side. And then the proposed sales office would need to comply with the architectural standards. We would also need to discuss the access with DOT to guarantee where it will be placed. And then we would need to review the drainage improvements and have a plan unit development application.
If this goes forward, will we be able to see the sales office next month? A drawing?
Yes, sir. Okay. And I know we're working on, I'm working with James Serio, and so he's helping me a little bit, but we're already working on the landscaping along the side and potentially the driveway. And so we have a few things going.
Is there going to be any concrete on the property at all? No.
I think we all have to do the concrete or asphalt by the office. I think if I remember that correctly, um, it's a very small office. So I think I was only required like two parking spots and then coming in and out of the property. Right. And so, um, yeah, we were, um, I figured the, the entrance had to be asphalt. We, we were really just requesting the gravel for, back where the display structures are. Nobody's driving back there. It's usually park and walk.
Just curious, are you doing sales like this in any other location in Shreveport or Bossier?

Yes, sir, Mr. Chairman. This is the Louisiana Department of Transportation and Development $25 million build grant award for the Bossier Parish East-West Corridor. House Speaker Mike Johnson announced $25 million of federal funding being allocated to the East-West Corridor. I know there was a lot of speculation about whether this road was a myth, and it is not. With the additional funds, we're now ready to start acquisition on the right of way. So I just wanted that to be on record that this project is moving forward, and we now have some additional funding to progress.
Which right-of-way is that, Carlotta?
So they're going to start on the Benton Road Airline part first, and then they will go all the way over to Winfield Road. That's right.
I thought this was a Winfield Road connection. Yes, just north of Tiburon, going all the way up to Winfield Road. That's what I thought it was, but I'm making sure.
Yes. So I just wanted to put that on the record. And then just one additional item. We will have our, um, how to do business, um, in Bossier, how to do business in Bossier easier, uh, workshop at the end of the month. Um, we, we will have several agencies there. Um, we'll have fire prevention, uh, someone from Louisiana secretary of state, um, permits. health department. We just want to get all the agencies in a room just in case people are curious about how to start a business or if you have a business now and you still have questions, we will have all of those folks in the room for them to ask questions. So we want people to start businesses here. It shouldn't be that hard. It shouldn't be that confusing and we know it is. We have a lot of businesses that start in the middle or they just jump straight to the end and then they get upset when they figure out that they have they've skipped some steps and so our job here is to make them informed
and to help them if they want to do business here.
