We're basically going to be having a public hearing first, and so I'm not sure if there's anyone here that wishes to speak at the public hearing. If they do, the podium's all theirs. See, no one seems to want to speak at the public hearing. I'm going to close the public hearing on establishing the tax levy rates for 2026, and we will go to call to order, pledge in prayer, sign.

Section 2, the accountant is hereby authorized and instructed to draw up checks on respective Citibank accounts in favor of the persons whose salaries and accounts have been allowed as above, amounting to $725,644.27, being the total amount of money being appropriated. An ordinance of the city of Louisville, Missouri authorizing the purchase of approximately .44 acre parcel along Cliff Drive along the Katy Bridge approach from W.N. Geiger and Sons Incorporated providing an effective date therefore repealing all ordinance in conflict with this ordinance.

Kate, can you give a general overview of what we're buying and why?

So this is a property along, I call it Cliff Drive, so if you haven't taken a road trip to find Cliff Drive yet, but it's sort of this unimproved road that's between the bridge approach and Harley Park. I believe prior to the casino that there was houses there, some of that area, and when the casino came in and they blighted some of that property on the riverfront, those houses went away. I was not here for that, so don't quote me, but I think that's what I've always understood. But that area of Cliff Drive, there's a couple properties there that access is only either through Cliff Drive or through that bridge approach. We would not want to improve Cliff Drive. It's just not a road we want to be in the business of improving or maintaining. So to me it makes sense given that there's already the bridge approaches right there to just purchase that and leave it as parkland or green space and add to the ambiance of the bridge approach.

Section 1, the rate of taxes for use and benefit of the City of Boonville, Missouri, for the fiscal year beginning April 1, 2026, are hereby established as follows. The rate of taxes for the general fund shall be 70.35 cents per $100 assessed valuation. Section 2, this ordinance shall be in full force and effect from and after this passage and approval. Section 3, all ordinances or parts of this ordinance in conflict with this ordinance are hereby repealed. Yes, the notes are in the packet. Good meeting. I know Jeff and the department have been kind of working on Rankin Mill Road. I think some of you guys have probably heard about the issues there. So there's a pretty good detail in the report about kind of what was going on. But feel free to let me know if you have any questions.

I'm curious about the $20,000 bill. That one just flagged as, what was going on there?

And Jeff can probably give a little more detail. I think it was that the meter was running backwards, so they really weren't 100% sure if it was actually a loss or not.

Yeah, that just seems out of the norm. The meter was a problem.

Yeah, so there was video of it, and we had several on the committee that are previous water department employees, so they were pretty strong committees, so.

Yeah, minutes are in the packet. It was a good meeting. It was nice to see. It was my first meeting I attended with them. They didn't meet in July and I missed the June one, but it was nice to see Bob Rohrer again. I did a lot of work with him when I was at Community Action with the Housing Authority and everything. So it was really neat to see what they do from the inside. The biggest thing was Andrew Tate was there from Riverstone Platform Partners. Got to meet him, talk with him a little bit. He kind of presented everything that they were doing. I did not pretend to understand everything he was talking about. So be gentle on any questions that you might have. And if you have those questions, I will forward them on to Andrew Tate. But it was a good meeting. It was very interesting.

Was there discussion around Mr. Tate's plan regarding... The development, is that why he was there?

Yes, yeah. Yeah, he kind of outlined kind of what the plan was and answered a lot of different questions and things like that. So, I mean, he's very knowledgeable, very good source of information, and can answer probably any question that anybody has regarding the development. Great, thanks.

I do have one question you may not have the answer to, but just knowing that occupancy rates are... At 98%, have they discussed what it looks like to grow that? I mean, that seems like, I imagine there's a waiting list on that too.

There is a waiting list, they said, yeah. Do you know how deep that is? They said, I had the notes, and I wrote it down, and of course those are in my office. But there is a waiting list. I cannot remember how long it is, but it's a decent-sized waiting list. Part of what I think the plan is, hopefully, if they get this up and going, is to hopefully move some of those people either, off that waiting list into these if they meet the criteria. But yeah, there is definitely a waiting list. But as far as the 98% occupancy, that's, from what I understand, what they said, that's about as good as you can really get as far as their scores are concerned for occupancy. Sure, yeah, yeah, definitely.

Do they have a long-term plan for expansion or...? Trending, forecasting, anything like that? Not that they went over.

Yeah, not that they went over, but I mean, I know Bob, I'm sure, Mr. Rohr has some plan, I'm sure. They just didn't touch on why it was there. Nor did it come up.

I just wanted to add, Andrew, that Bob sent a letter of support in the application to Riverstone.

Just a couple things. One, I noted in there that Animal Shelter is having some HVAC issues. I failed to tell you the quote price for the new HVAC is $19,100. So I've already told them to move forward with the project, just so you know, but I wanted you to know we're doing that. Yeah, it was bad. It was a bad deal again. So we're just living in that world right now. I do want to thank all of the pool employees and the parks employees who keep the pool open. It's a labor of love, I think, for those guys. And it's a long season. But anyways, closed on Sunday. It was a great season. Doug is pulling some numbers for me from the Clover system, so I'll bring in how many season passes, and then I'll also probably run a report from Placer just with the big numbers so you guys can kind of see what it looked like. And we'll start talking about what we need. I sent them some emails today about what's on the horizon for next year as we get to budget. I just also want to say that... The next council meeting will be on Tuesday, September 8th, because the 7th is Labor Day. And prior to that meeting, P&Z will host their public hearing for the comprehensive plan. So if you remember, we kind of had to undo what we did, so we're going to do that.

Dee, city councilor? Just briefly, we... wherever some wood is. Should be on the home stretch on securing easements for the roundabout project out in front of McDonald's. We do have one in hand from one of the property owners and the other easements themselves are just waiting for signed copies back. Once we have all those we can get them recorded so that that can go through MoDOT for putting everything out to bid.
